Our role
• The New Zealand Qualifications Authority is the expert body which ensures that New Zealand qualifications are valued as credible, nationally and internationally.
Key Functions
• administration of national secondary examinations
• moderation of internal assessment in secondary schools
• management of the Register of Quality Assured Qualifications and the National Qualifications Framework
• Quality Assurance of the non-university tertiary sector
• standard setting in National Qualifications Service (NQS) and Māori Qualifications Service (MQS) – making up about 25% of all standards.

Alignment of Standards with NZ Curriculum
• Joint project by NZQA and Ministry of Education
• Achievement Standards to reflect Curriculum
• Unit Standards – non-Curriculum content
• M and E grades possible for Unit Standards

Alignment of Standards with NZ Curriculum
• New aligned standards will be in use from next year:
– Level 1 in 2011
– Level 2 in 2012
– Level 3 in 2013
• Assessment resources for internally assessed standards – being developed by MoE.
• Exemplars – being developed by NZQA
• Literacy and Numeracy standards
• Transition arrangements
Course Endorsement
• complements Certificate Endorsement
• Merit and Excellence endorsement of individual courses
• requires 14 credits at Excellence or 14 credits at Merit or Excellence
• at least 3 of the 14 credits internally assessed standards, and 3 from external assessment
• for introduction from 2011 at levels 1-3.
NCEA and Scholarship report
• Comprehensive report of NCEA and Scholarship examinations- will be released on an annual basis
• National Statistics- including:– Results by ethnicity, gender and decile
– Moderation of internal assessment
– Reviews and reconsiderations
– Breaches of examination rules

• Roll data shows significance increase in retention – 24% rise in Year 13 roll from 2004-09.
• Over the period 2004-2009, the gap in achievement between Māori and Pasifika students and other ethnicities has narrowed slightly.

• 1 September 2009 - new regulatory arrangements replaced Quality Assurance Standard 1
• 35 External evaluation and review (EER) reports now online
• A further 40 reports being finalised.
• Approx. 24 EERs per month.
• 150 EERs to be completed by 30 June 2010.
Targeted review of qualifications
• Completed late-2009
• Focused on diploma and certificate levels (levels 1 to 6, excluding NCEA)
• Findings:• system not understood by students/employers• too many qualifications and duplications• pathways not clear for
students/parents/employers
• High cost and long time-to-market of new qualifications
Change Package - 2010
• Establish a single, unified New Zealand Qualifications Framework
• Require use of existing quality assured qualifications and enable local components to be included in qualifications
• Require mandatory reviews of qualifications
• Require mandatory pre-development assessment of qualifications
