Local Municipal Design Standards and Permits

o Some local municipalities have design standards that are more stringent than CDOT’s

o Research and coordination with the local municipality to determine which standards apply (IGA or other agreement may be required)

o What permits might be needed (e.g., local grading permit, GESC permit, stormwater discharge permit) – coordination with MS4

9Case Study Inventory and Analysis

Municipal Separate Storm Sewer System (MS4) Agency Agreements

10Case Study Inventory and Analysis

o IGAs may be required.

o IGAs define responsibilities.

o Clarify roles prior to project starting.

o Can be timely to get set-up.

Existing Vegetation Determination/Percent Cover

Requirements from Chapter 4, Section 4.5 Required prior to construction to assess

plant density and cover.

Performed by SWMP Administrator for Design or Construction

Used to close the SCP

CDOT Landscape Architect should be contacted if technical support is needed

https://www.codot.gov/programs/environmental/landscape-architecture/swmp/vegetative-transect-procedure-1.pdf

32Case Study Inventory and Analysis

Poll question

Updated Procedure:

o A minimum of (1) 50-ft. transect for projects less than 5 acres.

o For sites between 5 and 20 acres, it is recommended there be two transects.

o LA determines # transects required for large construction projects (>20 acres)

o Performed during the growing season

o Pre and post construction vegetation determinations should be conducted the same time of year and at the same general locations.

Vegetation Determinations

33Case Study Inventory and Analysis

o Safety PPEo 50 foot tape measureo Pointed wooden dowel, steel rod

or other type of pole that is at least 2-4 long

o Digital camera, phone, ipad or other equipment to take photographs and record GPS locations

o Project site mapo Data sheetso Index cards or some way of

noting the transect number o Pen o Or software like Survey 1,2,3 to

record data and photographso Noxious weed field guide (rec)

34Case Study Inventory and Analysis

Equipment

o Safety tailgate meeting

o Find representative area

o Take a photograph of the unique transect number written on an index card or designate the unique number using software such as Survey 1,2,3.

o Record transect location (preferably using GPS)

o Lay a tape measure down or mark out 50 feet.

o Take a photograph at the starting end and another one at the other end looking across transect. Take three more photographs facing down at the vegetation and tape measure at the beginning, middle and end of transect and one additional of the surrounding area.

35Case Study Inventory and Analysis

Vegetative Determination Process11

o Start at the 0 ft of the tape measure and move 1 ft and extend the dowel, steel rod or other type of pole straight down to the ground.

o Evaluate if bare soil or vegetation is encountered

o Record result on data sheet

o Move to the next 1 ft marker on the tape measure.

o Total vegetative hits within the 50 ft transect

o Divide by 50 and multiply by 100 to get percent cover

o All transect locations should be added to the SWMP Site Maps along with the percent cover.

o An average of the percent cover from the total transects and date of vegetation transect survey is added to the SWMP Plan Sheets.

36Case Study Inventory and Analysis

Vegetative Determination Process

o Vegetation consists of viable grasses, shrubs, trees, or forbs

o Indicate if there are weeds on your transect form. Noxious weeds will be counted as pre-construction cover but not for post-construction

o Laying out a 50-foot tape

o At every footmark, document whether vegetation or bare soil is encountered. (vegetation consists of viable grasses, shrubs, trees, or forbs –weeds are not counted for post construction vegetation)

o Take photos of each transect and each foot.

o Results are totaled and expressed as a % cover

What is the sequence of performing a transect?

Case Study Inventory and Analysis

Field Observations on Flow and Drainage

o Observe and record existing drainage, flow direction (run-on and run-off), and erosion.

o Use proposed design to evaluate:

• impacts new drainage features/patterns

• High erosion risk areas

o Work with the Hydraulic Engineer on controls for run-on.

43Case Study Inventory and Analysis

Field Observations on Sensitive Areas

o Evaluation of sensitive areas

o Review the NEPA report prior to the field visit

o Verify these are identified in preliminary design plans

Existing Wetland

45Case Study Inventory and Analysis

Regional Wetland Biologist

46Case Study Inventory and Analysis

https://www.codot.gov/programs/environmental/wetlands

To determine if there are any wetlands that will be affected by the project.

o Work with the regional, consultant resource specialist - Regional Wetland Biologist

o Review Biologic Resource Report

o Review NEPA documents

Regional Biologist

To determine if there are any threatened and endangered species (wildlife and plants) that will be affected by the project.

47Case Study Inventory and Analysis

o Work with the regional, consultant resource specialist – Regional Biologist

Sandy Loams

Soil Erosion Potential

Erosion factor Ko Indicates the susceptibility of a soil to sheet and rill

erosion by water

o K is 1 of 6 factors in RUSLE to predict the average annual rate of soil loss by sheet and rill erosion in tons/acre/yr.

o Based primarily on % silt, sand, and organic matter and on soil structure and permeability

o Values 0.02 to 0.69

o Higher the value, the more susceptible the soil is to sheet and rill erosion

54Case Study Inventory and Analysis

Soil Texture

55Case Study Inventory and Analysis

Soil Permeability

Consider soil permeability if you are constructing sediment traps, sediment basins and infiltration BMPs

www.techalive.mtu.edu/

56Case Study Inventory and Analysis

Hydrologic Soil Group (HSG)

o Group A - Low runoff potential, high infiltration

o Group B – Moderate runoff potential and infiltration

o Group C – Low infiltration rates typically with a layer that impedes downward movement of water

o Group D – High runoff potential, low infiltration rates

57Case Study Inventory and Analysis

58Case Study Inventory and Analysis

Example - Powers Blvd. utilized temporary berms as perimeter protection

o What type of soils are on site? Is a berm a good fit for the site?

o Will these soils be ideal for vertical tracking?
