What is Illinois Home Performance?

Drive demand through consistent messaging, by connecting upgrades to the real estate market, and by acknowledging programs, contractors and homeowners that take the next step in increasing the safety, comfort, value and efficiency of Illinois homes

Raise standards for energy assessments and upgrades and promote a whole home approach

Objectives

Illinois’ version of national Home Performance

with ENERGY STAR® program

Statewide platform for whole home retrofit programs

Provide support for current whole home work

Existing, 1-4 unit homes throughout Illinois with no income eligibility criteria

Results in Illinois Home Performance with ENERGY STAR Silver and Gold certifications

Basics

Participating Contractors – Deliver program on-site, educate homeowners, communicate with the public, maintain certifications and seek out trainings

Program Providers – Administer program locally, set local program standards, offer rebates, perform quality assurance, market program

Statewide Sponsor – IL DCEO & MEEA coordinate IHP program, set state-level standards, enroll Participating Contractors, issue Certificates of Completion

National Sponsor – U.S. Dept. of Energy sets standards for national Home Performance with ENERGY STAR® program, guides logo use, provides support to IHP

Retrofit achieves a minimum of 15% modeled total energy savings reduction from baseline, as determined during home energy assessment.

-OR-

Retrofit includes the following two components, at a minimum:

a. Building infiltration rate: 4 ACH50 –OR –30% reduction below baseline. Must follow BPI Building Airflow Standard requirements and

b. Attic insulation: R-value increased to the level specified in the current state or local code, whichever is higher.

Both of the following:Ventilation - Meets requirements set forth in ASHRAE 62.2 2007Building infiltration rate - 4 ACH50 –OR– 30% reduction

And, four out of five of the following:Duct leakage rate - Supply + return leakage to outside/fan flow ≤ 10% -OR- ducts are completely within conditioned spaceWall insulation -R≥13Attic insulation - R≥49Basement/crawlspace insulation:• If unconditioned, floor insulation R≥30• If conditioned, wall insulation R≥10 continuous or R≥13 cavity
