L1 Block Level (Rs.5000-Rs.8000/- P.M)
2-3/block Inter/Graduate , with minimum 3-5 yrs grassroots experience with CSOs
Identify & train GP level Resource Person and guide them during the SA verification process
L2 District Level (Rs.8000-Rs.12,000/- PM)
1-2 perdistrict
Graduate with minimum 5-8 yrs grassroots experience with CSO
Identify , train Block & GP level Resource Person, and anchor the SA Team of the District
L3 State Level (Rs.16000- Rs.20000 P.M)
7-10 Post-Graduate with minimum 8-10 yrs grassroots exp with CSO
Monitor the SA process across 2-3 districts

Pre-Audit Process at District Level
• Identification & Selection of Block and GP level Resource Persons
• Facilitate making record available by Programme Officers to Resource Persons
• Training of Block Resource Persons through pilots audit process – includes verifying records & inspection of work-sites
DURING AUDIT PROCESS• Mobilization of Labourers in villages
using communication tools (slogans, songs etc)
• Verification of documents by visits: door to door
• Work-site verification• Focused group discussions at ward
level• Collecting evidence, filling out Social
Audit Format• Conducting Gram Sabhas
POST SOCIAL AUDIT PROCESS
• Conducting a cluster level Public Hearing• Reading out Social Audit Reports in
Public Hearing• Hearing to be attended by elected
members of block panchayats, implementing agency, Disbursing Agency & labourers
• Hearing to be presided over by officer nominated by DPC
• Recording the recommendations and decisions by Presiding Officer
FOLLOW-UP PROCESS
• Setting up of independent State & District Vigilance Units
• Responsibility of SA follow up lies with the Vigilance Units
• Disciplinary & other action as per existing Rules
• Preparation of ATR & communicating it to Government
• State Council to monitor action taken and incorporate in report to Assembly
ESTIMATED COSTS
Estimated cost: 0.5- 0.75 % of total expenditure (includes establishment expenditure of State & District level units, Stationary, Photocopying. Travel etc) States to send to MoRD their annual budget proposals
Concurrent SA •Wall paintings in Public place at Habitation and GP level
•Reading out to the labourers and pasting the Muster Rolls in the Gram Panchayat every month
•Follow-up Action to be initiated on all complaints and grievances
