SESSION1-WHATISANEIGHBOURHOODPLANANDWHATHAVEWEBEENDOING?TheActingChairsaidthattobegin,andbringeveryoneuptodate,SteveBesford-Foster,theLooeNPProjectManager,wouldgiveashortpresentationonwhatNeighbourhoodPlansare,whytheyareimportantandwhatLooehaddonesofar.TheslidesfromthispresentationaregivenasAppendix1.QuestionsraisedattheendofthissessionconcernedthestatusoftheNeighbourhoodPlan,andwhethertheLocalPlanningAuthoritywouldproperlyrespectitasaplanningtoolwhenmakingdecisionsonplanningapplicationsaffectingLooe.InreplytheprovisionsoftheLocalismAct2011andtheconsequentchangestothePlanningActs,whichmadeNeighbourhoodPlansaformalpartoftheplanningsystem,werereferredto,pointingoutthatifthePlanwassupportedatReferendumtheLocalPlanningauthorityhadnochoicebutto‘make’thePlan.ItwasalsonotedthatlocalmonitoringoftheuseoftheNeighbourhoodPlanwasdesirable,sothatanylackofuseormisinterpretationcouldberaisedasanissuewithCornwallCouncil.SESSION2-FEEDBACKREPORTONTHELOOECOMMUNITYSURVEY2016SteveBesford-Fosterthenpresentedarapidsummaryofthesurveyresults,notingthatacopyofthegraphswasoneachtable,andthatfullerdetailswerebeingpostedontheNeighbourhoodPlanwebsite.TheslidesfromthispresentationaregivenasAppendix2.Heexplainedthat495returnshadbeenreceivedfromadultpopulation(17andabove)of4,321whichgaveaconfidenceintervalof4.15pointsataconfidencelevel95%,meaningthattheresultswereareasonablyfairexpressionoftheviewsofLooe’scommunity.Healsoexplainedhowthesurveyinvolved‘closedquestions’presentedusingaLikertScaleweightingorapercentageofthoserespondingtoaquestion,andalsoopenendedquestions.ItwasalsonotedthattheageprofileoftherespondentsdifferedalittlefromtheactualprofileforLooe,asolderpeopleweremoreinclinedandavailabletorespondtosuchsurveys.ThismeantthattheWorkingGroupswouldneedtoensurethatyoungerpeoplewereengagedwhentheydevelopedideasandsolutionstotheissuesraised.Keypointsarisinginthepresentationwere:
• Itwasnotablethatwhenaskedhowthetownmightbedescribedinthefuture,theharbourasasourceofworkandleisure,thetraditionalfeelandvaluesofthetown,andit’squiettranquilitywereallstronglysupported.
• Theprotectionofthelocalidentity,heritageandthehistoryofLooewasseenasanimportantsustainabilityissue,secondonlytoflooding.
• WhilstalmostallrespondentsidentifiedwithLooe,theyalsoidentifiedwith‘neighbourhoods’withinthetown,suchasBarbicanandHannafore
• AdditionalshoppingfacilitiesandbetterparkingarrangementstoppedthelistofthingsthatwouldmakeLooeabetterplacetolive.
• Ifanynewhousingwastobebuilt,respondentsfeltitshouldbesmallerstarterhomesforyoungpeople,affordablehousinganddwellingsbuilttotakeintoaccountchangingrequirementsthatcomewitholdage.
• TherewasstrongsupportfortheredevelopmentofPolean,withleisure,shoppingandhi-techindustryasthemostpopularuses.
• QuitealotofrespondentsalsowantedtoseeadevelopmentforshopsandjobsonthefieldsoppositetheschoolontheBarbican.
• Astowhatsortofjobsshouldbeprovided,respondentshadfavouredservicejobsintourismandcarerelatedwork,ITandcommunications,andarts/entertainmentasthetop4.
• Onthetowncentre,respondentswereinterestedinpedestrianpriority,beingabletoaccessmoreservices,havingmoreindependenttraders,andachangeinthebalanceofretailtomakeitmoreinteresting.
• Therewasstrongsupportfortheharboursideanditsroleineconomicwell-being.

SESSION5–THENEXTSTEPSINCREATINGTHELOOENEIGHBOURHOODPLANThefinalsessionoftheeveningwasaplenarydiscussionofwhatthenextstepsshouldbetotaketheNeighbourhoodPlanforward.SlidesusedtoassistthisdiscussionaregivenasAppendix3.Therewasagreementthatthebestwayforwardmaybetoformshort-termworkinggroupsthatwillmeetafewtimesoversaya3-monthperiodtofocusonparticularthemesandworkupproposals.DuringthebreaktheActingChairandtheProjectManagerhadlookedatthefeedbackfromsession3,andproposedthefollowingworkinggroups:
