Conclusion

Billsrelatedtocombiningprimaryandschoolelectionshavebeenproposedinsevenofthelast10legislativesessions.Ateachofthehearingsonthesebills,allproponentsexceptone,werefromHelena.Opponentsrepresentedelectionadministrators,schoolofficials,andlocalgoverningbodies.Theprimaryargumentsforthebillsweretoincreasevoterturnoutandpromotetheintegrityofschoolelections.Theprimaryargumentsagainstthebillswerebasedontechnicalconcerns.ExceptforaSecretaryofStatespreadsheetshowingcertaindatesforelectiondeadlinesunderHB140duringthe2013SessioncomparedtodeadlinesundercurrentlawandasectionbysectionchartfromtheOfficeofPublicInstructiononHB140provisions,nootherexhibitsofresearchvaluewerehandedoutatanyofthehearingsonanyofthepriorbills.A1997studyresolutionwasnotassignedbecauseitdidnotgarnerenoughlegislatorinterestandwasnotconsideredastatewideissue.Inshort,thelegislaturehasneverreceivedsubstantiveresearchoranalysisoncombiningprimaryandschoolelections,norhasitconductedalegislative
