I. I give approval for field testing the STRAILastic_A INOX 2.0 rail damper for rails 60 E1, 60
E2, 54 E4, 49 E5 and R 65 for Federal Railways.
This approval for field testing is limited until 31st Oct 2020.

STRAILastic_A INOX 2.0 is a rail damper for decreasing sound emission and reducing rail
vibrations. In order to make it more efficient, the rail damper contains steel inserts which
increase its dead weight. The rail dampers are fastened directly to the rail foot using steel
clamps. The STRAILastic_A INOX 2.0 rail damper is based on the STRAILastic_A INOX 1.0
rail damper which has been approved for field testing. The geometry has been changed
but the materials used are still the same.
II. The approval for field testing is given at the basis of the following supporting
documents and drawings. Those have been essential for our decision and have to be
observed unless the secondary regulations say otherwise.

28th April 2015;
• Drawing fixing clamp 02085000_AU STRAILastic_A Clamp INOX from 16th March
2015;
• Drawing absorber element 02082600_AU STRAILastic_A Absorber INOX from 28th
April 2015;
III. The approval for field testing is connected to the following secondary regulations:
1. Alterations made to the rail damper STRAILastic_A INOX 2.0 which regard its
structure and which are relevant to safety have to be reported to the Federal Railway
Authority (EBA) in advance. In case of a safety-related breakdown or failure of the
STRAILastic_A INOX 2.0 rail damper, the EBA has to be informed immediately. The EBA will
then decide about the appropriate procedure.
2. A copy of the approval for field testing and the supporting technical documents
have to be presented to the builder-owner prior to the beginning of the building measure.
It must be ensured that copies of the approval for field testing and of the supporting
technical documents are available at the building site as well as at the local responsible
authorities during the field testing.
3. The manufacturer’s installation, repair and maintenance instructions and the
necessary tools for it have to be held available at the building site and for the operator.
4. The STRAILastic_A INOX 2.0 rail damper must not be set up in the area of turnouts
or other moveable parts or in the area of line or wire connections, connectors or wire
contacts.
5. When mounted on welding beads, the STRAILastic_A INOX 2.0 rail dampers must
be processed accordingly.

6. At points which are constructional secured with emergency rail clamps, the
STRAILastic_A INOX 2.0 rail dampers must first be removed residue-free. The same goes
for a subsequent installation of LST components.
7. After mechanical maintenance work, the correct position of the STRAILastic_A INOX
2.0 rail dampers must be checked.
8. Labelling the STRAILastic_A INOX 2.0 rail dampers must be done in accordance
with the Railway Infrastructure Company. The rolling label on the rail web according to
DIN EN 13674-1 has to be transferred permanently to the STRAILastic_A INOX 2.0 rail
damper.
9. For return circuit currents, railway earthing and equipotential bonding, regulations
according to Business Unit Guideline 997.02 by DB AG are decisive. The regulations of the
DIN standards, especially those of DIN EN 50122-1, have to be observed.
10. The necessary electro technical and safety-related measures have to be arranged
with the Railway Infrastructure Company.
11. Before STRAILastic_A INOX 2.0 rail dampers are used in tunnels, there has to be
proof of their non-combustibility according to EBA guideline “Anforderungen des Brand-
und Katastrophenschutzes an den Bau und den Betrieb in Eisenbahntunneln” (Fire and
Desaster Protection Requirements for the Construction and Operation of Railway Tunnels).
12. It must be ensured that Federal Railways (EdB), normally DB AG, technically monitors
the building projects in cooperation with the manufacturer and closely supervises them in
the context of regular inspections during the stage of field testing. Visual checks have to
focus especially on the force-locked fastening of the STRAILastic_A INOX 2.0 rail dampers
to the rails, on deformations (e.g. distortion, warping) and on the surface (e.g. damage
caused by UV) of the STRAILastic_A INOX 2.0 rail dampers. The results of the tests and
checks as well as any work done on the superstructure during the field testing stage have
to be documented and collected in a “field testing journal”. The place and the date of the
beginning of the field testing have to be sent to the EBA in writing.
13. STRAILastic_A INOX 2.0 rail dampers have to be subjected to continuous quality
control according to DIN 18200. Internal quality control tests can be done in internal labs
and test benches. External quality control has to be carried out by an acknowledged
institute such as Deutsche Bahn AG, Beschaffung Infrastruktur, Lieferantenmanagement
und Qualitätssicherung, Caroline-Michaelis-Straße 5-11, 10115 Berlin.
14. The requirements as well as the type, scope and frequency of tests carried out in the
context of internal and external supervision have to be described in quality control
instructions by the manufacturer in cooperation with the certifying body and presented to
the EBA for inspection.

15. The confirmation that the STRAILastic_A INOX 2.0 rail dampers comply with the
regulations of this approval has to be done with a certificate of compliance (proof of
compliance) according to the following sample:

16. The above-shown certificate of compliance has to be attached to the STRAILastic_A
INOX 2.0 rail damper or if that is not possible, to the dispatch note.
IV. Reservation:
This approval can be revoked with immediate effect if its secondary regulations are not
observed. This approval will be revoked, supplemented or amended if the STRAILastic_A
INOX 2.0 rail damper does not stand the test, especially if repeated damage is caused
which can be attributed to the use of STRAILastic_A INOX 2.0 rail dampers or if new
technical information may suggest it.
V. The cost of the proceedings will be borne by the applicant.
VI. Note:
1. This approval is given without prejudice to the rights of Third Parties, especially
private property rights.
2. An extension of this approval for field testing or a (general) approval has to be
requested at the respective office at least 6 months prior to the expiration of its validity
and all essential documents and field testing results have to be included.
For processing the application for (general) approval, the following additional documents
have to be submitted:

a. Description of possible changes between the approval for field testing and the
application for (general) approval:
b. Summary of the field testing results hitherto existing including a concluding
technical evaluation and estimate regarding the fitness for service and safety by a special
expert service of the Railway operator.
3. The operating Railway infrastructure company regulates in its own responsibility
which types of superstructures are used. For the approval by the Federal Railway
Authority, safety-relevant aspects are especially important. However, prior to actual use in
the tracks, the operator may require additional criteria which are not relevant for our
official approval. Therefore, independent of the official approval, we recommend
contacting the responsible departments of the operating railway company in time in order
to get a statement of the operator containing his requirements.
4. For use in the area of the Trans European Railway Network (TEN), we refer to the
requirements of Ril 2008/57/EG and the corresponding Technical Specifications (TSI).
5. This approval does not neither replace a plan approval procedure which might be
necessary according to § 18 AEG nor general building approval according to VV BAU and
VV BAU STE.
6. This approval for field testing does not include any statement about an acoustic
evaluation.

The Federal Railway Authority is responsible for granting construction permits, approvals
and authorisations as well as acceptance, investigations and supervision regarding the
construction, alteration, maintenance and operation of facilities of the Federal Railways
according to § 3 of German law “Bundeseisenbahnverwaltungsgesetz – BEVVG) from 27th
Dec 1993 (BGBI. I pages 2378, 2394, current version) in connection with § 4 Paragraph 6
of the general Railway law “Allgemeines Eisenbahngesetz (AEG)” from 27th Dec 1993
(BGBI. I pages 2378, 2396, 1994 I S. 2439 current version).
Approval for field testing is required since the STRAILastic_A INOX 2.0 rail damper is a
sleeper type which has not been tested enough yet.
On the basis of our current knowledge, approval for field testing can be given since the
comparable rail damper STRAILastic_A INOX 1.0 has been approved for field testing by
EBA decision 21.63-21 izbo/016-2101#026-(512/12-ZzB) from 24th Sep 2012 and installed
in railway tracks of DB AG and there have been no indications which argue against an
approval for field testing STRAILastic_A INOX 2.0 rail dampers.

When used and monitored properly, there are neither technical nor safety-relevant
concerns about the use of the STRAILastic_A INOX 2.0 rail damper in railway tracks of
Federal Railways.
The order of secondary regulations is necessary for the safety of railway operations.
The technical codes are constantly updated and have to be observed in their latest
versions.
The costs for processing this application comply with § 3 Paragraph 4 sentence 1 (BEVVG)
in connection with the “Verordnung über die Gebühren und Auslagen für
Amtshandlungen der Eisenbahnverkehrsverwaltung des Bundes (BEGebV) from 27th March
2008 (BGBGI. I. page 546) in the current version. The invoice will be sent by separate mail.

This decision can be appealed against within one month after publication. The appeal
must be submitted in writing to the Federal Railway Authority, Heinemannstr. 6, 53175
Bonn.
That period is also valid when the appeal is submitted to a branch of the Federal Railway
Authority.
