Dear fellow Tennesseans,
ike you, m concerned about the uture o our reat state. national recession has aected amilies all
across Tennessee, and many olks are strulin to ind jobs that will pay enouh to keep ood on the tableand a shelter over their heads. m also concerned about our schools and the uture or Tennessee students,
who rank 41st out o 50 states on national achievement tests. n 2008 alone, nearly 28,000 students dropped
out o Tennessee hih schools, and just over a ith o adult Tennesseans have a bachelors deree.
Were acin these challenes at a time when our state budet presents a bleak picture. arlier this year,
Governor Bredesen described his inal budet as the most diicult hes ever prepared. However, because o
the states current reliance on one-time money rom the ainy Day fund and ederal stimulus packae as well
as onoin low revenue projections, next years budet will be even more challenin. akin matters worse
is an dministration in Washinton determined to orce its aenda on mericans who dont want it and cant
aord it.
n spite o the challenes we ace, m optimistic because Tennessee is a resilient state with many unique
advantaes. We have many key assets like no income tax that we can leverae or job creation, and some
recent reorms and investments in education have provided a unique opportunity to transorm our schools.
m also conident that the riht overnor can take our budet challenes and turn them into an opportunity
to restructure state overnment and make it leaner and more eicient or the uture.
from the very beinnin, my campain has been ocused on listenin, learnin, and proposin real solutions
to brin jobs to Tennessee. arlier this year, my wie Crissy and spent three weeks on a statewide Jobs
Tour, meetin with small business owners and economic development proessionals all across the state.
The concerns heard most oten on the Tour and throuhout the campain involve the short supply o
properly trained and educated workers in Tennessee. n pril, crisscrossed our state aain, this time visitin
community collees, technoloy centers, and our-year institutions to learn more about what our state
should be doin to prepare workers or a 21st century economy. We then launched a concentrated ocus on
improvin K-12 education in order to make sure were raduatin more students who are prepared or colleeor a ood career.
ve spent 20 years in business and another 6 as ayor o Knoxville. ve led in ood times, and ve led in
touh times. know what it takes to run a successul oranization. g,
g T . g
. The ollowin plan contains a blueprint or how to et us there while standin up or our Tenth
mendment riht to overn our state accordin to our own priorities and ihtin to protect the values we all
hold dear. We must never oret criptures admonition aainst ainin the whole world and losin our soul.
hope youll read my plan and continue to ollow our campain as we travel all across the state discussin
my ideas or rowin jobs and makin sure Tennessee continues to be one o the best places in the country to
raise a amily. With your help, well set Tennessee on the riht path or a successul uture.
With warmest reards,

Between a sluish economy and state revenue shortalls, rapidly depletin ederal stimulus money and a

know its not oin to be easy when the next overnor takes oice, but taxes are job killers. The last thin
we should do is raise taxes on a population that is already strulin and a small business community that
has been orced to cut back. am 100 percent opposed to a state income tax, and as overnor will veto anyattempt to enact one.
Tennessee already has the hihest combined state and averae local sales tax rate in the nation and will not

Two-thirds o the new jobs in this country are created by small businesses. The current administration in
Tennessee has done a ood job hittin home runs by brinin in lare investments like Hemlock, Volkswaen

ducation is our best lon-term economic development stratey. ve created thousands o jobs as a business
leader, and ve recruited thousands more jobs to Knoxville as ayor. understand what it takes to row jobsin this state, and the sinle reatest hindrance to recruitin the jobs o the uture to Tennessee is the quality
o our education system. s overnor, will ocus on improvin education and workorce development so that
every Tennessean will have the opportunity to obtain a hih quality job.
s overnor, my stratey or improvin education will ocus on three key areas: the states public K-12
education system, school choice and parental involvement, and workorce development.
K-
Tennessees K-12 education system is at a crossroads. Today, Tennessee
students rank 41st on national tests, behind students rom the vast majority o
our neihborin states. n 2008, nearly 28,000 students dropped out o hih
school in Tennessee. However, recent reorms and investments in Tennesseeseducation system have created a unique opportunity to turn our schools around
and implement meaninul education reorm that will beneit enerations
to come. n order to take advantae o this opportunity, Tennessee needs a
overnor with executive experience and the courae to stand up or real reorm.
s overnor, will:
D g by creatin a statewide leadership academy network that will serve
to coordinate the eorts o existin principal preparation prorams. The oal o this network will be
to produce well-trained and hihly eective school leaders or every reion, school district and school
across the state. s a businessman, understand the importance o havin a hihly eective leader on-
site with the riht autonomy and accountability, and ll make sure every Tennessee school has reat
leadership.
g g by promotin innovative prorams that
provide alternative paths into the proession. will expand the teacher pipeline in order to account or
the comin shortae and make sure our students receive the best possible instruction.
that raise expectations or our
students and resist any pushback that comes with a more realistic assessment o how our students and
our schools are arin.
f in order to intervene when students are allin
behind and help teachers hone their practice.
n important part o creatin a world class education system in Tennessee is makin sure parents areinvolved in the process and iven as much choice and control over their childs education as possible. Parents
understand the needs o their children better than the overnment, and as overnor will:
W T by
supportin the removal o restrictions such as the cap on the number o charter schools allowed to
operate in the state as well as restrictions on who can enroll in charter schools.
and make sure the state isnt burdenin
them.

s overnor, ll work to make sure every student raduates rom hih school prepared or collee or a
ood career. However, it cant end there. Todays economy requires workers to have more education and
trainin than ever, and with Tennessees low educational attainment rates, much work remains in order
to prepare Tennesseans or a 21st century workorce. ve been travelin the state visitin community
collees, technoloy centers and our-year hiher education institutions to learn more about our workorce
development strenths and needs. s overnor, will work to replicate best practices, create innovative
partnerships and ensure every reion has a workorce development stratey. peciically, will:

Trainin nits at appropriate community collees and technoloy centers that can o on-site to deliver
the advanced trainin employers are requirin o their workers. ll also increase online course oerins,

This is the same approach will take to health care as overnor.

n these challenin economic times, Bill Haslam stands out as a leader whose experience as a businessman
and ayor o Knoxville uniquely qualiies him to serve as the next overnor o Tennessee. s a lielon
epublican, ayor Haslam understands the need or conservative leadership durin these diicult times or
our state.
Born and raised in Knoxville, Tennessee, Bill was blessed with parents who instilled their stron aith and
work ethic in their children. s a youn man, Bill excelled in academics and sports and was a leader in student
overnment. t the ae o 13, Bill ot a job pumpin as at a amily-owned service station, and quickly
learned that runnin a small business took dilient hard work. When Bill was 16 years old, traedy struck his
amily. The sudden, unexpected death o his mother marked a turnin point in his youn lie. Bills dad pulled
the amily toether and they leaned on each other and on their aith to et throuh the touh days.
Bill entered mory niversity in 1976, and on the irst day o class, met Crissy, a youn woman rom
emphis who would later become his wie. While attendin collee in tlanta, Bill was a volunteer leader
or oun ie, a Christian ministry that reaches out to adolescents. Durin the summers, Bill volunteered or
the rassroots political campains o Howard Baker and amar lexander and ained a deep understandin
o the type o principled leadership needed to overn.
ter Bill raduated with a deree in History, Bill and Crissy married and moved to Knoxville, where Bill had
areed, at his athers urin, to work or a couple o years manain his amilys small chain o as stations.
n the early years, Bill spent lon days drivin all over the country identiyin, neotiatin and purchasin
ood locations or new truck stops. While lots o politicians talk about creatin jobsBill Haslam has
actually done it. When he irst went to work or the company, Pilot Corporation had 800 employees; today
the company has approximately 14,000 employees in 39 states. Throuhout his time at Pilot, Bill sustained
the companys rowth by allocatin resources wisely, manain the business conservatively, workin hard to
increase sales and satisy customers. t was here that Bill ained the essential hands-on knowlede that makes
the chie executive oicer o a complicated enterprise successul.
n 2003, at the urin o many riends, he ran successully or ayor o Knoxville. The skills he honed in theprivate sector have helped make him an extremely eective ayor. Bill has balanced seven consecutive city
budets and has insisted that city overnment ocus on providin key services in an eicient manner. Throuh
his conservative iscal manaement, Knoxville has its lowest property tax rates in 50 years. Because Bill
stronly believes that public oicials must be accountable or their decisions, he makes a point to reularly
visit neihborhoods on oot with a clipboard handy to take notes o citizens concerns. Two o Bills priorities
as ayor o Knoxville that he will continue to ocus on as overnor are economic development and education
reorm. Havin personally rown private businesses, he is uniquely qualiied to reconize and promote
overnment policies that encourae business rowth and attract businesses to Tennessee. Bill also understands
that providin parents and teachers with the resources they need to improve education will increase hih
school and collee raduation rates, which will provide Tennessee with the type o educated workorce needed
to attract new businesses to our state.
ll this, alon with his traditional values and commitment to preservin our econd mendment rihts, traditional marriae, and the protection o the unborn, uniquely qualiies Bill Haslam to serve as overnor o
Tennessee.
Bill and his wie Crissy have been blessed with three children: nnie, eih and Will. nnie recently
raduated rom collee and is workin in Knoxville, eih is still in school, and their oldest child Will and his
wie Hannah live and work in Knoxville. for 27 years, Bill and Crissy have been members o Cedar prins
Presbyterian Church (PC), and or 21 o those years Bill has served as an lder.
