Intelligent growth calls for newmetrics which go beyond existingmeasurement tools. The legal and theethical base need to be developed sideby side and factored into thismeasurement, together with newdatabases to cover areas of intersectbetween public and private sectors.

Responsible government policiesmust set the framework to leadthe drive to this new approach,which will need transitionstrategies.
