1. Integration, integrated approach: basic questions

2. Institutional tools for integrated management in Slovakia

4. Teaching the integrated management

1. Integration, integrated approach:

the basic questions

Resource for proper education

The basic questions

Integration –

a command of the present days

but at the same time

a fashion,

a favorite theme for politicians

Does everybody know, what is it about?

At least there are different understandings!

Political support for integrated approach

Slogan since 1992 Strong political support:

Rio Summit `92: AGENDA 21

Not too much happened since !

WSSD 2002 Johannesburg: integrated approaches / top priority

EU support: NATURA 2000, Water Framework Directive (Integrated watershed management)

Slogan today –

political, less based on professionality.

Basic terms: „Integrated“

Integrated : When we can speak about?

When respecting the

natural precondition: integrated approach to the

water and the vessel

(the landscape as a geosystem)

i.e. not only relation surface water/underground water

political/economic precondition:

needs of all sectors and stakeholders

Integration of integration (?)

Not big difference betwen

- IWRM

- Integrated watershed management

- Integrated landscape management

since water resources are in watersheds, watershed is

the landscape

Integrated approach should not restrict the

work of specialists in water sector

What is that?

• landscape

• geosystem

• ecosystem

• watershed • territory

• region

• environment

A material reality! The terms are only worlds!

Agenda 21, Chapter 10: Integrated approach to the management of land resources

There is only one landscape in the same space – it is to be accepted by each sector

Therefore an integrated approach is needed for its use

What (is possible) to integrate ?

? natural bodies – not possible ? land use form – not possible – all the forests, fields, built objects, industry, transport need their territory ? land use mode - limited ? physical management - limited – different sectors, owners, users

Landscape models:

– topical

– chorical

Model (abstraction of the

real landscape)

Picture of the

(real) landscape

The reality and the models

The CONTENT: topical model of the landscape

• a1- air

• a2- technical objects

and land use

• a3- vegetation and fauna

• a4- relief (georelief)

• a5- soils

• a6- waters

• a7- geological base

Chorical model of the landscape

What is the object of integration?

The management of the

geosystem as a whole!

• Not of its single elements!

Basic terms: „Management“

Management:

ruling procedure, not physical actions

Right tools for integration:

procedures supported by legislation

dealing with the water&vessel

Tools for integration are country specific

planning - projecting - regulation - control

Basic terms: „Integrated planning“

What is an integrated plan?

A frame plan on the optimal organisation and utilisation of the territory for

all sectors and for the whole territory answering the questions

= what,

where, how ?

Agenda 21, Chapter 10: Integrated approach to the management of land resources

4

What is possible to integrate ?

the approach (a theorethical issue)

The information system on the geosystem – should be the same for each sector

The planning – the tools of organisation

of the territory = yes!!!

More preciselly the process chain of:

planning > projecting > regulation > control

2. Institutional tools for integrated

management

in Slovakia

The determining basement for the

teaching

Tools for spatial organisation = tools for integrated management

Competency of the Ministry of environment:

Nature conservation (territorial nature conservation)

Landscape-ecological planning (?), econet planning

Management of the watersheds

Flood protection

IPPC - Integrated prevention and pollution control (lPPC) Competency of other ministries:

Territorial planning (MVaRR / MŽP)

Agricultural land arrangement (MP)

Forest management planning (MP)

PPÚ

ÚPN

LHP

The key elements for integration in Slovakia

the Territorial System of Ecological Stability

TSES

Actually the econet (biocorridors, biocentres,

interactive elements)

defined in all mentioned acts !

Provisions of the Act 7/2010 Z.z. on Flood Protection

§ 9 Coordination of the plan of the management of flood risk with the watershed management plan and with the other spatial planning

They alltogether will constitute the tool of

integrated landscape management on the whole territory of the watershed.

Basic precondition for realisation

Unified complex information basement on GIS

Landscape plans as legal,

obligatory frame and

obligatory regulative for each sectoral plan

including the water management plans According to the provisions of AGENDA 21

3.Teaching

the integrated management

Basic statement

Integrated management:

not a single topic,

but

a systematically organised set of topics.

Požiadavky: Ideálna požiadavka na riadenie

Rozvinuté ekologické vedomie

Prierezové vedomosti

Špecifické vedomosti o

ekologických,

ekonomických, legislatívnych

technologických

princípoch riadenia životného prostredia.

Tieto vedomosti musia byť vo vzájomnej rovnováhe.

It is certainly not all what remained as problem

The hope:

All those problems are solvable !

Depend on people.

There is still a lot of work

for all of us!!!
