New State Price Schedule forAssistive Technology

(SPS-AT)

What is Assistive Technology?

An Assistive Technology Device is any item, piece of equipment, software or product system that is designed to increase, maintain or improve the functional capabilities of individuals with disabilities.

An Assistive Technology Service directly assists an individual with a disability in the selection, acquisition or use of an Assistive Technology Device.

Background and Overview

On the 20th Anniversary of the signing of the ADA, in July 2010, Governor Schwarzenegger issued Executive Order.

The Department of Rehabilitation (DOR) and the Department of General Services (DGS) teamed together.

Background and Overview

The American Disabilities Act Law requires that the accommodations be provided in a timely and effective manner, so it is essential that equipment or services appropriate to the needs of the employee are obtained as quickly as possible.

Key Changes to the SPS

Clarifying the scope of purchases that can be made under the SPS and defining what constitutes Assistive Technology;

Establishing more stringent eligibility standards for suppliers to participate in the program;

Requiring suppliers to provide price lists that can be used to quickly determine prices for commonly purchased products and services;

Key Changes to the SPS (continued)

Requiring suppliers to respond to requests for quotes in a timely manner;

Clarifying that rules for “Fair and Reasonable Pricing” can be used to simplify purchases under $5,000;

Raising the ceiling on purchases under the SPS up to $250,000 (subject to certain conditions);

Key Changes to the SPS (continued)

Permitting purchases of $5,000 or more to be made based on two (2) Bids;

Requiring that Certified Small or Disabled Veteran Business Enterprises should be used whenever possible; and

Establishing criteria and procedures for termination of suppliers who fail to perform or fail to comply with SPS rules.

New State Price Schedule for Assistive Technology

Key Features of the new SPS Website Include:

A list of approved suppliers and summary description of each suppliers goods and services

A list of products and services (currently under construction)

Related State Master Agreements (e.g. ASL Master)

SPS SupplierTerms and Conditions

The SPS is not to be used for purchase of office equipment or software for general use.

Non-AT can be included in an Integrated System.

Services related to AT can be purchased under the

SPS.

INCLUDE: Conducting an evaluation of a person’s AT needs.

Provision of specialized training on the use of an AT product or integrated system.

Installation or system configuration services.

Supplier ParticipationRequirements

Suppliers must respond to a request for a Price Quote from any State Agency within three (3) to five (5) business days. Depending on the type of order.

Reduce greenhouse gas emissions and water consumption by at least 10% by 2015 and 20% by 2020. Take action by purchasing:•EPA ENERGY STAR-rated equipment and appliances;•Recycled and low-VOC paints;•Re-manufactured ink and toner cartridges•WaterSense-labeled fixtures and irrigation equipment.
