LANGKAWI TOURISM RECOVERY PLAN (2021 - 2022)

The projected tourist arrivals in 2022 are

2.5 million (2mil domestic and 0.5mil international

visitors) with tourism revenue

expected to reach 1.17 billion.

PROCESSES INVOLVED FOR THE DOMESTIC TOURISM BUBBLE: Langkawi Island Pilot Project

● Proposed reopening was agreed as one of the initiatives under the MOTAC Tourism Rehabilitation Plan

● Implementation framework was presented for approval through the National Security Council (NSC) Pandemic Management Technical Working Committee Meeting

● Engagement session with all stakeholders, industrial players, product owners, businesses and various relevant ministries and agencies

● Preparation of draft SOP and presentation at the Pandemic Working Group Meeting, received feedback before being appointed to the Senior Minister (Defense)

● The SOP for the Langkawi Island Pilot Project was submitted for approval through the NSC Special Session chaired by the Honourable PM

● SOPs are gazetted by the MOH under Act 342 for general reference and guidance.

Travel to Langkawi and return to original destination by road requires police permit through the services of a licensed travel agent, except for those travelling from Kedah and Perlis

Number of passengers travelling in a vehicle is subject to the actual passenger capacity of the vehicle.

COVID-19 TESTING REQUIREMENT BEFORE DEPARTURE

From Sept 16, travellers visiting Langkawi must undergo Covid-19 screening

Screening can be done via RT-PCR or RTK-Antigen test at any private health facility or laboratory within 48 hours prior to the departure date and the test results must be brought to the airport or ferry terminal for test inspection.

Travellers can also purchase a saliva self-test kit and take it to the airport or ferry terminal and undergo their tests at the screening spot provided.

Travellers can also purchase self-test kits through services that will be provided by the private sector at the screening area at the airport and ferry terminal.

● Tourists who are positive during the screening at the airport or at the jetty are not allowed to continue their journey but are managed according to MOH procedures. Efforts by MAH, MAHO & MyBHA so that tourists stranded due to failing health screening tests can postpone their visit to another date subject to the Terms and Conditions of bookings made through registered Tourist Accommodation Premises.

● Airlines also have clauses relating to flight cancellations and refund claims on tickets subject to the agreed Terms and Conditions.

● The responsibilities of licensed tourism companies under MOTAC that offer services include accommodation, transportation and holiday packages are regulated through the Tourism Industry Act 1992 [Act 482]

● MAVCOM welcomed the airlines’ decision to postpone flight dates for travelers who tested positive for COVID-19.

● Collaboration was also made with Buskers Association in promoting the reopening of Langkawi Island by 8 groups of buskers brought from Kuala Lumpur.

● The government has announced that more tourism centers will be opened once the country reaches 90% vaccination level of the adult population. Now, Pulau Tioman, Genting Highlands and Melaka are ready to open and will be followed by other tourist destinations.

● MOTAC has also prepared a Domestic Tourism Bubble SOP that can be adapted to all places other than the Langkawi Pilot Project. However, it is still being refined by the NSC before it can be gazetted.
