Problem with this assertion is twofold:

First, it isn’t precisely true – witness the fact that Chicago and Cook County IL have in fact opted out; and the factthat in New York State, we are required to ask each and every law enforcement organization in the state whetheror not they wish to participate before we will be permitted to activate them. How does any of that square with the“no opt-out for locals”? Doesn’t.

Second, it doesn’t obviate the problem when an entire state (viz, Massachusetts, Pennsylvania and others) electsto turn its back on the initiative, even in the face of desire by local LEAs to participate.
