Q: What is the ‘Hamilton Drain?’

A. Many years ago, there was a county

drainage district in this area called the

“Hamilton Drain.” The drainage district

no longer exists, but the name has

stuck to this day.

The eastern portion of this old drainage

district is the subject of tonight’s

meeting.

Q: Why is a project needed? A. The project area is prone to flooding.

Some of the major storm sewers in this area were built in the 1930s, and do not meet today’s standards.

CURRENT STANDARDS:

1. Storm sewer system must carry runoff from a 5-year

storm entirely inside the pipe.

2. Storm sewer system must carry runoff from a 100-year

storm with only moderate flooding on the surface (no

damage to buildings).

“Rocky Place Storm Sewer”

Built in the 1930s from creosote-treated wood planks.

Much of the neighborhood was then built over it. (48 properties; 15 buildings)

Condition varies, but City has recently repaired some sections.

Varies in size from 18”x24” up to 5’x7’

Q: How do I know if my property is affected?

A. We have a list of all properties in the FEMA Flood

Hazard Areas.

The list also shows which properties and buildings are

located above the Rocky Place Storm Sewer.

Q: What can be done about this?

A. The City will explore several

alternatives. The best alternative will be

determined by considering economic,

social and environmental factors.

ALTERNATIVES MAY INCLUDE:

New storm sewers in some locations

“Green Solutions” to capture, filter or reduce runoff

Purchasing property in select locations

There will be another public meeting in early 2018 (possibly January), when the City identifies a preferred alternative.

Q: How will the project be funded? A. The City has included funding from existing storm water utility fees for this project in the current Capital Improvement Program budget over the next several years. No fee increases or property assessments are anticipated for this project.
