Subject: Executive Director's Report
RFP for Commission Attorney – The Commission Attorney’s Contract expires effective
May 3, 2019. The Fund Office issued and advertised a Request for Price Proposals. We
received one response from Grace Marmero & Associates, LLP. The response will be
available at the meeting. The Fund Office will prepare the applicable resolution and
agreement.
Motion to approve the appointment of Grace Marmero & Associates, LLP as
Commission Attorney for the period of May 3, 2019 to December 31, 2019
Cyber Security Awareness Training (Pages 5-7) – We have a received a request asking the
Insurance Commission to provide funding for a Cyber Security Awareness Training Program.
Included in the agenda on pages 5-6 is a quote from LinkHigh Technologies, Inc. for
Knowbe4 Security Awareness Training Subscription Gold for 1450 users in the amount of
$15,810. This quote is for the County, Improvement Authority, Utilities Authority and the
Library. We are asking the Commissioners to consider approving this cost. The cost for this
training program would be allocated to the miscellaneous and expense line of the budget.
Attached on page 7 is Resolution # 35-19 prepared by the Commission Attorney approving
the expense.
Motion to approve Resolution 35-19, Authorizing Cyber Security Awareness
Training
NJ Excess Counties Insurance Fund (NJCE) (Pages 8-11) – The NJCE held its
Reorganization Meeting on February 28, 2019. Included in the agenda on pages 8-11 is a
summary report of the meeting. The NJCE is scheduled to meet again in the afternoon.
Certificate of Insurance Report (Appendix II) – Attached is Appendix II of the agenda is
the certificate of issuance report from the NJCE listing those certificates issued for the months
of January, February and March. There were 14 certificate of insurances issued during
January, 22 for February and 22 for March.
GCIC Property and Casualty Financial Fast Track (Pages 12-13) - Included in the agenda
on pages 12-13 is a copy of the Property & Casualty Financial Fast Track Report for the
month of February. As of February 28, 2019 there is a statutory surplus of $2,549,450. Line

10 of the report, “Investment in Joint Venture” is the Gloucester County Insurance
Commission’s share of the equity in the NJCE $2,594,328. The total cash amount is
$2,645,900.
NJCE Property and Casualty Financial Fast Track (Pages 14-15) - Included in the agenda
on pages 14-15 is a copy of the NJCE Financial Fast Track Report for the month of February.
As of February 28, 2019 there is a statutory surplus of $15,366,293. The total cash amount is
$24,123,894.
GCIC Health Benefits Financial Fast Track (Page 16) – Included in the agenda on page
16 is a copy of Health Benefits Financial Fast Track for the month of February. As of
February 28, 2019 there is a statutory surplus of $210,640. The total cash amount is
$293,129.
Claim Tracking Reports (Pages 17-20) - Included in the agenda on pages 17-20 are copies
of the Claim Activity Report and the Claims Management Report Expected Loss Ratio
Analysis report as of February 28, 2019. The Executive Director will review the reports
with the Commission.
2019 Property & Casualty Assessments – The Treasurer’s Office advises all of the
member entities have paid the March 15th assessment. The second assessment payment is
due on May 15, 2019.
2019 Meeting Schedule – As a reminder the Commission will not in May. The next
meeting is scheduled for June 27, 2019.
The Conner Strong & Buckelew Employee Benefit Client Activity Report for the month of
February 2019 is included in the Appendix III section of the agenda. The Year to Date Activity is
44 items.

RESOLUTION 35-19
RESOLUTION OF THE GLOUCESTER COUNTY INSURANCE COMMISSION AUTHORIZING CYBER SECURITY AWARENESS TRAINING
WHEREAS, the Gloucester County Insurance Commission (“GCIC”) is duly constituted as an Insurance Commission pursuant to N.J.S.A. 40A:10-6 et seq.; and WHEREAS, the GCIC has obtained a quote for Cyber Security Awareness Training from LinkHigh Technologies, Inc., which is incorporated by reference into this Resolution (the “Agreement”); and WHEREAS, the training is appropriate and in accordance with the GCIC policies and procedures for cyber security. NOW, THEREFORE BE IT RESOLVED, by the Gloucester County Insurance Commission that the GCIC approves the expense of $15,800 for Cyber Security Awareness Training and is authorized to enter an agreement with LinkHigh Technologies, Inc. ADOPTED by THE GLOUCESTER COUNTY INSURANCE COMMISSION at a properly noticed meeting held on April 25, 2019. Subject: New Jersey Counties Excess Meeting Report
Special Presentation: Chairman Angilella acknowledged Commissioner Ken Mecouch of
Cumberland County who announced his retirement from County government after 42 years of
dedicated service.
2019 Reorganization: The NJCE conducted its 2019 Reorganization and adopted the respective
resolutions to conduct the business of the Fund.
Certifying Election of Chair: As per the NJCE Bylaws, the total number of members exceeds
seven and as such the fund can meet as an Executive Committee with a Chair, Secretary, and a
five-member Executive Committee and up to four Alternate Commissioners.
Nominations for Chair resulted in the election of Commissioner Ross Angilella; action to elect a
Secretary was tabled for the next meeting.

Fixing Public Meeting Dates: The Board of Fund Commissioners confirmed the following

2019 Risk Management Plan: Included as part of the Reorganization was the 2019 Risk
Management Plan with changes highlighted from the prior year.
Commission Membership – Status Update: The County of Monmouth will be reviewing the
membership applications at their March 14th Freeholder meeting to become a stand-alone County
member effective April 1, 2019.
Professional Contracts/Services:
Executive Director, Underwriting Manager and Safety Director: The Fund released and
advertised Request for Proposals (RFP) for these professional services for a three-year
period commencing February 28, 2019 through February 2022. Fund Attorney reported each
position received one response from incumbent service providers and noted the responses
were legally compliant. The evaluation committee made a recommendation to award these
contracts to PERMA, Conner Strong & Buckelew and J.A. Montgomery, respectively. The
Board adopted Resolution 13-19 authorizing the award of these contracts.
Auditor: The Fund’s one-year contract with Bowman & Company will expire in April. The
Fund office will conduct an RFP for auditing services; results will be prepared by the next
meeting for the board to review and award a contract so services can begin on the audit
ending December 31, 2018.
Actuary: The Fund’s one-year contract with The Actuarial Advantage expired in November.
The Fund office will conduct an RFP for actuarial services; results will be prepared by the
next meeting for the board to review and award a contract.
Excess Property Third Party Administrator (TPA): As previously discussed, for 2019 the
Excess Property SIR increased from $100,000 to $250,000 - funded at the NJCE level - and
managed by a TPA to adjust Excess Property claims from 1st dollar. An initial RFP was
issued; all responses were rejected and a 2nd RFP will be released.
Online Underwriting & Claims Risk Management Information System: Based on prior
authorization from the Board, PERMA will meet with representatives from Origami to begin
development of the Fund’s online underwriting and claims data platform for members’ to access
as a resource.

2019 MEL, MRHIF and NJCE Educational Seminar: The 9th annual seminar is scheduled for
Friday, May 3, 2019, beginning at 9:00 AM at the National Conference Center in East Windsor, NJ.
The seminar qualifies for an extensive list of Continuing Educational Credits including CFO/CMFO,
Public Works, Clerks, Insurance Producers and Purchasing Agents. There is no fee for employees
and insurance producers associated with MEL and Municipal Reinsurance Health Insurance Fund
(MRHIF) members, as well as, personnel who work for service companies that are engaged by MEL
member JIFs and MRHIF member HIFs. An electronic fillable form will be distributed via email.
Underwriting Data Validation: During the 2017 budget development, the Board agreed that the
Fund introduce progressive initiatives to obtain consistent and ratable data through payroll audits,
property appraisals and an underwriting data system. As part of payroll audit initiative, members
should anticipate receiving requests for payroll information from Bowman & Company in the
coming weeks; a copy of the correspondence that was sent was included in the agenda for
information.
NJCE Claims Review Committee: As previously discussed, a working draft of the Claims
Review Committee charter has been developed and requires final review by the Fund Attorney
and adoption by the Board. Once finalized, Fund Commissioners that have expressed interest to
serve will be contacted.
2019 Financial Disclosures: Board members should anticipate the online filing of the Financial
Disclosure forms as both a NJCE Commissioner, as well as, any County-related positions that
require filing. Based on last year, it is expected the Division of Local Government Services will
distribute a notice in March and forms will need to be filed by April 30th.
Financial Fast Track: The Financial Fast Track as of December 31, 2018 reflected a statutory
surplus of $14.9 million. Executive Director highlighted the Discounted Claim Value in which
the Fund Actuary reviews reserves and applies a discount based on anticipated future investment
earnings from invested member assessments. Executive Director reported interest earnings will
increase because of strategic steps taken by the Fund Treasurer in the current improved interest
rate environment.
Underwriting Manager
2019 Excess & Ancillary Renewals: Underwriting Manager submitted a summary report of the
2019 renewal. Underwriting Manager reported a Coverage Committee meeting would be
scheduled to address county-related coverage issues.
The Board previously approved authorization for the Underwriting Manager to bind coverage of
the 2019 renewal program. The Extraordinary Unspecifiable Services (EUS) statement binding
coverages is kept on file in the office. The Board of Fund Commissioners adopted a resolution
memorializing the authorization for the Underwriting Manager to bind coverage.
Risk Control
Safety Director submitted a report reflecting the risk control activities from November 2018 thru
March 2019 and Safety Director Bulletins.

Safety Director submitted a memorandum on the 2019 BRIT Safety Grant Program in which
Counties may receive reimbursement up to 50% of the cost of a “non-typical” safety item or service
to assist in controlling the frequency and severity of general liability claims. The annual grant
available to all members is $45,000. Safety Director suggested the formation of a sub-committee to
review applicable grant submissions to meet on an as-needed basis; Safety Director will send out the
memorandum and solicit interested volunteers.
Claims Status Summary: AmeriHealth Casualty Services was in need of a Closed Session to
discuss claims status and other matters, which was reviewed during Closed Session.
Next Meeting: The next meeting of the NJCE fund is scheduled for April 25, 2019 at 1:00PM at
the Camden County Emergency Training Center.

AUTHORIZING DISCLOSURE OF LIABILITY CLAIMS CHECK REGISTER
WHEREAS, the GLOUCESTER COUNTY INSURANCE COMMISSION (hereinafter
"GCIC") is duly constituted as an Insurance Commission pursuant to N.J.S.A. 40A:10-6 et
seq.; and
WHEREAS, the GCIC is subject to the requirements of the Open Public Meetings Act,
N.J.S.A. 10:4-6 et seq.; and
WHEREAS, the Open Public Meetings Act requires all meetings of public bodies be open to
the public; and
WHEREAS, the Open Public Meetings Act further provides a public body may
permissibly exclude the public from a portion of a meeting at which the public body
discusses items per the Open Public Meetings Act at N.J.S.A. 10:4-12.b.(1) thru (9) recognized
as requiring confidentiality, and
WHEREAS, it is necessary and appropriate for the GCIC to discuss certain matters in a
meeting not open to the public consistent with N.J.S.A. 10:4-12.b.(7); and
WHEREAS, the GCIC is a public agency which must comply with the Open Public Records
Act (OPRA) N.J.S.A. 47: 1A-1 to -13; and
WHEREAS, the GCIC must comply with OPRA and reported New Jersey Case Law
interpreting same; and
WHEREAS, the GCIC did hold a closed session from which the public was excluded on April
25, 2019 at which time certain items were discussed as were referenced in a separate resolution
authorizing said closed session and it being determined certain liability & property claim
payment information can be made public at this time; and
NOW THEREFORE BE IT RESOLVED by the Commissioners of said Gloucester
County Insurance Commission pursuant to both the Open Public Meetings Act and the
Open Public Records Act as follows:
The attached financial transaction logs generated by third party administrator Inservco

Commissioners, The New Jersey Counties Excess Liability Joint Insurance Fund is pleased to announce the availability of safety program funding through the BRIT Safety Grant Program. Member Counties may receive reimbursement for up to 50% of the cost of a “non-typical” safety item or service to assist in controlling the frequency and severity of general liability claims. Program Overview:
The BRIT Safety Grant Program is a cost sharing program where counties can receive reimbursement for up to 50% of the cost of a safety item or service.
The total amount of Grant funding available to members of the New Jersey Counties Excess Liability Joint Insurance Fund for this policy period is $45,000.00
The safety item or service cannot be “typical”. For example; training on bloodborne pathogens, back injury prevention and other regulatory issues should already be part of a members overall safety program. Items such as patient lifting boards for EMS or police liability training are specialized and are examples of items that may qualify.
Safety Grant funding requests for 2019 must be submitted to Glenn Prince gprince@jamontgomery.com no later than September 30, 2019.
We are seeking to establish a BRIT Safety Grant Committee to review all BRIT Safety Grant submissions. The proposed BRIT Safety Grant Committee shall consist of one member from each member County.
If approved, the funding will be paid only after the approved items or services have been purchased and proof of payment has been received.

in said litigation.
The specific litigation is identified by the claim number assigned by Inservco in its capacity as the
third-party claims administrator, name of the claimant, date of loss, workers’ compensation petition
number and/or court assigned docket number which is set forth in the attached list which list is also
appended to the GCIC monthly meeting agenda for April 25, 2019 which agenda has been timely
posted per the Open Public Meetings Act.

The minutes of said closed session shall be made available for disclosure to the public consistent
with N.J.S.A. 10:4-13 when the items which are the subject of the closed session discussions are
resolved and the reasons for confidentiality as to both the GCIC and the claimant no longer exist.

CORRESPONDENCE: Executive Director referred to a copy of a memo from PERMA which
was included in the agenda. Executive Director advised PERMA and Conner Strong and
Buckelew had a cyber incident that temporarily impacted access to the e-mail system. Executive
Director advised none of the data in the system was compromised.
COMMITTEE REPORTS:
SAFETY COMMITTEE: Ms. VanOyen reported the Safety Committee last met on February 5,
2019 and was well attended. Ms. VanOyen advised the Wellness Grant was discussed and was
increased to $1,000. Ms. VanOyen indicated many of the departments were interested in
participating in the grant program and advised Ms. Violetti would send out reminders. Ms.
VanOyen reported the Committee agreed to invite a guest department supervisor to the
Committee meetings to discuss their claims and also to provide a better understanding of how
important safety is. Ms. VanOyen also reported they discussed the Fast Track Training offered by
J.A. Montgomery. Ms. VanOyen advised the Fast Track Training was a series of regulatory
PEOSH classes presented in one session. Ms. VanOyen indicated she continues to mention the
BRIT Training System at the meetings and encourages its utilization. Ms. VanOyen advised the
next meeting was scheduled for June 4th and asked if anyone had any questions.
CLAIMS COMMITTEE: Mr. Sheehan advised the Claims Committee met on February 12,
2019 and reviewed the PARS sand SARS that would be presented during closed session.
Ms. Leighton reminded the Commission that the 2019 Excess Insurance and Ancillary Coverage
Policies would again be available electronically through the Conner Strong & Buckelew “Egnyte

Connect Website”. Ms. Leighton advised she wanted to take a minute to also remind everyone of
the importance of prompt claim reporting. Ms. Leighton referred to a copy of the 2019 Claim
Reporting Procedures which were included in the Appendix section of the agenda. Ms. Leighton
expressed the importance of reporting any claims on the ancillary line of coverages as the majority
of coverages were written on a claims made and reported forms. Ms. Leighton indicated cyber
claims should be reported the same day. Ms. Leighton also referred to a copy of the “Zurich
Environmental Emergency Response” pamphlet included in the agenda and reviewed the key
benefits. After a brief discussion on cyber claims, Mr. Sheehan suggested this topic again be on
the agenda at the Best Practices Workshop, such as lessons learned from an actual event.
EXECUTIVE DIRECTOR REPORT: Executive Director advised he had three action items in
his report.
RFP FOR COMMISSION ATTORNEY: Executive Director reported the Commission
Attorney’s Contract expired effective May 3, 2019. Executive Director advised the Fund would
advertise and issue the RFP in March. After a brief discussion it was agreed the Commission
Attorney’s contract would expire on December 31, 2019 to coincide with the other professional
contracts.

place this year in Orlando, Florida on June 9-12. Executive Director referred to Resolution 29-19,

agenda. Executive Director advised the amount of the expense was not to exceed $3,000.
Executive Director advised if any Commissioners were interested in attending the Conference
they should contact the Fund Office.

WORKERS’ COMPENSATION SEMINAR: Executive Director reported the Fund Office
received a request from Chairman Sheehan to attend the seminar on Current Issues in New
Jersey Workers’ Compensation on April 11th. Executive Director advised the seminar would be
moderated by John H. Geaney, Esq. of Capehart Scatchard and information was included in the

agenda. Executive Director noted the cost of the seminar was $299 and if any Commissioner
was interested in attending the Conference they should contact the Fund Office. Executive
Director indicated John H. Geaney was an expert in NJ Workers Compensation.

NJ EXCESS COUNTIES INSURANCE FUND (NJCE): Executive Director reported the
NJCE was scheduled to hold their Reorganization Meeting this afternoon. Executive Director
advised he expected the PERMA contract to be approved at the meeting and if so that would
allow us to start working with Origami on the new RIMIS system.
CERTIFICATE OF INSURANCE REPORT: Executive Director advised the January
Certificate of Insurance Report was not available and would appear in the next agenda.
GCIC PROPERTY AND CASUALTY FINANCIAL FAST TRACK: Executive Director
advised the December Property & Casualty Financial Fast Track was included in the agenda.
Executive Director reported the Commission had a surplus of $2,692,646 as of December 31,
2018. Executive Director advised that $2,539,720 on line 10 of the report “Investment in Joint
Venture was the GCIC’s share of the NJCE equity. Executive Director noted the cash amount was
$4,754,495 and dividends were issued in the amount of $2,692,646.
NJCE PROPERTY AND CASUALTY FINANCIAL FAST TRACK: Executive Director
reported the agenda included the December Financial Fast Track for the NJCE. As of December
31, 2018, the NJCE had a surplus of $14,919,348. Executive Director noted the cash amount was
$27,803,733.
HEALTH BENEFITS FINANCIAL FAST TRACK: Executive Director reported the agenda
included the December Health Benefits Financial Fast Track. As of December 31, 2018 there was
a surplus of $220,270. Executive Director asked if anyone had any questions on the Financial
Fast Tracks.
CLAIMS TRACKING REPORTS: Executive Director reported the agenda included the claim
monitoring reports as of December 31, 2018.
2019 PROPERTY& CASUALTY ASSESSMENTS: Executive Director reported in
accordance with the Commission’s By Law’s the Property & Casualty Assessment Bills were e-
mailed to the member entities on February 11, 2019. Executive Director advised the assessment
bills included the NJCE dividend credit along with GCIC dividend credit. Executive Director
noted the first installment was due on March 15th and future due dates were May 15th and October
15th.

2019 EXCESS INSURANCE AND ANCILLARY COVERAGE POLICIES: Executive
Director advised the NJCE renewal policies would again be available electronically through the
Conner Strong and Buckelew “Egnyte Connect Website” for authorized users as Ms. Leighton
mentioned earlier. Executive Director noted if anyone had any difficulty in accessing the site they
should contact the Fund Office.
2019 MEETING SCHEDULE: Executive Director reported the Commission was not scheduled
to meet in March and the next meeting was scheduled for April 25, 2019.
Executive Director advised that concluded his report unless anyone had questions.
Executive Director reported the Employee Benefits monthly report for January was included in
Appendix III section of the agenda. Executive Director noted the year to date activity was 21
items.

MANAGED CARE PROVIDER: Ms. Goldstein reviewed the Client Bill Review Summary
Report for the month of January which was included in the agenda. Ms. Goldstein advised for the
month of January there were 32 bills with charges of $42,775.28 and the recommended allowance
was
$23,405.77 and the net reductions were $16,765.38 with an overall savings of 39%. Ms. Goldstein
advised that concluded her report unless anyone had any questions.
NJCE SAFETY DIRECTOR:
REPORT: Mr. Prince reviewed the January – February Risk Control Activity Report which
was included in the agenda. Mr. Prince advised the agenda also included two Safety Director
Bulletins, “ADA Accessible Websites” and “Injury Recording Summary Logs”. Mr. Prince
referred to a copy of the Matrix in the agenda and noted this was helpful to determine when a
report should be made to PEOSH when an employee was injured. Mr. Prince advised last month
he spoke about the BRIT Safety Grant and the reimbursement for the County. Mr. Prince stated
he received all of the information and after his calculations it appeared there was tax paid for the
order, however the County was tax exempt. Mr. Prince advised there was a difference of $1,190
and recommended the County contact the vendor for a reimbursement. Mr. Prince reported the
County should receive a reimbursement in the amount of $11,209.00 under the BRIT Safety
Grant. Mr. Sheehan thanked Mr. Prince and advised Mr. Burke was going to work on the tax
issue. Mr. Prince advised that concluded his report unless there were any questions.
RISK MANAGEMENT/UNDERWRITING SERVICES DIRECTOR:
REPORT: Ms. Violetti reported a copy of the December 4, 2018 Safety and Accident Review
Committee approved meeting minutes were included in the agenda.
Ms. Violetti advised effective July 1, 2019 Cumberland County College would be dissolved and
would merge with Rowan College at Gloucester County to form Rowan College of South Jersey.
Ms. Violetti noted a new governing body would be established, Rowan College of South Jersey.
This would be one entity with two locations, Gloucester County and Cumberland County. Ms.
Violetti advised the Board would be appointed by both of the County Freeholders with Gloucester
County having the majority. Ms. Violetti reported her office was gathering all of the information
and she would make a presentation to the Commissioners once all of the information was
collected.
Ms. Violetti advised the service team at Hardenbergh Insurance Group was growing. Ms. Violetti
reported Fran Eddis would be the claims account manager who will service the claim needs of the
Commission and its members. Ms. Violetti would remain as the account manager. Ms. Violetti
introduced Danielle Colaianni, of her office and noted she was the Public Entity Supervisor and
would provide support to the entire staff. Mr. Henry would continue to assist with the safety
efforts of the Commission and Chris Powell and Bonnie Ridolfino would provide oversight and

guidance for the Insurance Commission. Mr. Sheehan noted Ms. Eddis did a great job while Ms.
Violetti was out on maternity leave and the transition was going well.
