4.17.1 Regular Season Procedures 4.17.1.1 Rules of Competition 4.17.1.1.1 Squads.Ateamwillbecomposedofnotmorethantwenty(20)lifters.Amaximumoftwo(2)liftersmaybeenteredinanyoneweightclassification.Eachliftermustmeettherequiredweightlimitsoftheweightclassificationinwhichhe/sheisentered,unlessliftingupasper4.17.1.1.2(c).Eachindividuallifterorteammustbeaccompaniedbyafacultymemberwhencompetingininterscholasticmeets.
4.17.1.1.2 Weight Classifications.Competitioninallinterscholasticweightliftingmeetsislimitedtothefollowingweightclassifications:
(a) Girls:101pounds(maximum101pounds),110pounds(101.1to110.0pounds),119pounds(110.1to119.0pounds),129pounds(119.1to129.0pounds),139pounds(129.1to139pounds),154pounds(139.1to154.0pounds),169pounds(154.1to169.0pounds),183pounds(169.1to183.0pounds),199pounds(183.1to199.0pounds),unlimited(199.1ormorepounds).
(b) Boys:119(maximum)pounds,129(119.1-129)pounds,139(129.1-139)pounds,154(139.1-154)pounds,169(154.1-169)pounds,183(169.1-183)pounds,199(183.1-199)pounds,219(199.1-219)pounds,238(219.1-238)pounds,heavyweight(238.1pounds-unlimited).
(c) Duringtheregularseasononly,aliftermayliftuponeweightclassfromtheweightclasshe/sheweighsinat.
4.17.1.1.3 Weigh-Ins. (a) Liftersmustbeweighedoneatatimewithonlytheweightofficials,thelifterandhis/hergenderappropriate
coachpresent.Liftersmustbeweighedinundergarmentsorsinglets.
(b) Alifterwhoweighsinwithinhis/herweightclassificationmaynotbeweighedagain.
(c) Alifterwhosuspectshe/shemighthaveaweightproblemmaybeweighedfirstattherequestofhis/hercoach.
(d) Alifterwithaweightproblemwillbegivenamaximumofonehourtomakeweight,oruntilthedesignatedweigh-intimehasexpired,nottoexceedonehourfromtheinitialweigh-in.Aliftermaybeweighedamaximumofthree(3)timesduringthetimeallotted.
4.17.1.1.4 Weight Loss.Theuseofsweatboxes,hotshowers,whirlpools,rubbersuits,vinylsuits,plasticsuitsorsimilarartificialheatingdevices,diureticsand/orweightlossdrugsareprohibited.Theuseofsuchdevicesandsubstanceswilldisqualifyanindividualfromcompetition.
4.17.1.1.5 Scoring(a) Allweightliftingmeetswillbescoredasfollows:
TwoTeamsScorethreeplaces5-3-1
ThreeTeamsScorefourplaces5-3-2-1
FourTeamsScorefiveplaces6-4-3-2-1
FiveorMoreTeamsScoresixplaces7-5-4-3-2-1.
(b) Aliftermusthaveasuccessfulattemptinboththebenchpressandthecleanandjerkforatotalweightliftedinordertoplaceorscore.
(c) Anycorrectionsinmeetscoringmustbemadewithin48hoursoftheconclusionofthemeet.
4.17.1.1.6 Uniforms(a) Eachliftermustwearaschool-issueduniform.Thisuniformmustbeaone-pieceuniform(singlet).Thesinglet
mustbeclose-fittingandmusthaveaminimumfour-inchinseamandmaximumlengthwhichdoesnotextendbeyondthetopoftheknee.Thetopmustnotbecutlowerinthefrontorbackthanthearmpitsandunderthearmpitsnolowerthanhalfthedistancebetweenthearmpitandthebeltline,andshallnotextendbeyondthetopoftheknee.Properundergarments,supportandshoeswithlacesarerequired.Allbenchshirts,squatsuitsoranyrubberizeduniformsthataidthelifterareprohibited.Undergarmentscoveringthelegsmaynotextendbelowthetopofthekneeandmaynotbevisiblebelowthehemofthesinglet,andundergarmentscoveringthetorsomaynotextendbeyondorcovertheelbow.
(b) Uniformsmustnotberemovedwhileinthecompetitionarea.Penaltiesforviolationsareasfollows:
FirstoffenseverbalwarningtoboththelifterandthecoachbytheMeetDirectororJudge.
Secondoffenseonepointdeductedfromteamtotal,coachnotifiedandlifterdisqualified.
(c) Jewelryisprohibited.
4.17.1.1.7 Equipment.(a) Platforms.Theliftingplatformsmustbe8-feetby8-feet.

(b) Bench.Thewidthofthebenchmustbenotlessthan10inchesandnotmorethan12inches.Theheightofthebenchmustbenotlessthan14inchesandnotmorethan18inches.Thedistancebetweentheuprightsupportsmustbenotlessthan40inchesandnotmorethan42inches.
(c) Bandages.Bandagesmaybewornonthewrists,knees,hands,fingersandthumbs.Bandages,tapeorsubstitutesforbandagesarenotpermittedontheelbows.Bandagesaredefinedasastripoffabricusedespeciallytocover,dressandbindupwounds,ormaybeaflexiblestriporbandusedtocover,strengthen,orcompresssomething.Thefollowingregulationspertaintobandages:
(1) Themaximumwidthofskinthatcanbecoveredbyabandageatthewristisfourinches.Themaximumwidthofskinthatcanbecoveredbyabandageatthekneeis12inches.Thereisnolimittothelengthofbandages.
(2) Theuseofplastersandbandagesonboththeinnerandoutersurfaceofthehandsispermitted.Theseplastersorbandagesmustnotbefastenedtothewristsortothebarbell.
(3) Theuseofplastersonthefingersispermittedprovidedtheplastersdonotcoverthetipsofthefingers.
(d) Gloves.Inordertoprotectthepalmofthehands,wearingfingerlessglovesispermitted(example:cyclistsgloves,gymnasticpalmguards).Theseglovescancoveronlythefirstphalanxofthefingers.Ifplastersarewornonthefingers,therehastobevisibleseparationbetweentheplastersandtheglove.Gloveswithbuilt-insupportsareprohibited.
(e) Belts.Aliftermaynotwearabeltwhichexceeds41/4inchesinwidth.Abeltmaynotbewornunderneaththeuniform.
(f) Braces.Bracesontheknee(s)containingplastic,metalorhardandunyieldingmaterialmaybewornonlywithawrittenstatementfromalicensedphysician.
4.17.1.1.8 General Provisions. (a) Alifterorcoachmustreporttothescorerstablebeforeeachattempt,givingtheliftersname,weightclassification
andweighttobeattemptedimmediatelypriortoassumingtheliftingpositionontheplatform.Failuretofollowthisprocedurewillresultinthedisqualificationoftheresultsoftheattemptalthoughtheattemptitselfwillbecountedasoneoftheliftersattempts.
(b) Alifterwillbepermittedamaximumofthree(3)liftsonthebenchpressandthree(3)liftsonthecleanandjerk.Aliftermaytakeanyoneofhis/herthreeliftsatanytimeduringtheweightprogressionwhetherhe/sheissuccessfulorunsuccessfulatachosenweight.Theprogressionofweightsduringcompetitiononcethefirstlifthasbeenattemptedwillbeaminimumoffive(5)pounds.
(c) Thebarbellmustbeloadedprogressivelywithaliftertakingthelowestweightfirst.Undernocircumstancecanthebarbellbereducedtoalighterweightoncetheweighthasbeenannouncedandthebarhasbeentightenedorloaded.Lifters,ortheircoaches,mustobservetheprogressoftheloadingandbereadytomaketheirattemptattheweighttheyhavechosen.
(d) Aliftersfirstattemptmustprecedeanotherlifterssecondattemptatthesameweightonthebar.Thisordermustbefollowedcontinuously.
(e) AdelayoftwominutesmustbeallowedeachlifterfromthetimetheloadedweightiscalledbytheChiefRefereeuntilhe/sheattemptsalift.Ifthistwo-minutelimitisviolated,theliftmustbedisallowed.Whenthelifterattemptstwoliftsinsuccession,he/shewillbeallowedthree(3)minutesforthesucceedingattemptoncethebarisloaded.
(f) Whenthelifterattemptstwoliftsinsuccession,he/shewillbeaffordedtheopportunitytousethefirst30secondsofhis/herallottedthree(3)minutestodeclaretheirweightforthesucceedingattempt.
(g) Theuseofgrease,oil,water,talcumoranysimilarlubricantonthethighsisforbidden.
(h) Thediscs(weights)mustbeloadedwiththelargestdiscinsidethesmallerdiscsindescendingweightstotheoutside,arrangedsothattheChiefRefereecanreadthenumberoneachdisc.Discsmustbelockedonthebarbycollarsorclamps.
(i) Alifterwhoisfoundusingillegalequipmentmustbedisqualifiedfromtheremainderofthemeet.
4.17.1.1.9 Bench Press.(a) Procedure.
(1) TheheadofthebenchmustbeplacedontheplatformfacingtheChiefReferee.ThetwoSideRefereesmuststationthemselvesatthefootoftheplatformfacingtheathlete.
(2) Theliftermustlieonhis/herbackwithhead,shouldersandbuttocksincontactwiththeflatbenchsurface.His/hershoesmustbeflatonthefloor.
(3) Toachievefirmfooting,theliftermayuseplatestobuildupthesurfaceoftheplatform.Theentirefootmustbeflatonthissurface.
(4) Ifthecolorofthelifterstrunksandthebenchtoparenotofasufficientcontrasttoenabletheofficialstodetectaraisingofthebuttocks,thebenchtopmustbecoveredwithamaterialofsufficientlycontrastingcolornottoexceed1-1/2inchesinthickness.

(5) Onespotterismandatory.
(6) Thespacingofthehandsonthebarmustnotexceed32inchesmeasuringbetweentheforefingers.
(7) Noonebuttheliftermayhandlethebarexceptforitsremovalfromtherackatthebeginningofthelift.Aliftbeginsafterthelifterhasreceivedthebaratarmslengthandthespotterhasremovedhis/herhands.Afterreceivingthebartheliftermustlowerthebartohis/herchestandawaittheChiefRefereessignal.Iftheliftercannotfullystretchhis/herarmduetoananatomicaldefectofhis/herelbow,he/shemustreportthisfacttothethreerefereesbeforethebeginningofthecompetition.
(8) TheChiefRefereessignalmustbegivenwhenthebarisabsolutelymotionlessonthechest.
(9) WhentheChiefRefereegivestheverbalsignal,Press,thebarmustbepressedverticallytostraightarmslengthandheldmotionlessinthatpositionuntiltheChiefRefereegivestheverbalsignal,Rack,endingtheattemptatwhichtimetheliftermayreplacethebarwithassistancefromthespotter.
(b) DisqualificationorNoLift.Actionsthatwillresultinthedisqualificationofaliftersattemptare:
(1) Failuretoobservetherefereessignalsatthecompletionofthelift.
(2) Ifatanypointtheheadorbuttockslosecontactwiththeflatbenchsurface,theattemptwouldberenderedno-lift.Movementofthetoesand/orslidingofthefeetareprohibited.
(3) Heavingorbouncingthebaroffthechest.
(4) Allowingthebartosinkintothechestafterreceivingtherefereessignal.
(5) Anyunevenextensionofthearmsatthecompletionofthelift.
(6) Thebaroreitherhandstoppinginthecourseofbeingpressedout.
(7) Contactwiththebarbythespotter-loadersbetweentherefereessignals.
(8) Anycontactoftheliftersfeetwiththebenchoritssupports.
(9) Deliberatecontactbetweenthebarandrestuprightsduringthelifttomakethepresseasier.
4.17.1.1.10 Clean and Jerk.(a) ProcedurefortheClean
(1) Thebarmustbeplacedhorizontallyinfrontofthelifterslegs.Itmustbegripped,palmsdownwardandpulledinacontinuoussinglemovementfromthegroundtotheshoulderswhileeithersplittingorbendingthelegs.Oncethebarpassestheheightoftheknee,itisconsideredanattempt.Duringthiscontinuousmovement,thebarmaycontactthethighsandlap.Thebar,however,mustnottouchthechestbeforethefinalposition;itmustthenrestontheclaviclesorthechestabovethenipplesoronthearmsfullybent.Thefeetmustbereturnedtothesameline,legsstraight,beforeperformingtheJerk.Theliftermaymakethisrecoveryinhis/herowntimeandhavehis/herfeetonthesameline,paralleltotheplaneofhis/hertrunkandthebarbell.Iftheliftercannotfullystretchhis/herarmduetoananatomicaldefectofhis/herelbow,he/shemustreportthisfacttothethreerefereesbeforethebeginningofthecompetition.
(2) Thetechniqueknownashookingispermitted.Itconsistsofcoveringthelastjointofthethumbwiththeotherfingersofthesamehandatthemomentofgripping.
(3) Whencleaninginthesquatorsplitposition,theliftermayhelphis/herrecoverybyaswingingorrockingmovementofhis/herbody.Morethanonerecoveryattemptisallowed.
(4) Touchingthebaragainstthelegsbelowthekneesispermissible.
(b) DisqualificationorNoLiftintheClean.Actionsthatwillresultinthedisqualificationofaliftersattemptare:
(1) Therefereemustcountasnoliftanyunfinishedattemptatpullinginwhichthebarhasreachedatleasttheheightoftheknees.
(2) Pullingfromthehangisnotpermitted.
(3) Touchingthegroundwiththekneeorbuttocksoranypartofthebodyotherthanthefeetisnotpermitted.
(4) Whilecleaninginthesquatposition,touchingofthekneesorthighswiththeelbowsorupperarmsisnotpermittedandresultsinanolift.
(5) Incleaning,ifthebartouchesthethighswithavisiblestop,theattemptwillbedeclarednolift.If,however,duringthepullthebarcontactsthethighswithoutstopping,theattemptwillbelegal.
(6) Anycleaninwhichthebarisplacedonthechestbeforeturningovertheelbowswillrendertheattemptnolift.
(7) Leavingthein-boundsplatformareaduringtheexecutionoftheliftisnotpermitted.Alifterwhostepsonanypartoftheboundarylineisconsideredout-of-bounds.
(c) ProceduresfortheJerk
(1) Theliftermustbendthelegsandextendthemaswellasthearmssoastobringthebartothefullstretchofthearmsverticallyextended.Thefeetmustbereturnedtothesameline;armsandlegsextended,andawaitthe

ChiefRefereessignaltoreplacethebarontheplatform.TheChiefRefereemustgivethesignalassoonasthelifterbecomesabsolutelymotionlessinallpartsofthebody.AftertheCleanandbeforetheJerk,theliftermayassurethepositionofthebar.Thisdoesnotgrantasecondmovementtothelifter,butallowshim/her(i)eithertowithdrawhis/herthumbsortounhookifhe/shehasusedthismethod;(ii)orifthebarisplacedtoohighandimpedeshis/herbreathingorcausesapain,toloweritinordertorestitonhis/hershoulders;or(iii)tochangethewidthofhis/hergrip.Iftheliftercannotfullystretchhis/herarmduetoananatomicaldefectofhis/herelbow,he/shemustreportthisfacttothethreerefereesbeforethebeginningofthecompetition.
(2) AftertheChiefRefereessignaltoreplacethebar,theliftermustlowerthebarinfrontofhis/herbodyandnotletitdropeitherdeliberatelyoraccidentally.He/shemayreleasehis/hergriponthebarbellwhenithaspassedthelevelofthewaist.
(3) InthesecondphaseoftheCleanandJerk,thesecondmovementmustbeaJerk.Ajerkpressmustnotbepermitted.
(d) DisqualificationorNoLiftintheJerk.Actionsthatwillresultinthedisqualificationofaliftersattemptare:
(1) Anyeffortofjerkingwhichisnotcompletedwillrendertheattemptnolift.
(2) Anydeliberateoscillationofthebartogainadvantageorextendingtothetoesbeforethedipwillrendertheattemptnolift.Theliftermustbecomecompletelymotionlessbeforestartingthejerk.
(3) Unevenorincompleteextensionofthearmsatthefinishoftheliftwillrendertheattemptnolift.
(4) Apauseduringtheextensionofthearmswillrendertheattemptnolift.
(5) Finishingwithapressoutwillrendertheattemptnolift.
(6) Bendingandextendingthearmsduringtherecoverywillrendertheattemptnolift.
(7) Leavingthein-boundsplatformareaduringtheexecutionoftheliftwillrendertheattemptnolift.Alifterwhostepsonanypartoftheboundarylineisconsideredout-of-bounds.
(8) Replacingthebarontheplatformbeforetherefereessignalwillrendertheattemptnolift.
(9) DroppingthebarfromabovethewaistaftertheChiefRefereessignaltoreplacethebarwillrendertheattemptnolift.
(10) Failingtofinishwiththefeetandthebarbellinlineandparalleltotheplaneofthetrunkwillrendertheattemptnolift.
(11) Failingtofinishwiththefeetandthebarbellwithintheboundariesoftheplatformatinitialcontact(e.g.thecompletebarbellhastotouchtheplatformfirst)willrendertheattemptnolift.
(12) Afterasuccessfuljerk,alifter,ifinjuredduringthelift,mayhavetwospottersassisthim/herinloweringthebartohis/hershoulders.Spottersmaythentakecontrolofthebarandlowerittotheplatform.Thisbecomesano-lift.
4.17.1.1.11 Resolving Ties.Incasetwoormorecompetitorsshouldrecordthesametotalweightliftedattheendofcompetition,anofficialwillrefertothescorersheettodeterminethelighterorlightestofthoseinvolved.Ifthetiedcompetitorsweighedthesameatweigh-in,thoselifterswillimmediatelybetakenfromtheliftingareatothenearestscales,byanofficialtobereweighed.Thelighterorlightestcompetitorwillbeawardedthehigherplaceandpoints.Thisprocedurewillbefolloweduntilalltiesareresolved.Iftheweightisthesame,thoseliftersplacesandpointswillbedivided.
4.17.1.1.12 Regular Season Competition. Competitionbetweenschoolsassignedtoadistrict,otherthaninqualifyingmeets,isnotrequiredduringtheregularseason.
4.17.1.1.13 Officials.(a) Number.Three(3)officialsmustbeinattendanceateachplatform.TheofficialsmustincludeaChiefRefereeand
twoSideReferees.
(b) Responsibilities
(1) TheChiefRefereeisresponsibleforreportingsportsmanshipissuesonhis/herplatform.
(2) TheChiefRefereemustgiveanaudibleandvisiblesignalatthestartandcompletionofeachlift.He/shemustbeseatedinfrontoftheplatform.
(3) Beforethemeet,theChiefRefereemustverify:
(a) Thatplatformsandequipmentmeetspecifications;
(b) Scalesareaccurate;
(c) Liftersweighinduringthetimespecifiedfortheirweightcategory;
(d) Thatuniforms,beltsandbandagesarelegal.
(4) Duringthecompetition,theRefereesmustascertainthat:
(a) TheweightofthebarbellagreeswiththeweightannouncedbytheChiefReferee;
(b) Nobodybutthelifterhandlesthebarbellduringtheexecutionofthelift;and

(c) Onlythelifterortheloadersmovethebarbelltoanewpositionontheplatform.
(5) Allsignalsbytheofficials(lights,hands,board,etc.)foragoodorbadattemptmustbegivensimultaneouslyontheChiefRefereescommandSignal.Intheeventsafetyofthelifterbecomesaconcern,theChiefRefereehastheauthoritytostoptheattempt.
(6) Therefereesmustindicatetheirjudgmentoftheliftbygivingsignals.Agoodliftissignifiedbyoneofthreewayswhitelights,athumbsuporagreenboard.Anoliftissignifiedbyredlights,athumbsdownoraredboard.
(7) Afterthecompletionofeachlift,theChiefRefereemustmakeknowntherefereesdecision,ifthereisnosystemoflights.He/sheconsultswiththeothertworefereesandannouncesthedecisionresultingfromhis/herownandfromthoseofhis/hercolleaguesbyannouncinggoodliftornolift.He/shedoesnothaveanover-ridingvote.
(8) WhentheChiefRefereegivesanaudiblesignalpressinthebenchpress,thebarispressedverticallytostraightarmslengthandheldmotionlessuntiltheChiefRefereesaudiblesignalracktoreplacethebar.
(9) Afterthecompletionofthecleanandjerk,theChiefRefereemustsaydownwhileatthesametimemotioningdownwardwithanextendedarm.However,theliftisntcompleteuntilthebarisreturnedundercontroltotheplatform.
(10) Arefereemustnotattempttoinfluencethedecisionofanotherreferee.
(11) Thedecisionsoftheofficialsarefinal.Noprotestswillbeallowed.However,whenthereisarefereesdecisioncontrarytothetechnicalrules,theJuryofAppeals,byunanimousvote,hastherighttograntanotherattempttothelifter.Thisattemptwillbeexecutedbythelifterbeforetheattemptofthefollowinglifter.
4.17.2 Florida High School State Championships Procedures 4.17.2.1 District Meeting. 4.17.2.1.1 Date

4.17.2.1.2 Meeting Agenda.Inadditiontosection3.4.2,thefollowingitemsofbusinessmustbeaddressedatthesectionmeeting:
Determinedatesandsitesofqualifyingmeets.Sub-districtscanbeusedtodeterminewhoqualifiestoliftatdistricts.Ifsub-districtmeetsarebeingused,qualifyingandadvancingtermsmustbedefinedclearlyandlistedintheminutes.

(5)Aschoolmayenterliftersinamaximumofthree(3)qualifyingmeets.
(6) AschoolmayqualifylifterstotheFloridaHighSchoolStateChampionshipsstatemeetonlythroughaqualifyingmeet(s)heldinthesectiontowhichitisassigned.
(7) Conference,countyorotherinvitationalmeetsshallnotserveasqualifyingmeets.

(8) ThequalifyingmeetdirectorshallforwardtotheappropriateFHSAAadministratortheresultsofthequalifyingmeetforwhichhis/herschoolservedashostusingFormWT2forgirlsorFormWT4forboys.Theresultsmustbecertifiedbythesignatureoftheheadcoachforeachparticipatingschooltobevalid.
(c) Weigh-inProcedures.Weigh-inproceduresasstatedinthegeneralregulationssectionwillapplyexceptthat:
(1) Whenalifterweighsinhe/shemustliftintheweightcategoryinwhichhe/sheislistedontheOfficialStateEntryList;
(2) ChangestoanOfficialStateEntryListmustbemadeontheOfficialStateEntryListwithinC2Cschoolsandresubmittedtothedistricthost.
(3) ChangestoanOfficialStateEntryListmaynotbemadeafterthestartofthepublishedtimeforweigh-instobeginatthefirstFloridaHighSchoolStateChampionshipsmeettheschoolisliftingin.
(4) Onlythoselifterswhodonotmakeweightmayreturntothescalesamaximumofthree(3)timestomakeweightduringthetimeallocatedfortheweigh-in;and
(5) Aftertheallocatedtimehaselapsed,alifterwhohasnotmadeweightwillbedisqualifiedfromthemeetandmaynotliftinanyotherweightclassification.Aliftermustweighwithinthelimitsofhis/herweightclass.
(6) Duringweigh-ins,liftersmustprovidetheiropeningattempts.Openingattemptsmaybechangedatanytime.
(7) ReportingResults.Sub-districtqualifyingmeetmanagersmustreportcompleteresultstothelift-offmeetmanagerupontheconclusionofthemeet.Thelift-offmeetmanagermustforwardthecompiledresults(FormWT2orWT4)totheFHSAAOfficewithin24hoursofthecompletionofthelift-offqualifyingmeet.
4.17.2.2.2 Determination of Qualifiers(a) Qualifiers.
(1) Girls.Thethree(3)liftersineachweightclasswholiftthegreatesttotalweight(benchpressandclean&jerkcombined)overallinthelift-offmeetheldwithinthesectionshallqualifyforandadvancetotheFloridaHighSchoolStateChampionshipsstatemeet.
(2) Boys.
(a) Thetoplifterineachweightclasswholiftsthegreatesttotalweight(benchpressandclean&jerkcombined)overallinthelift-offmeetheldwithinthesectionshallqualifyforandadvancetotheFloridaHighSchoolStateChampionshipsstatemeet.
(b) After the top lifter for eachweight classification in each sectionhas beendetermined, nine remainingat-largequalifiersstatewidewillbedeterminedbytheFHSAAOfficefromresultsreportedbythelift-offmeetdirector.AllqualifierswillbepostedonFHSAA.org.
(b) BreakingTies(Boysonly).Intheeventthatatieoccursbetweenanytwoormoreliftersthatwouldresultinmorethan18liftersperweightclassificationqualifyingforthestatemeet,thetieshallbebrokenasfollows:
(1) Thelifter(s)whosebodyweight(s)was/werethelighter/lightestonthedate(s)thetotalweightwasliftedshallbeawardedtheberth(s)inthestatemeet.Thisprocedurewillbefolloweduntilalltiesareresolved.

AJuryofAppealsconsistingofaminimumofthreemembersmustbeappointedbytheMeetDirector.ThedutyoftheJuryofAppealsistoensurethatthetechnicalrulesofcompetitionarebeingappliedandfollowed.AmemberoftheJuryofAppealswhoseteamorindividuallifterisapartytoanappealmuststepdownandbereplaceduntiltheappealisconcluded.ThedecisionoftheJuryofAppealswillbefinal.TheJuryofAppealsmaynotsetasideanyrule.
Whenthedecisionofarefereeiscontrarytothetechnicalrulesofcompetition,theJuryofAppealsbyunanimousvotemaygrantthelifteranotherattempt.Theliftermustmakethisattemptbeforetheattemptofthenextlifter.
IfarulingbytheJuryofAppealsisrequested,theJuryofAppealsmustreporttheirrulingtotheTechnicalController.ItisthentheresponsibilityoftheTechnicalControllertonotifytheHeadCoachofthestudent-athlete(s)involvedtheofficialrulingoftheJuryofAppeals.ThedecisionoftheJuryofAppealsisfinal.Noprotestswillbeallowed.
4.17.2.3.7 Technical Controller.Atechnicalcontrollermustbeappointedtoassist themeetdirectorinthesupervisionandconductofthecompetition.Thetechnicalcontrollersdutieswillbe:

4.17.2.3.8 Competition Area. Onlythoselifterswhoareengagedinactualcompetitionmaybeinthecompetitionarea.Allotherliftersmustremaininthedesignatedseatingarea.Coaches,facultyrepresentativesandspectatorsmustalsoremaininthedesignatedseatingarea.

2.8 FHSAA Identification Card2.8.1 FHSAA Identification Card.FHSAAIdentificationCardsareprovidedtotheprincipalofeachmemberschooleachyearinbulkquantitytodistributetomembersofhis/heradministrativestaffandfacultywhoaredirectlyorindirectlyaffiliatedwiththeschoolsathleticprograms.Thiscardisintendedtoserveonlyasameansofidentifyingthebearerasanemployeeofamemberschooland,inandofitself,isnotconsideredtobeapassofanykind.Memberschools,however,mayattheirdiscretionhonorthesecardsforcomplimentaryadmissiontoregularseasonathleticevents.TheFHSAAIdentificationCardonlyallowsadmittanceintothecontest.Itdoesnotgrantaccesstothefield,court,orpooldeck.UndernocircumstancesarethesecardstobehonoredforcomplimentaryadmissiontoanyFloridaHighSchoolStateChampionshipscontestonthedistrict, regionalorstate level. Latesubmittalof theMemberSchoolAthleticPersonnelList/FHSAAIdentificationCardOrderForm(GA1)bythedeadlinewillsubjecttheschooltoaminimum$50administrativefee.
2.9 Broadcast of Events 2.9.1 Regular Season 2.9.1.1 Rights Held by Host/Home School.Radiobroadcast,telecast,cablecastandinternetbroadcastrightsforregularseasoncontestsinallsportsareheldbythehome/hostschool.TheFHSAAcannotgrantradiobroadcast,telecast,cablecastorinternetbroadcastrightstoregularseasoncontests.Outletswishingtobroadcast,telecast,cablecastorwebcastaregularseasoncontestshouldcontacttheprincipalofthehome/hostschooltosecurerightsandmakearrangements.
2.9.1.1.1Memberschoolscandeclineanoutletsrequesttoradiobroadcast,telecast,cablecastorinternetbroadcastaregularseasoncontest.
2.9.1.2 Liability Waiver. AnoutletthatbroadcastsaregularseasoncontestshallagreetoholdtheFHSAAanditsmemberschoolsharmlessbecauseofanyinjurytopersonorpropertyonthepremises.Theoutletshallfurtheragreetoassumeallresponsibilityforanydamageswhichareadirectresultoftheactivitiesofthebroadcast.TheoutletshallalsoagreetodefendallclaimsmadeagainsttheFHSAAoritsmemberschoolsfordamagesoccasionedbytheoutletofanynature.

FLORIDA HIGH SCHOOL STATE CHAMPIONSHIPS PROCEDURES3.1 Florida High School State Championships3.1.1 Administration and Management.AsspecifiedinBylaw4.3.2,allFloridaHighSchoolStateChampionshipsshallbeconductedinaccordancewiththepoliciesestablishedbytheBoardofDirectorsandshallbeunderthedirectionandsupervisionoftheFHSAAOffice.
3.1.2 Enforcement of Rules & Policies.ParticipatingschoolsshalladheretoallregulationsandpoliciesgoverningtheFloridaHighSchoolStateChampionships.Thedeterminationofthehostschoolforeacheventshallbeconditionedinpartontheschoolswillingnesstocomplywithandenforceregulationsandpoliciesgoverningtheevent.Thisincludesfinancialterms,aswellaslicensingandmerchandisingpolicies.Aschoolthatdoesnotcomplywithandenforcesuchregulationsandpoliciesshallforfeititsopportunitytoserveashost.
3.1.3 Signs and/or Banners.Thedisplayofsigns,banners,placardsorsimilaritemsatmatchesintheFloridaHighSchoolStateChampionshipsispermitted,provided:
(a) Theyareingoodtasteandreflectgoodsportsmanshipintheirmessageanduse;
(b) They reflect identificationandencouragement toparticipantsand their schoolorcommunity,andmakeno reference to theopposingteam,itsschool,playersorcommunity;
(c) Theyarenotdisplayedonthecourt,orinamannerwhichinterfereswithplay;
(d) Theydonotobstructtheviewofparticipantsorspectators;
(e) Theyarenotsafetyhazards;and
(f) Theyarenotprohibitedbyfacilitymanagement.
3.1.4 Noisemakers.Whistles,orartificialnoisemakingdevisesthatmimicorsimulateagamewhistle,airhorns,andallotherartificialormechanicalnoisemakingdevises,areprohibitedinallFloridaHighSchoolStateChampionshipsevents.
3.1.5 Bands. 3.1.5.1 OutdoorSports.Withtheexceptionoffootballandflagfootball,bandswillnotbeallowedtoplayatFloridaHighSchoolStateChampionshipstournaments/meetsinoutdoorsports.Bandsareprohibitedatfootballdistricttiebreakers.
3.1.5.2 IndoorSports.Withtheexceptionofbasketball,bandswillnotbeallowedtoplayatFloridaHighSchoolStateChampionshipstournaments/meetsinindoorsports.Pleasesee4.2.3.3.4forbasketballspecificinformation.
3.1.6 Merchandising.TheFHSAAretainstheexclusiverighttoproduceandsellsouvenirproducts(apparelandotherwise)atallgames,tournamentsandmeetsheldaspartoftheFloridaHighSchoolStateChampionships;hostschools/organizationsarerequiredtosellitemsprovidedbytheofficialFHSAAeventsouvenirmerchandiser.
Thehostschool/organizationofaFloridaHighSchoolStateChampionshipseventmaybepermittedtosellgenericmerchandiseunrelatedtotheevent(i.e.,apparelandothermerchandisebearingthehostschool/organizationsmark),providedsuchmerchandisehasbeenmadeavailableforsaleonaconsistentbasisthroughouttheyearandhasnotbeenproducedspecificallyforsaleattheFloridaHighSchoolStateChampionshipsevent.
3.1.7 Souvenir Programs.Allhostschoolsofdistricttournaments/meetsandregionaltournaments/meetsthatproduceaprogrammustdisplayontheprogramcoverboththeappropriateFHSAAsportlogoandsportsmanshiplogo.Thelogosmustalsobedisplayedprominentlyinsideorontheteamrosterinserts.
3.1.8 Public-Address Protocol.Thepublic-addressannouncershallbeconsideredabenchofficialforallFloridaHighSchoolStateChampionshipsevents.He/sheshallmaintaincompleteneutralityatalltimesand,assuch,shallnotbeacheerleaderforanyteam.TheannouncerwillfollowtheFHSAAscriptforpromotionalannouncements,whichareavailablefromthisassociation,playerintroductionsandawardsceremonies.Otherannouncementsarelimitedto:
Thoseofanemergencynature(e.g.,pagingadoctor,lostchildorparent,etc.);
Thoseofapracticalnature(e.g.,announcingthatadriverhaslefthis/hervehiclelightson);
Startinglineupsorentirelineupsofbothparticipatingteams(whatisannouncedforthehometeammustbeannouncedforthevisitingteam);and
Messagesprovidedbyhostschoolmanagement;and

3.1.9 All-Tournament/Meet Teams.NoemployeeoftheFHSAAorthelocalmanagermayinfluenceinanywaytheselectionofanyall-tournament/meetteam,includingtheselectionofamostvaluableplayerorotherplayerofthegame.
3.1.10 Uniformed Security.ThelocalmanagerforaFloridaHighSchoolStateChampionshipseventisresponsibleforprovidingappropriateuniformedsecurityattheeventthathis/herschoolishosting.
3.1.11 Contest Officials.ThehostschoolforFloridaHighSchoolStateChampionshipscontestsbeyondthedistrictlevelshallprovidecontestofficialswithasecureandadequatedressingroom(oneeachformixedgendercrews)withproperlyoperatingbathroomfacilitiesincludingshowerswithwarmwateratthesiteofthecontest.Ifthesitedoesnothavesuchfacilities,thehostschoolshallobtainandprovideatitsexpenseanappropriatehotel/motelroom(s)reasonablyclosetothesite.Thehostschoolisrequiredtocompletedressingroomarrangementsandhavetheinformationavailabletotheheadrefereeatleast24hourspriortothescheduledstartingtimeofthecontest.Itistheresponsibilityoftheheadrefereeorumpire-in-chieftocontacttheschooladministrationatleast24hourspriortothescheduledstartingtimeofthecontesttoverifythearrangementsforthecontest.Therefereeorumpire-in-chiefshallreporttotheFHSAAOfficethefailureofanyhostschooltoprovidedressingfacilitiesasrequired.
3.1.12 Media Restrictions. 3.1.12.1 Access to Locker/Dressing Rooms.TheFHSAAoperatesunderaclosedlockerroompolicyatallFloridaHighSchoolStateChampionshipsevents.Atnotimewillnewsmediarepresentativesbegrantedaccesstolockerroomsordressingroomsatanystatechampionshipevent.Teamboxes,teambenches,teamhuddlesanddugoutsareconsideredextensionsoflocker/dressingrooms.
3.1.12.2 Access to Competition Area.Mediarepresentativesarenotpermittedinthecompetitionarea(i.e.,withinthefieldofplay,ontheplayingcourt,etc.)atanytimeduringaFloridaHighSchoolStateChampionshipscontestuntilthecompetitionhasconcludedandawinnerhasbeendetermined.Photographersshallhonorphotographerlinesanddesignatedareaswhenmarked.

3.5 Local Management3.5.1 Team and Non-timed Individual Sports.TheFHSAArepresentativeofthehostschoolwillbethelocalmanagerfor theFloridaHighSchoolStateChampionshipsevent thathis/herschoolishosting.He/shewillberesponsibleformakingthenecessarypreparationstohosttheeventandforthefilingofallnecessaryreportstotheFHSAAOfficeuponconclusionoftheevent.ThelocalmanagerofaFloridaHighSchoolStateChampionshipseventisrequiredtoreporttotheFHSAAthearrangementsfortheevent(s)his/herschoolwillhostnotlaterthan12a.m.(midnight)ESTonthedateoftheevent;aswellasthescore(s)ofthecontest(s)intheeventthathis/herschoolhosteduponitsconclusionandtheupdatedwin-lossrecordsofparticipatingteams.ReportsmustbesubmittedonlineviaC2CSchools,exceptforthesportsofcompetitivecheerleading,tennis,weightliftingandwrestling.FailuretoreporttheresultsofanyFloridaHighSchoolStateChampionshipseventwillsubjectthehostschooltoaminimum$50administrativefee.FailuretoreportarrangementsforthenextlevelFloridaHighSchoolStateChampionshipseventwillsubjecttheschooltoaminimum$50administrativefee.
3.5.2 Cross Country, Swimming & Diving, Track & Field. TheFHSAArepresentativeorhis/herdesigneeofthehostschoolwillbethelocalmanagerforthedistrictorregionalmeetthathis/herschoolishosting.He/shewillberesponsibleformakingthenecessarypreparationstohostthemeetandforthefilingofnecessaryreportstotheFHSAAOfficeuponconclusionofthemeet.ThelocalmeetmanagermustsubmittoboththeFHSAAOfficeandthenextlevelmeetmanagertheresultsofthemeetthathis/herschoolhosted.TheseresultsmustbetransmittedusingHy-TekMeetManagersoftware.Thefirstandlastnamesofeachparticipant,togetherwiththeirrecordedtimes(manualorFAT),mustbeprovided.Theseresultsmustbesubmittedwithin24hoursoftheconclusionofthemeet.FailuretoreporttheresultsofanyFloridaHighSchoolStateChampionshipseventwillsubjectthehostschooltoaminimum$50administrativefee.FailuretoreportarrangementsforthenextlevelFloridaHighSchoolStateChampionshipseventwillsubjecttheschooltoaminimum$50administrativefee.
3.6 Post-Competition Procedures3.6.1 Florida High School State Championships Preliminary Rounds. For district, district tiebreaker(football),play-in,regionalandstatesemifinal(football)roundsoftheFloridaHighSchoolStateChampionships,thehostschoolshouldcooperatewithnewsmediarepresentativesinprovidingthemaccesstoaworkareaandtelephonefollowingaFloridaHighSchoolStateChampionshipscontestsothattheycanfiletheirreportsonthecontest.Theheadcoachofeachcompetingteamisrequiredtocooperatewiththenewsmediabyparticipatingininterviewsasquicklyaspossiblefollowingtheconclusionofthecontestandprovidingconteststatistics/resultsifavailable.Participationbyathletesininterviewsisvoluntaryandatthediscretionoftheheadcoach.
3.6.2 Florida High School State Championships.Thehostsitemustdesignatearoomorareasecludedfromthegeneralpublicforapost-contestpressconferenceinvolvingtheheadcoachanduptofive(5)playersfromeachteamparticipatinginthejust-concludedcontest.Participationbytheheadcoachinthepressconferenceismandatory.Participationbyathletesisvoluntaryandatthediscretionoftheheadcoach.Boththeheadcoachandathletesmayagreetosupplementalone-on-oneinterviews,attheirdiscretion,followingtheirpressconference.Newsmediarepresentativesmustremainoffthefield/courtandnointerviewsmaytakeplaceduringtheawardsceremonyfollowingthechampionshipcontest.Whereapplicable,thesemediaaccommodationsshallbeestablishedintheagreementbetweentheFHSAAandthehostorganization.

3.8 Official Ball.InformationconcerningtheofficialFloridaHighSchoolStateChampionshipsgame/contestballwillbepostedontheFHSAAwebsiteandintheonlineSportManualforeachsportusinganofficialgame/contestball.Theuseofanofficialgame/contestballshallbemandatoryineachdistricttournament,play-inround,regionaltournamentandtheFloridaHighSchoolStateChampionships.Thehostschoolforeachdistricttournament,play-inroundandregionaltournamentshallensuretheuseoftheofficialball.Thepurchaseofofficialgame/contestballs,ifnecessary,willbeconsideredanexpenseofthetournamentandreportedassuchonthefinancialreportform.TheFHSAAwillprovideofficialballstobeusedattheFloridaHighSchoolStateChampionships.Failuretocomplyshallsubjectthehostschooltopenaltiesincluding,butnotlimitedto,financialpenaltiesandrevocationofFloridaHighSchoolStateChampionshipseventhostingprivilegesintherespectivesport.

3.9.2 Up-to-Date Statistics.TheschoolswhoseteamsqualifytoadvancetotheFloridaHighSchoolStateChampionshipsstatechampionshiptournamentmustreporttotheFHSAAOfficeup-to-datecumulativestatisticsthroughtheendoftheregionaltournamentorplay-ingamesbycompletingtheFloridaHighSchoolStateChampionshipsUp-to-DateTeamStatisticsformforselectFloridaHighSchoolStateChampionships.Theup-to-datestatisticsformmustbedownloadedfromFHSAA.org,completedinacomputerandtransmittedelectronicallyviae-mailtoprogram@fhsaa.org.EachqualifyingschoolthatdoesnotmeetthenoonEDTdeadlineshallbeassesseda$100monetarypenalty.
3.10 Admittance to Florida High School State Championships Contests3.10.1 District, Regional Levels. 3.11 Broadcast of Events 3.11.1 Florida High School State Championships 3.11.1.1 Rights Held by FHSAA. AnoutletwishingtobroadcastacontestintheFloridaHighSchoolStateChampionshipsmustrequestandbegrantedrightsbytheFHSAApriortooriginatingoracceptingfeedofsuchabroadcastandmakepaymenttotheFHSAAOfficeoftheappropriaterightsfee.Suchrightsarenotexclusive.
3.11.1.2 Delaying a Contest is Prohibited. Therecanbenodelayinthestartofacontesttoaccommodatealiveortape-delayradiobroadcastoratape-delaytelecastofaFloridaHighSchoolStateChampionshipscontest;neithercanthere

beanyradioortelevisiontimeouts,oranyextensionofhalftime.Provisionsforlivetelecasts,whenpermitted,arefoundin3.11.2.1below.
3.11.1.2.1 Exception for Live Telecasts. Livetelecastsoffootballandbasketballgames,whenpermitted,mayoperateunderthefollowingguidelinesuponapprovaloftheExecutiveDirector:
(a) Theintermissionbetweenthefirstandsecondquarters,thethirdandfourthquarters,andovertimeperiodswillbeextendedfrom60secondsto90seconds;
(b) Theoutletwillbegrantedone90-secondtelevisiontimeoutduringeachquarter.Thistimeoutwillbegrantedatthedeadballfollowingthechangeofpossessionwhichoccursnearest tothemidpointofthequarter.Thistelevisiontimeoutwillbegrantedregardlessofwhetheroneofthetwoparticipatingteamshascalledachargedtimeoutclosetothemidpointofthequarter.Additionally,thistelevisiontimeoutwillnotprecludeeitheroneofthetwoparticipatingteamsfromcallingachargedtimeoutnearthemidpointofthequarter;and
(c) Allchargedtimeoutscalledbyeitherteamwillbeafull60secondsinduration.
(d) Itwillbetheresponsibilityoftherefereetoseethattheseguidelinesfortelevisiontimeoutsarestrictlyadheredto.
3.11.1.3 FHSAA Approval of Broadcast. FHSAAapprovalofbroadcastsofFloridaHighSchoolStateChampionshipscontestsisfinal.HostschoolsorcontestmanagerswillberequiredtopermitallbroadcastsapprovedbytheFHSAA,andadmittothefacilitywithoutchargepersonneloriginatingthesebroadcastsuponpresentationoftheproperdocumentation.
3.11.1.4 Seating and Equipment Setup. Theoutletmustmakeallarrangementsforseatingandequipmentsetupwiththehostschoolprincipalorcontestmanager.Theoutletmustassumeallexpensesinconnectionwiththebroadcast,andmustprovideallequipmentnecessaryforthebroadcast.Thisincludesarrangingforbroadcastlineswiththeappropriatetelephonecompany.
3.11.1.5 Seating Policies. Personneloriginatingapprovedbroadcastswhoare tobeadmitted to thefacilitywithoutchargemustnotexceedfour(4)persons.Thehostschoolprincipalorcontestmanagermustmakeeveryefforttoprovidethesepersonnelwithseatingwhichprovidesthemwithanunobstructedviewoftheplayingarea.
3.11.1.6 Limited Seating Areas.Infacilitieswhereseatingislimitedinthepressboxorbroadcastbooth,thehostschoolprincipalorcontestmanagershouldprovideseatingtotheone(1)primaryoutletcoveringeachparticipatingschool.Thereafter,seatinginthepressboxorbroadcastboothshouldbeprovidedonafirst-come,first-servedbasis.Anoutletmustunderstandthatitmaybenecessaryforittosetupoperationsinthespectatorseatingareaatfacilitieswithlimitedspaceinthepressboxorbroadcastbooth.Theprimaryoutletforaparticipatingschoolisconsideredtobetheoutletwhichhasbroadcastthegreatestnumberofregularseasoncontestsand/orFloridaHighSchoolStateChampionshipscontestsinwhichtheschoolhasparticipated.
3.11.1.7 Camera Positioning.Thehostschoolprincipal,contestmanagerand/ortheofficialsassignedtoworkthecontestwillhavetheauthoritytorequiretherepositioningoftelevisioncamerasandvideographersiftheybelievetheirplacementmaythreatenthesafetyoftheparticipantsorinterferewiththeconductofthecompetition.
3.11.1.8 Failure to Comply.Theoutletmustabidebyeachandalltermsandconditionsofthispolicy.ThehostschoolprincipaloreventmanagerwillhavetheauthoritytoactonthebehalfoftheFloridaHighSchoolAthleticAssociationinenforcingthispolicyduringallFloridaHighSchoolStateChampionshipscontestsathis/herfacility.
3.11.1.9 Unauthorized Broadcast.AhostschoolprincipalorcontestmanagerwhopermitsthebroadcastofaFloridaHighSchoolStateChampionshipscontestthathasnotbeenapprovedbytheFHSAAwillsubjecthis/herschool,organizationorfacilitytoamonetarypenaltytoincludepaymentoftheappropriaterightsfeesand,formemberschools,afinancialassessmentintheamountof$50pergamebroadcast.
3.11.1.10 Liability Waiver.AnoutletwhichbroadcastsaFloridaHighSchoolStateChampionshipscontestmustagreetoholdtheFHSAAanditsmemberschoolsharmlessbecauseofanyinjurytopersonorpropertyonthepremises.Theoutletmustfurtheragreetoassumeallresponsibilityforanydamageswhichareadirectresultoftheactivitiesofthebroadcast.TheoutletmustalsoagreetodefendallclaimsmadeagainsttheFHSAAoritsmemberschoolsfordamagesoccasionedbytheoutletofwhatevernature.
3.11.2 Obtaining Broadcast Rights 3.11.2.1 Notification of Approval. Uponapprovalofanoutletsbroadcastapplication,theFHSAAwillfaxand/ore-mailtotheoutlettheapprovedapplicationformsignedbytheExecutiveDirectororhis/herdesigneewhichgrantstheoutletpermissiontobroadcastthecontest.Theapprovedapplicationformwillalsobefaxedand/ore-mailedtothehostschoolprincipalorcontestmanager.Anoutletsbroadcastcrewshouldhaveacopyofthebroadcastapprovalinitspossessiontoensureadmissiontothefacility.

Sportsmanship7.1 SCHOOL REPRESENTATIVES7.1.1 Sportsmanship Requirement.Players,coaches,administrators,spectators,contestofficialsandallotherpersonsconnecteddirectlyorindirectlywithamemberschoolshallpracticeandpromotethehigheststandardsofsportsmanshipandethicsbefore,duringandafteranyinterscholasticevent.
7.1.2 Principals Duty.Itshallbetheresponsibilityofeachmemberschoolprincipaltoexercisecontroloverallindividualstotheextentnecessarytoensuresafetyandfairplayforallparticipantsandadherencewiththesestandards.
7.2 UNSPORTSMANLIKE CONDUCT 7.2.1 Unsportsmanlike Conduct Defined.Astudentwhocommitsanactofmaliciousandhatefulnaturetowardacontestofficial,anopponentoranyotherpersonattendinganathleticcontestshallbeguiltyofunsportsmanlikeconduct.Suchactsmayinclude,butarenotlimitedto,profanity,strikingorthreateningacontestofficial;physicalcontactwithanopponentwhichisbeyondthenormalscopeofcompetition;spittingonacontestofficialoropponent;directinggender,racialorethnicslurstowardacontestofficial,anopponentoranyotherpersonattendinganathleticcontest;orothersuchactsdeemedtobeunacceptableconductaccordingtotheprincipalofthememberschoolthestudentattendsorthisAssociation.
7.2.1.1 Penalty for Students.Studentswhoarefoundtohavecommittedunsportsmanlikeconductwillbeineligibletoparticipateininterscholasticathleticcompetitionforapenaltyperioduptooneormorecalendaryears.
7.2.1.2 Restoring Eligibility. TheExecutiveDirector,theSectionalAppealsCommittee,ortheBoardofDirectorsonappeal,mayrestorethestudentseligibilitypriortotheendofthepenaltyperiod,wheninthediscretionoftheExecutiveDirector,thestudenthasbeenproperlydisciplinedandthestudentsignsawrittenstatementofhis/herintentiontocomplywiththesestandardsinthefuture.
7.2.2 Executive Directors Powers. TheExecutiveDirectorshallhavefullauthoritytoinvestigateallegationsandincidentsofunsportsmanlikeconductandinvokepenaltiesagainstmemberschoolsorindividualsinvolved.
7.2.3 Disqualifications. Thedisqualificationfromparticipationofacoachorstudent,orremovalofaspectatororotherrepresentativeofamemberschooldue tounsportsmanlikeconductduringan interscholasticeventwillsubject theschool to theappropriatepenalties.
7.2.4 Removal by Coach or Administrator. Theremovalofateamorindividualcompetitorbyacoachoradministratorbecauseoftheirdissatisfactionwithcontestofficialsorotherconditionsofthecontestshallbeconsideredunsportsmanlikeconductandwillsubjecttheschooltotheappropriatepenalties.
7.2.5 Unsportsmanlike Conduct at Tournaments, Meets, or Contests.TheExecutiveDirector,intheeventofunsportsmanlikeconductonthepartofarepresentativeofthememberschoolduringanathletictournament,meet,orcontest,shallhavetheauthoritytodenyfurtherparticipationatsaidtournament,meet,orcontest,tosuchteamorindividual.
7.2.6 Unsportsmanlike Conduct Human Growth Hormone, Steroids, Performance-Enhancing Drugs, or Schedule 3 Narcotics.Theuseofhumangrowthhormone,steroids,performance-enhancingdrugs,orschedule3narcoticsbyastudentisconsideredtobeanactofunsportsmanlikeconduct,andassuchthestudentshallbeineligibleforcompetitionuntilsuchtimeasmedicalevidencecanbepresentedthatthestudentssystemisfreeofhumangrowthhormone,steroids,performance-enhancingdrugs,orschedule3narcotics.
7.2.6.1 Anystudent-athleteunderthecareofapediatricendocrinologistoranappropriatelytrainedspecialistbeingtreatedwithidiopathicshortstature(ISS)asoutlinebytheUnitedStatesAnti-DopingAgency(USADA)mayappealforexemptionandshallprovideappropriatemedicaldocumentationtotheprincipalpriortocompetition.
7.2.6.2 Any student-athlete, under the direct care of a physician,whohas been prescribed to use anyhormonereplacementdrugshallprovidetheappropriatemedicaldocumentationtotheprincipalpriortocompetition.
7.2.7 Crowd Control. Anymemberschoolwhoseprincipalcommitsunsportsmanlikeconductorwhoseprincipal failstocontroltheconductofthestudentbody,faculty,andspectatorsshallbesubjecttotheappropriatepenalties,whichmayincludeexpulsionfrommembershipinthisAssociation.

Interscholastic Contests8.1 INTERSCHOLASTIC CONTEST8.1.1 Definition of Interscholastic Contest.AninterscholasticcontestisanycompetitionbetweenorganizedteamsorindividualsofdifferentschoolsinasportrecognizedbythisAssociation,andthereforeshallbesubjecttoallregulationspertainingtosuchcontests.
8.1.2 Protests.Anydecisionmadebyacontestofficialshallnotbecontested.Thedecisionsofthecontestofficialsarefinal.
8.2 RULES OF COMPETITION8.2.1 NFHS Rules.Unlesswaivedbyatleastatwo-thirdsvoteoftheBoardofDirectors,therulespublishedbytheNationalFederationofStateHighSchoolAssociations(NFHS),orthoseapprovedbyit,shallbetheofficialrulesforinterscholasticathleticcompetitioninallsports.
8.3 SCHOOLS WITH WHICH CONTESTS MAY BE HELD8.3.1 Eligible Contestants.Memberschoolsmayonlyengageininterscholasticcontestswiththefollowing:(a) SchoolswhicharemembersofthisAssociation;
(b) FloridaschoolswhicharenotmembersoftheFHSAA(Non-FHSAAmemberschool),provided:
1. TheNon-FHSAAmemberschoolmustverifythatathleticmedical,catastrophicaccidentandcatastrophicdisabilityinsurancecoverageisprovidedforeachofitsstudentathletes(Policy8.1,8.2and8.3).TheNon-FHSAAmemberschoolmustprovidegeneralliabilityinsuranceforitself(Policy8.4)TheminimumlimitsforeachtypeofinsurancecoveragemustbethesameasthoseestablishedforFHSAAmemberschools(Policy8.1,8.2,8.3and8.4).TheNon-FHSAAmemberschoolprincipal,orheadofschool,mustprovidetheFHSAAwithcopiesofcertificatesofcoverageforeachofthesevariousinsurancetypes,verifyingthattheNon-FHSAAmemberschoolhaspurchasedtheinsurancecoveragerequired(Bylaw3.5.3and3.6.1.1.2);and
2. AnFHSAAgame/contestcontract(seeBylaw8.4.1)hasbeenfullyexecutedbyallparticipatingschools;and
3. Allstudent-athletesintheNon-FHSAAmemberschool,whowillbecompetinginthecontestorevent,meettheeligibilitycriterialistedinFloridaStatutesforstudent;athletesofFHSAAmemberschools(F.S.1006.15);and
4. Allstudent-athletesintheNon-FHSAAmemberschool,whowillbecompetinginthecontestorevent,haveappropriateinsuranceasspecifiedinF.S.1006.16;and
5. Allstudent-athletesintheNon-FHSAAmemberschool,whowillbecompetinginthecontestorevent,mustsatisfactorilypassamedicalevaluationasspecifiedinF.S.1006.20(2)(c),and
6. Allstudent-athletesintheNon-FHSAAmemberschool,whowillbecompetinginthecontestorevent,musthaveonfileasignedconsentandreleaseform(waiverofliabilityandparentpermissiontoparticipate)asspecifiedinF.S.1006.20(2)(k),and
7. Non-FHSAAmemberschoolsmustagreetoabidebytheNFHSandFHSAArulesforthecontestoreventbeingconducted(Bylaw8.2.1).
(c) Out-of-stateschoolswhicharemembersingoodstandingofassociationsthataremembersoftheNFHSoraffiliatemembersoftheNFHSandregulateinterscholasticathleticsforschoolswithintheirstate.TheymustfollowcomparableeligibilityguidelinesandtheseasonforthesportinvolvedmustrunconcurrentlywiththatoftheFloridaHighSchoolAthleticAssociation.
(d) Memberschoolsshallnotparticipateinathleticcontestsorcontractuallyobligatethemselvestoparticipateinanytournament,meetorcontestinwhichanyschoolswhichdonotmeetthesecriteriaarescheduledtoparticipate,orwithnon-schoolteams,groupsorclubteams.
(e) Competitioninvolvingmiddleschools(grades6-8),combinationmiddleschoolprograms(grades6-8)andjuniorhighschools(grades7-9)mustbebetweenmiddleschools,combinationmiddleschoolprogramsandjuniorhighschools,respectively,aswellasbetweenmiddleschoolsandcombinationmiddleschoolprograms.
8.6 PARTICIPATION BY GENDER8.6.1 Girls on Boys Teams.Girlsmayplayonaboysteaminasportiftheschooldoesnotsponsoragirlsteaminthatsport.
8.6.2 Boys on Girls Teams.Boysmaynotparticipateonagirlsteaminanysportiftheschoolsoverallboysathleticprogramequalsorexceedsthegirlsoverallathleticprogram.

9.1.2 School Responsible to Ensure Student Eligibility.Aschoolmustnotpermitastudenttorepresentitininterscholasticathleticcompetitionunless thestudentmeetsalleligibilityrequirementsand theschoolhascertified thestudentseligibilitytotheFHSAAOffice.
9.1.2.1 Ineligible Student.Anineligiblestudentshallnotbeallowedontheplayersbench,intheteamboxoronthefieldofplaywearinganyportionofateamuniform.
9.1.2.2 Falsification of Information.Astudentand/orparent/legalguardianappointedbyacourtofcompetentjurisdictionfalsifiesinformation togaineligibilityshallbedeclaredineligibletorepresentanymemberschoolforaperiodofoneyearfromthedateofdiscovery.
9.1.2.3 Eligibility of Recruited Students. Astudentmaybedeclared ineligiblebasedonviolationofrecruitingrulesif:
(a) Thestudentorparent/legalguardianappointedbyacourtofcompetentjurisdictionhasfalsifiedanyenrollmentoreligibilitydocument;or
(b) Thestudentorparent/legalguardianappointedbyacourtofcompetentjurisdictionacceptedanybenefitoranypromiseofbenefitifsuchbenefitisnotgenerallyavailabletotheschoolsstudentsorfamilymembers;or
(c) Thebenefitorpromiseofbenefitisbasedinanywayonathleticinterest,potential,orperformance.
9.1.3 Rationale for Eligibility Standards.Eligibilityrulesarenecessaryforparticipationininterscholasticathleticsbecause:
(a) Theyprotecttheopportunitiesofqualifiedstudentstoparticipate;and
(b) Theypromotecompetitiveequityamongschools;and
(c) Theyencourageacademicachievementbystudent-athletes.
9.2 ATTENDANCE REQUIREMENTS9.2.1 Student May Only Participate at School he/she First Attends Each School Year. Astudentmustattendschool,andmayparticipateonlyintheinterscholasticathleticprogramssponsoredbytheschoolhe/shefirstattendseachschoolyear,whichiseither:(s.1006.20(2)(a),FloridaStatutes)
(a) Theschoolwherethestudentfirstattendsclasses;or
(b) Theschoolwherethestudentfirstparticipatesinathleticactivitiesonoraftertheofficialstartdateofthatsportseasonbeforehe/sheattendsclassesatanyschool.
9.2.1.1 Definition of Attend School.Astudentattendsschoolifhe/sheispresentinaschoolclassroomonaregularbasisorisaNon-Traditionalstudentparticipatingforamemberschool.Astudentcanattendonlyoneschoolatatimeforthepurposesofinterscholasticathleticeligibility.
9.2.1.2 Definition of Interscholastic Athletic Programs. Interscholasticathleticprogramsencompassallactivitiesrelatingtocompetitivesportcontestsinvolvingindividualstudentsorteamsofstudentsfromoneschoolagainstindividualstudentsorteamsofstudentsfromanotherschool.Suchactivitiesinclude,butarenotlimitedto,tryouts,offseasonconditioning,summerworkouts,preseasonconditioning,in-seasonpracticeandcontests.
9.2.1.3 Students with Multiple Residences.Astudentwho,throughtheactionsofacourtofcompetentjurisdiction,isrequiredtohavemultiplephysicalresidenceswillestablishhis/herschoolresidenceasperBylaw9.2.1.

9.2.2 Attendance Exceptions 9.2.2.1 Home Education Student.Alegallyregisteredhomeeducationstudentmayparticipateatoneofthefollowing:(s.1006.15(3)(c),FloridaStatutes)
(a) Thepublicschoolthestudentwouldbeassignedaccordingtodistrictschoolboardattendanceareapolicies;or
(b) Apublicschool,operatedbytheschooldistrict,thestudentcouldchoosetoattendaccordingtothecontrolledopenenrollmentprovisionsoftheschooldistrictandprovidedthedeadlinesestablishedintheprovisionsaremetbythestudent;or
(c) Aprivateschoolthatwillacceptthestudentforparticipation;or
(d) Ahomeeducationcooperativetowhichthestudentbelongs.
9.2.2.1.1 Home Education Student Requirements.Toparticipateininterscholasticathletics,ahomeeducationstudentmust:(s.1006.15(3)(c)1-7,FloridaStatutes)
(a) registerasahomeeducationstudentwiththedistrictschoolsuperintendentofthecountyinwhichhe/sheresides;and
(b) registerwiththeschoolofhis/herintenttoparticipatebeforethebeginningdateoftheseasonforthesportinwhichhe/shewantstoparticipate;and
(c) meetthesamestandardsofacceptance,behaviorandperformanceastheschoolrequiresofotherparticipatingstudents;and
(d) certifytotheschoolattheendofeachsemesterthathe/shehastheminimumcumulativegradepointaveragerequiredforparticipation;and
(e) meetallotherFHSAAeligibilityrequirements;and
(f) mustbeapprovedbytheFHSAAOfficeeachyearusingaformprovidedbytheAssociation.
9.2.2.2 Charter School Student.Astudentwhoattendsacharterschoolthatdoesnotsponsoraninterscholasticathleticprograminoneormoresportsmayparticipateinthesportorsportsnotsponsoredbythecharterschoolateitherofthefollowingschools:(s.1006.15(3)(d),FloridaStatutes)
(a) Thepublicschoolthestudentwouldbeassignedaccordingtodistrictschoolboardattendanceareapolicies;or
(b) Apublicschool,operatedbytheschooldistrict,thestudentcouldchoosetoattendaccordingtothecontrolledopenenrollmentprovisionsoftheschooldistrictandprovidedthedeadlinesestablishedintheprovisionsaremetbythestudent.
9.2.2.2.1 Charter School Student Requirements.Toparticipateininterscholasticathletics,acharterschoolstudentmust:(s.1006.15(3)(d)1-7,FloridaStatutes)
(a) meettherequirementsofthecharterschooleducationprogramasdeterminedbythecharterschoolgoverningboard;and
(b) meettheminimumgradepointaveragestandardsthatarerequiredofallstudents;and
(c) meetthesameresidencyrequirementsasotherstudentsintheschoolatwhichhe/sheparticipates;and
(d) meetthesamestandardsofacceptance,behaviorandperformancethatarerequiredofotherstudentsininterscholasticathletics;and
(e) registerwiththeschoolhis/herintenttoparticipateininterscholasticathleticsasarepresentativeoftheschoolbeforethebeginningdateoftheseasonforthesportinwhichhe/shewishestoparticipate;and
(f) meetallotherFHSAAeligibilityrequirements(noformisrequired).
9.2.2.3 Students in Dual Enrollment and Early Admission Programs.Astudentwhoattendsadualenrollmentorearlyadmissionprogramoperatedbyacommunitycollegeoruniversitymayparticipateattheschoolthestudentwouldattendif:
(a) Theschoolawardscredittowardgraduationfortheworkthestudentcompletesatthecommunitycollegeoruniversity;and
(b) Thecommunitycollegeoruniversityofficiallyissuesgradesonthesamescheduleastheschoolssemester;and
(c) Thestudenthasnotmetthegraduationrequirementsasspecifiedbytheschoolsorschooldistrictsstudentprogressionplanforhighschoolgraduation;and
(d) Thestudentdoesnotparticipateintheintercollegiateathleticprogramsofthecommunitycollegeoruniversity;and
(e) ThestudentmeetsallotherFHSAAeligibilityrequirements(noformorletterisrequired).
9.2.2.4 Students in Alternative or Special Schools.Astudentwhoattendsanalternativeschoolorotherspecialschooloperatedbyaschooldistrictanddoesnotsponsoraninterscholasticathleticprogrammayparticipateat:
(a) Thepublicschoolthestudentwouldbeassignedaccordingtodistrictschoolboardattendanceareapolicies;or
(b) Apublicschool,operatedbytheschooldistrict,thestudentcouldchoosetoattendaccordingtothecontrolledopenenrollmentprovisionsoftheschooldistrictandprovidedthedeadlinesestablishedintheprovisionsaremetbythestudent.
