Executive Summary
Plenary Session 1 Openingvideo
Global Food Safety Initiative (GFSI) plays. In the 1990s,
confidence in food safety was sapped by a series of serious
incidents.Asaresult,GFSIwasestablishedasanorganization
topromotefoodsafetyin2000.GFSIworkstowardfourgoals:
reducingfoodsafetyrisks,achievingcostefficiencies,capacity
building and providing networking opportunities. It also
provides the Global Markets Programme tool for businesses
looking tobuild foodsafety schemes like theHazardAnalysis
andCriticalControlPoints(HAACP)program,underwhicheach
companyassessesitsownfoodsafetylevelandaimsforGFSI-recognizedcertificationthroughstep-by-step
improvement.

theupcomingTokyoOlympicsandParalympics,underliningtheneedtoeliminatethediscrepancy
betweendomesticandglobalstandardsoffoodsafetymanagement.Weareworkingtopreparethe
amendmenttotheFoodHygieneActfornextyear’sregularparliamentarysession,whichwillinclude
systematicimplementationofHACCP.

withstandardsfordomestictransactions.Reinforcingthisasthestandardthroughharmonizationwith
GFSI’sGlobalMarketsProgrammewouldbearealstepforward.

FutoshiOi:WeselectedFSSC22000becauseifweweregoingtoentertheglobalmarket,weneededa
globalstandard.ThankstoouractionstogainFSSC22000certification,wewereabletosubmitanHACCP
planveryquickly,aminimumrequirementforexportingtotheUnitedStates.Ourchoicewascertainlythe
correctone.
MasashigeKuwahata:FirstofallweacquiredISO22000certificationin2008.Next,westrovefor
FSSC22000.NotonlyamIconvincedthatthiswasthecorrectdecision,ithasalsohadmuchmorepositive
influenceonourproducersthanwecouldhaveimagined.
KotaroSato:AswewererequiredtoimplementsomesortofHACCPsystem,weacquiredaprivateHACCP
certificationbasedontheCODEXguidelines,runindependentlybyacertificationbody.Thismigratedto
ISO22000,whichweimplemented.
KouheiTaguchi:WechoseFSSCtoprioritizestrengtheningofthePDCAcycleandmaintenance.The
decidingfactorwasbeingabletocreateasystemthatwouldmaintainthebestpossiblesituationby

raisingthefoodsafetylevelacrossthecompanyasawhole,wherewecreatedourownrules,training,

KoeiMiyazawa:Iamconcernedabouthowtofindconsistencyacrossdifferentstandardsinthesupply
chain.IwonderhowwellprocessorsimplementingFSSCandproducerswithGoodAgriculturalPractice
(GAP)certificationwillworktogether.
MasashigeKuwahata:TokkoenisGAPcertified,whiletheteaprocessingfactoriesaremostlyISO9001or
HACCPcertified.However,speakingrealistically,manyteafarmersfeelthatgainingthevarious
certificationsisincreasinglyoutofreach.Thelevelgoesupeveryyearsofinally,theyjuststicktoGAP
certification.
KoeiMiyazawa:Itisnotenoughjusttolookatwaystocontrolriskfactorsintheproductionprocess.I
wouldalsoliketoaskaboutfoodsafetyintermsofrawingredients,shippingandstorage.
KotaroSato:Werequirecertificationforsuppliersoflocalrawproducts.Infutureevenifwedonot
inspectthemwestillmakevisitsandbeefupmanagement.Wearealsoconsideringverifyingthehygienic
managementpledgesinshippingmadebysubcontractorsatthepointofcontractingtheirservices.

working to expand GAP implementation and certification among producers. By the end of 2019
we are aiming for three times as many international standard GAP certifications as we have now
in Japan, and by 2030 we intend to have international standard GAP implemented on almost all
farms across the country. We are also holding “partner meetings” that bring together producers,
distributors, processors, retailers and restaurants to promote the importance of gaining GAP
accreditation across the entire food chain.

certification in 2013 in order to remove the stigma of being a Fukushima Prefecture
producer.Next,wewillstepuptoachieveGLOBALG.A.P.accreditationforourapplesand

secondary (processing) and tertiary (shipping and retail) initiatives, handing down of
techniquestoproducehigh-qualityfruitandmarketingtolargeGMS,forexample.

(JFSM):JFSMwassetupinJanuary2016afterabouttwoyears’ofmeetings
betweenlargefoodcompaniesandofficialsfromtheMinistry

Japanese food safety management standards for exporters and small
and medium enterprises that conform with international standards,as
wellascertificationschemesandconformitycertificationprograms,totrain
peopleandtocommunicateinformation.Wecameupwiththreelevelsofcertification,JFS-A,BandC,and
weprovidesupporttocompanieslargeandsmall.Wealsohopetocontributetoexportingsafety
