Berlin Says It's `Stretched To Capacity'German authorities warned on Sunday they were stretched to capacity to welcome refugees arriving enmasse, as Europe scrambled to hold emergency talks on the unprecedented crisis.

Some 13,015 refugees arrived in Munich on Saturday alone, and at least 1,400 are expected on Sunday toreach the southern German city ­the end of their exhausting and often perilous journey through Hungaryand Austria.

Germany re­imposed border controls on Sunday after Europe's most powerful nation acknowledged itcould scarcely cope with thousands of asylum seekers arriving every day . Berlin announced that thetemporary measure would be taken first on the southern frontier with Austria, where migrant arrivalshave soared since Chancellor Angela Merkel effectively opened German borders to refugees a week ago.However, with some 450,000 people arriving in Europe's biggest economy so far this year, localauthorities are buckling under the sudden surge.

“Given the numbers from yesterday, it is very clear that we have reached the upper limit of our capacity,“ said a Munich police spokesman.Alexander Dobrindt also weighed in, saying “effective measures arenecessary now to stop the influx“. “That includes help for countries from where refugees are fleeing andalso includes an effective control of our own borders which also no longer works given the EU'scomplete failure to protect its external borders,“ he said.Dobrindt was essentially referring to the borderbetween Turkey and Greece, where many migrants have crossed.

Merkel herself had called on Saturday on Athens, while facing its own deep economic crisis, to makemore effort to protect the EU's external borders. EU home affairs ministers will hold emergency talks onMonday as “the situation of migration phenomena outside and inside the EU has recently takenunprecedented proportions“, the Luxembourg presidency said.

While Jordan, Lebanon and Turkey are housing millions of refugees, many of the wealthy Gulf states arefacing increasing scrutiny over their apparent reluctance to take in migrants.

`Migrants can't choose where to live'

German interior minister Thomas de Maiziere said refugees streaming into Europe should not be able tochoose where to settle, as authorities said thousands more were on the move across the continent onSunday. In an interview with German newspaper Der Tagesspiegel, de Maiziere said refugees givenprotection in Europe should accept that they will be distributed across the bloc. “We can't allow refugeesto freely choose where they want to stay ­that's not the case anywhere in the world,“ he said. “It also can'tbe our duty to pay benefits laid out in German law to refugees who have been allocated to one EUcountry and then come to Germany anyway,“ he added.
