Tribal Transportation Improvement Program
Executive Summary The Navajo Division of Transportation (Navajo DOT), in partnership with the Bureau of Indian Affairs (BIA) Division of Transportation – Navajo Region (NRDOT), is responsible for approximately 4,900 miles of Tribal roads and 6,000 miles of BIA roads across the Navajo Nation. Approximately 14 percent of these roads are paved and the vast majority (86 percent) of these roads are unimproved dirt roads. Of the 1,500 miles of paved roads, over 50% are in poor pavement condition. Additionally, there are a total of 179 bridges maintained by the BIA NRDOT and Navajo DOT, of which 38 bridges are eligible for rehabilitation and an additional 28 bridges are eligible for replacement. The Navajo DOT and BIA NRDOT are challenged with a limited budget to maintain and improve these dirt and paved roads, and also addressed the rehabilitation and replacement of bridges.
The Navajo Nation receives approximately $54 million annually from the Federal Highway Administration (FHWA) under the Tribal Transportation Program (TTP) to plan, design, build, maintain and operate Tribal and BIA-owned roadways within the Navajo Nation in order to provide connections that improve people’s lives. Guided by the 25 Coded Federal Regulations (CFR) Part 170 Subpart D under the Tribal Transportation Program (TTP) for the Transportation Planning, Tribal Transportation Improvement Program (TTIP), Long Range Transportation Plan (LRTP) development, annual update of the Tribal Transportation Facility Inventory and Public Hearings, the Navajo DOT is charged to performed the critical functions in collaboration with the BIA NRDOT, local, state and federal agencies to develop a tribal transportation priority listing.
The FY2018 Navajo Nation Tribal Transportation Improvement Program (NNTTIP) outlines a five-year program regarding how funding is used to manage the transportation system. The funding in the TTIP is a five-year, fiscally constrained program, and it must be consistent with the goals and objectives of the Long Range Transportation Plan (LRTP), in the Navajo Nation road inventory, and adhere to all relevant provisions found in the current transportation bill, Fixing America’s Surface Transportation Act (FAST Act). Projects listed on the 5 year TTIP have funds programmed for: Preliminary studies which are cultural, environmental impact studies, rights of way, centerlines
surveys and design; Construction engineering funds are for construction administration; and Construction funds to construct the roadway improvements.
Annually, the Navajo Nation TTIP priority is updated with projects that are most critical to the communities and the Navajo Nation based on the prioritization criteria and submitted to the Resources and Development Committee (RDC) for review and approval. The RDC-approved TTIP is submitted to Federal Highway Administration (FHWA) for final approval and will be included in the national transportation improvement program by FHWA.

Completed Construction Projects FY2017
Construction of three (3) projects listed on the FY2017 NNTTIP were completed. These three (3) projects constructed 16.1 miles of new pavement, one (1) three-span bridge, four (4) precast concrete box culverts, culvert installations, and retaining walls at a total cost of $44,299,659. These projects are listed below:
1. N9345(2)2,4 – Wide Ruins, AZ (Fort Defiance Agency)The Navajo Nation, in partnership with the BIA DOT Navajo Region, constructed 1.9 miles ofgrade and drainage work, placement of new retaining walls, placement of new pavement, andmiscellaneous construction work at a cost of $5,964,746. BIA DOT NR provided preliminaryengineering and construction engineering services. The project was constructed by the NavajoEngineering and Construction Authority under a P.L. 93-638 construction contract.
2. N55(3)1,2,4 – Alamo, NM (Eastern Agency)The Navajo Nation, in partnership with the BIA DOT Navajo Region, constructed 8.7 miles ofgrade and drainage work, new four (4) barrel precast concrete box culvert, placement of newpavement, and miscellaneous construction work at a cost of $20,836,651. BIA DOT NR providedpreliminary engineering and construction engineering services. The project was constructed byMeridian Contracting, Inc. under a commercial construction contract.

N31(4)1,2,4 – Navajo, NM (Fort Defiance Agency)The Navajo Nation, in partnership with the BIA DOT Navajo Region, constructed 5.5 miles ofgrade and drainage work, new three-span bridge, concrete box culvert installation, placement ofnew pavement, and miscellaneous construction work at a cost of $17,498,262. BIA DOT NRprovided preliminary engineering and construction engineering services. The project wasconstructed by the Navajo Engineering and Construction Authority under a P.L. 93-638construction contract.

Ongoing Construction Projects FY2017
Four (4) projects listed on the FY2017 NNTTIP are under construction and listed in the FY2018 NNTTIP. These four (4) projects will construct 4.3 miles of new pavement, 16.4 miles of treated gravel surface, and two (2) bridges at a total cost of $32,113,653. These projects are listed below:
1. N251(1-1)(2-1)(3-1)1,2,3 – Tselani/Cottonwood, AZ (Chinle Agency)The Navajo Nation, in partnership with the BIA DOT Navajo Region, will construct 15.2 miles ofgrade and drainage work, placement of treated gravel surface, and miscellaneous constructionwork at a cost of $9,243,213.
2. N8008(1)1,2,3 – Round Rock, AZ (Northern Agency)The Navajo Nation, in partnership with the BIA DOT Navajo Region, will construct 1.2 miles ofgrade and drainage work, new six-span steel girder bridge, placement of treated gravel surface,and miscellaneous construction at a cost of $5,075,648.
3. N12(19-3) & N9(12A)(12B)2&4 – Tsaile, AZ & Pueblo Pintado, NM (Chinle & EasternAgency)The Navajo Nation, in partnership with the BIA DOT Navajo Region, will construct 3.2 miles ofgrade and paving work, and miscellaneous construction work at a cost of $2,330,000.
4. N2007(1-1)1,2,4 – Navajo, AZ (New Lands/Fort Defiance Agency)The Navajo Nation, in partnership with the BIA DOT Navajo Region, will construct 1.1 miles ofgrade and drainage work, new four-span precast prestressed girder bridge, placement of newpavement, and miscellaneous construction at a cost of $15,464,792.
