I. INTRODUCTION
1. The Azerbaijan Water Supply and Sanitation Investment Program is being co-financed
by the Government of Azerbaijan and the Asian Development Bank through a multitranche
financing facility (MFF) involving several tranches.
2. Tranche 1 considers completion of construction of water intake facilities and
rehabilitation of part of water supply and sewerage network in Goychaytown.Construction of
remaining part of water supply and sanitation systems and wastewater treatment plant
inGoychay, and WSSsystems and WWTPs in AghdashandBeylagantowns are included into
tranche II, while construction of WSS systems and WWTPs in AghjabediandBalakanis included
into tranche III .
3. Goychay- “Completion of construction of water intake facilities and rehabilitation of
partofwater supply and sewerage networks in Goychay – Package 1” (L-42408-ICB-2.01) and
”Completion of water intake facilities and rehabilitation of water supply and sewerage networks
in Goychay - Package-2” (MFF032‐T2‐ICB‐1.03).The initial contract includes the construction of
water intake facilities – drilling 2 units of artesian wells, laying HDPEtransmission main (4175 m
Ø450 mm), installation of HDPE pipeline (1002 m Ø400 mm), two units of 2000 m3 water
reservoir, checkpoints and lavatory, including polyethylene water distribution network (54 300 m
length with different diameters) with fire hydrants and house connections and construction of
sewerage network from corrugated pipes (49 120 m length ) with manholes and house
connections.Both contracts were awarded to ATINAK Construction and Trading Co. in
November 2011 and September 2012. The construction works for Package 1 commenced on
January 2012, while for Package 2 on November 2012. The initial contract duration forPackage
1 was 540days.The contract duration for Package 1 was extended two times, for 200 days for
the first extension and 150 days for the second extension. The initial contract duration for
Package 2 was 548 days. The contract duration for Package 2 has been extended threetimes,
for 230 daysfor the first extension and 181 days for the second extension and 184 days for the
third extension
4. Agdas-The contract of “Completion of construction of water intake facilities and rehabilitation of water supply and sewerage networks in Agdash town (MFF 032-T2-ICB-1.01)” was awarded to ALKE InşaatSanayiveTicaret A.Ş. in July of 2012. The construction works commenced in November. The initial contract duration was 548 days. The contract duration for
Agdash was extended two times, for 243 daysfor the first extension and 240 days for the
second extension.
The initial contract consists of;
5. Water intake facilities:2 units of artesian wells(Depth: 140m, Diameter: Ø400 mm, also
water pumps),construction of 5 units of wellhead cubicles, installation of power lines and
transformer, construction of steel pipeline (271 m, Ø159x6 ) from water collection site to water
reservoirs field, construction of gravel roads (5,000 m²), construction of new pumps (3 set,
each 45 kW and 150 m³/hour, H=70 m), construction of two units of water reservoirs (each
2,000 m³).
6. Water Supply system:total length: about 134,000 m, pipe diameter: 110 - 400 mm,
length of roads to be reinstated: around 107,000 m², house connections: 7,616 units, fire
hydrants: 594 units, valves: 789 units
7. Valve chambers: 109units, pressure and chlorine measuring points: 5 units, crossings: 5
units.
8. Sewerage network: Total length: app. 121,000 m, pipe diameters: 200 - 800 mm, length
of roads to be reinstated: app. 110,000 m², crossings: 6 units.
9. Beylagan-The initial contract includes construction of water intake facilities – drilling 5
artesian wells, pumping systems, construction ofsteeltransmissionmain, laboratory, water
reservoirs, administrative building, workshop, checkpoints, lavatory, including water distribution
network 70905 m in length with fire hydrants and house connections and construction of
sewerage network from corrugated pipes 78828 m in length with manholes and house
connections. The contract was awarded by TTS Construction & Ludwig Pfieffer GmbH Co JV in
August 2012. The construction works commenced on November 2012.The initial contract
duration was 548 days. The contract duration for Beylagan was extended two times, for 243
daysfor the first extension and 365 days for the second extension.
10. This ecological monitoring report was prepared based on data for the months of
JanuarytoJune, 2015.
11. Ecological Impact Monitoring is performed according to Ecological Management Plan
prepared by Project Implementation Unit. The environmental impacts during construction are
indicated below:

A. Construction activity and project progress during last six months
13. In Goychay–During last six months(January 01 – June 30), in “Tranche 1 project –
Completion of construction of water intake facilities and rehabilitation of part of water supply and
sewerage networksinGoychay – Package 1, the contractorhascompleted all works
andtemporary acceptance has been realized.
“Tranche 2 project – Completion of construction of water intake facilities and
rehabilitationofwater supply and sewerage networksinGoychay– Package 2” commencedonNovember 13, 2012, the works started in January of 2013. The contractor has
installed water lines Ø160 mm and Ø110 mm connected by valves, hydrants and fittings. In
addition, sewerage line with different diameters was installed. The works have beencompleted
around 95%.
14. InAghdash–Works in water and sewerage networks have been continued. The scope of the
contract has been changed and reduced by cancelling the middle part of the city
Water Network – excavation works, pipe lying, backfilling, and installation of fittings have been
continued. House connections have been constructed in parallel to pipe lying. During this period
the installation of water meters have been increased.
Sewerage network–excavation works, pipe lying, backfilling, and construction of inspection
manholes have been continued. House connections have been constructed in parallel to pipe
lying.
15. In Beylaqan–Works in water intake area, water and sewerage networks have been
continued in accordance with new approved projects.
Water intake area - The Contractor has mostly completed the water intake facilities such as
water wells, piping between water wells, water intake structure, 500 m3 two reservoirs and
pump station. The transmission main has already been completed and it is also connected to
the existing reservoirs. By rehabilitating the reservoirs and by constructing a new pump station
and installation new pumps into the pump station, water has pumped to the new network. By
this way the project objective has been realized.
Water network - excavation works, pipe lying, backfilling, and installation of fittings have been
continued. House connections have been constructed in parallel to pipe lying.During this period
the installation of water meters have been increased.
Sewerage network– excavation works, pipe lying, backfilling, and construction of inspection
manholes have been continued. House connections have been constructed in parallel to pipe
lying in sewerage network.
B. Ecological Management Team
16. Construction Specialist and Site Inspectors of Consultant assist Mr Abbas Əliyev, the
ecological expert of Azersu JSC, to perform monitoring of Ecological Management Plan.
The below mentioned are fulfilled by Ecological Management Team:
Inform contract parties, site workers, inspectors and other related personnel on
Ecological Management Plan;
Attend the site daily to control ecological process emerged during construction;
Review and implement Ecological Management Plan;
Inform contract parties about implemented works in order to solve the problems
raised during monitoring

II. ECOLOGICAL MONITORING
18. In order to assess environmental impacts during construction works in Aghdash,
Goychay and Beylagan, site visits were conducted at different times to the areas with ongoing
construction-installation works. The monitoring revealed that the construction of water supply
and sewer systems in the downtown were accompanied by massive excavation of land. The
contractor plans work phases and takes necessary measures to manage excavated material
since it impedes normal movement of local people and vehicles.
19. Machinery with disturbing noise is applied at minimum. Dusty materials and other
wastes from construction are prevented through temporary fences and covers. In order to
prevent pollution of the downtown, the excavated materials are transported more through
alternative secondary roads, which are not considered the central streets of the town, rather
than the main roads of the town. There are not any cultural premises and archaeological
monuments in the project area. If the cultural and historical areas are spotted in the project
area in the future, appropriate measures will be taken with regard to the Environmental
Management Plan (EMP).
20. The contractors noted down to consider the health of contract parties, environment of
the construction site; manage noise and wastes; public grievance.
D. Noise
21. The contractors minimized the noise from construction works. All construction works
were carried out during unrestricted hours (09.00 to 18.00), excluding weekends and general
holidays. All heavy vehicles and mechanical equipment used for the purpose of the works
were fitted with exhaust silencers. No diesel heavy construction equipment is kept running idle
for more than five minutes. Special consideration have been provided to protect workers from
harmful and long exposures to noise from construction machinery such as wearing of earmuffs
for operators. The use of vehicles and mechanical equipment resulting in noise and vibration
is minimized in densely populated areas. There is no complaint about noise but it should be
kept under strict control.Listed grievances are connected with other issues.However,
residential buildings were damaged in Beylagan as a result of noise-vibration. By this way,
conducted regular monitoring of pollution should be kept under strict control.
E. Water quality
22. No construction works are conducted around any river side. The executed works were
apart from water resources and there was no pollution.All the works were implemented
considering minimization of sediment in water basin, prevention of wreckage, trees, natural
wastes, oil, diesel and hazardoussubstancesto enter the water basins.
23. Stable construction materials and damaged parts were covered to avoid loss and flow of
material. Storage sites are located at 200 m from water basins.
24. Natural drainage models were under control to minimize sludge disposal into rivers and
water basins as a result of construction. Construction works are nearly conducted in parallel to
existing system. Since existing water pipelines are very old, there are many accidents on
existing line during excavation works and they are eliminated in a very short period by the
Contractor. Accordingly, the water quality gets worse.
F. Air quality
25. Naturally, some wastes, dust from excavation and harmful gases from fuel used by
machinery affect air quality during construction. The construction site is watered especially in
hot and dry weather in order to prevent the dust. Temporary fence and covers are installed to
prevent spread of dusty materials and other wastes from construction. This method is applied
to minimize the dust. Speed limit for heavy construction vehicles was limited at 30 km/hour. All
the excavation, uploading/unloading works have been stopped when wind velocity is more
than 12 km/hour. All construction works were executed in such a way that will minimize if not
totally eliminate the spreading of dust or any inconvenience and nuisance to nearby
communities.
G. Flora and fauna
26. The environmental damage is almost minimized in this stage of construction.
H. Waste disposal
27. All solid wastes were properly packaged and disposed at the designated dumpsite of the
town. This site was determined by MENR. Waste containers were placed in every construction
site and camps. These containers are collected and disposed on a daily basis.
I. Final Monitoring Report
28. The Table 2 was prepared based on monthly report of Contractors of Trench 2. P1
project 'n Trench 1 is expired a year ago.

III. ECOLOGICAL MANAGEMENT
J. Site inspection
29. Official ecological inspectors of Project Implementation unit conducted daily site visits. In
addition, the consultants’ site inspectors were on site to observe safeguard measures. PMO’s environmental manager paid weekly visits to the construction site.
The names of Environmental specialists of each Contractor are;

K. Reporting
30. Contractors submitted monthly reports to the PMO describing their environmental
monitoring activities and health and safety management.
L. Non-compliance notices
31. Not any non-compliance notice has been issued in the project. The environmental team
of “ATINAK” and “AlkeInsaatSanayiveTicaret A.S” Companies of Turkey and “TTŞ İnşaat MMC And Ludwig Pfeiffer” company of Azerbaijan has not changed. The team is very well trained in preventing or minimizing environmental impacts and how to implement them according to their
management plan. They have not been warned for anything.
M. Reformatory Activity Plan
32. No reformatory activity has been performed during the report period, 2014.
N. Recommendations and grievances
33. During the reporting period, grievance letters of IlhamImanovand the other resident
IbrahimovMammadYunisoglu that live in R.Akhundov street,108 in Beylagan were received
by the construction company. Private residential buildings belonging to ImanovIlham and
IbrahimovMammadwere looked at and cracks were identified in the walls of their houses as
a result of the vibration during the construction. In order to calculate the damage to
IlhamImanovMaharramoglu who lives in R.Akhundov street,108 in Beylagan, the
Construction company applied toMinistry's State Agency for Construction Safety Control and
received opinions and recommendations. According to the recommendations the problems
will be solved soon.
10 people have been registered on the complaint in Goychay. The complaints mainly dealt
with not installation of sewer lines and meters and the coverage of roads with asphalt where
the work has done. One issue is resolved, others are expected to be resolved in the near
future.
39 complaints were registered in Agdash in connection with the non-provision of water with
line and elimination of sewage manholes and investigations were conducted at ways of
solving problems and most were resolved in short period, others are expected to be
eliminated.
