Module 1: Strengthening the Legal Frameworks to Ensure Transparency and Access to

Information

Module’s Goal

This module allows participants to identify good practices on access to information and transparency in Latin America, their challenges and opportunities, and the extent to which these can be replicated in their own countries.

Each Friday, new materials will be presented to the participants, who will be invited to:

Raise their doubts on the contents of the

Think on similarities, differences and feasibility of the

experiences in their particular countries

This module will last two months and will be structured as follows:

Introductory Week

The module’s first week will be dedicated to the introduction of the module, where participants will learn more about transparency and the right to access information in Latin America.

Learning and Exchange WeeksWeeks 2 to 7 will be dedicated to extensive learning and exchange regarding the strengthening of the legal frameworks on transparency and access to information.

The experiences presented will focus on:• The Latin American regional and national

legal frameworks• Enabling contextual elements• Practical use of these legal frameworks by

civil society

Legal frameworks at the national level:

The process of approval

Week 2The role of the Inter-

American Human Rights System in the

promotion of the right to information

Week 4Legal frameworks at the national level:

The creation of institutions in charge of monitoring law’s

compliance

Week 5Legal frameworks at the national level: The challenges and opportunities facing

the law

Week 6The practical use of the legal frameworks

by civil society

Week 7 Strategic litigation and

court decision as a mean to enforce the

right to information in absence of a specific

legal framework

Conclusion Week

Main conclusions of the Learning Alliance’s first module will be drawn on the last week.

Participants will be asked to fill a survey allowing the moderator to verify whether the learning and exchange met the objectives of the module.
