Summary of presentation

I. Background of the project

•  Important steps of the project

•  February 2010: Leading Group for Innovative Financing for Development establish a Task for Education;

•  September 2010: IIEP policy forum on “Challenges of Financing Basic Education Revisiting solutions involving the private sector”;

•  September 2010: UNESCO Future seminar on mobilizing resources for international development cooperation in education: what innovative mechanisms and partnerships?

•  December 2011: Dakar meeting jointly organized by IIEP and Microsoft. Outcome: launch of the project in Côte d’Ivoire. Orange joint later the partnership in Dakar;

•  December 2012: devices and application ready for use for the 2 pilots regions; training of 60 head of school

I. Background of the project: Main characteristics

•  Focus on joining expertise and not financing only

•  Addressing a nexus and critical issue in educational planning: data collection for strategic planning, reforms monitoring, administrative managing, educational issues analyzing, etc.

•  Capable to introduce radical change in EMIS system in the countries. currently, the average duration of the process of data collection in Africa is about 8 months (ADEA, 2011).

•  Using a cost-effective technology

•  Can be a lever of a deep overall change through its impacts

•  Compatible with traditional approach of data collection
