60 units were destroyed by fire, and demolished.

Future use: Multifamily (320 units- same as original number of units)
The owner wishes to bring the property to legal conforming status, and rebuild the 60 units that burned
down.
The height of the new buildings will be in line with current and original building heights (2 story and 3/2
story splits).
The new units will feature high quality interior finishes. The existing 260 units will also undergo
complete renovations (including granite countertops, new cabinets, new floors, new fixtures, HVAC
replacement etc), as well as exterior renovations and upgrades to existing amenities.

Mahafi ey Pickens Tucker, LLP submits this rezoning application (the "Application") on
behalf of Ashton Communities, LLC (the "Applicant") for the purpose of rezoning an
approxin1ately 7. 78 acre tract situated along Highpoint Road near its intersection with Oak Road
in southern Gwi1u1ett County west of the City of Snellville (the "Property"). As set forth below,
the Applicant is proposing to rezone the Property from the R-1 00 zoning classification to the R-
7 5 zoning classification.
The Applicant proposes to develop an attractive single-family residential community
comprised of 23 detached homes. The proposed development would have a net density of
approxi1nately 2.96 units per acre which is below the maximum density of 3.0 units per acre
prescribed for the R-75 zoning classification in the Gwinnett County Unified Development
Ordinance. The proposed community would consist of homes at a size, quality, and price point
commensurate with or exceeding homes in nearby communities. The homes on the subject Property
would be constructed with front facades of primarily brick or stacked stone with the balance being the
same, cedar plank, or fiber-cement siding. Homes in the proposed community would be a minimum of
2,200 square feet for one-story homes and 2,400 square feet for two-story homes.
The subj ect Property is adjacent to land zoned R-100 and R-75. In addition to established
neighborhoods, included within nearby property zoned R-1 00 are several churches including

Brookwood Presbyterian, Berean Christian Church, and Community Baptist Church. Approval
of the Application would allow continued development and growth in the area while preserving
its established single-family residential character. The Applicant submits that the density and
architectural character of the proposed development is compatible with these existing uses. As an
in-fill developtnent, the proposed development is compatible with the policies of the 2030
Unified Plan.

We are asking for a Special Use Permit to open a custom tattoo and body piercing studio at the
above mentioned address. I have permission and support from the landlord and neighboring businesses,
and have signed a 5 year lease agreement.
My husband's story is one of real American dreams. He comes from Havana, Cuba, where dreams don't
mean anything. From a young age, he knew that tattoo art was his passion, and would do anything to
pursue it. Tattooing in Cuba, at that time, was highly illegal, so he knew he would have to leave in order
to follow his dream. In 2006, he left behind his entire family and came over without knowing any English
or having a dollar to his name. Over the first two years in America, the road was tough for him. He lived
in his car and bathed in gas station bathrooms. With hard work and a singular focus, he learned English,
became a legal permanent resident and began his journey to a career as a tattoo artist, here in the US.
He's never accepted any government help and has built his business and reputation completely on his
terms.
Now, just ten years later, my husband's artwork brings high paying clients from, not only from Georgia,
but all over the US, Canada, England, Australia and Germany, just to name a few. He has been tattooing

over 20 years and has won over 60 awards for his work. His artwork has been published in magazines
and can be found on, internationally recognized, industry YouTube channels and social media pages with
hundreds of thousands of followers. He is sponsored by 4 industry leading companies, which fly him all
over the country to represent them at various conventions and gatherings.
We will be located next to a high end pawn shop and car dealership, that will both benefit from the type
of clientele we attract, and vice versa. We will operate during normal business hours, mostly by
appointment, from lOam until 8pm. We will not tolerate misconduct, either inside the studio or on the
premises at any time. 24 hour video surveillance will be in place with appropriate signage posted. All
artists will be licensed through the Gwinnett County Board of Health, and our studio will adhere to the
guidelines and regulations set forth by the county.
We are aware that the board has recently approved, Valley Boyz Ink, LLC, in the Stonebridge Shopping
Center. We feel that we will be an asset to the community and surrounding businesses, and hope to be
granted this Special Use Permit, so we may proceed with obtaining building permits and health and fire
inspections. The tattoo industry, nationally, is a growing 2 billion dollar a year business, with
international numbers exceeding that. We look forward to joining the many great businesses in
Gwinnett County, and changing the misconceptions about body art collectors and enthusiasts.

The applicant Malcolm A. Cunningham submits this application for approval of a Special Use Permit for
the approximately 1.4 acres of land located at 4365 Stone Mountain Highway Lilburn, Gwinnett County,
Georgia 30047. The applicant is requesting the Special Use Permit for a luxury automobile dealership
which will carry the new luxury brand Genesis. The dealership will be an extension of the currently
established Malcolm Cunningham Hyundai located at 4355 Stone Mountain Highway Lilburn, Ga. 30047.
This parcel is adjacent to the Hyundai dealership and will employ an additional15 people with salaries
ranging from $21,000.00 to $108,000.00 and above.
The site is currently surrounded by auto dealership and will immediately produce positive economic
stimulus to the area as well as additional tax revenue.

Special Use Permit Letter of Intent Parcel: R6246A 237 Gwinnett County, GA Dear Ms. Holland, Inland Group, LLC (“Inland”) has been retained by O. David Denard (the “Applicant” and the “Property Owner”) to pursue a Special Use Permit Application and a Change in Conditions Application (the “Applications”) for real property located at the 2505 Pleasantdale Road, Doraville, GA 30340 and further described as Parcel 6246A 237 that are approximately ±1.59 acres (the “Subject Property”). The Applicant is the Property Owner of the Subject Property. The Subject Property is currently zoned M-1 and is surrounded by a mixture of random zoning district along the Pleasantdale Road corridor to include the following: R-75 to the northeast and southeast, M-1 to the northwest, and M-1 & O-I to the southwest. Additionally, the Subject Property has several utility easements dominating the rear 25% of the Subject Property that service both storm water and sanitary sewer utilities of Gwinnett County, GA (the “County”). Previously, the Subject Property was granted a Change in Conditions (CIC-06-042), and those would still apply to the underlying M-1 zoned property with the exception of revising the permitted uses of the Subject Property to allow the items being pursued by these Applications. The Applicant is proposing to utilize the Subject Property for the following uses: Automotive or Truck Storage Lot (all types of trucks and tractor trailers), Enclosed Metal Containers, and Towing/Wrecker Service & Impound Lot (the “Proposed Uses) on a Gravel Paved Surface. The Subject Property has remained in its vacant, undeveloped state for 20 plus years. Currently, the Subject Property is listed with an Industrial Real Estate Broker, but there have been no serious inquiries into purchasing and/or utilizing the M-1 zoned land for the purpose of constructing an office/warehouse type facility. After the previous approval of CIC-06-042, the Property Owner installed a deceleration lane, limited curb and gutter, fire hydrant, storm water management facility, and storm water drainage pipes with the thoughts of the property being developed. Once the economic downturn hit the metro

Atlanta area, the Subject Property was never developed after those improvements were made. By granting a Special Use Permit for the Subject Property to allow the Proposed Uses the Property Owner can attempt to generate a positive income with the prospective users paying rent for parking their vehicles. If the Applications are approved by the County, the Applicant and Property Owner will continue to fine grade the Subject Property and get all storm water to flow into the existing storm water management facility, cover the Subject Property with gravel for parking, and complete the required landscaping from the previously approved Change in Conditions which required a 10’ landscape strip along Pleasantdale Road, 5’ landscape strip along the side property lines, and a 10’ landscape buffer along the rear property line. By allowing the Uses as proposed, this will permit the Applicant and Property Owner to improve the Subject Property, generate a positive income, provide a use that is much needed in the Buford Highway and Pleasantdale Road corridor that will provide LEGAL parking spaces for automobiles and large tractor trailers that currently park on vacant and abandoned areas around the same vicinity. We respectfully request your approval of this request for these Applications to permit the Special Uses and Change in Conditions that would allow Automotive or Truck Storage Lot (all types of trucks and tractor trailers), Enclosed Metal Containers, and Towing/Wrecker Service & Impound Lot on a Gravel Paved Surface. Again, the proposed Uses are much needed in the immediate and surrounding areas of Buford Highway and Pleasantdale Road and will help provide legal parking spaces for these vehicles. Enclosed is an application for a buffer reduction of the above referenced subject property. The subject property is zoned C2 , 01, and R-100 but the area that this request applies to is C2 only. To the east is the Trillium Forest subd ivision zoned R100. To the south is Laurel Falls Dr. and to the west is Centerville Hwy. To the north is an existing Burger King and Publix.
The parcel , 6/013/010 is the property of Hope and Life church and this buffer reduction request relates to the area where their once existing stormwater detention pond existed. The dam of the pond has failed and this zon ing buffer reduction request is therefore needed to enable the church to make the needed repairs to the pond dam and restore the stormvJater pond to its functioning purpose. Please see the attached plan by Bullard Land Planning dated 08-25-16 which details the area where the buffer reduction is needed for the necessary grading and repairs.
