1. Project Brief
The project, C821/2 – Construction of Foul Sewer for various Catchment within Doha
West (Package-2) is developed from original DW068 project under Local Roads and
Drainage Program (LR&DP). The project area is on the western periphery of Doha covers
in Zone 54 of Administrative setups for Municipalities & Zones. The project area is
bordered by Al Rayyan Al Jadeed Road on the North, Al Furousiya Street on the West
and Northwest, Al Bustan Road and the Doha Expressway in the East and Al Waab
streets in the South. The catchment area of project covers 375 ha of land area. The
project area and location map is shown in Figure 1.

The Project area consists of the following project boundary catchment as shown in Figure
2. The catchments are mostly developed (90% -95%) and currently being served by the
existing foul sewer networks connected to the PS 37and PS 34.
The project area is generally low-density and low rise residential area, consisting of single
family units and supported by religious, educational and commercial facilities. The foul
sewer system will extend the existing network so as to obtain 100% coverage. This would

serve future connections from all currently un-built plots as well as existing plots where
the network is absent. The downstream mains of the foul network in project area are
interfacing with the proposed expressways corridors.

There are pockets of areas within these catchments, where no connected sewerage
services available; and also some of the existing sewers are undersized/surcharging.
Therefore, to overcome these problems/issues the adequate network is designed under
LRDP programme and being proposed for developed as capital project.

The main objectives of this Project are as follows:-
(a) Construction of new foul sewer network where there are no connected foul sewer
services available.
(b) Integrate the new sewer network with the existing foul sewer network, which may
require upgrading of the existing sewers.
(c) Upgrade the existing undersized/surcharging sewers.
(d) Provide House Connection along the newly constructed sewers.
The detailed design of the foul sewer network, Topo Survey, Soil Investigation works (SI)
and the House Connection (HC) Survey for the above sub-catchments were carried out
under the LR&DP Project DW 068. The respective reports are provided in Section-E of
this tender document.
2. Scope of Works
This project consists of new and upgraded foul sewerage collection system in Muraikh, as
part of the sewage infrastructure program for Rayyan Municipality within Doha. The
purpose of the project is to serve existing and planned developments in the area, and to
upgrade the existing sewerage facilities.
The proposed scheme comprises construction of foul sewer network with open trench
method (OTM) as well as Non Destructive Method (NDM). The pipe sizes varies from
200mm to 500mm in open trenches and 600mm proposed in NDM. The project consist of
construction of manholes for shallow and deep depth for varies sizes from 1500mm to
2400mm. Also, the project work includes construction of necessary house connections for
proposed as well as existing network for developed and undeveloped plots.
The brief description of works to be carried out is as below;
a) Construction of Sewer Networks in open trenches for approx. 9,616 m length
by open cut method.

b) Construction of Sewer Networks in trenchless of approx. 1,956 m length by
NDM method.
c) Construction of in situ concrete manholes of appx. 270 numbers.
d) Construction of house connections of appx. 693 numbers.
However, the principal elements of the Works to be carried out are listed below, the
Project Scope shall include, but not limited to the following;
a. Mobilisation and setting out work.
b. Demolition and Site Clearance – Includes breaking of existing septic tanks and
disposal off site.
c. Alterations of existing Sewer mains. Demolish and remove existing sewer lines in
accordance with drawings.
d. Obtaining necessary Authority approvals prior to the construction and after
completion of project works.
e. Sewers in Trench by open-cut. Vitrified Clay (VC) pipe, various sizes and depth,
pipework in trenches with spigot and socket joint, excavation in all types of
material including rock, dewatering, warning tape; all as per drawings and
specifications.
f. Construction of Gravity Sewers of various sizes by Non-destructive Method
(NDM)/Microtunnelling method.
g. Manholes of various sizes, depths, and types, and pipework Ancillaries. In-situ
Concrete Manholes including heavy duty DI cover; excavation in all types of
material including rock.
h. Abandoning existing manholes as per specifications and engineer’s instruction.
i. Carryout property house connection survey for existing as well as new plots.
Provide property House Connections of various types, and inspection chambers.
j. Integrating existing sewer network with proposed network. Over-pumping,
temporary utility diversion, traffic diversion as necessary.
k. Reinstatement - breaking up, temporary and permanent reinstatement of roads,
footpaths, and land.
l. Other Pipework ancillaries - Connecting to existing/proposed manholes,
connecting to existing pipe, Marker posts etc.

m. Locating existing utilities and coordinating with respective Utility Companies for
Sewer crossings to avoid potential conflicts. Contractor shall perform the work in
compliance with QCS 2014 and Utility Companies requirements. The combined
utility services drawing report is provided with Section E, Part-6.
n. Preparation of as-built drawings. Any other relevant work which are deemed
necessary for the successful completion of the project.
o. Testing & handing over the completed works to Public Works Authority (PWA).
Project close out.
3. Time for Completion
The Contractor shall complete these works within One Thousand and Ninety Five
(1095) Calendar Days from the Commencement Date (CD) of the Contract as follows:

4. Technical Regulations for Over Pumping
The contractor shall follow technical regulations for over pumping as per QCS 2014. The
contractor shall investigate the source of sewage, provide over pumping layout
arrangement, pump selection, stopper selection, Safety precautions in live sewer, and
notice to local residents.

5. Roads Diversion and Closure Policy
The bidder shall adapt road diversion and closure policy document published by Ashghal
and QCS 2014, section 1, part-16. The documents outlines the process and workflow
from the moment a road diversion/closure is approved by the traffic department, to the
moment the announcement is published in the newspapers.
Contractor shall inform to PR department about ALL road closures and diversions as
soon as they’re approved. The PR department will determine the optimum
communication channel(s) to reach affected communities.
6. Interfaces
The Contractor shall note that there are several design interfaces with the neighboring
PWA projects, especially with the Expressway project P029-C1. The proposed foul sewer
network in project C821/2 ultimately discharges into the downstream foul sewer network
designed in P029-C1.
In order to avoid excessive temporary overpumping during the foul sewer construction
works, the Contractor of C821/2 shall closely coordinate with the Contractor of the
Expressway project P029-C1 and propose a comprehensive programme and construction
strategy of the proposed foul sewer network in project C821/2, considering the
construction schedule of both works.
This coordination shall begin at the earliest possible stage upon award of contract to
ensure that the construction interfaces and phasing are mutually agreed between the
parties and approved by PWA. The following table shows list of projects having interfaces
with C821/2.

These projects are likely to be constructed during the same period as
that of C821/2, liaison required with the Contractors of these projects.
7. Phasing
The project construction works is split in two phases as indicated in Figure below. The
contractor shall provide detailed construction programme of Phase-1 and Phase-2, and
coordinate with ongoing surrounding projects. Phase-1 is subdivided into Segment-A and
Segment-B based on method of construction. Segment-A consists of microtunneling
works, and, Segment-B consist of open cut trench works.
A separate programme for Segment-A and Segment-B works shall be provided, which
shall be fitted in overall programme of Phase-1 & Phsae-2 limiting to timeline mentioned
above in section 1.3. The contractor shall commence the installation of works in both
phases simultaneously.
The Contractor shall commence Segment-A incoordination with P29-C1 timelines, to
have smooth interface programme without leaving dead ends, and complete the works in
stipulated timeframe. Commencement of works in Segment-B shall be aligned with
completion of main trunk foul sewer line in Segment-A. Segment-A shall be completed
before start of Segment -B. The contractor shall achieve completion of works within the
schedule. The Contractor shall mobilize and obtain all the permits within 90 days, before
commencing work on the site.

8. On-The-Job Training at Contractors' Premises
8.1 As part of the development of assigned PWA personnel, and as a separate
requirement to the specific needs of the Project, PWA requires the placement of
suitably qualified personnel at the Contractor’s premises on an attachment basis
within the Contractor’s organisation at different stages of Project execution for the
purpose of knowledge and skills development through on-the-job training. The
Contractor is expected to provide all necessary support for this work experience
by attaching said Engineers/Employees with Contractor’s relevant discipline
section. This program may include PWA personnel being assigned to engineering
disciplines, such that the placements receive training in all applicable/relevant
areas during the Project development.
8.2 The potential placements will be PWA Qatari Engineers/Employees and would
be fully integrated into the Contractor’s organisation working on the Project.
8.3 The Contractor shall identify a training coordinator/coach at senior engineer level
and provide office space, computers and relevant Project software. A Training
program shall be developed for each placement to include the proposed training
by the Contractor and their particular requirements. The Contractor shall fully
monitor the placements’ training program and carry out regular assessments with
each placement and provide these assessments as part of regular progress
reports regarding training progress to the PWA focal point of contact.
8.4 PWA Qatari Engineers/Employees will undergo on-the-job training in relevant
job roles. Training will focus on awareness, knowledge and skills level as
applicable. Technical competence level to be achieved should be set at
“supervised practitioner”.
8.5 Within one month of the Commencement Date, the Contractor shall provide
Training Plan covering details of the most suitable areas of the Project that would
provide the most benefit to the placements, provide details of the programs that
will be available within their organisation and a matrix showing proposed
placement positions and durations to PWA for review and approval. The
Contractor shall implement continuous assessment and evaluation for PWA
personnel assigned to training and provide detailed final report.
8.6 The Contractor’s scope includes training a number of Qatari Engineers
Employees for a duration of 1 - 3 months each on-site, at the Contractor’s
premises. Actual number to be agreed mutually upon request.
8.7 The Contractor shall provide on-the-job training locally/overseas on the
Contractor’s premises in accordance to the relevant clause of General Conditions
of Contract.

8.8 Where on-the-job training is provided overseas, PWA shall bear all staff expenses
such as (air ticket, food, transportation & accommodation).
9.0 TRADE EMBARGO
In the event the Contractor is unable to source and acquire materials and
equipment from countries stated *in the approved manufacturers / supplier /
vendor list due to embargo, the Contractor shall source and acquire equivalent
materials and equipment from other alternative countries accordingly if required
without additional cost incurred to PWA.
