Analysis of ITU-T tool set FGs are a complementary tool to a GSI FG are flexible but not always fit expectations in
a competitive standardization environment e.g. if participating non-ITU-T partners require an
"equal partner" status. A new mechanism seems needed to facilitate
participation of non-ITU-T entities Intra-ITU considerations: a cross-Sector
platform e.g. revival of Joint Rapporteur Group concept
Extra-ITU considerations: simple mechanism to create collaboration platforms on an equal-footing basis e.g. incipient collaboration on intelligent
transportation systems
