The Director, Central Council for Research in Yoga & Naturopathy (CCRYN), Ministry
of AYUSH, New Delhi invites sealed quotations from Govt. Organization/ CPSU/ State
PSU for engagement of Architectural & Design Consultancy for preparation of Detailed
Project Report (DPR) for construction of four proposed projects of CCRYN at Andhra
Pradesh, Chhattisgarh, Kerala and Odisha. It is requested to quote your best rate for
preparation of DPR with complete detail of specification, terms & conditions:-

1.2 Issue of Tender Document:
This TENDER document is issued to Govt. Organization/ CPSU/ State PSU and
Architectural and Design Consultancy PSUs for providing Consultancy services and to
prepare DPR for construction of four proposed projects of CCRYN at Andhra Pradesh,
Chhattisgarh, Kerala and Odisha. The Tender document uploaded on Council‟s website
www.ccryn.gov.in as well as on CPP Portal. The interested Govt. offices/ PSU may also
download the tender documents from the Council‟s website or CPP Portal. A payment of
non-refundable Tender document fee Rs.1,000/- through cash/DD/ Banker‟s Cheque
issued from any Scheduled/ Nationalized bank favoring “Director CCRYN” payable at
New Delhi shall be submitted by the bidder alongwith Tender Bid.

1.1 Tender Document for preparation of DPR of CRIYN of 100
bedded Hospital of Yoga & Naturopathy:
Central Council for Research in Yoga & Naturopathy (CCRYN), New Delhi is an autonomous
institution under Ministry of AYUSH, Govt. of India, for Research & Development and
Education in Yoga and Naturopathy established in 1978 under the Societies Registration Act,
1860. The Council is fully funded by Ministry of AYUSH, Govt. of India. The objectives of the
Council include undertaking education, training, research, propagation and other programmes in
Yoga & Naturopathy for prevention of diseases.
The Council is in the process for establishing four (04) Central Research Institute of Yoga &
Naturopathy (CRIYN) with 100 bedded Hospital of Yoga & Naturopathy at the following
places in India:-

In order to initiate the above mentioned projects, the CCRYN has to evaluate the cost of the
each Project of CRIYN 100 bedded Hospital of Yoga & Naturopathy and the Detailed Project
Report (DPR) of each CRIYN as inputs for further codal formalities. This DPR is required for
obtaining financial approval of the projects from the Ministry of AYUSH and will also assist in
execution of construction of the projects. The tentative scope of work for preparation of
Detailed Project Report (DPR) is as below:
Broad Scope of Work: The selected Govt. Organization/ CPSU/ State PSU is expected to
(i) Preparation of Preliminary Estimate.
(ii) Preparation Detailed Project Report (DPR) including Master plan, concept plan,
architectural design & drawing, structural design & drawings with calculations, site

development Parking‟s, Security Services, Disabled Friendly, Eco-Friendly, Rainwater
Harvesting & Landscaping, Plumbing, Fire-Fighting Including Smoke Detector and Fire
Alarms, Drainage & Waste Management, PHE, Medical Waste Disposal external
development, Public Address System, Fire Deduction Alarm, Internal and external
electrification, HVAC, HIS and HMS, Medical/lab/process equipment, furniture planning
including all statutory and local bodies approvals/clearances to start, occupy and
commission the buildings and services, medical or other equipment, kitchen, laundry,
CSSD, furniture specs, layout and planning, Preparation of tender documents with BOQ
and detailed specifications and selection of EPC, etc. The scope also includes pre
construction approvals from local authorities and statutory bodies.
The broad scope of work shall include the preparation of the following:
I) Preliminary Estimate
i) Architectural Planning and Design
ii) Structural, Drawings with Calculations
iii) Electrical systems and solar system including power sanctions, transmission from the
nearest point supply as approved by the Electricity Board, Electrical Sub-station
with constant voltage supply distribution and complete internal and external lighting,
lifts, fire detection, fire-fighting and alarm system, intercom system, acoustic and public
address system, Internet, telephone line, closed circuit television, channel music and other
electrical/electronic control and display systems including metering facilities, power
generators, PA, FDA, U.P.S. stabilized power conditioners, air conditioning, air cooling,
heating and ventilation system.
iv) Locational architectural and structural planning of specialized services such as all HVAC
systems, gas pipelines, water treatment, Sewage treatment, rain water harvesting systems
etc.
v) Water supply connections from Municipality or other sources of water, Sanitary, Water
pumping, storage, supply (chilling/heating/RO) and sewerage, plumbing and fire fighting
systems including fire protection.
vi) Signage including external signage & road markers, Graphic and landscaping meeting
green building certification as per GRIHA (3 Star Ratings).
vii) Any or all services not specifically mentioned herein but required for the proper and
successful completion of the project in accordance with international standards, including
medical and non-medical furniture and medical equipment and instruments.

viii) Detailed topographical survey, Geotechnical Investigation and Ground water survey shall
be done by other agency appointed by client and reports will be made available.
ix) Preparation of Tender Document including specification & BOQ.
x) Preparation of Master Plan and concept plan
Preparation of list of spaces in consultation with CCRYN, New Delhi
i) Preparation of Master Plan of whole area including area statements
ii) Preparation of Building wise Floor plans
iii) Preparation of Building wise Floor plans
iv) Preparation of Elevations and Sections
v) Preparation of details required to execute the work
vi) Preparation of Room wise furniture (including Hospital and Lab) medical equipment‟s
planning and layout Structural details.
vii) Services Concept Planning (Isometric drugs)
viii) Planning services like HVAC, Electrical, plumbing, Fire-fighting, Lifts, Gas Manifold
and other services as per scope of work including Computerization, Communication,
ix) Public address, Security (CCTV and Access Control), Building Management system,
solar energy application, PA, FDA etc.
x) Planning of coordination of various services to avoid overlapping / rework/ over
budgeting / time over run.

THE ESTIMATED REQUIREMENTS OF CCRYN FOR PREPARATION OF DPR OF
CENTRAL RESEARCH INSTITUTES OF YOGA AND NATUROPATHY (CRIYN) IN
ANDHRA PRADESH, CHHATTISGARH, KERALA AND ODISHA.
The CCRYN planning to establish Central Research Institute of Yoga & Naturopathy (CRIYN)
with 100 bedded inpatient Yoga & Naturopathy Hospital to cater to treatment and research in
Yoga and Naturopathy. Each CRIYN will be built on green building concepts, Eco-friendly
and disabled friendly. As Naturopathy emphasizes that one should live in harmony with nature,
the CRIYN should be energy efficient, water efficient, have good ventilation and natural light
and should also use local materials and should create positive impacts on our climate and
natural environment. There should be water conservation, energy conservation, reduction in
toxic waste and should be based on principles of reduce, reuse and recycle. Creating structures
and an environment that reduces energy, provides natural ventilation and lighting is a necessity
in this project. This DPR will serve as a template for future projects as well. The CRIYN will
have a boundary wall, with an Entry Gate, Security Room and CCTV monitoring room and
Server Room. There will be Walking Tracks abutting the buildings, there will be Garden
Areas, a Mini Forest a Water Body that stores rain water and an Acupressure Track and open
amphitheater. The CRIYN should be energy efficient with solar lightings where possible, have
rooftop Solar Panels for energy efficiency.

depending upon the total area available in respective CRIYN in consultation with CCRYN.

per building byelaws.
Compliance:
The proposed DPR shall be compliant to the prescribed standards/MSRs as promulgated by
CCRYN and NABH and other regulatory bodies of Centre or state Govt. In absence of any
standards, best practices in the field are to be followed.
Time Frame:
Complete DPR for each project separately is to be submitted within 15 working days after the
receipt of award letter issue by the Council for preparation of DPR.
Terms & Conditions:
1. The bid documents for DPR should be addressed to “The Director, Central Council for
Research in Yoga & Naturopathy”, 61-65, Institutional Area, Opposite „D‟ Block,
Janakpuri, New Delhi – 110058 and should reach the Council on or before the due date.
2. The Tender should be submitted in physical form contained Application Form, Tender
Fee, Earnest Money, relevant Annexures duly filled in and signed by the Authorized
Signatory alongwith Financial Bid and other required documents. The Financial bid
alongwith Application Form and required documents should be sealed by the Bidder
superscribed “Bid for preparation of DPR for CRIYN at Andhra Pradesh,
Chhattisgarh, Kerala and Odisha”. 3. The Bidders are also allowed to submit a bid for one project or two projects or three
projects or for all the four projects i.e. Andhra Pradesh, Chhattisgarh, Kerala and Odisha
giving complete breakup of the quoted rates.
4. The tender bid will be valid for 120 days from the date of closing of tender.
5. Earnest Money Deposit (EMD): The bidder shall be required to submit the Earnest
Money Deposit (EMD) for an amount as per S.No.8 of Chapter-I of the Tender Document.
The EMD of the successful bidder will retain by CCRYN and as regard to unsuccessful
bidders EMD will be return after award of preparation of DPR work to the successful
bidder. Bid received without tender Fee and EMD will be rejected.
6. The Bid will be opened by the duly Committee constituted and will be opened in the
Chamber of Director, CCRYN, Janakpuri, New Delhi on the date specified in presence of
Tenders(s) or their authorized representative(s) who choose to attend in person.
7. The Director, CCRYN reserves the right of ordering/ not ordering/ cancelling/increase or
decrease the scope of preparation of DPR work and to reject any or all tender quotations
without assigning any reason. The decision of the Director, CCRYN will be final in all
controversies that may arise in the matter. Any dispute out of this will be subject to the

jurisdiction of the Court in Delhi.
8. Any addendum/ corrigendum shall be uploaded only on Council‟s website
(www.ccryn.gov.in). Please keep checking the CCRYN website regularly for any further

Financial quote for the scope of work will be submitted in prescribed format as given in the
Financial Quote of this tender document. The Sealed envelope carrying financial bid would be
