SPAY / NEUTER PROGRAMS

Capture, Neuter, Vaccinate, Deworm, Release

Supported by World Health Organisation (WHO)

• WHO Policy Document (1990) “Guidelines for Dog Population Management”.

• The only humane method known to be effective in long term sustainable control of the stray animal population.

• Mass killing is not an effective method of population control.

• Neutering not only decreases the stray animal population, it also reduces the number of dogs biting and aggression toward humans.

• It is the responsibility of Government, the community to take responsibility for stray dog population control.

• ‘Removal and killing of dogs should never be considered as the most effective way of dealing with a problem of surplus dogs in the community: it has no effect on the root cause of the problem, which is the over production of dogs.’

• ‘New strategies should be considered involving the capture of dogs, their immediate vaccination, marking them as vaccinated…then immediately releasing them’ …. Not disturbing the social structure of the local dog population, thus avoiding the risk of immigration and the subsequent fighting for territory and a place in the hierarchy’.

In countries such as Austria, Spain and Italy euthanasia of stray animals is banned and spay/neuter programs are supported. The Government of Italy supports and adopted a no-kill policy and passed the National Law No. 281 in 1991. The law supports spay and neuter programs as the only effective means of controlling stray animal populations.

In Romania, in the City of Oradea, confirmed by Oradea's Community Police in June 2011, between 2003 and 2011 the stray animal population declined by 92% as a result of the neuter and vaccinate program undertaken there.

Some places in Asia show a decline in 53.5% in the free roaming dog population as a result of catch-neuter-vaccinate and release programs.
