1. Objectives Determine new seagrass management areas to be used by the Tampa Bay Estuary Program (TBEP) and its partners for the re-evaluation of a Baywide Seagrass Management Plan. From these defined areas, determine the current and historic acreages of seagrass resources and describe any trends in abundance from the SWFWMD seagrass coverage layers (1982 – 2006). In addition, assess whether each defined management area is currently meeting existing TBEP bay segment water quality targets.
2. Data Sources 2.1 GIS Resources
Management areas were operationally defined by the Tampa Bay Seagrass Working group and then delineated as a GIS polygon shapefile using ArcGIS 9.2 software. Coverages of seagrass resources were obtained from the SWFWMD for the years 1988, 1990, 1992, 1994, 1996, 1999, 2001, 2004, and 2006 (SWFWMD 2007). Historic, baseline coverage of seagrasses were obtained from the TBEP for the year 1950 (TBEP 1986).
2.2 Water Quality Data Routine water quality monitoring data collected by the Environmental Protection Commission of Hillsborough County from stations that strictly occurred in Tampa Bay and adjacent to the defined seagrass management areas over the 1974 – 2006 time period were used in the water quality target attainment assessment (EPCHC 2006).
3. Analysis 3.1 Management Area Delineation
Initial drafts delineated 30 management areas throughout Tampa Bay to the 12’ contour to ensure all historic, current, and future seagrass resources would fall within a given management area. The final delineated management areas were truncated closer to the shoreline as per the recommendations of the Tampa Bay Seagrass Working Group. This final management area delineation was used in subsequent analyses to subset the historic 1950 TBEP seagrass coverage and the 1988 - 2006 SWFWMD seagrass polygon coverages.
3.2 Management Area Seagrass Status and Trends To compare changes from historic, baseline conditions, seagrass acreages were subset from the 1950 TBEP coverage (minus any areas that intersected current land areas) and the 2006 SWFWMD total seagrass coverage (both patchy and continuous attributes combined) along the defined management areas. The percent change in total seagrass acreage in each management area was determined from the subset datasets. To compare recent seagrass status and trends, seagrass acreages from the 1988 – 2006 SWFWMD seagrass coverages were subset and summed for patchy (FLUCCSCODE=9113), continuous ((FLUCCSCODE=9116), and total
seagrass coverage (both patchy and continuous attributes combined) in the defined management areas using ArcGIS’s intersect tool. For each management area and coverage class (i.e., patchy, continuous, total), a non-parametric, Kendall Tau trend test was performed to assess whether decreasing or increasing trends in seagrass acreage over the 1988 – 2006 period were apparent. Due to the relatively small dataset (n ≤ 9) for each management area, any trend statistics with a p-value < 0.1 were considered significant.
3.3 Management Area Water Quality Target Attainment Attainment of existing, bay segment specific water quality targets [i.e., annual average chlorophyll-a concentrations (μg/L) and light attenuation (m-1, calculated from secchi depth)] was assessed from a subset of EPC fixed, bay-wide monitoring stations according to the methods outlined in JEI (2000). Stations were selected based upon their proximity to the defined management areas, and annual average chlorophyll-a and light attenuation was assessed according to the decision matrix developed by JEI (2000) for the TBEP over the period of record for each management area subset. Water quality targets for each management area were selected based upon the location of the management area in a specific major bay segment (i.e. Old Tampa Bay, Hillsborough Bay, Middle Tampa Bay, and Lower Tampa Bay).
4. Results 4.1 Management Areas
Thirty distinct seagrass management areas were delineated throughout the extent of Tampa Bay (Figure 1). Management areas 1 – 5 and 29 occur in the Hillsborough Bay segment. Management areas 19 (partially), 20 – 26, and 28 occur in the Old Tampa Bay segment. Management areas 6 – 7, 17 – 18, 19 (partially), 27, and 30 occur in the Middle Tampa Bay segment. Management areas 8 (partially), 10 – 11, and 16 (partially) occur in the Lower Tampa Bay segment. Management areas 12 – 15 and 16 (partially) occur in the Boca Ciega Bay segment. Management area 8 (partially) occurs in the Terra Ceia Bay segment. Management area 9 encompasses the Manatee River segment.
4.2 Management Area Seagrass Status and Trends Increases in current seagrass coverage (2006) over baseline levels defined by the 1950 TBEP restorable seagrass acreage coverage were observed in management areas 8 – 9, 11 – 12, 14, 16, 23, and 29 (Table 1; Figure 2). Decreases of 25% or less were observed in management areas 7, 10, 13, and 15. Decreases of 25 – 50% were observed in management areas 17, 19, 22, and 24 – 27. Decreases of 50 – 75% were observed in management areas 1, 5, 18, and 20 – 21. Decreases of 75% or more were observed in management areas 2 – 4, 6, and 28. Recent (1988 – 2006) spatial distribution of total seagrass coverage in the 30 management areas is depicted in Figure 3. The majority of seagrass acreage occurs within the management areas in and adjacent to Lower Tampa Bay.
Decreasing trends in recent seagrass coverage were observed in management areas 6, 17, and 20 for patchy seagrass acreage (Table 2, Figure 4); management area 6 for continuous seagrass acreage (Table 2; Figure 5); and management areas 6, 18, and 25 for total seagrass acreage (Table 2; Figure 6). All other areas showed stable or increasing trends in either patchy, continuous, or total seagrass acreage (Table 2, Figures 4 – 6). A summary of the individual trend analyses are depicted in Table 2 and graphical presentation of seagrass acreages for the recent 1988 – 2006 period are depicted in Figures 7 – 35.
4.3 Management Area Water Quality Target Attainment Summary of the EPC stations and bay segment specific water quality targets used to assess historical attainment of water quality targets are depicted in Table 3. Period of record results of attainment of the water quality targets for each management area according to decision matrix outcomes are depicted in Table 4 and graphical presentation of average annual chlorophyll-a and light attenuation with respect to the targets used are presented in Appendix 1. The spatial distribution of the most recent decision matrix results is presented in Figure 36. Historically, management areas 8, 12, 16, and 21 – 23 were never below both chlorophyll-a and light attenuation bay segment specific targets concurrently in the same year in order to achieve a “green” status in the decision matrix. These areas may warrant the development of more site specific water quality targets in the future. Recent 2006 results indicate that the majority of management areas are currently meeting both bay segment specific water quality targets (as indicated by “green” status); however, areas 8, 16, 21, and 23 – 24 show intermediate conditions that may warrant management actions, and areas 12 and 22 show problematic conditions that may warrant immediate management response. The most recent decision matrix results should be considered preliminary and recommendations of management response are contingent on the acceptability of using the existing bay segment specific water quality targets on the 30, newly proposed seagrass management areas.
