BACKWARD CLASSES, MOST BACKWARD CLASSES AND MINORITIES WELFARE DEPARTMENT

POLICY NOTE 2011-12
INTRODUCTION The greatest asset of a State is its human
resources. This Government is giving importance to
formulate and implement various welfare programmes with
an objective of creating a conducive atmosphere for the
upliftment of Backward Classes, Most Backward Classes
and Denotified Communities in their socio-economic and
educational status.
In order to provide opportunities to poor Backward
Classes, Most Backward Classes, Denotified Communities
and Minorities, to enhance their position in the fields of
Education, Employment, Profession, etc., and with an aim
of elevating them on par with other sections of the society,
various welfare schemes are being implemented. The
schemes which result in the rejuvenation of their lives and
confidence of Backward Classes, Most Backward Classes,
Denotified Communities and Minorities are implemented
through 3 Directorates viz., Directorate of Backward
Classes Welfare, Directorate of Most Backward Classes
and Denotified Communities Welfare and Directorate of
Minorities Welfare.
The reservation policy that is being implemented in
Tamil Nadu to considerably improve the social and
educational status of Backward Classes, Most Backward
Classes, Denotified Communities and Minorities, has
helped these sections of the society to pursue their studies
in higher educational institutions and to gain employment
in various services under the State.

2. RESERVATION
The reservation policy, which has been introduced
in the year 1921 with an object of developing the people
who did not get their due share according to their
population in educational and employment opportunities
for a very long period, had undergone many changes and
now it has reached the level of 69% as detailed below :-

*16 percent of the seats reserved for Scheduled
Castes are provided for Arunthathiyars on a priority basis.
ii). When difficulty arose in the implementation of
69% reservation in admission to educational institutions
and appointments to Public Services due to the judgement
delivered by Hon’ble Supreme Court of India in Indra
Sawhney Versus Union of India, popularly known as
Mandal Commission cases, restricting the total reservation
under Article 16(4) of the Constitution to 50%, the
Government of Tamil Nadu under the able guidance of
Hon’ble Chief Minister, acted swiftly and passed the Tamil
Nadu Backward Classes, Scheduled Castes and
Scheduled Tribes (Reservation of seats in Educational
Institutions and of appointments or posts in the services
under the State) Act, 1993 ( Tamil Nadu Act 45 of 1994).
The above Act was subsequently included in the
9th Schedule of the Constitution in order to get protection

under Article 31-B of the Constitution. This is a
remarkable achievement in the history of Social Justice.
iii) A batch of writ petitions was filed in the Supreme
Court challenging the validity of Tamil Nadu Act
45 of 1994. Responding to the above writ petitions, the
Supreme Court observed on 13.07.2010 that if a state
wants to exceed 50% reservation, then its decision should
be based on quantifiable data. It has further observed that
the State should place the quantifiable data to the
Tamil Nadu Backward Classes Commission and the
Commission should give its findings on quantum of
reservation within a period of one year. The Supreme
Court in its order dated 03.01.2011, in a writ petition
seeking direction for the exclusion of creamy layer,
directed the Tamil Nadu Backward Classes Commission to
decide the issue relating to creamy layer also within the
period stipulated above.
iv) Accordingly data required by the Commission
was given to it. The Backward Classes Commission
headed by Justice M.S. Janarthanam examined the above
two issues and gave its report to Government on 8.7.2011
in which it has reported that considering the population of
various communities, there is justification regarding the
quantum of reservation available to them and that
regarding the implementation of Tamil Nadu Act
45 of 1994, there is no necessity warranting the exclusion
of creamy layer. The Government accepted the
recommendation of the Commission and issued orders on
11th July, 2011 continuing the 69% reservation without the
exclusion of the creamy layer in admission to educational
institutions and appointments in the services under the

State. The 69% reservation has been ensured again by
the timely action of our Hon’ble Chief Minister.
3. EDUCATION Since education is considered as an yardstick to
measure the development of the society, Government is
implementing various schemes for the educational
advancement of Backward Classes, Most Backward
Classes, Denotified Communities and Minorities.
Especially, the maintenance of Kallar Reclamation
Schools, Hostels, Award of Scholarships, free supply of
Uniforms, Books, Bicycles, Award of prizes to the students
who secure the highest marks in 10th and 12th standard
Public Examinations are some of the noteworthy schemes
that are implemented for the educational advancement.
4. SCHOLARSHIP SCHEMES
Having regard to the fact that education is essential
to improve the lives of Backward Classes, Most Backward
Classes, Denotified Communities and Minorities, the
Government is providing three kinds of Scholarships viz.,
Prematric, Postmatric and Free Education to the poor
students in order to assist them financially to continue their
education.
4.1 PREMATRIC SCHOLARSHIP Since the Government waived the payment of
special fees to the students studying in Tamil medium
from 6th standard to 10th standard in Government and
Government aided schools, they need not pay any special
fees. Further, the examination fee to be paid by the
10th Standard Tamil Medium students has also been
abolished. As a result of this, tuition fee is sanctioned at

the following rates under prematric scholarship scheme to
the Backward Classes students studying in English
Medium in Government and Government aided schools
from 6th standard to 10th standard subject to the condition
that the annual income of the parents should not exceed
Rs.1,00,000/- and there should be no graduate in the
family.
From 6th to 8th standard Rs.200/-per annum at the rate of Rs.20/- per month for 10 months.
For 9th and 10th standard Rs.250/- per annum at the
rate of Rs.25/- per month for 10 months.
Examination fee is reimbursed in full to the students studying in 10th Standard in English Medium.
SPECIAL CONCESSION TO MOST BACKWARD CLASSES AND DENOTIFIED COMMUNITIES.
The above scholarship is granted to Most Backward
Classes and Denotified Communities students at
the same rate without any condition.
Under this scheme, an expenditure of
Rs.137.89 lakh was incurred for 77,094 students during the
year 2010-11 as detailed below:-

4.2 POSTMATRIC SCHOLARSHIP
Under this scheme, tuition fee of Rs.500/- per
annum at the rate of Rs.50/- per month for 10 months
is granted to Backward Classes students studying in
11th and 12th standard in English medium in the

Government/Government aided Schools, subject to the
conditions that the annual income of their parents should
not exceed Rs.1,00,000/- and there should be no
graduate in the family. Examination fee is reimbursed in
full to the Backward Classes students studying in
12th Standard in English Medium in Government and
Government aided schools on the basis of the above
conditions.
SPECIAL CONCESSION TO MOST BACKWARD CLASSES AND DENOTIFIED COMMUNITIES.
The above scholarship is granted to Most Backward
Classes and Denotified Communities students at the same
rate without any condition.
Under the postmatric scholarship scheme, the
students of Backward Classes, Most Backward Classes
and Denotified Communities studying in I.T.I., Diploma
courses in Polytechnics, Post Graduate Courses,
Professional and Ph.D., Courses are sanctioned with
Special fee, tuition fee and Book Money at the rate
prescribed in the Scholarship Notification and the
examination fee in full subject to the condition that the
annual income of the parents should not exceed
Rs.1,00,000/-.
Under this scheme, an expenditure of
Rs.2479.44 lakh has been incurred for 1,15,385 students
during the year 2010-2011 as detailed below:-

5. FREE EDUCATION 5.1 Degree Courses
Under free education scheme, the Backward
Classes, Most Backward Classes and Denotified
Communities students studying in the three year Degree
Courses in Government/Government aided Arts and
Science Colleges are sanctioned special fee and other non
refundable compulsory fee as prescribed by the
Government and the examination fee in full without any
condition.
Under this Scheme, an expenditure of
Rs.1779.45 lakh has been incurred for 1,36,815 students
during the year 2010-2011 as detailed below:-

5.2 Diploma Courses Under the Free Education Scheme, the students of
Backward Classes, Most Backward Classes and Denotified
Communities studying in Diploma courses are sanctioned
tuition fee, special fee and non refundable compulsory fee

as prescribed by the Government and examination fee in full
subject to the conditions that the annual income of the
parents should not exceed Rs.1,00,000/- and the beneficiary
should be the first diploma holder / graduate in the family.
Under this scheme, an expenditure of
Rs.703.14 lakh has been incurred for 22,468 students
during the year 2010-2011 as detailed below:-

5.3 Professional Courses
Under the Free Education Scheme, the students of
Backward Classes, Most Backward Classes and Denotified
Communities studying in Professional courses in
Government, Government Aided and in the Self-Financing
colleges selected under Government quota in Single
Window System are sanctioned tuition fee, special fee and
non refundable compulsory fee as prescribed by the
Government and examination fee in full with the conditions
that the annual income of the parents should not exceed
Rs.1,00,000/- and the beneficiary should be the first
graduate in the family.
Scholarships are sanctioned to Backward Classes,
Most Backward Classes and Denotified Communities
students studying in colleges through online.

Under this scheme, an expenditure of
Rs.4134.09 lakh has been incurred for 69,815 students
during the year 2010-11 as detailed below:-

provided under this scheme for the year 2011-12.
6. COMPUTERISATION OF SCHOLARSHIP
In order to sanction the scholarship quickly to the
students of Backward Classes, Most Backward Classes
and Denotified Communities studying in colleges and to
review the implementation of the scheme, software was
developed by NIC under the e-governance programme
and sanction of scholarship through internet is
implemented in all districts.(www.edistrict.tn.nic.in)
An user ID/password has been provided to each
educational institution. The details of courses conducted
by the institutions and fee structures have already been
entered in the website. The details of the students claiming
the scholarship are entered by the educational institutions
and are examined by the District Backward Classes and
Minorities Welfare Officers in the internet itself. The
sanctioned amount is disbursed to the institutions through
Cheque/Demand Draft. From this financial year, it has
been decided to disburse the scholarship amount to the
institutions through ECS. The educational institutions

disburse the amount to students and enter the details in
the website.
Through this software, the daily progress in the
disbursement of educational scholarship is monitored on a
day-to-day basis in the computer and instructions are
issued to the Districts, who have not achieved the target to
sanction the scholarship at once and enter the details in
the computer. The details starting from the educational
scholarship demands sent from colleges to till the
disbursement of them to the students could be monitored
in a meticulous way at the Government, Directorate and
students level.
7. INCENTIVE SCHEME FOR RURAL GIRL STUDENTS OF THE MOST BACKWARD CLASSES AND DENOTIFIED COMMUNITIES.
With an objective of encouraging education among
rural girl children and to reduce the drop out of girl children
considerably at primary education level, the Government is
granting financial assistance to the girl students belonging to
Most Backward Classes and Denotified Communities
studying from 3rd Standard to 5th Standard in rural areas at
the rate of Rs.500/- per annum and at Rs.1,000/- per annum
for the students studying in 6th standard.
Under this scheme, a sum of Rs.700.00 lakh was
incurred for 1,05,000 girl students during the year 2010-11.
A sum of Rs.700.00 lakh has been provided under
this scheme for the year 2011-12.
8. HOSTELS Totally 1238 hostels are functioning for the welfare
of the students belonging to Backward Classes,
Most Backward Classes, Denotified Communities and
Minorities. 692 hostels under the control of Director of

Backward Classes, 540 hostels functioning under the control
of Director of Most Backward Classes and Denotified
Communities and 6 hostels for Muslim Girl students under
the control of Director of Minorities Welfare are functioning
in the State. 74,302 students enjoy the benefit by staying in
these hostels. Apart from providing free food to the inmates
of these hostels, the miscellaneous charges to the inmates
of school and college hostels are also sanctioned at the rate
of Rs.25/- and Rs.35/- per month per inmate respectively.
Students with parental annual income upto
Rs.1 lakh are admitted in these hostels and provided with
free accommodation and free food as prescribed in the
Menu.
Under this scheme, an expenditure of
Rs.10676.09 lakh was incurred during the year 2010-11.
A sum of Rs.7053.25 lakh for Backward Classes
Welfare Department and Rs.6124.91 lakh for
Most Backward Classes and Denotified Communities
Welfare Department and totally Rs.13178.16 lakh has
been provided under this scheme for the year 2011-12.

SPECIAL CONCESSION TO MOST BACKWARD CLASSES AND DENOTIFIED COMMUNITIES. Students in Most Backward Classes and Denotified
Communities hostels who secure highest marks among
Most Backward Classes, Denotified Communities in
10th and 12th Standard Public Examinations at State Level
are awarded 1st prize of Rs.3000/- 2nd prize of
Rs.2,000/- and 3rd prize of Rs.1000/- from the year
2004-05 onwards.
8.3. STATE LEVEL AWARDS TO BEST WARDEN/MATRON
From the year 2004-05 Best Warden/Matron are
selected at State Level every year and awarded 1st prize of
Rs.5000/-, 2nd prize of Rs.3000/- and 3rd prize of
Rs.2000/- in order to encourage the warden/matron to
work effectively in the hostels..
Under this Scheme, a sum of Rs.0.22 lakh has
been provided for the year 2011-12.
8.4 OTHER FACILITIES PROVIDED IN HOSTELS 1. Wet Grinders, Colour Television, Play materials, Water
Purifier, Book Racks, Library books and Electric insect
destroyer, Computers are provided in all the hostels. In
addition to these, Inverters, reference books and
computers are also provided to College hostels.
2. In order to improve the general knowledge of the hostel
students, one English daily and two Tamil Dailies are
being supplied in all the hostels.
3. Two sets of Polycotton Uniform dresses are provided
free of cost to the hostel boarders studying from
Standards IV to X.
4. All Text-books are supplied free of cost to the hostel
boarders studying upto Standard XII by School
Education Department.
5. Special Guides are provided free of cost to boarders of
the hostels studying in Xth and XIIth standard for
improving their performance in Public Examination.

6. Hostel boarders are provided with Mat, Bed sheet,
stainless steel plate, tumbler free of cost. In addition
to these, hill station hostel boarders are provided with
woollen sweaters. English to Tamil Dictionary and Atlas
are also supplied to the students of school hostels.
7. To monitor the health of the inmates, Medical Check-up
is being conducted for all hostel boarders three times
every year.
8. Three boiled eggs are provided in a week to each
boarder. Bananas are given to the boarders who did
not take eggs.
9. Mutton is provided for one day during the first and third
week of the month and Chicken during the second and
fourth week to all hostel boarders.
9. CONSTRUCTION OF HOSTEL BUILDINGS Out of 1238 hostels functioning under the control of
this Department, 942 hostels are housed in Government
buildings. Construction of own building by Public Works
Department for 148 hostels are at various stages.
Remaining 148 Hostels are housed in rented buildings.
Under this scheme, an expenditure of
Rs.2778.96 lakh was incurred towards the construction of
hostel buildings during the year 2010-11.
A sum of Rs.2109.09 lakh for Backward Classes
Welfare Department and Rs.1500.20 lakh for
Most Backward Classes and Denotified Communities
Welfare Department and totally Rs.3609.29 lakh has been
provided under this scheme for the year 2011-12.
10. BOARDING GRANTS TO THE GOVERNMENT APPROVED PRIVATE HOSTELS
Boarding grants are sanctioned to Backward
Classes, Most Backward Classes and Denotified
Communities students staying in 39 Government approved
private hostels and whose parental annual income is less

than Rs.50,000/- at the rate of Rs.450/- per month for
10 months.
Under this scheme, an expenditure of
Rs.70.18 lakh was incurred for 1588 students during the
year 2010-11.
A sum of Rs.22.70 lakh for Backward Classes
Welfare Department and Rs.37.67 lakh for Most Backward
Classes and Denotified Communities Welfare Department
and totally Rs.60.37 lakh has been provided under this
scheme for the year 2011-12.
11. KALLAR RECLAMATION SCHOOLS Under the scheme of Kallar Reclamation,
285 Kallar Reclamation schools are functioning under the
control of Most Backward Classes and Denotified
Communities Welfare Department for the educational
upliftment of Piramalai Kallars in Madurai, Theni and
Dindigul Districts where they are living predominantly.

The pass percentage of 10th and 12th standard
students for the previous academic year was
85% and 84% respectively.
Under this scheme, an expenditure Rs.4671.44 lakh
was incurred during the year 2010-11 for the Kallar
Reclamation Schools.
A sum of Rs.5165.49 lakh has been provided for the
functioning of Kallar Reclamation schools for the year
2011-2012.
11.1 PRIZE SCHEME FOR THE STUDENTS OF KALLAR RECLAMATION SCHOOLS
From the year 1995 onwards Prize scheme for the
students of the Kallar Reclamation schools is
implemented in order to improve the standard of education
in the Kallar Reclamation Schools and to encourage the
students studying in these schools to secure high marks.
The students of these schools who secure the first and
second ranks in the 10th and 12th standard Public
examinations are awarded a cash prize of Rs.3,000/- and
Rs.2,000/- respectively. Three students securing third
rank are awarded a cash prize of Rs.1, 000/- each.
11.2 DISTRIBUTION OF SLATES, NOTE BOOKS AND TEXT BOOKS The Government is providing free slates to the
students studying from 1st to 3rd Standard and free note
books to the students studying from 3rd to 10th Standard in
the Kallar Reclamation Schools. In the previous academic
year, 9891 students of 1st to 3rd Standard and
29,141 students of 3rd to 10th Standard were benefitted.
Text books are supplied free of cost by the Government to
all the students studying from 1st to 12th Standard in the
Kallar Reclamation Schools.

11.3 DISTRIBUTION OF UNIFORMS The students of Kallar Reclamation Schools
studying from 1st to 8th Standard and the boarders of the
Backward Classes, Most Backward Classes and
Denotified Communities hostels studying from
4th to 10th Standard are supplied with 2 sets of Poly Cotton
Uniforms free of cost. The girl students of these hostels
studying in 9th and 10th Standards are supplied with
Churidars.
Under this scheme, uniforms were supplied to
32,636 students in Kallar Reclamation Schools at an
expenditure of Rs.81.18 lakh during the year 2010-11.
Under this scheme, uniforms were supplied to
35,659 boarders of Backward Classes, Most Backward
Classes and Denotified Communities hostels at an
expenditure of Rs.234.83 lakh during the year 2010-11.
A sum of Rs.129.32 lakh has been provided for the
year 2011-12 for the supply of uniforms to the students
studying in Kallar Reclamation Schools.
A sum of Rs.355.02 lakh has been provided for
supply of uniforms for the year 2011-12 for students
staying in Backward Classes, Most Backward Classes and
Denotified Communities hostels.
12. PRIZE SCHEMES
To encourage the students belonging to
Backward Classes, Most Backward Classes and
Denotified Communities to secure more marks in
10th and 12th Standard Public Examinations, prizes are
awarded at State and District Level as detailed below:-

13.PERARIGNAR ANNA MEMORIAL AWARD Perarignar Anna Memorial Award is sanctioned at
the rate of Rs.5,000/- per year for the entire duration of the
course to 2 boys and 2 girls belonging to Backward
Classes and 2 boys and 2 girls belonging to
Most Backward Classes and Denotified Communities who
secure the first and second rank in 12th Standard
Public Examination at the District level and who pursue
professional courses.
Under this scheme, an expenditure of
Rs.46.25 lakh was incurred for the 925 Backward Classes,
Most Backward Classes and Denotified Communities
students during the year 2010-11.
A sum of Rs.30.00 lakh for Backward Classes
Welfare Department and Rs.30.00 lakh for Most Backward
Classes and Denotified Communities Welfare Department
and totally Rs.60.00 lakh has been provided under this
scheme for the year 2011-12.
14.THANTHAI PERIYAR MEMORIAL AWARD
Thanthai Periyar Memorial Award is sanctioned at
the rate of Rs.5,000/- per year for three years to 2 boys
and 2 girls belonging to Backward Classes and 2 boys and
2 girls belonging to Most Backward Classes and Denotified
Communities who join Diploma Courses in Polytechnic in
each district with the highest marks in 10th standard
Public Examination.
Under this scheme, an expenditure of
Rs.35.80 lakh was incurred for 716 Backward Classes,

students during the year 2010-11.
A sum of Rs.20.00 lakh for Backward Classes
Welfare Department and Rs.17.55 lakh for Most Backward
Classes and Denotified Communities Welfare Department
and totally Rs.37.55 lakh has been provided under this
scheme for the year 2011-12.
15.SCHEME OF FINANCIAL ASSISTANCE TO MERITORIOUS STUDENTS TO PURSUE HIGHER SECONDARY EDUCATION IN THE BEST PRIVATE SCHOOLS IN TAMIL NADU. Financial assistance is provided to 10 students
(3 boys and 3 girls belonging to Backward Classes and
2 boys and 2 girls belonging to Most Backward Classes and
Denotified Communities) who secure the highest marks in
10th Standard Public Examination from the Government
Schools in each district to pursue their Higher Secondary
Education in the best private schools of their choice in Tamil
Nadu. The financial assistance of Rs.56,000/- is provided
for 2 years at the maximum rate of Rs.28,000/- per year with
the condition that the annual income of the parents should
not exceed Rs.1,00,000/-.
Under this scheme, an expenditure of
Rs.134.46 lakh was incurred for 616 students during the
year 2010-11.
A sum of Rs.107.52 lakh for Backward Classes
Welfare Department and Rs.67.20 lakh for Most Backward
Classes and Denotified Communities Welfare Department
and totally Rs.174.72 lakh has been provided under this
scheme for the year 2011-12.

16.DISTRIBUTION OF BICYCLES The bicycles are distributed free of cost to the
students belonging to Backward Classes, Most Backward
Classes and Denotified Communities and studying in
11th standard in Government and Government Aided and
partially aided schools without any income ceiling. The
students staying in the hostels situated in the school
premises and students of residential schools are not eligible
to get bicycles.
Under this scheme, an expenditure of
Rs.11193.12 lakh was incurred during the year
2010-11 towards the supply of bicycles to
4,25,561 Backward Classes, Most Backward Classes and
Denotified Communities students.
A sum of Rs.6410.83 lakh for Backward Classes
Welfare Department and Rs.4797.76 lakh for
Most Backward Classes and Denotified Communities
Welfare Department and totally Rs.11208.59 lakh has
been provided under this scheme for the year 2011-12.
16.1. MONITORING OF DISTRIBUTION OF BI-CYCLES THROUGH COMPUTER In order to monitor and ensure timely distribution of
bi-cycles to the students by the Directorates and office of
the District Collectors, software has been developed and
the details of bicycles distributed are entered
(www.agaram.tn.gov.in/freecycles). Each Higher
Secondary School in the State has been allotted an
unique id. The name of the students, class and school
details are entered in the first phase. The other details
viz., bicycle numbers, date of distribution of bicycles etc.,
are entered after the cycles are distributed.

Through this web site, the details of bi-cycles
supplied throughout the State, the details of the bicycles
supplied in a particular district and also the
departmentwise distribution of cycles can be viewed and
instructions can be issued at Government / Directorate/
District levels. This software paved the way to review the
implementation of this scheme and to issue instructions for
the supply of cycles wherever they are not distributed.
17. ECONOMIC DEVELOPMENT SCHEMES For the economic development of Backward
Classes, Most Backward Classes and Denotified
Communities, Iron Boxes and Sewing Machines are
distributed.
17.1 DISTRIBUTION OF SEWING MACHINES For the economic upliftment of the poor people
belonging to Backward Classes, Most Backward Classes
and Denotified Communities, sewing machines are
distributed free of cost. For availing the benefit under the
scheme, the annual income of the beneficiaries should not
exceed Rs.40,000/- in respect of rural areas and
Rs.60,000/- in respect of urban areas.
Under this scheme, an expenditure of
Rs.66.62 lakh was incurred for 2359 beneficiaries during
the year 2010-11.
A sum of Rs.40 lakh for Backward Classes Welfare
Department and Rs.26.63 lakh for Most Backward Classes
and Denotified Communities Welfare Department and
totally Rs.66.63 lakh has been provided under this scheme
for the year 2011-12.

17.2 DISTRIBUTION OF IRON BOXES In order to develop the economic status of poor
Backward Classes, Most Backward Classes and
Denotified Communities engaged in laundering, Iron
Boxes are distributed free of cost. For availing the benefit
under the scheme the annual income of the beneficiary
should not exceed Rs.40,000/- in respect of rural areas
and Rs.60,000/- in respect of urban areas.
Under this scheme, an expenditure of
Rs.85.00 lakh was incurred for 3115 beneficiaries during
the year 2010-11.
A sum of Rs.85 lakh has been provided under this
scheme for the year 2011-2012.
17.3 JOB ORIENDED TRAINING SCHEME
Various Job Oriented Trainings are imparted
through Central and State Government Training
Institutions and private institutions so as to enable the
youth belonging to Backward Classes, Most Backward
Classes and Denotified Communities to acquire skills to
improve their employability and attain skills to take up
gainful self employment. The entire cost of training is
borne by the Government. Training in various trades such
as training in Plastic Processing Machine Operation,
Footwear and Leather Products, Apparel and Garment
Manufacturing, Apparel Designing, Heavy Vehicle Driving,
Hotel Management and Catering Technology, Computer
Technology etc. are imparted. The income of the parents
should not exceed Rs.1,00,000/- per annum for the
aspirant to undergo training under this scheme.
18.DISTRIBUTION OF HOUSE SITES
Free house sites are distributed to the houseless
persons belonging to Backward Classes, Most Backward

Classes and Denotified Communities. Under this scheme
approximately 2.16 lakh house site pattas
(Backward Classes 76847+ Most Backward Classes
139153) have been distributed so far.
For availing the benefit under the scheme the
annual income of the beneficiaries should not exceed
Rs.40,000/- in respect of rural areas and Rs.60,000/- in
respect of urban areas.
Under this scheme, an expenditure of
Rs.147.56 lakh was incurred for 1491 beneficiaries during
the year 2010-11.
A sum of Rs.300 lakh for Backward Classes
Welfare Department and Rs.225 lakh for Most Backward
Classes and Denotified Communities Welfare Department
and totally Rs.525 lakh has been provided under this
scheme for the year 2011-12.
19. SPECIAL TRAINING FOR INDIAN CIVIL SERVICES The socially and educationally backward students
belonging to Backward Classes, Most Backward Classes
and Denotified Communities are imparted coaching
through Anna Institute of Management to improve their
efficiency and to compete in the Indian Civil Services
Examination on par with other communities. The trainees
are admitted in this institute without any income ceiling and
the students, whose parental annual income does not
exceed of Rs.1,00,000/- are provided with hostel facility.
The food charges are allowed at Rs.1200/- per month per
boarder.
Under the scheme, an expenditure of
Rs.41.57 lakh was incurred during the year 2010-11.
A sum of Rs.55.00 lakh has been provided under
this scheme for the year 2011-12.

20. TAMIL NADU BACKWARD CLASSES ECONOMIC DEVELOPMENT CORPORATION
The Tamil Nadu Backward Classes Economic
Development Corporation sanctions various loans at low
rate of interest to Individuals, Groups, Societies belonging
to Backward Classes, Most Backward Classes and
Denotified Communities for establishing viable trade or
business for their economic upliftment. This Corporation
was established in the year 1982. The loans provided by
this Corporation help the people venture into small
trade/business, and thereby augment their income and
improve their economic status.
By availing financial assistance from National
Backward Classes Finance and Development Corporation,
New Delhi, the Tamil Nadu Backward Classes Economic
Development Corporation is sanctioning loan at the lower
rate of interest to the beneficiaries through the sub-
channelising agencies, such as Tamil Nadu Industrial
Co-operative Bank, Tamil Nadu Handloom Development
Corporation, Co-operative Banks/Societies, Nationalized
Banks and Tamil Nadu Co-operative Milk Producers
Federation (Aavin).
From the year 1993-94, Tamil Nadu Backward
Classes Economic Development Corporation received
a term loan of Rs.22455.97 lakh from the
National Backward Classes Finance and Development
Corporation and disbursed loan assistance to the tune of
Rs.22836.62 lakh to 2,92,254 beneficiaries.
20.1. GENERAL TERM LOAN Under the General Term Loan Scheme, this
Corporation provides loan upto Rs.1.00 Lakh at
6% interest per annum to individuals, members of

Industrial Co-Operative Societies and Milk Producers
Co-operative Societies. This loan should be repaid in
5 years (20 quarterly instalments).
20.2. NEW SWARNIMA SCHEME FOR WOMEN Under the New Swarnima Scheme for Women, a
maximum loan amount of Rs.50,000/- carrying interest rate
of 4% per annum was sanctioned upto 2010-2011. The
maximum amount of loan has been increased to
Rs.75,000/- from the year 2011-12. The rate of interest
under this scheme is also enhanced by 1% by National
Backward Classes Finance and Development Corporation.
20.3. MICRO CREDIT SCHEME Under Micro Credit Scheme, loan amount upto a
maximum of Rs.5.00 lakh per group is given under
this scheme to a Women Self Help Group, at
Rs.25,000/- per member. The men Self Help Groups are
granted loan of the same amount at 5% interest per
annum.
The annual income of the beneficiary should not
exceed Rs.40,000/- in respect of rural areas and
Rs.55,000/- in respect of urban areas for availing loan
under all the loan schemes implemented by the Tamil
Nadu Backward Classes Economic Development
Corporation except for the New Swarnima Scheme. As far
as New Swarnima Scheme is concerned, the annual
income of the beneficiary should not exceed
Rs.20,000/- in respect of rural areas and Rs.27,500/- in
respect of urban areas. However, as per the revised norms
communicated by the National Backward Classes
Finance and Development Corporation, the Annual
Income limit is fixed as Rs.40000/- for rural areas and

Rs.55000/- for urban areas under New Swarnima Scheme
also, from the year 2011-12 onwards.
During the year 2010-2011, a sum
of Rs.106.99 lakh to 261 persons under General
Term Loan Scheme, a sum of Rs.14.15 lakh to
66 persons under New Swarnima Scheme, and a sum of
Rs.3496.85 lakh to 24,485 persons under the scheme of
Micro Credit, aggregating to Rs.3617.99 lakh were
disbursed to 24,812 beneficiaries.
20.4. AWARD OF NATIONAL BACKWARD CLASSES FINANCE AND DEVELOPMENT CORPORATION
National Backward Classes Finance and
Development Corporation, New Delhi has awarded
National Level “Second Rank” to TABCEDCO for its
outstanding performance during the year 2009-10. The
Award was given at the National Conference held on
01.07.2011.
As per the Annual Action Plan approved by National
Backward Classes Finance and Development Corporation,
it is planned to disburse loan assistance to the tune of
Rs.4000 lakh to about 38,273 beneficiaries under various
schemes during the year 2011-12.
20.5. LOAN CUM SUBSIDY SCHEME FOR SMALL AND MARGINAL FARMERS
A loan cum subsidy scheme for creation of new
minor irrigation facilities to the small and marginal farmers
belonging to Backward Classes, Most Backward Classes
and Denotified Communities is implemented by the State
Government since 2007-2008. The beneficiaries under this
scheme are selected by the District Level Scrutiny
Committee under the Chairmanship of District Collector.

Based on the recommendations of the District Level
Scrutiny Committee, Co-operative Banks / Nationalized
Banks disburse loan to small and marginal farmers, which
carries 50% subsidy amount subject to a maximum of
Rs.50,000/-. So far, 385 farmers are benefitted with
subsidy amount of Rs.186.92 lakh.
It is significant to note that the overall recovery
percentage under all the Loan Schemes of TABCEDCO
is 90%.
21.DENOTIFIED COMMUNITIES WELFARE BOARD In order to ensure that the benefits of various
schemes implemented for the social, educational and
economic development of Denotified Communities are
reaching them, the Denotified Communities Welfare Board
has been formed. The members enrolled in this Board are
sanctioned various welfare assistances like, accident
relief, educational assistance, marriage assistance,
maternity assistance, old age pension as in the case of
members of the Welfare Boards for unorganized labourers,
functioning under the administrative control of Labour
Department. Till 31.3.2011, 28,463 persons have been
enrolled as members in this board and Identity cards
issued to 28,344 members. A sum of Rs.200 lakh has
been provided for this welfare board. Financial assistance
to the tune of Rs.27.26 lakh was given to 1972 members.

22. TAMIL NADU NARIKORAVAR WELFARE BOARD To assist the Narikoravars in education and
alternative employment and to monitor the implementation
of these schemes and to ensure the development of
Narikoravar to provide various welfare assistance “Tamil
Nadu Narikoravar Welfare Board” has been functioning in
the State.
The members enrolled in this Board are sanctioned
welfare assistances like accident relief, educational
assistance, marriage assistance, maternity assistance and
old age pension etc., as in the case of members of the
Welfare Boards for unorganized labourers, functioning
under the administrative control of Labour Department
Till 31.3.2011, 9762 Narikorvar Community people
have been enrolled as members in this Board and identity
cards have been issued to 9,331 members.
To start self employment individually or as a group
in order to enhance their economic status, Government
have issued orders to provide financial assistance at
Rs.7500/- as grant for an individual and a maximum
subsidy of Rs.1.25 lakh for a group as a back ended
subsidy.

23.VANNIYAR PUBLIC PROPERTIES WELFARE BOARD Vanniyar Public Properties Welfare Board is
functioning to identify various charitable Trusts testated by
the Vanniyar Philanthropists, consolidate them and to find
out ways and means to ensure the fulfilment of the
objectives of the benefits of Trusts reaching the intended
persons. Thiru G. Santhanam, I.A.S. is working as Special
Officer of this Board. The Government has sanctioned five
posts for the Board viz., a Legal Advisor (Retired District
and Session Judge), a Special Tahsildar, an Assistant, an
Office Assistant and a Data Entry Operator.
Till date, the details of 76 Vanniyar Public
properties have been gathered.
24. TAMIL NADU BACKWARD CLASSES COMMISSION The Tamil Nadu Backward Classes Commission,
constituted as a permanent body under Article 16(4) read with
Article 340 of the Constitution of India, in pursuance of the
directions given by the Supreme Court of India in the Indira
Sawhney and other Vs. Union of India and others
(J.T. 1992 (6) SC 273), known as Mandal Case, functions
from 15.3.1993 onwards, under the Chairmanship of a retired
Judge of High Court.
The functions of the Commission are quasi-judicial in
nature. The terms of reference for the Tamil Nadu Backward
Classes Commission are as follows:-
(i) the Commission shall entertain, examine and
recommend upon requests for inclusion and
complaints of over-inclusion and under-inclusion in
the lists of Backward Classes/Most Backward
Classes;

(ii) periodic revision of list of Backward Classes and
Most Backward Classes in this State as and when
decided;
(iii) the Commission shall base its recommendations in
the light of provision contained in Article 16(4) read
with relevant provisions of the Constitution of India
and the various decisions of the Supreme Court
bearing on the subject;
(iv) the Commission shall examine and make
recommendations on any other matter relating to
Backward Classes that may be referred to it by
Government from time to time.
The Commission has been reconstituted under the
Chairmanship of Justice Thiru. M.S. Janarthanam with eight
members for a period of one year with effect from 05.07.2011.
25.THANTHAI PERIYAR AWARD FOR SOCIAL JUSTICE
From the year 1995 onwards, the Government is
honouring those who fought for social justice in Tamilnadu
with Thanthai Periyar Award for justice. This award
instituted in the year 1994 was awarded to a person
selected by Hon’ble Chief Minister since 1995. The Award
carries the presentation of gold medal of 1 sovereign and
cash of Rs.1 lakh.
For the year 2011-12 a sum of Rs.1.25 lakh has
been provided for this scheme.
26. MINORITIES WELFARE Tamil Nadu has been the pioneer State in
formulating and implementing various welfare schemes for
the socio, educational and economic development of the
Minorities. The Government of Tamil Nadu, realizing the

need to provide quality education to Minorities in order to
root out their backwardness is allocating substantial funds
for the educational advancement of Minorities.
27. SEPARATE RESERVATION FOR BACKWARD CLASS MUSLIMS The Government, after considering the
recommendations obtained from Tamil Nadu Backward
Classes Commission based on the various representations
received from the minority communities, has provided a
separate reservation of 3.5% to Backward Class Muslims
out of the reservation of 30% earmarked for Backward
Classes.
28. SCHOLARSHIPS
The Government is effectively implementing the
scholarship schemes of the Government of India to the
effect that the benefits reach the Minority community
students studying from 1st Standard to Professional /
Research level courses to continue their studies without
any hurdle.
28.1 PREMATRIC SCHOLARSHIP SCHEME
The scheme of pre-matric scholarships to the
students of minority communities studying from
1st to 10th Standard has been implemented with the
funding pattern of 75:25 ratio between Centre and State
since 2008-09. Under this scheme 30% has been
earmarked for girl students.
The students, securing minimum of 50% marks in
the previous year final examination and whose parental
annual income is less than Rs.1.00 lakh are eligible to
benefit under this scheme.
The students studying from 6th to 10th standard are
sanctioned with admission fee upto a maximum of

Rs.500/- per annum and tuition fee up to a maximum of
Rs.3,500/- per annum. Apart from this, the students
studying from 6th to 10th standard staying in the hostel are
granted maintenance allowance for 10 months in a year at
the rate of Rs.600/- per month and the dayscholars of
1st to 10th standard are given maintenance allowance at
the rate of Rs.100/- per month for 10 months in a year.
Under this scheme Rs.2862 lakh has been spent
during the year 2010-2011. A sum of Rs.2266 lakh has
been allocated by the Government of India as 75% share
for the current year.
28.2 POSTMATRIC SCHOLARSHIP SCHEME
Post-matric scholarships are given to the students
of minority communities studying from 11th Standard to
Research studies with 100 % financial assistance of
Government of India. To avail this scholarship, the
students should have secured a minimum of 50% marks in
the final examination of the previous year and the annual
income of the parents / guardians should not exceed
Rs.2 lakh. Under this scheme 30% is earmarked for girl
students.
From 1.4.2011, Maintenance allowance ranging
from Rs.380/- to Rs.1200/- per month is granted to the
students staying in hostels and from Rs.230/- to Rs.550/-
per month to the day scholars. In addition,
Rs.3000/- to Rs.10,000/- is sanctioned as admission and
tuition fees under this scheme.
Under this scheme Rs.1017 lakh has been spent
benefitting 33,695 students during the year 2010-2011.
A sum of Rs.1691 lakh has been allocated by the
Government of India for the year 2011-2012.

28.3. MERIT-CUM-MEANS BASED SCHOLARSHIP SCHEME This scholarship scheme is implemented with
100% financial assistance of Government of India with a
view to encourage the students belonging to Minorities to
pursue Professional/Technical courses in large numbers.
Students pursuing Professional and Technical
courses in Government, Government aided and Private
Professional Colleges are reimbursed course fees paid by
them or Rs.20,000/- whichever is less. In addition to this,
Rs.10,000/- per annum for the hostelier and Rs.5,000/- per
annum for the day scholar is paid as maintenance
allowance.
To avail this scholarship, the annual income of the
Parent/ Guardian should not exceed Rs.2.5 lakh and the
student should have secured a minimum of 50% marks in
the previous year final examination. Under this scheme
30% is earmarked for girl students.
Under this scheme Rs.552 lakh has been spent
benefitting 2118 students during the year 2010-2011.
29. SCHOOL AND COLLEGE HOSTELS FOR MUSLIM GIRL STUDENTS
To enable the minority girl students hailing from
rural areas to continue their education by staying in urban
areas, six Muslim girls hostels providing free boarding and
lodging facilities are functioning at Dindigul, Vellore,
Coimbatore, Tiruchirappalli and Tirunelveli districts.
Muslim Girls Hostel at Trichy is functioning in
Government building. Construction of own building for
Muslim Girls hostel at Tirunelveli is under progress.
Under this scheme Rs.47.45 lakh has been spent
benefitting 279 Girls during the last financial year. A sum

of Rs.48.37 lakh has been provided under this scheme for
the year 2011-12.
30. SCHEME OF AWARDING PRIZES TO THE STUDENTS OF MINORITY COMMUNITIES
With an object of encouraging the students of
minorities, State and District level prizes are awarded
every year to the students securing 1st, 2nd and 3rd ranks in
10th Standard and 12th Standard Public Examination.
30.1. STATE LEVEL PRIZES
One boy and one girl student of minority community
who score 1st, 2nd and 3rd ranks at State level in
12th standard Public Examination are awarded prizes at
the rate of Rs.50,000/-, Rs.30,000/- and
Rs.20,000/- respectively. Similarly, prizes at the rate of
Rs.25,000/-, Rs.20,000/- and Rs.15,000/- respectively are
granted to one boy and one girl student who obtain the
first three ranks in the 10th standard Public Examination.
30.2. DISTRICT LEVEL PRIZES
One boy and one girl student of minority
community who secure 1st, 2nd and 3rd ranks at the District
level in the 12th standard Public Examination are awarded
the prize amount of Rs.3000/-, Rs.2,000/- and
Rs.1,000/- respectively. Similarly, prize amount of
Rs.1,500/-, Rs1,000/- and Rs.500/- are given to one boy
and one girl student who secure the 1st, 2nd and 3rd ranks
at the District level in the 10th standard Public
Examination.
Under this scheme, Rs.10.45 lakh has been spent
during the year 2010-2011 towards State and
District level prizes benefitting 403 students. A sum of

Rs.14.72 lakh has been provided under this scheme for
the year 2011-12.
31. AWARD SCHEME TO STUDENTS STUDYING URDU LANGUGAGE State level Prizes of Rs.3000/-, Rs.2000/- and
Rs.1000/- are given to the students who study Urdu as first
or second language and who secure 1st, 2nd and 3rd ranks
in 12th Standard Public Examinations. Similarly, prizes of
Rs.2000/-, Rs.1500/- and Rs.1000/- are given to the
students who secure 1st, 2nd and 3rd ranks in
10th Standard .
Under this scheme Rs.22,000/- has been spent
benefitting 13 minority students during the year
2010-2011. A sum of Rs.21,000/- has been provided for
the year 2011-2012.
32. SKILL DEVELOPMENT TRAINING
The Government is implementing a scheme of free
Skill Development Training in Readymade garments,
Tailoring, Welding, Carpentry, Footwear, Computer
Software and Hardware etc. to enhance their skill of the
Minority students. Under this scheme Rs.250 lakh has
been spent during the year 2010-2011 benefitting more
than 10,000 Minority youth. A sum of Rs.250 lakh has
been provided for the year 2011-2012.
33. MUSLIM WOMEN AID SOCIETY
The Muslim Women Aid Societies have been
formed in all the district head quarters for providing
assistance to the muslim women. A sum of
Rs.30 lakh has been disbursed to the districts at
Rs. 1 lakh to each district as Seed Money. Free training in
the field of tailoring, embroidery, shoe making, handicrafts

etc. and other need based training are given to the
destitute widow, poor and aged muslim women through
this society. The Government is giving an assistance
equivalent to the amount of donation collected by the
societies subject to a maximum Rs.10 lakh as matching
grant. During the year 2010-2011 a sum of Rs.32.83 lakh
has been sanctioned by the Government as matching
grant.
34. STATE MINORITIES COMMISSION Tamil Nadu State Minorities Commission has been
functioning in Tamil Nadu since 1989 to evaluate the
implementation of the safeguards provided in the
Constitution of India and in the laws enacted by the State
Government and to suggest schemes for the welfare of
Minorities.
35. PRIME MINISTER’S NEW 15 POINT PROGRAMME
In Tamil Nadu, Prime Minister’s 15 Point
Programme is implemented in order to ensure that
equitable share under various schemes is extended to
minorities in proportion to their population within the
stipulated time and to provide due share in the schemes
implemented for their economic development.
Benefits of Integrated Child Development Services,
enhanced educational opportunities, grant of scholarship,
self-employment programmes, upgradation of skills
through technical training, employment opportunity under
State and Central Governments, improvement of the
condition of slums in-habited by Minority Communities
providing rehabilitation assistance to the victims of
communal riots and prevention and control of communal
riots etc. are the important purpose of this scheme.

A State Level Committee under the Chairmanship of the
Chief Secretary to Government and District Level
Committees under the Chairmanship of the District
Collectors have been constituted to monitor the proper
implementation of this programme.
36. REHABILITATION OF VICTIMS OF COMMUNAL RIOTS / PETTY OFFENCES With a view to give a new lease of life to the
minority families who have lost their livelihood due to
communal riots and to assist the discharged prisoners of
petty offences to lead a decent life in the society, a
rehabilitation scheme has been introduced. Under this
scheme, financial assistance is given upto Rs.10,000/- per
family to set up petty trades and Rs.50,000/- has been
distributed to 5 beneficiaries during the year 2010-2011.
37. ULEMAS AND OTHER PERSONNEL WELFARE BOARD The Ulema and Other Personnel Welfare Board
was formed for the upliftment of educational and economic
status of the Ulemas, Aalims, Pesh-Imams, Arabic
Teachers, Mothinars, Bilals, and other Employees working
in Mosques, Madarasas, Darghas, Ashurkhanas,
Burial grounds, Thaikas, Muslim Orphanages etc. So far,
11,307 members have been enrolled in this Welfare
Board.

effectively with ardent desire that the members of Minority
Communities should also get social, educational and
economic upliftment on par with the other major
communities in the State.
38. TAMIL NADU MINORITIES ECONOMIC DEVELOPMENT CORPORATION
Tamil Nadu Minorities Economic Development
Corporation is implementing various welfare schemes for
the economic development of Minorities. The authorized

Share Capital of this Corporation is Rs.5 Crore and paid
up Share Capital Rs.2.05 Crore.
38.1. INDIVIDUAL TERM LOAN Under this scheme, loan up to Rs.1 lakh is
sanctioned at the interest rate of 6% by Tamil Nadu
Minorities Economic Development Corporation through
Co-operative Banks. Loans above Rs.1 lakh, with a ceiling
of Rs.5 lakh, is sanctioned with the prior permission of the
National Minorities Development and Finance Corporation
and these loans are given by Tamil Nadu Minorities
Economic Development Corporation through Co-operative
banks.
Auto loan scheme is implemented through Industrial
Co-operative Societies formed under the Department of
Industries and Commerce. The loan under this scheme is
sanctioned through TAICO Bank at 6% rate of interest.
A loan up to Rs.3.13 lakh at 10% rate of interest is
also sanctioned through Co-operative Banks for the
purchase of Tourist Car/Van/Tractor etc.
A loan amount of Rs.50,000/- and Rs.70,000/- is
provided to the Minorities to purchase two Cross Breed
Cows and two Graded / Murrah Buffaloes at 6% rate of
interest through AAVIN.
During 2010-11, loans for Rs.661.99 lakh was
disbursed to 813 beneficiaries.
38.2. MICRO-FINANCING
The members of Minority Self Help Groups are
extended Micro-Finance not exceeding Rs.25,000/- per
individual to take up various trades like sweet stall,
footwear sale, tiffin shop, textile business, preparation and

sale of pickles and appalam, basket weaving etc. This
loan is sanctioned at 4% rate of interest through
Co-operative Banks. During 2010-11, loans for
Rs.1302.54 lakh was disbursed to 6,029 beneficiaries.
38.3. EDUCATIONAL LOAN
Under this scheme, Educational Loan of
Rs.50,000/- per annum is sanctioned subject to the
maximum of Rs.2,50,000/- for the entire course duration of
5 years at 3% rate of interest through Co-operative Banks.
This loan is sanctioned to poor minority students to pursue
Professional courses such as MBBS/BDS/B.Pharm /
BUMS / B.Sc (Agri.) / B.E. / B.Tech./ B.Arch etc. in
Government / Private Colleges in Tamil Nadu. During
2010-11, loans for Rs.12.59 lakh was disbursed to 22
beneficiaries.
38.4. MAHILA SAMRIDHI YOJANA SCHEME
Under this scheme, 40 Minority Women are
imparted employment oriented training in Tailoring,
Knitting and Embroidery through Non-Governmental
Organisations at a cost of Rs.1,80,000/-. After the training,
they are motivated to form Self Help Groups and given
small loans. In the year 2010-11, 40 beneficiaries have
benefitted at a cost of Rs.1.80 lakh.
Last year this Corporation had disbursed
Rs.1977.12 lakh benefitting 6864 Minority beneficiaries
through various loan schemes. A target of Rs.3000 lakh is
fixed for current year. It is significant that the recovery rate
in respect of the various loans sanctioned by this
Corporation is 90%.

39. TAMIL NADU WAKF BOARD
The Wakf Act, 1995 (Central Act 43/1995) was
enacted and came into force with effect from 01.01.1996
to maintain the Wakf properties properly and to administer
the works relating to the Wakf. As per the provision of the
Act, Tamil Nadu Wakf Board is formed and reconstituted
once in 5 years regularly.
For the determination of disputes arising out of
Wakfs and Wakf Properties Subordinate courts are
functioning as Wakf Tribunals in 25 districts. The work
relating to survey of about 6700 Wakf properties in Tamil
Nadu is under progress, headed by Commissioner of
Survey and Settlements.
39.1. ULEMA PENSION SCHEME Ulema Pension Scheme with 2400 beneficiaries is
being effectively implemented since 1981. Under the
scheme poor Pesh Imams, Mothinars, Arabic Teachers,
Mujawars and those who have served and retired after
rendering service in Tamil Nadu Wakf institutions are paid
pension. Under the Scheme those who have attained
60 years of age and completed 20 years of service are
eligible for the pension. A sum of Rs.312 lakh has been
allotted to this scheme for the year 2011-2012.
39.2. MAINTENANCE PAYMENTS TO DIVORCED MUSLIM WOMEN As per the Section 4(2) of the Muslim women
(Protection of Rights on Divorce) Act,1986 the
Maintenance amount is paid to the divorced Muslim
women as per the orders of the court by the Tamil Nadu

Wakf Board. This amount is sanctioned to the Board by
Government by way of Grant.
40. TAMIL NADU STATE HAJJ COMMITTEE The Tamil Nadu State Hajj Committee which was
constituted as per the provisions of Central Hajj Committee
Act, 2002 coordinates with voluntary organisations in
respect of activities such as calling for applications from
the pilgrims of Tamil Nadu who intend to go for Makkah for
Hajj pilgrimage, selection of pilgrims by conducting drawal
of lots, to print and issue Hajj guide and Umrah books free
of cost, to conduct orientation training programmes at
districts relating to Hajj pilgrimage, to administer
vaccination against meningitis, to arrange direct air journey
from Chennai to Jeddah and back and to make necessary
accommodation arrangements for the stay of pilgrims at
Makkah and Madinah. The Committee also looks after all
the related works for the successful performance of Hajj
Pilgrimage. Government sanctions the administrative
expenses as grant to Tamil Nadu State Hajj Committee
every year.
