LETTER OF SUPPORT The League of Women Voters of Southwest Riverside County supports the Santa Ana Watershed Project Authority’s (SAWPA) Santa Ana Integrated Watershed Plan 2005 Update, an Integrated Regional Water Management Plan which includes Eastern Municipal Water District’s (EMWD) tertiary treatment expansion/upgrade of the San Jacinto Valley Regional Water Reclamation Facility. Our support of this project and grant application is based on positions we have developed at state and national levels on groundwater and wetlands protection, as well as for the overall planning and management of water resources. This project will reduce dependence on imported water by expanding recycling opportunities, reduce demands on local over drafted groundwater basins, fully protect the water rights of local farmers who switch from groundwater to recycled water, help maintain seasonal wetlands and provide habitat for migratory waterfowl, and help maintain a valued recreational asset within the California Department of Fish and Game San Jacinto Wildlife Area. This letter supports SAWPA’s Proposition 50, Integrated Regional Water Management Program, Step 2 Implementation Grant Application, which includes EMWD’s San Jacinto Valley Regional Water Reclamation Facility Tertiary Upgrade/Expansion. This project will ensure EMWD’s ability to maximize water recycling while assuring the fail-safe disposal of seasonal surplus recycled water. There is a continued increase in demand for tertiary-treated water for high-value agricultural crops and commercial landscaping. This project will help meet that demand and at the same time reduce the dependence on State Project Water.
