• Definition: An educational programme – a Partnership of Learning - linking High Schools with Special Schools /

Institutions, Social Care Centres and others

• Aims: Increased social interaction, integration and inclusion

• Organisers: The Ministry of Education and other Ministries in partnership with The Children’s High Level Group

• Format: an Activity Programme involving both the High School pupils and the children from the Special Schools / Institutions which includes a wide range of creative,

imaginative and expressive activities used as “vehicles” for social inclusion. Activities may include Art and Crafts, Drama, Music, Dance and Sport

- Background - • 2000: the High Level Group for Romanian Children (HLGRC)

was founded by Baroness Nicholson of Winterbourne, MEP, and promoted the implementation of Community Action programmes in Romania.

• February – April 2003: Community Action PilotStudy (CAPS) in Craiova, organized by Muir John Potter

• February 2004: a Memorandum refereeing SNAC was signed by 5 ministers and the Prime minister

• April 2004: National Conference to launch the National Strategy for Community Action (SNAC)

- Legal background - What is new about this Order is that it sets up objectives, ways of action and organization, responsibilities and rights, documents needed for developing and expanding SNAC to all levels of the Romanian education system.

THE NATIONAL CONTEST OF PROJECTS ON DRUG

PREVENTION

“TOGETHER”

aiMThe prevention of drug abuse among teenagers

oBJECTIVES• Involving high-school students in volunteering

activities on the prevention of drug abuse

• Implementing both locally and in the county certain projects on the prevention of toxic substances abuse created by students.

• Creating a network of resource-persons (students and teachers) on a national level.

Target group

• The students from the 9th and 10th grade from highschools from Romania

• The teachers from these grades

PARTNERS

• The county school Inspectorates

• Centers of counselling on drug abuse prevention

• NOGs and government institutions (institutions of public health, police institutions)

• Local councils

Financing

• 10 000 euro at the national stage, from the budget of the Ministry of Education

• At the county stages each team has its

own financing from partners and local sponsors

• Making the contest known in the highschools that have the 9th and 10th grade

• Formal letters from the Ministry of Education to the school inspectorates

• Informing the school managers and educational counselors

• Displaying the posters at the schools notice boards

• Making project teams of 4 students and one coordinating teacher in each school – December-January

• Writing the projects – January-February

• Signing up the projects for the contest – February

MethoDoLoGy• Peer to peer volunteering• The prevention of toxic substances abuse is

based on using interactive methods • The camp is organised as a contest where the

teams present their projects and also participate in different activities suggested as healthy alternatives to spend the free time, such as:

There are free discussions about the causes for drug abuse, the risk factors and protection, typical

problems of the teen years etc

Crafts – fantasy workshop

Results• Almost 1000 students and teachers involved

annually in volunteering activities in the field of toxic substances abuse prevention

• 250 participants in the camp

• Almost 140 drug abuse prevention projects implemented locally which are based on volunteering

• A minimum of 200 direct beneficiaries for each project (28 000 students, teachers and parents annually)

• Almost 50 000 persons exposed to drug abuse prevention messages
