The major events of 2009 that occurred on the national scene touched every corner of our country. As citizens, we witnessed an historic inauguration of a new President, watched the implementation of an
unprecedented federal economic stimulus program, and suffered through the huge loss of jobs and high unemployment. Our national conversations centered on the economy, health care and military commitments. It was an up and down year on the national scene and one that could be labeled as truly distinctive.
For the Marshall County Community Foundation, 2009 was also distinctive in many good ways. Certainly, a highlight was achieving a long-sought recognition for compliance with National Standards for U.S. Community Foundations. This accomplishment gives assurance to our fund holders that MCCF is guided by sound policies and accountability practices. MCCF is in a strong position to continue building capacity and further carrying out our mission of benefiting people in Marshall County. In fact, MCCF received a grant from the Lilly Foundation in 2009 for the specific purpose of sustaining resource development (SRD).
We began working on the implementation of the SRD plan during 2009. Some accomplishments included streamlining the field of interest options for donors, convening a town hall meeting to hear from community leaders, and hiring a new staff member who will focus on building new assets for the foundation. Please read about our new Vice President for Development, Joseph K. Goepfrich, on page 15. In addition, the Board of Directors has been reviewing policies and adopting updates where necessary to modernize MCCF operations.
Another trend experienced in 2009 was the return of growth in foundation assets. Although the grants we award still feel the affect of last year’s investment market, the net value of our assets continues to climb toward levels that existed prior to 2008.
An organization like MCCF cannot operate well without the on-going support and involvement of many people. We are blessed to have an active Board of Directors, involved committee members and volunteer advocates in addition to a dedicated and hard working staff. And MCCF grant recipients are extremely grateful for the funds they receive, which are transformed into amazing results. Read more about the grants we awarded in 2009 on page 12. As I think about all of these people and their involvement with MCCF, I am reminded of the quote from John Wesley, “Do all the good you can, by all the means you can, in all the ways you can, in all the places you can, at all the times you can, to all the people you can, as long as ever you can.”
The 2009 annual report is one of several methods we use to communicate information about MCCF activities. We are pleased to share it and extend a deep sense of gratitude to the people of Marshall County. Our promise is to always maintain the trust you have placed in your community foundation.

National Standards were developed
in 2000 by a group of community
foundation practitioners to serve as a
roadmap for legal, ethical, and effective
practices within a philanthropic
environment increasingly affected by
technology, competition for donors,
and political and media scrutiny.
National Standards for U.S. Community
Foundations are philanthropy's most
rigorous and were adopted by the
Community Foundation Leadership
Team of the Council on Foundations
in late 2000. Since then, hundreds of
community foundations of all sizes,
ages, and locations have committed
to operational excellence. There
are approximately 700 community
foundations in the United States.
The State of Indiana has more
community foundations than any
other state in the country with
every county served by at least one
community foundation. The Marshall
County Community Foundation
(MCCF) became the 72nd community
foundation in Indiana to achieve
compliance and can now display the
official National Standards Seal that
denotes the achievement. Almost all
community foundations in Indiana
(90%) are currently in compliance with
National Standards.
The MCCF board of directors decided
to pursue the National Standards
endorsement in the fall of 2007. "After
more than a year and a half of extensive
work the Foundation was recognized
in compliance," said Tammy Houin, past
chairman of the board of directors.
"We are very pleased to announce this
achievement to our donors and our
community," added Sarah Smith, asset
development committee chair.
Mission, Structure, and Governance, including standards defining board accountability, compensation, indepen-dence, fiduciary responsibility and representation of the community.
Resource Development, including parameters for administration of funds, disclosures to donors and commitment to building long-term resources for varied community issues and causes.
Stewardship and Accountability, covering prudent investment and management of funds, transparent record-keeping, use of funds for their intended purpose, annual audits and public availability of financial information, including standards related to due diligence and community responsiveness.
Grant making and Community Leadership, including standards related to broad and open grant making programs, due diligence and responsiveness to changing community needs.
Donor Relations, encompassing guidelines for informing, educating and involving donors in responding to community needs.
Communications, including openness to public scrutiny and frequent communication about activities and finances.
National Standards were designed to demonstrate transparency and financial responsibility. In addition, they also guide
governing boards to adopt sound policies and practices and help build capacity of the community foundations to
carry out their missions. A total of forty-three (43) standards address six key areas of community foundation operations:

2009 New FundsChad Edward Pearson Memorial Scholarship FundIn 1994, Chad Pearson was a student at
Indiana University South Bend (IUSB) who was
studying in London when he was struck by a
car and killed. Chad’s parents, Larry and Glenda
Pearson, were understandably filled with grief
at the loss of their only child at such a youthful
age. But their painful journey of grief led them
to a determination that others would be
helped and that Chad would be remembered
in a special way.
Beginning in 1996, volunteers and friends
worked with Larry and Glenda to establish a
scholarship fund in memory of Chad at IUSB. A
small but successful fundraising event that first
year raised enough to begin the scholarship and the goal of
attaining at least $100,000 over time for that particular fund
was set. The group of volunteers continued to meet and
came up with the idea of holding a dinner-dance-auction
on Valentine’s Day. After years of determination, planning
and holding the annual Valentine’s event, the scholarship
goal was met!
Fast forward to 2009. Valentine’s Day found Chad’s parents
and the group of dedicated volunteers holding the “Chad
E. Pearson Valentine’s Dinner, Dance and Silent Auction” at
the FOP Lodge in Mishawaka, Indiana. As in the past, Chad’s
mother autographed her
book, “But Should the Angels
Call for Him: A Mother’s
Journey Through Grief
and Discovery” for those in
attendance who wished to
purchase it. But this time,
net proceeds from the
event were used to fund an
endowed scholarship for
a Mishawaka High School
student (Chad’s alma mater)
with the Marshall County
Community Foundation.
In all respects, the 2009 event was a huge success and the
tradition will continue in 2010 to create yet another fund at
MCCF in Chad’s memory that will benefit the Knute Rockne
Memorial Kiwanis Club scholarship program.
Naturally, some people might ask, “So how did the Marshall
County Community Foundation receive the Chad Edward
Pearson Memorial Scholarship Fund endowment?” The
answer - personal relationships. Glenda Pearson and Jennifer
Maddox (MCCF President and CEO) met for the first time in
1996. Soon after, Jennifer found herself in a role that she
has held for over 10 years – the annual Pearson scholarship
event chair! Similarly, Larry and Jennifer worked together
through their respective employment connections in the
1990’s. Larry thought there may be an opportunity for the
scholarship fund to grow. In fact, there are multiple levels
of personal relationships in this story and putting the
connections together led to the endowment fund being
established at MCCF.
The tragic event that took place in 1994 cannot be erased.
But Glenda and Larry’s original hope that others would be
helped is being met. The scholarship funds at IUSB and
MCCF came from personal relationships established years
ago and the dedication of many caring volunteers.

Our local United Way agency has a unique relationship with the people who work and volunteer for the Marshall County Community Foundation. While both the United Way and MCCF have separate boards and are separate legal entities, they do share staff, office location and, in some instances, daily work and volunteer efforts to meet the goals of both organizations. So the establishment of a new endowment fund in 2009 at MCCF that benefits the United Way of Marshall County is of particular interest because it helps solidify an organizational model that is found nowhere else in the country. But as the saying goes, there is a story behind the story.
It began when the matching gift program known as the Generations Initiative for Not-for-Profits (see story on page 14) was approved by the MCCF Board of Directors. Designed to get not-for-profit organizations thinking about the benefits of having an endowment and the support it could provide for future needs, the initiative sparked the interest of the United Way Board.
The mission of the United Way of Marshall County is to improve lives in Marshall County by mobilizing the caring power of our community. Most people are familiar with the annual United Way campaign through their employer or through personal contributions. Dollars are raised and distributed annually to agencies in Marshall County serving the health and human services needs for thousands of people. Local dollars help local people.
With the offer of matching funds, the United Way Board of Directors decided the time was right to take some of their funds already held in reserve (i.e., not from current annual campaign dollars) and invest them in an endowment. Their action provided an immediate and substantial increase in the value of the reserve and put it to use for the future benefit of others. Now, the United Way will receive a yearly distribution from the endowment at MCCF to supplement the generosity of those who donate to the United Way annual campaign.
This new endowment is a classic example of a win-win situation. MCCF serves its mission when endowment funds are created to benefit the people of Marshall County. The United Way serves its purpose when more funds are made available to help those who are most in need. Both objectives have been met. Over time, United Way will see the entire value of their original investment returned as annual distributions are made from the new MCCF endowment. And, United Way will still have a permanent endowment in place at MCCF to serve future generations.
Simply by taking advantage of a matching gift opportunity, an already exceptional collaboration between MCCF and the United Way has been strengthened and will produce even greater results in the future. Positive impact - that’s the real story behind the story.

Generations InitiativeThe Marshall County
Community Foundation
(MCCF) is pleased to
announce a matching gift
opportunity that allows
existing and new not-for-profit agency endowment fund
holders the opportunity to provide substantial benefits
for future generations.
New gifts contributed above a $5,000 initial investment to
an existing or new MCCF permanent agency endowment
fund for the benefit of a 501(c)(3) organization will receive
a match of fifty-cents for every dollar contributed from
the MCCF not-for-profit Generations Initiative. Up to
$20,000 in new gifts above the minimum required per
not-for-profit agency endowment fund qualifies for the
matching program.
MCCF will provide a maximum of $100,000 of matching
funds for the not-for-profit Generations Initiative and will
award all matches on a first come, first served basis through
June 30, 2010 or until the remaining available funds are
expended. Individuals and not-for-profit organizations are
strongly encouraged to take advantage of this opportunity
to add to existing or create new agency endowment funds
through MCCF.
The Generations Initiative applies only to permanent not-
for-profit agency endowment funds with MCCF that benefit
501(c)(3) organizations. Non-permanent not-for-profit
Not-for-Profit matching gift opportunity for Marshall County
agency funds may convert to a permanent not-for-profit
agency endowment fund and realize the match on all new
gifts except for the initial $5,000. Contributions made during
one calendar quarter will be matched on the first business
day of the next calendar quarter.

Policy Concerning Charges and Fees
MCCF has two types of fee charges based on whether the fund is a (1) permanent asset of the Foundation, or
(2) money that merely “passes through” the Foundation. Fees are debited quarterly in arrears. Fees will be
prorated whenever the funds are not held the entire quarter.These funds are permanent assets of the Foundation and only the income is distributed. The annual fee is 1%
on the first $500,000.00, .05% on the next $500,000.00 and .025% on the balance. The fee will be assessed
on the market value balances as of March 31, June 30, September 30 and December 31.
1. Designated Endowment Funds are established by a single donor or by an agency.
Contributions may be made to the fund by others. Net annual earnings are distributed to the
designated beneficiary institution.2. Field of Interest Endowment Funds are established by an individual or an organization and are
open to contributions by others. Net annual earnings will be distributed by MCCF for
programs and activities outlined by the agreement.
3. Advised Endowment Funds are established by donors who wish to participate in the
distribution decision by making recommendations to the MCCF Board of Trustees.
Additions may be made to the funds as dictated by the donor. Only net annual earnings are
distributed.
These funds are only temporarily a part of the Foundation. These funds may be given to the Foundation for
redistribution when certain conditions are met. Or, as a convenience to the donors, the Foundation may
agree to receive securities, sell them and distribute the net proceeds to beneficiaries designated at the time of
the gift. They may be given by individuals, organizations, or corporations. The annual fee for these funds is
2% of deposits. An exception can be made if the donor agrees to waive the interest earned on these funds.
These funds incur no Foundation administrative charge during the term of the life interest(s). The bank
administrative charge is paid from the principal of the fund. Upon the expiration of the life interest(s), the
funds become an endowment of the MCCF and charges applicable at that time to other endowments shall
apply.
Notwithstanding the above, the minimum charge made against each type of fund shall be $100.00 annually.
Any out-of-pocket expenditure by MCCF from a donation will be charged against the earnings of that
donation, in addition to charges set forth above.

Marshall County Community Foundation Assets
Joseph K. Goepfrich, CFRE joined the staff of the Marshall County Community
Foundation as Vice President for Development in November 2009. He previously
held the position of Vice Chancellor for Advancement at Purdue University North
Central and has worked in the fundraising profession for over twenty years. As an
active member of the Association of Fundraising Professionals (AFP), Joe is the
current President of the AFP Indiana Northwest Chapter, has served as Diversity
Chair for AFP International, and is a founding member, former President and
former Board member of the AFP Indiana Michiana Chapter. Joe has also been
active in volunteer work, with previous service at the Boys & Girls Club of Michigan
City as a Board Member and Treasurer, the La Porte County Symphony Orchestra
as a Board Member and Treasurer, and the Rotary Club of La Porte as a past
President and Board Member. He earned an Associate of Arts degree from Holy
Cross Junior College, a B.S. in Business from Indiana University in Bloomington
and an MS in Business Administration from
Indiana University South Bend. Joe has held the
Certified Fund Raising Executive (CFRE) credential
since 2001. As Vice President for Development at
MCCF, Joe will concentrate efforts on increasing
community foundation assets through outright
gifts, planned giving and marketing so that,
ultimately, the amount of grant dollars returned
to benefit local communities doubles over
the next ten years.

History. Health care. Church. Over many years, these three areas
have had significant meaning in the
life of longtime Bourbon resident
Elizabeth Snider “Libby” Marshall. A
daughter of ministers who played the
organ for many years during church
services, she later became a nurse and
worked in Indianapolis, South Bend,
and then for a long period in the
intensive care unit of the Plymouth
hospital. She and her late husband
resided together for years in the
historic Shakes House built in 1883
and were active community members,
studying the history of Bourbon and
the surrounding area.
After Libby’s husband and sister
passed away, she began to think
about her estate plans. “I discovered
that I had no trustee. My banks had all
changed ownership or were no longer
offering trust services like in the past,”
said Libby. So, a close friend suggested
she consider the Marshall County
Community Foundation as a way to
accomplish her wishes.
And that is exactly what Libby has
done. With the advice of her attorney,
Libby has a specific plan in place for
her estate. Naturally, some of it will
go to relatives and friends and some
will go directly to charities that are
important to her. Libby has also made
arrangements for a portion to go
to the Marshall County Community
Foundation to support in perpetuity
those charities that are her passion.
Libby and her late husband resided together for years
in this historic Shakes House built in 1883.

Over the past fifty years, American citizens worked hard and their collective effort resulted
in the accumulation of wealth as
never before experienced in the
history of our country. Now we are at
the beginning of a new age, where
wealth is being transferred from one
generation to the next. One study
suggests that throughout the county
over $40 trillion will pass into new
ownership over the next five decades.
Here in Indiana the estimate is that
$412 billion will change hands, with
over $420 million being transferred
to a new generation in Marshall
County over the next ten years.
Imagine what would happen if some
of the wealth transfer were invested
in a permanent fund at the Marshall
County Community Foundation. Just
5% would create nearly a $21 million
increase in endowment funds and
that could generate nearly $1 million
annually for grants to better the lives
of Marshall County residents.
Of course, the large numbers are
staggering and some people might
think they have no role to play in
making it happen. The truth is that
everyone can make a difference by

Leadership Marshall County, a joint program of MCCF and the United Way of Marshall County, is designed to identify, motivate and develop community leaders through education and skill development involving sessions taught by currently established leaders in Marshall County government, education, economic development, arts, agriculture, health and human services, and criminal justice. Since the first class in 1995, LMC has trained over 250 community leaders.

The MCCF has administered the Lilly
Endowment Community Scholarship
Program since 1998. Selected
students receive a full, four-year
scholarship plus an $800 stipend for
required books and equipment. The
number of scholarships available is
based upon county size/population.

Endowment has made available
over $3 million dollars to Marshall

BEAM was created by the Marshall
County Community Foundation in the
Spring of 2008. The Lilly Scholarship
Fund provides the means for every
county within the state of Indiana to
send a few students from each county
to any school in Indiana for no cost. For
some years, there were funds left over
from students who did not use the full
amount set aside for their education.
This money was then given back to
each county's community foundation,
to be used towards the youth of the
county. MCCF named their fund the
“Pennies From Heaven Fund”, which
gave birth to the first county-wide
youth philanthropy group in Marshall
County, BEAM. With $60,000 available,
BEAM is dedicated towards making
that money grow, both in size and
benefit to the community.
BEAM started as the idea of Mr. Bruce
Jennings, principal of Bremen High
School. Stasha Dirrim, a Bremen
High School student at the time,
also was involved at the early stages
of development. A committee from
MCCF interviewed sixteen energetic
youth who were seeking to use their
leadership to awaken and utilize one
of the greatest resources our county
possesses: its youth. BEAM's motto,
“The future of Marshall County,
changing the future of Marshall
County”, speaks of the group's
commitment to getting youth excited
about furthering their county into a
better place for all of their neighbors.
In two short years, the BEAMers have
have established themselves as a
genuine not-for-profit organization
with official bylaws as a subset of MCCF.
Today, eighteen youth from each high
school with students living in Marshall
County are members of BEAM. The
youth have quickly set out to raise
funds, with the help of generous
patrons such as MCCF, Mr. John Zeglis
(owner of the Ft. Wayne Mad Ants
basketball team and current MCCF
chairman of the board), and Mr. John
Oliver (President of U.S. Granules Corp.).

which they may serve Marshall County
in a similar capacity to the MCCF, but
geared towards aiding the youth
to create a brighter community, by
assembling sufficient funds to operate a
self-sustaining organization that awards
grants throughout the county.
While many of BEAM's activities have
been geared toward fund raising,
these teenagers have not neglected
their community in the process. The
BEAMers have traveled throughout
the county doing various service
projects such as helping to build a new
playground in Culver, removing an
invasive plant species from Centennial
Park in Plymouth, and planting and
maintaining a vegetable garden for
senior citizens in Bremen. The group
also raised over $300 for the United Way
campaign by holding a car wash. The
BEAMers are intent upon improving this
county for not only the youth, but for
all who call Marshall County their home.
The next year will see further fund
raising efforts and publicity to make the
community aware of one of its fastest
developing assets. It is the nature of
every BEAMer to explore new, creative
means for bettering Marshall County,
so expect to see BEAM impacting
your town soon! Keep your ears open
and your eyes alert for news on this
ambitious youth philanthropy group
bent on providing a BEAM of light
towards a more united, caring, and
progressive future for Marshall County.

Youth Leadership Marshall County (YLMC) YLMC is a unique and interactive approach to building leadership
skills in a new generation of young people. Each junior high school
in Marshall County, including parochial schools, may select three
students to participate. Students will be selected at the end of
their 7th-grade year and participate during their 8th-grade year, in
hopes of preparing them for the increased number of leadership
opportunities that come with the high school experience. Selected
students are asked to complete an information form. Each year
finalists will receive confirmation of their selection in May.
YMLC Philosophy Many young people exhibit leadership abilities but never get the
chance to fully realize them. YLMC is unique in that it endeavors
to involve students more accustomed to sitting on the ledge than
diving in feet first. From eliminating participation fees to providing
transportation, the YLMC planning committee hopes to provide the
assistance necessary to allow all selected students an equal chance
to freely participate. By providing leadership tools to a broader
audience today, YLMC hopes to play a part in creating tomorrow’s
Marshall County success stories.
Youth Leadership Marshall County is the result of a community-wide
collaboration and is sponsored jointly by MCCF and the United Way
of Marshall County.

Friends and Neighbors:
It’s been less than a year since I last addressed you in an annual message, but we are reporting on a calendar year basis, so here I am again. In the months since my last letter, the positive trends at your Foundation have
continued. Importantly, stocks have continued to gain, pushing your Foundation’s total assets comfortably past the $20 million mark.
That isn’t a full recovery to pre-crash levels, but it has allowed us to continue payouts and restore some of the principal lost when the market came crashing down at the end of 2008 and in the early months of 2009. We would like to build back even more value in your funds, and so we are continuing our 3% payout policy, looking forward to the day when restored fund values allow us to consider higher payouts. But not just yet.
We are also intent on building your Foundation through the creation of new funds and further contributions to existing funds. The recent Lilly Foundation grant (described in our last report) makes it possible for us to raise the Foundation’s public profile, to learn more about where our county’s needs are the most pressing, and to do a better job of matching contributors’ interests to those many needs. You’ve seen some of these activities roll out, and you’ll be seeing many more.
Most importantly, though, this is a team effort between the Foundation and all of you. In order for us to put more resources back into our community, we first have to attract more resources into the Foundation. Extraordinarily generous people like you have always made this possible. And so we ask you to help spread the word. This is a time of great need. And all of us should be out there encouraging those who are able to establish a new fund, or contribute to an existing fund, or ask your favorite local charity to begin a fund.
Please lend a hand. Our neighbors need the help, and this wonderful community deserves no less. Thank you so much.

Some of the greatest advice for tomorrow comes from voices
of our past. Abraham Lincoln remarked, “The best thing about
the future is that it comes one day at a time.” While we cannot
comprehend the vastness of the future, we can move forward
positively when we take one day at a time.
Preparing for the future of Marshall County is also a “one
day at a time” activity. When a new endowment fund is
created at the Marshall County Community Foundation,
it is the first step in securing support for a particular
future need. We may not know exactly how the
future distributions from the new endowment fund
will be spent, nor can we accurately predict how
many people in the future will be served, but
we do know that an endowment fund
created today will last forever.
The Future – one Day at a Time
Consider making a contribution today!

For some people, starting an endowment fund may not be
possible. But every person in Marshall County, and indeed
from any location, can contribute to an existing fund in any
amount. Contributions to an existing fund add to the principal
value and over time help increase the amount of distributions
returned to the communities we serve. Even small donations
to existing funds generate positive impacts one day at a time.
See the list of existing endowment funds at MCCF starting on
page four in this annual report, which are sorted by fields of
interest like arts and culture, community development and
education. Most likely, there is a fund that matches your
philanthropic passion.
