DESCRIPTION

The idea of these storyboards is to show typical user activity before and after the Knowledge Hub. To get an accurate picture of what this could look like, we worked with a number of local authority colleagues, drawing on their experiences to communicate the Knowledge Hub experience and benefits, in language that those working within public services could relate to.

1. MADE AWARE OF A NEW INITIATIVE BY A NEWS FEED HE’S SUBSCRIBED TOAndy is aware from a newsfeed of a new initiative being used by another county council. He decides to analyse it to see if there’s any benefits for his council. He’s aware of some of the previous initiatives implemented by this council as he benchmarks his performance with others.

4. STAFF RAISE RESEARCH BLOCKAGESAndy’s staff have problems with their research as certain websites are blocked. Andy is a senior member of staff, but cannot change IT policy for these sites so they have to omit this insight from the research.

5. ATTENDS MEETINGS AND A CONFERENCEOver the next few weeks, Andy attends several face-to-face meetings where the initiative is mentioned briefly. He also attends a three-day conference for public sector finance directors, but misses the last day and consequently finds it difficult to stay on top of the initiative’s progress.

6. WATCHES CONFERENCE VIDEOSEventually he notices a link in the footer and discovers that each speaker has been recorded in full so attempts to watch them but is frustrated to find that he cannot stream media at work. He sends the links to private email so he can watch them at home.

7. GETS RESEARCH FINDINGS FROM TEAMA couple of weeks after the research was delegated, the analysis is presented back. He suspects that some of the data comes from potentially out-of-date and unreliable sources.

8. RUNS DATA ANALYSIS USING A NUMBER OF TOOLSAndy runs his own analysis of the data and suspects that some tools can be manipulated to present more favourable results. He also finds that the quality and completeness of data varies significantly, especially local data compared to national data sets.

9. CREATES AND SHARES A PAPER Andy creates a supplementary paper highlighting suggestions, risks and improvements based on the data anomalies found. He shares this with his team and then wider.
