•  Resourcesthatprovideenergyduringcoldweathercondi6onsarenecessarytomaintainingreliability.

•  Resourcesthat,duetotheirtechnologytype,dothiswithoutrelyingon“inventoriedenergy”receivenodirectcompensa6onforthisserviceunderISO’sproposal.

•  EveryMWhtheseresourcesprovidemeansanotherMWhofinventoryisabletobemaintained.Thetwoareinterrelated.

EnergyandInventoryAreBothNeededtoEnsureWinterReliability

•  RENEWproposesthatthespotratebepaidforeither:–  Inventoryavailableattheendofthetriggerday(asproposedbyISO),or–  ActualMWhprovidedduringthetriggerday–  (whicheverisgreater)

àResourcesthat:–  provideenergywithoutinventory(e.g.,wind,gaswithoutLNGcontract)

•  paidLMPplusspotrateforwhattheyactuallyprovide

–  haveinventorybutprovidenoenergy(e.g.,oil)•  paidexactlyasISOhasproposed

–  provideenergyandhaveinventory(e.g.,nuclear)•  arenotdoublepaidforboth•  arepaidforinventory(exactlyasproposedbyISO)unlesstheyhavelessinventorythanthe

MWhtheyactuallyproducedduringtriggerdayinwhichcasepaidforenergy.

•  Trulytechnologyneutral•  Moreproperlyvalueswinterenergysecurity
