Introduction to the REETS-TEN Monitoring Phase The Monitoring Phase of the REETS-TEN Project includes the implementation of an open information platform on the experience gained during the project activities (Activity 7 "Information Platform"). This platform includes the monitoring and coordination of the pilot demonstration activities of EETS compliant services in several Member States participating in the REETS-TEN Project (Activity 8 "Monitoring of Testing / Implementation"). In a broader sense, the monitoring phase concretely tests the recommendations and results provided by the analysis phase particularly through the results of Activities 1, 2, 3 & 4 under real market conditions. The regional deployment of the REETS-TEN activities and pilot cases will follow the EETS conditions and are used to identify and tackle the challenges towards the future deployment of the EETS. The “Monitoring Phase” is based on four main Activities:

Activity 6: Return on Experience
Activity 7: Information Platform
Activity 8: Monitoring of Testing/Implementation – REETS-TEN Pilot Regions
Activity 5 will investigate the full chain of the Interoperability Management of the REETS-TEN implementation in order to highlight the main procedures ensuring the REETS-TEN cross-border interoperability. Activity 5 provides important contribution and clear rules for the smooth operation of Activity 8 as they seek to prepare the playing field for the future implementation of EETS. Furthermore, Activity 5 is closely connected with Activity 7.3 as the latter will seek to set up a common REETS-TEN Interoperability Management Platform that will gather the expertise and knowledge on REETS-TEN/EETS interoperability issues. Activity 5 represents the cornerstone of the monitoring phase as it provides the needed guidelines for defining and regulating interoperability issues that will be applied to the other activities. Activity 6 represents the portal of the REETS-TEN Project with the external stakeholders sharing and disseminating the main results of the project. It aims at interacting with other interested parties through “the return of the experience” giving them the possibility to make comments and provide feedback to the project consortium and therefore enriching the work carried out within each activity. Activity 7 brings together all the key information/expertise/knowledge developed within the REETS-TEN Project and translated into simple and comprehensive information for all the EETS interested parties. The outcome of this key task is the launch of an Information Sharing Resource Platform which will seek to guide and acquaint EETS stakeholders/users with the technical and commercial aspects related to the implementation of the REETS-TEN/EETS projects. Lastly, Activity 8, as already mentioned, focuses on monitoring and coordinating the pilot cases developed within the project and covering several Member States participating to the REETS-TEN Project (Activity 8 – “Monitoring of Testing / Implementation”).

1 REETS-TEN Activity 7: The main components, structure and modus operandi In compliance with and supporting the existing EC legislation regarding the Interoperability of Electronic Road Tolling the REETS-TEN Project aims at deploying EETS compliant services in a cross-border regional project. The Analysis Phase included the investigation of the contractual, commercial and technical issues, in order to develop recommendations and solutions that can facilitate the introduction of EETS. This work was performed in the period from September 2013 till June 2014 and included the following Activities:
Activity 1: Contractual Framework and Risk Management
Activity 2: Certification
Activity 3: Key Performance Indicators
Activity 4: Back Office Interfaces and Security
In particular, Activity 7 shall utilize the results from the previous activities, in particular the key findings of Activities 1 to 5 including also the results of Activity 8. The contribution of Activity 5 – “Interoperability Management”, which is working in parallel to Activity 7, is guaranteed through a regular exchange between the two working teams. The setting up of an Interoperability Management function including a Knowledge Base supporting the Information Sharing Resource Platform will take place. The work of Activity 7 is performed in four sub-activities which will produce the following deliverables:

The next chapters explain the various aspects and components of deliverable D7.2 and its interdependence with deliverables D7.1, D7.3 and D7.4.
1.1 Scope of the Deliverable
The REETS-TEN project seeks to facilitate the implementation of the EETS (European Electronic Toll Service) in an area in which interested Toll Chargers agreed to proceed in such a trial. The REETS-TEN project analysed, in its first phase, the (R)EETS-TEN implementation components, in order to highlight and, if possible, solve the issues that proved to be of hindrance for a smooth implementation process. The findings and recommendations of the Analysis Phase have been drafted and eventually agreed by all stakeholders represented in the REETS-TEN Project, thus representing a broad consensus among many stakeholders engaged with the implementation of EETS. The scope of this deliverable D7.2 REETS-TEN Implementation of the Knowledge Base is the following:

To collect and process the key information and components of the Information Sharing
Resource Platform stemming from the analytical and monitoring current phase of the
project;
To define the “content” and “information” to be shared within this Information Sharing
Resource Platform which are relevant for the implementation of the REETS-TEN/EETS.
1.2 Comprehensive overview of the "Information Sharing Resource Platform”
The main scope of this chapter is the description of the Information Sharing Resource Platform to be implemented in the frame of the REETS-TEN Project. In principle, the Information Sharing Resource Platform consists of the following components, as shown in the graph below.

The graph is a simplified and abstract representation of the elements needed for the functioning of the Information Sharing Resource Platform. On the one hand, the Information Database will be responsible to collect, process and manage the information gathered within the REETS-TEN Project. Secondly the REETS HELP DESK will then try to address the main questions and challenges raised within the project consortium and further questions raised by external stakeholders and users. The content of the Information Sharing Resource Platform, specifically the Knowledge Base, is described in details in Chapter 2. The implementation of this platform is discussed in Chapter 3, whereas further details of its implementation, concrete functioning and smooth management will be lately explained in Activities 7.3 and 7.4.

Information Sharing Resource Platform – Terminology:

Platform
Comprehensive information sharing resource platform,
providing up-to-date information on the REETS-TEN /
EETS through a single point of access on the Internet. This
platform will also contribute to the exchange of best
practice and dissemination of information on the REETS-
TEN / EETS among professional stakeholders.

Knowledge Base The REETS-TEN Knowledge Base contains the key
information concerning the implementation of the REETS-
TEN Project and it is based on two main components: the
Information Database and the Help Desk.
Information Database It represents the source of information of the Knowledge
Base. More specifically it collects, processes and manages
all the information and expertise of the REETS-TEN Project
(direct “Links” from the MS/ Stakeholders, EU institution
and the Best Practices of the REETS-TEN Project) and the
Best Practices coming from the real experiences of the
Project (Activity 8).
Help Desk It represents the dynamic part of the Knowledge Base
through direct communication with the users of the
platform. It will be the tool that will receive and manage all
the submitted requests and in addition will provide the tab
of the Frequently Asked Questions (FAQ).
1.2.1 Activity 7.2 Implementation of the Knowledge Base
The REETS-TEN Knowledge Base aims at gathering all the useful information concerning the implementation of the REETS-TEN project providing a comprehensive database to be used for the functioning of the Information Sharing Resource Platform. The Knowledge Base consists of an Information Database and the Help Desk. These two tools are closely interlinked as the latter uses the resources of the database to provide concise and clear information in the form of Frequently Asked Questions and Answers.
1.2.1.1 Information Database
The Information Database is the static part of the Knowledge Base with information about REETS-TEN and its procedures. The main purpose of the Information Database is to collect, process, manage and ultimately to share all the information related the REETS-TEN / EETS implementation, through a user friendly platform. More specifically, the information that will be provided through the “Information Database” are:
Information about the REETS-TEN Project;
Information about the Toll Domains within the REETS-TEN Project;

Information related to the status of implementation of REETS-TEN in each of the project
participating countries (Austria, Denmark, France, Germany, Italy, Poland, Spain and
Switzerland);
Information about other key stakeholders involved such as conciliation bodies and notified
bodies;
Information on the best practises coming from the REETS-TEN experiences and
particularly from the pilot phase of the project;
Information on the Technical Equipment IDs already certified in each Toll domain.
The information that will be provided will be mainly categorized as follow:
Information about Toll Domains within the REETS-TEN Project (see Chapter 2.1.3);
Information about the REETS-TEN/EETS Providers (see Chapter 0);
Information about Technology Providers;
Information for Service Users (see Chapter 2.1.5);

1.2.1.2 Help Desk
This chapter describes the Help Desk of the REETS-TEN Project. The Help Desk is a dynamic interactive resource intended to provide the most frequently asked questions and the communication form. The main purpose of the Help Desk is to provide the main FAQs and responds properly to possible questions and requests (that are not including to the FAQs), from any stakeholder, in order to give provide further information about the implementation and operation of REETS-TEN, and possibly concerning the future implementation of EETS (further explained in the sub tasks D 7.3 & D 7.4). In addition, the Help Desk may collect and evaluate comments for the results of the REETS-TEN and the EETS implementation throughout Europe to enrich the Information Database. A list of pre-defined questions clustered according to the REETS-TEN / EETS stakeholders involved is prepared in order to address a wide range of topics. In case this list of preliminary questions and answers (FAQs) does not cover the topic raised in the inquiry, the Help Desk will channel the end user to the proper link (if possible) or communicate the requests to the responsible expert in order to provide the most comprehensive and clear answer.

2 Definition of the content of the Knowledge Base The REETS-TEN Knowledge Base is separated into two main components. These components will channel the information and expertise from the project to all the interested stakeholders outside the project in order to provide guidance on the implementation of the European Electronic Toll Service across different EU Regions and possibly to the future implementation of the EETS. On the one hand, the Information Database includes all the major issues examined during the analytical phase of the REETS-TEN Project together with other key elements that are relevant for the main stakeholders. The main stakeholders involved in the implementation of Directive 2004/52/EC and Decision 2009/750/EC. The information will be clustered according to the topic specifically addressed. A list has been created of all the relevant national links and information, in order to make it possible for any interested third-party to easily become acquainted with the various obligations and requirements in each toll domain.

The second major component is the Help Desk where all the major questions related to REETS-TEN will be addressed. The Help Desk provides for external stakeholders looking for specific information, allowing them to pose specific questions, possibly not already covered within the available information. Experts within the project who are actively involved in the Information Sharing Resource Platform team, will consider and analyse carefully the questions received in order to provide appropriate solutions. The Help Desk therefore further enriches the Knowledge Base of the REETS-TEN Project.

2.1 Information Database
The Information Database of the REETS-TEN Project is built upon the analysis already completed within the different project activities. Furthermore, it uses the ongoing work in other activities belonging to the monitoring phase to provide in-depth information on more specific implementation aspects of REETS-TEN. All the major issues identified are then effectively translated in a concise but comprehensive manner in order to be easily transferred by the project partners to external stakeholders.

2.1.1 Terminology
This chapter is built upon the contribution from D 7.1 where a great effort has been made to clearly define the key terms related to the project.
2.1.1.1 Agreed terms and definitions within REETS-TEN
Clarification of terms is crucial, not only for the work within the REETS-TEN project, but also for the work potentially following from this project. The following table consists of the commonly agreed terms and definitions within the REETS-TEN project.

Accreditation The whole procedure (contractual and technical) to
be successfully fulfilled by a Service Provider in order
that its technical system could be accepted on a toll
domain and that the TC entrusts the SP with the toll

framework like Memorandum Of Understanding or
any other agreement between the toll domain
representatives, i.e. the Toll Chargers.
This agreement specifies the rules regarding
interoperability and its management within that
cluster of ETC toll domains; it includes references to
mutually agreed and shared detailed contractual,
procedural and operational documentation as well
functional and technical specifications (particularly,
interfaces for OBU // RSE and for Toll Charger //
Service Provider central systems). A cluster of toll
domains may have a unique representative for some
common subjects.
Relationship between toll domains and Service
Providers are fixed by bilateral contracts. Common
validity periods of bilateral contracts with a given
Service Provider allow the interoperability for the
global cluster.
Conciliation Body A body designated or established by a Member State
with at least one EETS domain within its territory, that
facilitates mediation between Toll Chargers and
EETS Providers.
Conformity to
specifications
For assessing interoperability constituents conformity
the manufacturer or his authorised representative
shall choose the procedures from among the
modules listed in Decision 768/2008/EC, see Annex
IV of the EETS Decision.
EETS Domain A Toll Domain (see specific term) falling into the

Toll Service
EETS
The abbreviation EETS stands for European
Electronic Toll Service. It is a service that enables the
payment of tolls with a single contract with a single
EETS Provider and just one On-Board Unit
throughout the European Union.
Interface A shared boundary across which separate
components of a system exchange information.
Interoperability
constituents
Any elementary component, group of components,
subassembly or complete assembly of equipment
incorporated or intended to be incorporated into
EETS upon which the interoperability of the service
depends directly or indirectly, including both tangible
objects and intangible objects such as software (see
Art 2 d of the EETS Decision).
Examples of interoperability constituents are on-
board equipment (including connected back office
systems), roadside equipment (including charging
beacons, localization augmentation beacons and
enforcement devices), EETS Providers’ and Toll
Chargers’ back-office data exchange systems.

Roadside Equipment RSE Fixed or mobile roadside equipment used for
charging (in DSRC-based toll systems), compliance
checking (e.g. enforcement devices) or localisation
augmentation (in GNSS-based toll systems, where
applicable).
Security Policy
A set of requirements and applicable counter
measures specified by the party responsible for the
security in a system exposed to threats. These
counter measures are based upon a risk analysis of
the system in order to protect those data exposed to
threats in the relationships between TC and SP.
Service Provider SP Company or entity offering the services of an EETS
Provider, but not necessarily formally being
registered as an EETS Provider.
Since the REETS-TEN project shall facilitate the
transition to EETS, it is recommended to generally
use “Service Provider (SP)”, except if “EETS
Provider” shall be explicitly addressed (e.g. in the
context of registration).
Service User SU Physical or legal person who subscribes a contract
with a Service Provider in order to have access to
EETS compliant services.
Suitability for use Suitability for use concerns the in-service
performance of interoperability constituents for end-
to-end operations. This process is performed by the
EETS Providers in cooperation with the Toll Chargers
and with respect to the Toll Chargers’ requirements
defined for their toll domain(s). It aims at validating
the end-to-end processes and performance
requirements.
Tariff class
The set of vehicles treated similarly by a Toll Charger
(see Art 2 g of the EETS Decision).

2.1.1.2 Terms in national languages
Documents relevant to the (R)EETS, such as EETS domain statements, will usually be written in the language used in the contracts between a Toll Charger and an EETS Provider (see also Application Guide section 5.3.2). This means that an EETS Provider has to deal with the large variety of official languages of the Member States. Translations of documents, whether certified or not, in one or more largely used European language(s) should help to avoid misunderstandings with non-native EETS Providers. Such translations are, however, voluntary. The following table lists the terms used in the EETS Decision (see Art 2 of Decision 2009/750/EC) in English and the official languages of the REETS-TEN countries. It also includes the most relevant terms of section 2.1.1.1 with the translations/synonyms in the respective national languages

2.1.2 REETS-TEN Implementation Procedures
The REETS-TEN project seeks to facilitate the implementation of the EETS in its area, as a consequence the description of the implementation procedures will follow as much as possible the logical steps, the definitions and in general the spirit of the Decision 2009/750/EC, in order to make as easy as possible to any stakeholder to interpret correctly the findings and the recommendations that have been developed on each of the four research areas (see chapter 1). For this reason also the steps/items that are not strictly speaking relevant in the REETS-TEN area are also dealt with, in order so to clearly state if they are applicable or not.
2.1.2.1 Registration
The REETS-TEN project Steering Committee agreed that to have a registration, in the meaning of the Decision 2009/750/EC, is not a prerequisite to enter the REETS-TEN pilots; at any event, being the implementation under the responsibility of the REETS-TEN States, should any of them decide so on independent basis, it could request Registration from Service Providers if the pilot scope goes as far as to the real payment service to the final users. Nevertheless:
An application from a Service Provider that has already obtained the formal Registration
in its Member State would be obviously welcomed and processed in the framework of
the REETS-TEN pilots;
REETS-TEN Toll Chargers may have their own internal procedures (q.v. subsequent
subchapters) in which information as detailed as those needed for the formal
Registration procedure may be required. Also in some cases OBE tests may be required
in order to assess whether they are fit, in terms of communication capabilities and in
terms of data exchange, to enter the suitability for use tests.
2.1.2.2 Accreditation
In the framework of the research activities of the REETS-TEN project, broad consensus appeared on the use of the term “Accreditation”. In the REETS-TEN terminology the term is described as follows:
Accreditation: the whole procedure (contractual and technical) to be successfully fulfilled by a Service Provider in order that its technical system could be accepted on a toll domain and that the TC entrusts the SP with the toll collection and the invoicing process to the EETS User. When the Accreditation is successfully completed, the Service Provider is “accredited” in the relevant toll domain.
In practical terms the Accreditation process consists of all the steps to be fulfilled at national/local level in order to fulfil all the conditions and start the service along the specified network/networks. In absence of a formal Registration obtained from a Member State authority according to the Decision 2009/750/EC provisions, the Accreditation may include an initial phase in which the candidate Service Provider has to provide the Toll Charger or its representative with relevant documentation, and if necessary submit its OBE to tests in order to confirm its conformity to specifications.
2.1.2.3 Accreditation procedure components
The accreditation procedure is composed of administrative tasks (e.g. documentation, contractual negotiations etc.) and of technology related tasks (e.g. certification, communication checks etc.).

The four phases of the technical accreditation of a Service Provider included in the figure are based on the analysis done in Activity 2 (see also D2.3):

4. Pilot operation in the operational environment Phases 1 and 2 of the technical accreditation need not necessarily be conducted in each toll domain, provided tests are equivalent. Among others, the REETS pilot will show whether common requirements and test specifications can be evolved. Phases 3 and 4 are toll domain specific and any Toll Charger (or cluster of Toll Chargers) may require any applicant Service Provider to undergo operational trials and pilot operation. Next to the four phases of technical accreditation, two other phases of accreditation include the negotiations phase, focusing on bilateral agreements regarding e.g. the contract, KPIs and financial issues, and the phase of regular service covering e.g. monitoring and securing the service. The negotiations phase may be placed at different levels of the procedure, depending on the respective toll domain; therefore its positioning/numbering is left to the specific cases. The figure is a general visual reference useful in getting a quick view of the steps that a candidate Service Provider will have to deal with. More information on the results and benefits from the analysis phase of the REETS-TEN project (Activities 1-4) can be found in Deliverable D0.1 Summary Document (V2.0, 23.07.2014). As for the specific tasks of accreditation, their segmentation and their order may vary depending on the local situation (e.g. cluster of Toll Chargers being representative for the common tasks vs. exclusively 1-to-1 relationship between the Service Provider and the Toll Charger). Italy
ITALY Phase content Negotiation position
General information A service has been created, called SIT-MP (Servizio Interoperabile di Telepedaggio – Mezzi Pesanti; Interoperable Electronic Tolling Service – Heavy Vehicles), compliant with the implementation of the EETS. A SIT-MP provider will be able to deliver to its clients, with vehicles >3,5t, an ETC service along the described network, by means of his OBEs. The candidates SIT-MP providers will be subjected to an accreditation procedure, and they will be asked to avail themselves with EETS interoperable OBEs, or at any event featuring also a DSRC module compatible with the ETSI ES 200 674-1 standard. The accreditation procedure is initiated at Aiscat Servizi, the entity to which all the Italian toll domains assigned the task to deal with the accreditation requests. Documentation can be obtained, on request and subject to an NDA, from Aiscat Servizi.
Phase 1: checking preconditions
- Acceptance of a Non Disclosure Agreement; - Presentation to the candidates of the general conditions, of the constraints
for the access to the service and of the typology list of the specific conditions that the toll operators could require (the details on the specific conditions, that may contain commercially sensible information, will be disclosed by the toll operators during the Phase 2);
- Analysis of the candidate characteristics (company details, financials, etc.) on the basis of conditions jointly agreed by all the Italian toll operators and that AISCAT Servizi will submit to the candidates;

- In the event of successful conclusion of the procedure, communication by each Concessionaire to AISCAT;
The negotiations phase starts after the phase 2. The individual Toll Chargers are informed by Aiscat Servizi that the candidate Service Provider passed the centralized checks, then the candidate Service Provider will negotiate the individual commercial conditions for each toll domain. This on the basis of a unique contract template, accepted by all

the participating Toll Domains and identical in all the clauses, commercial conditions being the only item subject to negotiation.
Phase 4: Pilot operation After the successful conclusion of the previous phases with all Toll Domains, the VRS (Verification of regular service) starts, in which a service will be authorized, with limits in terms of number of OBEs in circulation and in terms of verification duration; the successful end of the Phase 3 will be followed by the operational beginning of the full service. This phase can only start when all the Toll Domains tests are completed, due to the internal connection of the tolling procedures among the Toll Domains.

Poland

General information Currently (13.03.2015) we don’t predict the operational phase. The Procedures for accreditation of REETS Service Providers are similar to EETS Service Providers within the PTCS toll domain which are described in the Technical Annex to the Toll Domain Statement.
Currently not applicable in the REETS-TEN Pilot in Poland.
Phase 1: checking preconditions
Technical Compatibility Checks: Compliance statement review - confirm interoperability constituents meet the requirements of all relevant technical standards and required GDDKiA specifications OBU Tests - The SP may need to carry out additional OBU testing with the viaTOLL operator prior to entering stage 2, if the certification does not confirm compliance with necessary standards and specifications including the viaTOLL DSRC specification.
Phase 2: tests in test environment
This stage involves connecting the Service Providers back office interface to the viaTOLL system and performing end to end tests of all main business processes.
1. The first step is a compatibility check of the Service Provider’s interoperability Constituents to ensure tests can be carried out. The Service Provider will be required to provide evidence of compliance with relevant technical standards and readiness for entry into End to end integration tests. Specifically the Service Provider will be required to provide evidence of (or carry out further tests to demonstrate) that the interoperability constituents of the Service Provider comply with the PTCS Back Office Interface specification.
2. The Service Provider has to provide test onboard units for this stage. The tests are carried out using Kapsch’s ‘staging’ system (test environment).
Phase 3: end to end tests under operational conditions
This stage involves checking all business processes are functioning correctly in the real (production) charging environment. Suitability for use (pilot) trials are carried out in the live system. The Service Provider has to equip real vehicles and generate transactions within the live viaTOLL system. Applicant service providers will enjoy an initial single access point to a single accreditation procedure; the contact point is the ASFA’s Commission Télépéage, gathering the 18 TIS-PL Concessionaires. The accreditation of the service provider starts with the checking of specific pre-conditions. One of these conditions is to check that the OBU to be used is already certified by the ASFA’s Commission Télépéage. The procedure to certify the OBU is already described in REETS Activity 2 and summarized as follows:

Tolls are collected in Italy along a network of 5813,5 km of tolled motorways and alpine tunnels, and also along a tolled link of some 5 km of length between two towns.

Applicant service providers will enjoy an initial single access point to the procedure; the contact point is the technical branch of the Italian Toll Motorways Association (Aiscat), whose name is “Aiscat Servizi”, see also below for contact details. The initial steps of the procedure will consist of documental verification and conformity and communication laboratory checks of the OBE. Once the initial steps will have been cleared the applicant service provider will have to proceed to pass contracts with all the toll chargers, and to perform the OBE suitability for use tests. The tests will be conducted in a coordinated way though, i.e. tests specifications will be common for all the toll chargers and for the large majority of the network they will require only the provision of OBEs at central level, not to each and every toll charger. EETS Registration is not required to enter the pilot in Italy under the REETS-TEN implementation.

The legal basis of the operational toll domains in Italy are those of the use of the « concession » tool ; concessions (basically a contract between the State/Region and a company) empower the signing company to build and to operate in behalf of the public sector stretches of roads ; the costs are covered by the toll revenues. All the Italian toll domains comply, in legal terms, with the provisions of the Directive 1999/62/EC (a.k.a. eurovignette) and its amendments. For the EETS as such, the reference is the Ministerial Decree 458 of 6th July 2010 of the Ministry of Infrastructures and Transport..

In Spain 41 Toll Domains managed by 29 toll concessionaire companies are subject to the EETS application according to the Directive 2004/52/EC/EC and to the Decision 2009/750/EC/EU. The responsible institutional entity in charge of the application of the EETS related EU legislation is the Ministry of the Transport (Ministerio de Fomento), that supervises the implementation of the EETS and that also acts on certain functions, such as the institutional information and it is recognized as conciliation body by a specific resolution (Resolución de 20 de Septiembre de 2012 de la Dirección General de Carreteras del Ministerio de Fomento)

2.1.5 Information for the Service Users
Within the REETS-TEN Project several Service Providers are operating interoperable toll charging services or are developing and improving such services in the REETS TEN area. The interoperable service in the context of REETS-TEN is sustainably growing. An overview about the Toll Domains where an interoperable service is currently provided by the Service Providers as well as their future planned priorities according to Activity 8 Monitoring of Testing / Implementation of REETS-TEN can be found on the following pages. For the Information Sharing Resource Platform, it is important that the information within this chapter “Information for the Service User” is regularly updated within the Information Platform and on the website. It provides the Service User an actual overview about the Service Providers in operation in REETS-TEN, their future priorities and finally if EETS is established, the information about the Service Providers, within the EETS environment. The Service User benefits from the table and the map to get very comprehensive the information about the geographic areas of interoperable service provision by the Service Providers in REETS-TEN on the one side, on the other side chapter 2.1.4 provides all necessary contact details and further information to the Service Providers via their direct links.

According to the first table shown the list of involved toll domain with the respective Service Providers are explained together with the status of their pilot activities. The map above represents, as already mentioned, the current situation concerning cross border pilot activities of electronic toll collection monitored by Activity 8 (cross border pilot operations). The specific areas where the pilot activities will take place according to the interests and focus of the service providers involved are clearly highlighted. According to the map, different scenarios are here described: pilot activities already in operation (green areas), the priority areas within the REETS Activity 8 (in red) and possible areas where the current pilot activities will be extended or new pilot activities will be started. These activities have just recently started and they will directly contribute to the ‘best practice’ examples developed within the REETS-TEN Project. The developments occurring in Activity 8 will be constantly reported and updated in the Information Sharing Resource Platform in order to provide concrete elements for the future implementation of EETS.

2.2 Help Desk
The REETS-TEN Help Desk represents the dynamic tool to obtain access to the information resources developed within the REETS-TEN Project and to actively interact with the project experts. The REETS-TEN Help Desk ensures that the key questions related to the implementation of REETS-TEN are properly addressed while also analyzing the inputs and concerns stemming from external stakeholders.

The REETS-TEN Help Desk communicates through the Information Sharing Resource Platform where a specific section will be set up in order to provide in a concise and comprehensive manner the main information gathered within the project. Furthermore a more interactive section containing the most frequently asked questions together with the ad-hoc answers is uploaded into the platform. External stakeholders/visitors have the possibility to pose direct inquiries to the REETS-TEN Information Sharing Resource Platform and, when useful, directly contribute to enrich the Knowledge Base or to further analyze relevant issues (e.g. relevant for the implementation of the REETS-TEN pilots).

2.2.2 Link to Coordination Group of Notified Bodies
The Coordination Group of Notified Bodies is set under the framework of and reporting to the Electronic Toll Committee assisting the European Commission in EETS-related issues. The NB-EETS Coordination Group works on the procedural and certification related questions, appearing from requirements of Directive 2004/52/EC and Decision 2009/750/EC on the interoperability of electronic toll systems in the community. The main aim of the NB-EETS Coordination Group is in that regard to facilitate the deployment of EETS by the Member States, Toll Chargers, EETS Providers and Technology Providers/Manufacturers. 2.2.2.2 REETS-TEN Members / Procedures concerning Notified Bodies / Conformity to Specifications
The REETS-TEN members approach to the EETS implementation is based on their national conditions and experiences as provided in the deliverables of the REETS-TEN project.
The four phases of the technical accreditation of a Service Provider included in the figure are based on the analysis done in Activity 2 (see also D2.3):
1. Checking preconditions
2. OBE and back office systems tests in a test environment
3. Trials in a test environment under operational conditions
4. Pilot operation in the operational environment
Especially in Stage 1: Checking preconditions in some REETS-TEN countries a “Conformity to Specifications” declaration is requested for assessing interoperability constituents conformity. As a result, it shall draw up the interoperability constituents ‘EC’ declaration of conformity to specifications, where applicable subject to obtaining an examination certificate from a notified body as listed under www.nb-eets.eu. In principle, Annex IV of the EETS Decision currently does not explicitly differentiate between conformity to specifications, which are toll domain specific or toll domain independent, but the EETS Decision does also not prohibit such differentiation. The results of REETS-TEN Activity 2 showed that the certification process could consist of the following phases:

Each Toll Charger defines the scope of the phases according to their toll domain specific needs. In some toll domains, the phase conformity to toll domain specific specifications is skipped completely if it is of no support for the suitability for use phase. A declaration of conformity to toll domain independent specifications is subject to obtaining an examination certificate from a notified body. 2.2.2.3 Guide on Applicable Standards
The applicable standards for the interoperable services in the REETS-TEN countries are defined by the Toll Domain Statements of the Toll Chargers. 3 Designing the Information Sharing Resource Platform Taking into account the Commission’s Communication COM (2012) 474 final in the frame of the REETS-TEN Project, the comprehensive Information Sharing Resource Platform will provide up-to-date information on REETS-TEN / EETS as a single point of access on the Internet. This platform will directly contribute to the exchange and dissemination of up-to-date information on EETS among professional stakeholders. At the current stage, this information platform relates to the REETS-TEN project and its participants. Taking into account the future development within D 7.3 & 7.4 and the results of Activity 5 and Activity 8, the Information Sharing Resource Platform may be updated or redesigned in order to provide a more comprehensive and concrete picture of the requirements needed for the REETS-TEN / EETS implementation.
3.1 Structure of the Knowledge Base
The “Information Sharing Resource Platform” structured by two main sections:

Resource Platform”. It is the point that will receive and manage all the submitted
requests and in addition will provide the tab of the Frequently Asked Questions - FAQ
including the relevant answers.
3.2 Implementation of the Knowledge Base
The implementation of the Knowledge Base, will follow a two phases approach according to the available data and the REETS-TEN procedures:
The first phase: design the Knowledge Base structure (in line with the sub-task 7.3). The
data that will be disseminated in the first phase will stemming, prepared through the
Intranet Data Toolbox, from the current REETS-TEN results (Activity 1 - 4), the “Links”,
the Frequently Asked Questions & Answers (FAQ & As will be prepared by the REETS-
TEN partners – Activity 7) and the direct communication form.
The second phase: will include other elements related to the monitoring phase (including
the results of Activity 5 and Activity 8, a list of more updated FAQs – submitted during
the second phase through the Intranet Data Toolbox) and future changes and
improvements (redesign) of the structures – procedures of the online platform taking into
account the experience of the first phase.

3.3 Design parameters
The REETS-TEN website will host the link of the Information Sharing Resource Platform (within the frame of Activity 6). As referred in previous chapters, the main purpose of the comprehensive knowledge tool is to provide up-to-date information on REETS-TEN / EETS as a single point of access on the Internet. A list with the current design parameters of the Information Sharing Resource Platform includes the following:
The link of the “Information Sharing resource Platform” webpage should be prominently
in the front page (Index webpage);
The link of the “Information Sharing resource Platform” should be available in all tabs
through the REETS-TEN website www.reets.eu;
The design of the Information Sharing Resource Platform will be corresponding with the
existing design of the REETS-TEN website;
The main content related to the REETS-TEN results section will be a link inside the
REETS-TEN webpage and the related information, i.e. links to the separate deliverables;
All the information available to the Information Sharing Resource Platform will be
produced and updated by the Intranet Data Toolbox management team;

4 Conclusions Sub-task 7.2 aimed at providing the content of the Knowledge Base of the REETS-TEN Project in order to set up both the Information Database and the Help Desk. These tools provide a clear and comprehensive guidance to the REETS-TEN / EETS stakeholders addressing the key issue of interoperability amongst different electronic toll services. Users will have the possibility to consult the Information Sharing Resource Platform in order to find the most relevant information concerning the deployment of the REETS-TEN project while getting some insights on the future deployment of the EETS. All the partners of the project, from Toll Chargers to Service Providers and Members States involved in the REETS-TEN Project, have actively contributed in the setting up of this platform. Their roles, responsibilities, main operations and key concerns are clearly explained in the document and in the overall Activity 7. The REETS-TEN Information Sharing Resource Platform ensures a constant dialogue with stakeholders that are both part of the REETS-TEN project and outside the project consortium. This platform represents a first attempt to build an interactive communication tool providing up-to-date information and assistance to a wide range of actors regarding the interoperability of electronic toll services in Europe. Starting from a regional perspective, with the implementation of the REETS-TEN activities, the Information Sharing Resource Platform seeks to channel the expertise and experience developed within this important European cross-border project to all interested/concerned parties. The success of this initiative could make the case for a wider European Platform in the future providing the necessary information and support for the implementation of the EETS. This key aspect will be further elaborated by deliverable D7.4.
