•  Developed 1996 as part of IIRIA

•  A formalised agreement between the federal government and localities to assist ICE in its immigration enforcement activities via:

1. Task Force Agreements 2. Jail Enforcement Agreements

3. Both Task Force & Jail Enforcement

Secure Communities

•  County-based agreement between ICE and locality to transmit biometric data on ‘suspected illegal aliens’ to ICE for review.

•  Should the individual in local custody be found within ICE databases a ‘48-hour detainer’ is automatically issued, keeping the individual in county custody until s/he can be transferred to ICE detention.
