PRESIDENT’S CORNER Dear Members,
Although April was a busy month for the Chapter, we
have a mix of additional activities planned for May
and June that bring our Program Year to a close.
Our annual all day seminar was held on April 4th at
the DoubleTree in Oak Ridge and was a success
thanks to the participation of our membership and
your ongoing commitment to professional
development. The feedback that I received from
participants has been extremely positive and I would
like to extend a special thanks to Lynn R. Youngs for
offering his time and expertise to the NCMA of East
Tennessee and to our NES Committee (Mark Bryan
and Heidi Timmerman) for their tireless efforts in
coordinating and conducting this event in such a
professional manner.
For the month of May, we have three activities
planned. The first will be our General Membership
Meeting on Wednesday May 2nd and the topic will be
the Mentoring Round Table. We did this last year and
found that it was well received and informative.
The second event will be the election of our Chapter
Officer positions and will be held during the May 2nd
Membership Meeting. A notice was sent out to the
membership earlier in April. We are still looking for
someone to fill the President Elect Position. If you
are interested, please get with Sonny Rogers.
The third planned event is the “Second Annual NCMA
Bowling Challenge” which will be held on the even-
ing of May 9th at the Oak Ridge Bowling Center. This
social event will give us all a chance to network and
have some fun in a less formal environment. The
event is a fundraiser for two local charities and 100%
of the proceeds will be donated to the Oak Ridge Free
Medical Clinic and the Trinity Out-Reach Center of
Hope (TORCH) of Oak Ridge. Last year’s event was
a lot of fun and I hope to see you there.
Details on each of the above-mentioned events are
contained in this newsletter and I look forward to see-
ing everyone on May 2nd.

MEMBERSHIP SPOTLIGHT BROOKS BALDWIN Procurement Manager
Operations and Partnerships Group
ORNL
This month’s Member Spotlight is Brooks Baldwin,
who currently serves as a Procurement Manager over
the Operations and Partnerships group at Oak Ridge
National Laboratory (ORNL). Brooks has been at
ORNL for 6-years now, and worked at the NNSA’s
Pantex Plant in Amarillo, TX for 11 years prior to
that. He’s been an NCMA member for 6-years, serv-
ing as the Webmaster Co-Chair for 2 of those years.
His favorite NCMA program is when there is a Pro-
curement Director’s Q&A panel, where the Directors
can share their insight and advice. Brooks feels the
best way to network through NCMA is to sit by some-
one he doesn’t know and spark up a conversation. He
also feels the training offered, both the monthly meet-
ings and the annual full day session, has greatly
helped him in his career. Brooks is married and has 2
daughters. When not in the office he enjoys repairing
computers, traveling and spending time with his fam-
ily. Now, grab a seat next to Brooks at the next
NCMA meeting!

(1) Advancing Professionals Award - This
award recognizes rising stars and top perform-
ers who will eventually be leaders in the con-
tract management profession and in NCMA.

(2) Outstanding Chapter Volunteer Award –
The Outstanding Chapter Volunteer Award
provides a means of giving special recognition
at the national level to those volunteers who
demonstrate dedicated service to NCMA and
its members. Nominations are due July 31.

hosting another bowling tournament on MAY 9th to

CFCM STUDY GROUP The NCMA Education Committee is starting a CFCM
study group. Details are still being worked out. This
will be a group-lead initiative where study group
members will follow a syllabus of chapter reviews and
will discuss the chapters bi-weekly at a place and time
of mutual convenience of the group members. The
format will have sample test questions and reading
assignments which can be discussed in a group
format. The goal of the study group is to help the
members pass the CFCM exam and, more
importantly, to enable them to understand the FAR
and how to apply it in their daily work. Any
interested members should email Tim Barras at

NEW MEMBER INITIATIVE PROGRAM BRING A FRIEND!
In an effort to grow membership and networking
opportunities, the NCMA East Tennessee chapter is
now starting a new member initiative program to
encourage current members to invite a guest (peer or
co-worker) who is a non- member to one of our
monthly membership meetings. If the guest joins the
chapter within 3-months of attending the initial
meeting, the member and guest who joined will
receive a credit that would entitle both to attend a
future lunch meeting at no cost. In order to qualify for
the credit, the guest who joins must complete and
submit the member application attached to this
newsletter.
