GUIDELINES FOR GRANT OF CERTIFICATE OF AUTHORIZATION, CERTIFICATE OF AGMARK GRADING & HEALTH CERTIFICATE
FOR EXPORTS OF CURRY LEAVES TO EU
Persons desirous for grading & marking of fresh fruits and vegetables under Agmark shall apply for Certificate of Authorization (CA) for notified commodities under Fruits and Vegetables Grading and Marking Rules, 2004 as amended under Agricultural Produce (Grading & Marking) Act 1937 as amended. I. Procedure for grant of CA
1) Persons desirous of obtaining CA for grading and marking of Fruits & Vegetables
under Agmark for exports shall apply to the concerned office of Directorate of Marketing & Inspection (DMI) as at Appendix (i) in the prescribed Form-F and Form-F-1 or through online mode at agmarkonline.dmi.gov.in, along with as prescribed fee of Rs 10000/- paid online.
2) Applicant can have either own or rented premises, and can also use common
facilities of APMC pack houses, Private/Co-op pack houses etc. The minimum infrastructural requirements for the premises are mentioned at Annex-F-2. Details of such requirements shall be submitted with the application except by APEDA approved pack houses.
3) Concerned office of the DMI will process the documents, inspect the proposed
premises and grant t h e CA within seven days of the receipt of application complete in all aspects. Inspection of the premises is not required in case of APEDA approved pack houses. In such cases, CA shall be issued within three days of the receipt of application complete in all aspects.
4) Grade designation mark (Agmark insignia) shall be securely affixed to or printed
on each container. Since each and every container is accounted for in exports, it is not necessary to have running replica serial No. on each container. It is also not necessary that Agmark insignia shall be printed in printing presses permitted by the Directorate. However, authorised packer shall inform the name and address of the printing press from whom he is getting the containers bearing Agmark replica printed.
II. Procedure for obtaining Certificate of Agmark Grading (CAG) for
exports of Curry Leaves.
1. The C.A. holder shall apply with details of the consignment to any one of the approved laboratories under intimation to the concerned office of DMI for grant of CAG for the lot of Curry Leaves in the prescribed Form-F-3. The list of the approved laboratories is at Appendix (ii).
2. The following documents shall be enclosed with the application:

a. Self attested copy of commercial invoice. b. Declaration by the exporter in the prescribed Form-F-4.
3. The CA holder will pay grading charges online to the laboratory as prescribed @
0.1% of FOB value subject to a minimum of Rs.200/- per consignment. The FOB value will be fixed every year commodity-wise by APEDA and DMI. The laboratory will send the grading charges report to the concerned office of DMI every fortnight. Failure to do so will block the software for the concerned laboratory after a warning. The exact name & code in which the grading charges will be paid may be checked from the respective office of DMI.
4. The CA holder will offer the lot for inspection at the approved premises. The
consignment shall be offered packed in appropriate packing boxes. The inspection may also be carried out on the grading and sorting line of the approved premises.
5. C.A. holder can offer the lot for inspection and grading at Airport/Seaport. The size
of such lot shall not be more than 3 MT net weights.
6. The approved chemist of the approved laboratory shall draw sample as per the
sampling plan. The approved chemist shall sign on the containers selected for sampling. The detailed procedure for sampling and inspection of the lots of fruits & vegetables consignments by the approved Chemist of the approved laboratories is given in Annex-F-5.
7. The approved chemist will grade the sample according to prescribed standards at
Schedule LV of Fruits & Vegetables Grading & Marking (Amendments) Rules, 2016 and assign appropriate grade. He/She will fill up the Inspection report in the prescribed Form-F-6.
8. The approved laboratories shall attend to grading and analysis of residues of
pesticides and heavy metals as prescribed etc. 9. The DMI officers will keep a random check on grading. The Inspecting Officers of
DMI can make surprise checks of the grading done by the approved laboratories. They will fill up the Inspection reports of such surprise checks. The Inspecting Officer will stack-seal the consignment after inspection .The decision of the Inspecting Officers of DMI shall be final. In case of any dispute, the C.A, holder can refer the matter to the Dispute Settlement Committee.
10. The approved chemist will provide/send the Inspection Report of grading along with
report of analysis of residues of pesticides and heavy metals and enclosures listed at S.No. 2 & 3 above to the laboratory for issue of Certificate of Agmark Grading.
11. The approved laboratories shall issue Certificate of Residue Analysis in duplicate to the exporter as per the format given in Form F-7. A third copy of the residue analysis report shall be sent by the laboratory directly to the concerned office of DMI.
12. The approved designated persons of approved laboratories/ those officers whose signatures have been sent to the European Commission shall issue the CAG in Form-F-9. CAG issuing persons shall put the rubber stamp below their signatures. The

CAG will be sent electronically to the CA holder, concerned officer of DMI and the PSC issuing Authority.
13. The procedure for giving the Certificate Nos. shall be as follows:
(i) First two alphabets shall be office code. Next two alphabets shall be the
inspecting officer code. Next shall be year code and then running S. No., e.g., CAG issued by Mr. ABC of Mumbai Office during the year 2018 shall have the Certificate No. MU/AB/18/01 and so on.
(ii) The Office Codes are as follows:

14. First and second copy of the CAG shall be given to CA holder. The first copy shall go with consignment documents and CA holder can retain the second. Third will be the office copy. A copy of same may be forwarded to concerned DMI office.
15. After loading/stuffing of the container, the laboratory shall provide a Container
Stuffing/Loading Certificate to the shipper in the format given in Form F-8. 16. The CAG shall be valid for 15 days from the date of issue. Revalidation of the CAG
can be done on the request of the CA holder in case shipment is delayed beyond 15 days for valid reasons. It will be done after re-examination by the concerned laboratory to ascertain that the consignment is in sound merchantable condition and that there has been no deterioration in the quality.

1. Premises should be clean and in hygienic condition.
2. It should not be situated near tanneries, chemical plants, fertilizer plants etc.
3. Surroundings of the premises should be clean.
4. Premises should have plastered c i v i l w o r k and free from crevices, holes, dampness etc. Thatched roof is not advisable.
5. Premises should be pest, insect and rodent proof.
6. Premises should be free from cobwebs and spiders.
7. Premises should have proper drainage system.
8. Premises should have arrangements for disposal of rejected, rotten, waste of
horticulture produce.

Annex- F-5
Procedure for Sampling and Inspection
Sampling and inspection procedure to be followed for lot intended for shipment in containers before stuffing at the pack-house.
i. A lot shall be one container load, not exceeding 3 MT.
ii. Samples will be drawn on a random basis as per the sampling plan given by
APEDA in Appendix-5(i).
iii. The sample shall be graded according to prescribed standards, appropriate grade will be assigned and prescribed Inspection Report will be filled up in the format given at Form-F-6.
iv. The sample for residues of pesticides and heavy metals shall be drawn simultaneously while drawing the sample for grading.
v. The format of sample slip for drawl of samples for residue analysis is given in
Appendix–5(ii). The laboratory representative will sign on the packages selected for sampling.
vi. For the purpose of sample for residues of pesticides and heavy metals, curry
leaves shall be randomly selected from each selected bag and kept aside. vii. The total selected samples are then divided into two equal portions. One
portion is to be treated as the laboratory sample and the other portion is to be treated as the reference sample. The reference sample is to be stored at 10C (less than 10C) for 2 months from the date of sampling.
viii. The lot is stack sealed till analysis results are obtained from the laboratory.
ix. If the analysis results are within the prescribed limits, the approved chemist of the laboratory will supervise the container stuffing, Weighment and tally of bags.
