Government Purchase Card (GPC)

• Agency/Organization Program Coordinator (A/OPC) is responsible for program administration and liaison between USBank and Ft. Bliss/White Sands Missile Range (WSMR) organizations.

• A/OPC’s work directly with Billing Official (BO) responsible to pre-approve transactions. BO’s are typically the credit card holder’s supervisor having knowledge of requirements.

• A/OPC monitor supply, service and construction micro-purchases that are limited:• Supply-$3,000

• (Exception: Supplies/commercial training ONLY not to exceed $25K)

• Service-$2,500 • Construction-$2,000

Federal Acquisition Regulation (FAR) Part 8 Required/Mandatory Sources/Priorities for use of Government supply sources.

(NIB/NISH)/ JWOD – Now known as Ability One• Wholesale Supply Sources (GSA, DOD EMALL)• Computer – hardware/software (CHESS)• Commercial Source (LAST RESORT)-vendors must also

• GPC $$ Facts• GSA SmartPay Purchase Charge Card is the

preferred method to purchase and pay for micro-purchases (FAR Part 13.201).

• FY 2010: more than $4.5 billion government-wide. • YTD Fort Bliss: $4.4M / WSMR $4.1M ($8.5M

combined)• Local purchases capabilities range from North of Las

Cruces, N.M. to Fabens, TX. • FY14 Fort Bliss: $7.2M• Allows organizations to commit purchases at unit

level, by passing contract methods. • 50-80% of unit funds are committed through GPC.

What you need to know about GPC as a potential vendor to serve the Fort Bliss/WSMR installation:

– Process a Government Purchase Card (Credit Card).

– Provide a tax exempt transaction.

*There is no preferred vendor’s list for any supply, service or construction. Organizations search various procurement sources (many mandatory) or contact vendors directly based on the organization’s requirement.
