HARASSMENT, INTIMIDATION & BULLYING (HIB)

On January 5, 2011, Governor Chris Christie signed into law P.L.2010, Chapter 122, an act concerning HIB in school settings that amended various parts of the statutory law.

In particular for school policies and procedures, the act amended N.J.S.A. 18A:37-13 et seq., which include the requirements for the prevention and intervention of HIB on and off school grounds*, at school-sponsored functions and on school buses.

HIB Law DefinedHARASSMENT, INTIMIDATION & BULLYING (HIB)

"Harassment, Intimidation or Bullying" means any gesture, any written, verbal or physical act, or any electronic communication, whether it be a single incident or a series of incidents, that is reasonably perceived as being motivated either by any actual or perceived characteristic

To include: race, color, religion, ancestry, national origin, gender, gender identity and expression, or a mental, physical or sensory [handicap]disability, Or by any other distinguishing characteristic, that takes place on school property, at any school-sponsored function [or],on a school bus, or off school grounds as provided for in section 16 of P.L.2010, CHAPTER 122, that substantially disrupts or interferes with the orderly operation of the school or the rights of other students

What to Do If You’re Bullied

Look at the kid bullying you and tell him or her to stop in a calm, clear voice. You can also try to laugh it off. This works best if joking is

easy for you. It could catch the kid bullying you off guard.

If speaking up seems too hard or not safe, walk away and stay away. Don’t fight back. Find an adult to stop the bullying on the spot.

Preventing BullyingTreat Everyone with Respect

Nobody should be mean to others.STOP and THINK before you say or do something that could hurt

someone.If you feel like being mean to someone, find something else to do.

Play a game, watch TV, or talk to a friend.

Talk to an adult you trust. They can help you find ways to be nicer to others.

Keep in mind that everyone is different. Not better or worse. Just different. ****If you think you have bullied someone in the past, apologize. Everyone feels

better.

--44 percent of the violent interactions on television involve perpetrators who have some attractive qualities worthy

of emulation.

--Nearly 75 percent of violent scenes on television feature no immediate punishment for

or condemnation of violence.

--40 percent of programs feature "bad" characters who are never or rarely

punished for their aggressive actions.

•Youths aged 12 to 17 who used an illicit drug in the past year were almost twice as likely to have engaged in a violent behavior as those who did not use an illicit drug (49.8 vs. 26.6 percent)

•The likelihood of having engaged in violent behavior increased with the number of drugs used in the past year (i.e., 45.6 percent of youths who used 1 illicit drug engaged in violent behavior compared to 61.9 percent of youths who used 3 or more illicit drugs)

COLUMBINE HIGH SCHOOL

April 20, 1999 : Two students stormed Columbine High School in Littleton, Colorado and murdered 12 other students aged 14 to 18 as well as a teacher. A further 24 people were injured before the attackers, Eric Harris and Dylan Klebold, killed themselves.
