The ODINECET network constitutes a capacity building strategy for Eastern and Central European participating member states linking training equipment and operational support in a regional context, product- and service-oriented and using multi-stakeholder approach.

Seven countries of the ECET area are involved into the ODINECET network – Bulgaria, Croatia, Estonia, Latvia, Poland, Russia and Ukraine

During the IODE/EURASLIC workshop on the European Countries in Economic Transition (ECET) ODIN initiative (27-28 October 2005, IODE Project Office in Oostende, Belgium) it was decided that a Coordinating Group would prepare a concept document that describes the way the European ODIN will be started and proposed a list of activities. Ocean Data and Information Network for European Countries in Economic Transition (ODINECET)

Objectives of the ODINECET:

- To support the networking of aquatic libraries in ECET countries;

- To support the development of national aquatic information centers and national/regional projects;

- To provide training opportunities in marine information management, applying standard formats and methodologies as defined by IODE;

- To assist with the development and dissemination of aquatic information, responding to the needs of the scientific community;

- To provide assistance to IODE in the recruitment of National Information Management Coordinators.

ODINECET Activity:

Three Training courses in Marine Information Management on different themes was organised, hosted and sponsored by the UNESCO/IOC Project Office for IODE in Oostende, Belgium in 2006, 2007 and 2008.

The Regional Marine Information Management Training course for ODINECET members from Russia and Ukraine was held back-to-back with the EURASLIC XII Conference in Crimea, Ukraine 2007 and sponsored by the UNESCO/IOC Project Office for IODE.

ODINECET Activity:

The three-day ODINECET meeting has been held, hosted and sponsored by the IOC Project Office for IODE in Oostende, Belgium in 2010. The group analized and discussed what had been done and what is to be done within the framework of ODINECET project.

Ocean Teacher Academy is an IODE product founded to offer training courses on oceanographic data and information management. Fifteen ODINECET participants were trained in 2009 and 2010. All the participants indicated usefulness of the courses for their professional development.

ODINECET Activity:

ODINECET Journals Catalogue — catalogue gives access to the Union List of serials available at the ODINECET group aquatic libraries. The project involves 22 participating libraries of Bulgaria, Croatia, Estonia, Latvia, Poland, Russia and Ukraine.The IMIS-based software developed by VLIZ is used for input. The new web-based input interface for the management of the ODINECET Union Catalogue of Serials developed by VLIZ IT staff.

ODINECET Activity:

In March 2010 the IODE Officers passed the budget for 2010-2011 and approved the allocation of 2000 USD in 2010 and 3000 USD in 2011 specially for purchasing the needed equipment. Following the IODE recommendation, project participants were asked to substantiate their equipment needs and as a result the proposal titled "ODINECET Equipment project for IODE" was submitted to IODE by the Coordinator in May, 2010 ― action pending.

Equipment grant: The fund 3000 Euros for the scanners acquisition for 6 ECET libraries was allocated in 2009 from EURASLIC

ODINECET Activity:

Software for e-catalogues

Many libraries of the ODINECET group are in need for program that would ensure keeping e-catalogues available via Internet.

Koha software for e-catalogues accessible through Internet was chosen and is under the final testing by the IBSS IT personnel and the IBSS library.
