1.0 Introduction:
1.1. Managing at the Top (MATT-2) - Bangladesh Public
Service Capacity Building programme is a project being
implemented for over 09 years under the Ministry of
Establishment by the UK government technical assistancethrough the Department For International Development
(DFID). As is known, the programme has been intended to
train significant numbers of senior managers and develop
reformed human resource management systems within the
Bangladesh Civil Service (BCS) as an important building
block for incremental administrative reforms. Aiming at
creating reform-minded civil servants through mutual
support and improvement of performance, the programmeis believed to achieve through a combination of appropriate
training support the reformed human resource
management systems, and generate demand for reform
with BCS cadres and civil society users.
1.2 As per the Ministry of Establishment, Government of
the Peoples Republic of Bangladeshs memo No. ME (Dev. &
IMP)-4/2009-160(45) dated 19-04-2009 the undersigned
attended the 06 (six) week long In Country Training Course
held in Bangladesh Public Administration Training Centre
(BPATC) and Regional Exposure Visit held in Singapore
during 03-05-2009 to 16-06-2009 under the Managing At The
Top (MATT-2) - Bangladesh Public Service Capacity Building
Programme. Also, as part of the In-country Training Course

I participated in implementation of a group based
Performance Improvement Project (PIP).
1.3 As I believe, I have been benefited immensely from my
participation in the said In-country Training Coursedesigned for each batch under MATT-2 programme to meet
the objectives of developing a critical mass of officers in the
BCS Administration Cadres equipped with new competencies,
values, skills and experiences to promote change
management and reform in the public sector. I have also
been benefited from the Course providing additional
opportunities of learning by doing and sharing ideas and
experiences with senior bureaucrats of countries visited.However, this report is intended to speak about the status of
Individual Action Plan Level-2 (Mainstream Batch: 17)
implemented under the scope of my participation in the
MATT-2- Bangladesh Public Service Capacity Programme.

In my Individual Action Plan Level-2 (attached) Iincorporated the issue of ITC skill and knowledge
development 11 subordinate staff of the Export Promotion
Bureau, Dhaka as I have been serving here as Secretary.
Target date set for the implementation of the planned action
was by 20-08-2009 and officials in my endeavor are the Vice-
Chairman, Director General, Director (Finance), DeputyDirector (Administration), Assistant Director (HRD),
Administrative Officer, ICT Trainers, Sub-ordinate staffs.
Based on crucial learning points I caused appropriate
conduction of training and its evaluation. A number of
actions involved in the process were as follows:

The

2.5 Later on I arranged monitoring of the activities of 11trained staffs on 10-08-2009. Associated by 02trainers I monitored the computer & ICT tasksassigned to the trained staffs, and found them as
quick learners.
2.6 As per the Individual Action Plan finally I evaluatedthe training programme on 18-08-2009. The trainedstaffs were evaluated on the training contents andsubsequent assignment. It may be worth mentioningthat the evaluation process was very rigorous andeach of the 11 staffs was passed through the

3.0 Conclusion:
3.1 In this age of science, information andcommunication technology the knowledge and skill oncomputer and information & communication technology isconsidered very powerfull tool for the positive change inthe society, balanced socio-economic upliftment and
national well-being. Knowledge on computer and ICT isessential in every spare of life and in this current wiredworld without knowledge on it, a person even if he/she ishighly educated is termed illiterate. Taking this in viewboth the government and private sector are thriving to thesocio-economic development of the country throughpropoer untilization of ICT and computer knowledge.
3.2 The training on the development of computer & ICT skill
of 11 subordinate staff of the Export Promotion Bureau,
Dhaka imparted as Individual Action Plan Level-2 as a resultof my attendance in the Managing At The Top (MATT-2)
Bangladesh Public Service Capacity Building Programme has
been very successful in equipping the trained staffs with
standard level of computer and ICT skill. As is believed,
conduction of this training has equally benefited the trained
staffs as well as the Export Promotion Bureau significantly.
This will in turn contribute even though insignificantly
towards the growth of Bangladesh export.
