Amendments in the Constitution of Pakistan, 1973 by S. A. Rabbani Additional Secretary , National Assembly of Pakistan District & Sessions Judge INTRODUCTION This is an attempt to consolidate all relevant information relating to the amendments made in the Constitution of Islamic Republic of Pakistan, for the benefit of those interested in this history. In its age of 21 years, the Constitution, that was adopted in April, 1973, has suffered 34 amendments; 10 times by the Acts of Parliament and 24 times through Presidential Orders. In seventies, within a span of 4 years since its inception, 7 amending Acts were passed by the Parliament. Second phase started in 1979, after the Supreme Court recognized the power of then President to amend it. Since 1979 till the revival of democracy in 1985, a couple of dozen Presidential Orders were issued to amend the Constitution, from time to time. Third era started soon after restoration of democracy and 3 amending Acts have been passed since then. Two amending Bills died in the process of legislation. The book comprises 3 parts. The first part gives a summary of the amendments; second part consists of a glossary with clause wise detail of amendments, and the third contains the text of amending Acts and Orders. The book may be of special interest for parliamentarians, politicians, those in legal profession, and scholars. But

The )upreme Court of Pakistan recogni*ed the right of the Chief 0artial 8a !dministrator to perform all such acts or legislative measures hich ere in including the poer to amend it, in -egum 4usrat -hutto ?s. Chief of !rmy )taff and 2ederation of Pakistan. This enabled the then Chief 0artial 8a !dministrator@President to make series of amendments by issuing amendment (rders during the period from 2ebruary, 1"#" to >anuary, 1"+,. 2inally ma6or amendments ere made through the Revival of Constitution (rder on 1#th 0arch 1"+,. These amendments changed the hole comple.ion of the 1"#$ Constitution.In 1"+,, general elections ere held on non;party basis. The 4ational !ssembly came into being as a result of these elections.
