INVITATION FOR GLOBAL EXPRESSION OF INTEREST (EOI)

Subject: Design Manufacture, Supply, Ins ta l lation and Commiss ioning of

one SS 316 L type new Ammonium Saturator and one SS 316 L type Mother

Liquor Tank with accessories for Coke Oven — By Product Plant at NINL, Duburi,

Odisha.

1.0 The Company:

Neelachal Ispat Nigam Limited is a joint venture of Govt companies, majority

share being held by MMTC Ltd, A Govt. Of India Undertaking. Neelachal Ispat

Nigam Limited (NINL) has set up 1.1 million tons steel plant at Duburi, Kalinga

Nagar Industrial Complex, Dist Jajpur, Odisha, India. It has its registered office at

Bhubaneswar, Odisha India & is the largest producer and exporter of pig iron in

India.

2.0 The objective:

NINL invites sealed Global Expression of Interest (EOI) from the

experienced supplier / contractors / resourceful firms / organizations who has

proven capabilities in both technical and financial for Design, Manufacture,

Supply, Installation and Commissioning one SS 316 L type new Ammonium

Saturator and one SS 316 L type Mother Liquor Tank with accessories of

Coke Oven.

3.0 Preamble:

NINL have set facilities for production of steel through Blast Furnace-Basic

Oxygen Furnace —Continuous Casting (BF-BOF-CCP) route. In order to meet

the requirement of metallurgical grade of Coke for its Blast Furnace, a Coke

Oven Plant of capacity 0.81 million ton with dry quenching facility has been

setup. In order to treat effluent generated from its Coke Oven-Byproduct Plant,

an Effluent Treatment Plant based on mechanical biological & chemical

treatment process has been provided. In By-product plant one new SS 316 L

type Ammonium Sulphate Saturator & one SS 316 L type Mother liquor tank are

required because they have become very old and non reliable. Hence it is




proposed to install one new SS 316 L type Ammonium Sulphate Saturator & one

SS 316 L type Mother liquor tank along-with accessories.

4.0 Scope of work & Requirement:

The scope of work shall be Design, Manufacture, Supply, Installation and

Commissioning of one new SS 316 L type Ammonium Sulphate Saturator & one

SS 316 L type Mother liquor tank along with accessories of Coke Oven. The

detail as per Annexure – I, enclosed herewith.

5.0 Eligibility for participating in EOI:

5.01 The Tenderer should be in the field of Design, Manufacture, supply &

installations of Ammonium Sulphate Saturator for Coke Oven Plant.

The Tenderer must have successfully completed at least 2 (two) similar work

costing not less than Rs 10 Crores during the last 5 year ending 31 March 2017

and one of such plant shall be in operation at least for a period of one year

meeting the designed parameters.

(Similar work means: Experience in design, manufacture, supply, installation

and commissioning of Ammonium Sulphate Saturator for Coke Oven)

Note: Documentary proof for the above qualifying criterion should

be submitted along with your offer duly signed by authorized signatory.

5.02 Capability — Equipment and Manufacturing Facility

The Tenderer must have an annual capacity to manufacture and supply at

least one full unit. To prove that bidder should submit the relevant documentary

evidence in respect of manufacturing facilities available with them.

Note: Documentary proof for the above qualifying criteria should be submitted along

with your offer duly signed by authorized signatory.




5.03 Financial Standings:

a. Average Annual turnover of the bidder during last three years ending

31/03/2017 should be more than Rs 25 Crores and it should be reflected in

audited financial report for the said period, otherwise should be certified

by Chartered Accountant.

b. Bidders should not have suffered any financial loss for more than one year

during last three years ending 31/03/2017.

c. The net worth of the firm should not have eroded by more than 30% in the

last year ending 31/03/2017.

d. All financial standings data like P/L accounts, Balance sheets, Cash flow

statements etc. should be certified by certified accountants e.g. Chartered

Accountants (CA).

6 . 0 General:

a. The firm should give a declaration that they have not been blacklisted /

debarred for dealing by any PSUs/Government of India in the past 5

years.

b. The Tenderer should be registered in India under the GST Act & also

the tenderer shall furnish the details of their GSTN and other

statutory details in their offer. Not applicable for foreign companies.

c. The firm should confirm that they are competent and legally authorized to

submit the tender and / or to enter into legally binding contract.

d. Documents as mentioned in Annexures should be submitted along with EOI

only.




7.0 Procedure for Selection:

The offers received against this EOI shall be scrutinized for suitable

tenderer, who possesses / meets both commercial & technical aspects of our

requirement. In case of any clarifications, we may call upon these tenderers for

the same during which you may have to visit our site with necessary

clarifications. Also in order to understand the technical know-how of the

tenderer, our technical team may visit the site of tenderers. Also if

required the tenderer shall arrange visit of our representative to the

organization where they have setup similar plants.

After scrutinizing & short listing, we shall send the Tender document to short

listed tenderers only & the normal tendering procedure will be followed.

8.0 Other Instructions to the Tenderer:

a. Interested parties are requested to send their expression of interest (EOI)

giving their proposal to undertake the above work along with their

credentials as per our requirements.

b. If the applicant is a company owned by another company, details of the

ownership of the company should be provided along with the complete

addresses of the owners and their other activities. Sub-contracting as a

whole is not allowed.

c. NINL reserves the right to select interested companies / organizations. NINL

may accept or reject any tender without assigning any reasons or any other

ground. After completion of the EOI, NINL will approach the qualified

firm/organization for issuing the tender documents.

d. Interested parties may visit our plant with prior intimation between 10.00 Hrs

to 16.00 Hrs “Indian Standard Time (IST)”on any working day to understand

our requirements at their own cost before submitting their proposal. For

any clarifications, you may also contact DGM I/C (Coke Oven).




e. Clarifications, if required will be sought by NINL and the participants should

be in a position to respond within reasonable time period.

f. The details of contact person with Phone/FAX/email should be clearly

furnished.

g. Any amendments / corrigendum of this EOI will be displayed only on our company's

website: www.ninl.in

h. All the costs and expenses associated with submission of EOI shall be borne by

the applicants submitting the EOI and NINL shall have no liability in any

manner in this regard or if it decides to terminate the process of EOI on the

subject for any reason whatsoever.

i. The right to suspend the EOI process or part of the process, to accept or reject any

or all EOIs at any stage of the process and / or to modify the process or any part

thereof at any time without assigning any reason thereto is reserved by NINL

without any obligation or liability whatsoever.

j. The applicant shall enclose a confidentiality statement duly signed and stamped

as below along with the EOI. The information(s) which are contained in this document will not , in whole or in part be reproduced, transferred to other documents / electronic media or disclosed to others

without written consent".

k. The expression of interest and accompanying documents shall be

submitted duly signed in a sealed cover properly super scribed as

9.0 EOI Submission:

EOI shall be submitted in all respect along with all credentials and supporting documents so as to reach us on or before 15.00 (Fifteen) Hours

10.0 Date of opening of EOI:

opening of EOI is at the discretion of NINL.

11.0. Final decision making authority:

NINL reserves right to accept or reject any application, or all applications and /or

cancel the process; at any time without assigning any reason whatsoever and

without thereby incurring any liability to the affected applicants.
