Sectin 4+ PRINTING OF OFFICIAL BALLOTS an ELECTIONRETURNS #he o3cial ballots and election returns must bear theo3cial seal o2 the C*M-L-C and be %rinted under the e;clusi!esu%er!ision and control o2 theCommittee )hich shall determine and %ro!ide the necessarymeasures in Printin& , stora&e and distribution.

Sectin &0 DISTRIBUTION OF ELECTION PARAPERNALIAS #he election %ara%hernalia shall be distributed by thecommittee to the %ollin& %laces and the chairman shall res%ecti!elyrecord o2 the quantity and number o2 election %ara%hernalia bein&2urnished. #he committee shall require to use the transmittal 2ormand to be si&ned by the B-I u%on recei!in& the election%ara%hernalia.

Sectin &4 PRELIMINARIES IN CASTING OF /OTES #he board o2 election ins%ectors 6B-I8 shall meet at the%ollin& %lace at se!en6://8 in the mornin& o2 election day and shallha!e the boo( o2 !oters containin& all a%%ro!ed a%%lication o2re&istration o2 !oters %ertainin& to the %ollin& %lace, li(e)ise thecertied list o2 !oters, list o2 candidate, ballot bo;, o3cial ballotsand ball %ens 2or the use o2 the !oters and 2orms to be used )hich

may be necessary.

Sectin &' SPOILED BALLOTS I2 a !oter should accidentally s%oil or de2ace a ballot insuch a)ay that it is not la)2ully be used, heshe shall surrender it2olded to the chairman )ho shall note in corres%ondin& s%ace in the!otin& record that said ballot is s%oiled.

Sectin &( CALLENGE OF ILLEGAL /OTERS +o !oters or )atchers may challen&e by oGerin& to !ote2or not bein& re&istered 2or usin& the name o2 qualied !oters. Eis2ailure or inability to %roduce his identication 2rom the C*M-L-C

shall be the &round 2or disqualication.

Be2ore %roceedin& to the countin& o2 !otes, the Board o2-lection Ins%ector shall count the ballot in the com%artment 2or the!alid ballots )ithout 2oldin& and com%are the number o2 ballots inthe bo; )ith the number o2 ballots as casted. I2 there are e;cessballots, they should be return to the bo; and thorou&hly mi;ed therein the %oll cler(, )ithout seein& the ballots and he shall dra) out asmany ballots equal to the e;cess )ithout un2oldin& them. Placethem in an en!elo% )hich shall be mar(ed Ne;cess ballots andshould be si&ned by the member o2 Board o2 -lection Ins%ector6B-I8.

Sectin '0 MANNER OF COUNTING /OTESa. #he board o2 election ins%ector shall 2old and bind the

ballots )hich rubber bond by 2ties.b. #he Chairman )ill read the names o2 candidate !oted 2or,

si&n a3; hisher si&nature at the bac( o2 the o3cialballot.

c. #he %oll cler( shall record the !otes casted #ally sheet.d. #he third member shall enter the casted !otes in the #ally

Board.

Sectin '1 RULES FOR TE APPRECIATION OF BALLOTSa. -!ery ballots shall be %resumed to be !alid unless

there is clear and &ood reason to Dusti2y its reDection.b. *nly the rst name o2 the candidate or his surname is

)ritten the !ote 2or such candidate is !alid.c. I2 the name is )ritten on the ballot has a sound

similar to the surname o2 another candidate it shallbe counted in 2a!or )ith the surname.

d. I2 there are t)o or more candidates )ith the same 2ullname and rst name, one o2 them is incumbent the!otes shall be counted 2or incumbent.

e. 4hen t)o or more name o2 candidates is )ritten inthe name line )ith same surname, it shall becounted, in 2a!or o2 the incumbent.

2. 4hen t)o or more names are )ritten in the ballot,rst name o2 the candidate and the other one issurname o2 his o%%onent, the !ote shall not becounted either.
