AMENDED OFFICIAL CALL FOR A REPUBLICAN PARTY CANVASS

Fauquier County, Virginia April 2, 2016

Pursuant to The Plan of Organization of the Republican Party of Virginia (“RPV”), the Bylaws of the Fauquier County Republican Committee (the “County Committee”), and in accordance with the rules adopted by the County Committee on the 1st day of March, 2016 in conformity with the said Plan of Organization and said Bylaws, I, Katherine Hayes, Chairman of said County Committee, do hereby issue this Amended Official Call for a Republican Party Canvass to be conducted in the County of Fauquier on Saturday the 2nd day of April, 2016.

This call supersedes and replaces the call published by the County Committee in the Fauquier Times on February 10, 2016.

The purpose of this canvass is as follows:

1. Electing up to 670 Delegates and an equal number of Alternates to the Republican Party of Virginia State Convention, to be held on April 29, 2016 at James Madison University, Harrisonburg, Virginia (or its alternate site), beginning at 2:30 pm for the following purposes: a) Electing 13 At-Large Delegates (“National Delegates”) and 13 At-Large Alternate Delegates (“National Alternates”) to the Republican National Convention to be held on July 18-21, 2016, at the Quicken Loans Arena in Cleveland, Ohio (or its alternate site) (the “National Convention”), b) nominating two Electors At-Large to be voted for in the presidential election on November 8, 2016, c) electing a State Chairman, d) electing a National Committeeman and National Committeewoman and e) for the transaction of such other business as may properly come before the National Convention;

2. Electing up to 140 Delegates and an equal number of alternates to the 1st Congressional District Convention to be held on May 7, 2016 at James Monroe High School, Fredericksburg, Virginia (or its alternate site), with registration beginning at 2:00 pm and the convention beginning at 4:30 pm for the following purposes: a) Electing a First Congressional District of the Republican Party of Virginia Chairman, b) electing three (3) members of the Republican Party of Virginia State Central Committee, c) electing three (3) Delegates (“National Delegates”) and three(3) Alternate Delegates (“National Alternates”) to the Republican National Convention to be held on July 18-21, 2016 at the Quicken Loans Arena in Cleveland, Ohio (or its alternate site) (the “National Convention”), d) electing one (1) Presidential Elector to be voted for in the Presidential Election on November 8, 2016 and e) transacting such other business as may properly come before the convention;

3. Electing up to 535 Delegates and an equal number of alternates to the 5th District Convention to be held on May 14, 2016 at the Nelson County High School, Lovingston, Virginia (or its alternate site), with registration beginning 9AM and concluding at 11AM for the following purposes: a) election of a candidate for the 2016 US House election, b) electing a district committee chairman, c) electing 3 State Central Committee members, d) electing 1 Elector for the 2016 election, e) election of 3 national delegates and 3 national alternate delegates to the

Republican National Convention to be held on July 18-21 at the Quicken Loans Arena in Cleveland, Ohio (or its alternate site), f) transacting such other business as may properly come before the convention; and

4. Electing up to 185 Precinct members, up to 28 At-Large members, and a Chairman of the Fauquier County Republican Committee.

All legal and qualified voters of Fauquier County, Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who express in writing their intent to support all of its nominees for public office in the ensuing election, may participate as a members of the Republican Party of Virginia in this Canvass. A person who has made application for registration as a voter in Fauquier County and meets the requirements set forth above, but whose name does not appear on the local registration books solely because the books having been closed in connection with the local election, will nevertheless be deemed a legal and qualified voter.

A voter who, subsequent to making a statement of intent, publicly supports a candidate in opposition to a Republican nominee shall not be qualified for participation in party actions for a period of four years. In addition to the foregoing, to be in accord with the principles of the Republican Party, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party with in the last five years. A single exception shall be approved for any voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of the exception thereafter. Within 30 days of receipt, the Official Committee shall provide a copy of this signed renunciation statement to the Republican Party of Virginia, to be maintained for a period of five years.

Pre-filing requirements:

Any candidate for Delegate to the RPV State Convention shall file with the County Committee a declaration of his or her candidacy in the same form as set forth herein together with an optional registration fee of $35.00 for the District Convention, which, if submitted, helps defray the costs associated with the Convention and is thus non-refundable.

Any candidate for Delegate to the 1st Congressional District Convention shall file with the County Committee a declaration of his candidacy in the same form as set forth herein together with an optional registration fee of $5.00 for the District Convention which, if submitted helps defray the cost associated with the Convention and is thus non-refundable.

Any candidate for Delegate to the 5th Congressional District Convention shall file with the County Committee a declaration of his candidacy in the same form as set forth herein together with an optional registration fee of $25.00 for the District Convention which, if submitted helps defray the cost associated with the Convention and is thus non-refundable

Any candidate for Chairman of the County Committee shall file with the County Committee a declaration of his candidacy and a mandatory, non-refundable fee in the amount of $50.00.

Any candidate for an At-Large Seat on the County Committee shall file with the County Committee a declaration of his candidacy and a mandatory, non-refundable fee in the amount of $35.00. There are 28 At-Large seats.

Any candidate for a Precinct Member seat on the County Committee shall file with the County Committee a declaration of his candidacy and a mandatory, non-refundable fee of $25.00. Precinct seats are allocated as follows:

Kettle Run (6), Catlett (13), Casanova (5), Lois (6), Opal (6), Baldwin Ridge (7), Warrenton (10), Courthouse (11), Airlie (10), Morrisville (9), Remington (10), Bealeton (12), Marshall (10), Leeds (9), Waterloo (13), Springs Valley (6), The Plains (8), New Baltimore (11), Broad Run (10), Vint Hill (13).

There is no signature requirement to run as a candidate in this election.

Declaration forms are available on the County Committee’s website, www.FauquierGOP.com. All declarations must be received no earlier than the publication date of this call and no later than 22 March 2016 by 5:00 pm along with all applicable fees in the form set forth herein. Any declarations filed under any prior call must be refiled.

Election:

This election shall be held on the 2nd day of April 2016 from 9:00 am to 5:00 pm and conducted concurrently at two locations: the Warrenton Community Center, 430 E Shirley Ave, Warrenton, VA 20186 (or its alternate site); and the Remington Lions Club 11326 James Madison Hwy, Bealeton, VA 22712 (or its alternate site). Any voter may vote at either location, provided that no voter may vote at more than one location. In the event the number of candidates is less than or equals the number of vacancies, those individuals properly filed shall be deemed automatically elected. If the number of persons pre-filing as candidates in the County Committee Canvass does not exceed the number of nominations to be made for a particular office, then the pre-filed candidate or candidates may be declared the winner of the office. If candidates for nomination for all offices to be decided upon in the County Committee Canvass are unopposed, the candidates may be declared the winners and this Canvass will be cancelled. See RPV Party Plan, Article VIII, Section A, Paragraph 9.

Qualification of Candidates:

All candidates shall be legally qualified voters of the County of Fauquier at the time of the pre-filing deadline and shall make written declaration they are in accord with the principles of the Republican Party and that they intend to support all of its nominees in the ensuing election. Any candidate for Committee Membership who fails to properly indicate their precinct on the filing form shall be disqualified for that reason alone.

Time and place of filing:

All declarations shall be filed with the Fauquier County Republican Committee, P.O. Box 925, Warrenton, Virginia 20188. Declarations must be received no earlier than the publication date of this call and no later than 22 March 2016 by 5:00 pm along with all applicable fees in the form set forth herein. Postmarks do not control. All declarations not complying with the requirement of this Notice and Rules of Canvass will be disqualified.
