1.0 Introduction

The Northern Ireland Judo Performance Plan 2017-22, is the strategic document intended to support the submission for the Sport NI Sporting Winners strategy. This document will reference other recent strategy documents throughout, to draw on current research and strategy already proposed or currently being delivered, when relevant to the Sporting Winners application brief. This document is designed to correlate these existing strategy documents, updating where necessary, and adding new data and information where appropriate to our application. 1.1 The Northern Ireland Talent Development Programme (NITDP) 2013-16. The NITDP has been delivered since October 2013 and has invigorated the talent system in NI Judo. There is now an unprecedented body of young talented athletes in the NI system with competency, performance and age profiles to target the 2022 Commonwealth Games in Durban. In 2016 Judo was confirmed as a core sport for Commonwealth Games from 2022 and as such will inform performance programme design and strategy going forward. Before NITDP there was neither staff nor programme to service a talent system, and whilst AIP supported programme provision, there had been no staff to deliver a Performance or High Performance programme for NI Judoka. 1.2 The NI Judo Performance Pathway Strategy 2015-22 (NIPPS). In 2015 the Northern Ireland Judo Federation, with the support of Sport NI, commissioned a review of its current performance systems and operations. The aim of the project was to conduct a review and subsequently develop a Performance Strategy that identifies, nurtures and develops Judo players who have the ability to win medals at major championships. The purpose of developing the strategy was to clarify the exact nature of NI Judo’s Performance goals and objectives for the period 2015-2022. In particular, and based on appropriate consultation with key stakeholders the delivery of an evidence-based highly effective Performance Pathway within the strategy. The pathway focuses on the key structures and support mechanisms required for athletes to compete at major championships such as the Commonwealth Games, Olympic/Paralympic Games, European and World Championships. The report’s recommendations have assisted and supported NI Judo in their aspirations to develop talented and high performance athletes within Northern Ireland; and, progressing that talent to the very pinnacle of international success.

1.3 British Judo VMOST Research (VMOST) The VMOST research sought to establish the competitive, technical, tactical and environmental benchmarks for 75 current ‘Super Elite’ Judoka across the Globe. Findings here have informed WITTW, Tokyo 2020 & Trademarks Development strategies. 1.4 The BJA Tokyo 2020 Strategy (Tokyo 2020) The ‘Tokyo 2020’ Strategic Plan outlines the proposed strategic approach the British Judo Association will take to achieve medal success in the 2020 and 2024 Olympic and Paralympic Games. British Judo’s Performance Vision is to ‘Create medal-winning athletes at every Olympic and Paralympic games.’ We believe this is a compelling articulation of what our sport aims to achieve over the long-term. It will achieve this Vision by delivering British Judo’s World Class Performance Programme (WCPP) aligned to the ‘What It Takes To Win’ model. This four-year mission will embed and systemise the successes and achievements made by the sport over the past three years. 1.5 The BJA ‘What It Takes To Win’ Model (WITTW) The ‘What it Takes To Win’ model articulates how British and Northern Ireland athletes will be prepared, developed and compete, in order to achieve success. It incorporates the evolving Judo Trademarks, which are being cascaded throughout the GB system. The model is the golden thread running throughout all of the BJA’s WCPP strategies and operations. 1.6 Trademarks Development Strategy (TDS) Judo is a ‘Technically loaded’ sport, with over 40 scoring techniques recorded during the London Olympics alone. The VMOST research has informed the ‘Trademarks Development Strategy’ to identifiy the technical competencies essential for success. The BJA World Class Performance Programme (WCPP) has invested a considerable amount of time and analysis in determining the various components of ‘What it Takes to Win’ at Olympic and Paralympic Games. The focus of the Home Nation programmes are to develop Judoka with the ability to transition up the Performance Pathway onto the WCPP with the targeted Technical and Physical foundations already secured. The four technical and tactical components identified to perform on the world stage and consistently win at Commonwelath, European, World Championships and Olympic/Paralympic Games are:

• ‘Throw for Ippon’, • ‘Win in Ne Waza’, • ‘Dominate Kumi Kata’ • ‘Contest Management’.

UK Sport and the BJA WCPP consulted primarily with the NI Judo Performance Lead, to ascertain which technical and tactical competencies should be prioritised during each Pathway phase. Performance Lead’s from the other Home Nations were also consulted to prescribe the observable behaviours for each of the identified technical and tactical priorities, the detail of which is presented herein. 1.7 Current Profile & Key Stakeholders There has been a marked progression in the NI Judo Performance System over the last 12 months. Whilst much of the general profile and stakeholders overview has remained consistent with the findings in the 2015 Review (NIPPS 1.1), the Performance System has progressed significantly. The success of the NITDP and performance athletes (Lisa Kearney, Eoin Fleming, Caoimhin Thompson) coupled with the recommendations from the NIPPS, have prompted both the NIJF and Sport NI to invest in Performance Staff and Performance Programme provision in 2016. The British and Irish Judo Associations have also reinforced the importance of supporting the NI Judo Performance Programme. Both NGB’s have committed to landmark partnership agreements with NI Judo including, a joint financial investment in the recent NI Judo Performance Lead position. The BJA have also committed 6 days per year from their Senior Performance Pathway Manager to line-manage the role. Significant subsequent investment has continued with the introduction of the new NI Judo Performance Coach position. The part-time position, funded by Sport NI, was sought by NI Judo by way of a ‘Change Request’. Such was the quality of the applicants for this position, and recognising the need and value in investment in Performance Staff, that the NIJF has committed to employing a second Performance Coach from September 1st. NI Judo is at the cusp of an unprecedented period of potential growth and outcomes in World Class Performance. NI Judo has a track record of significant performances at the highest level without any performance staff and with programme provision focused on only one or two athletes. The recent recognition and investment is a clear acknowledgment of said potential. The evidenced capability within the current system, coupled with the strategy and ambitious targets included herein, combine to present an exciting prospect of future Commonwealth, European, World and Olympic success.

2.0 NI Judo Performance Pathway Strategy The NI Judo Performance Pathway will expedite the subsequent delivery of the NI Judo Performance Stratgey, aligned with the NGB but also able to support athletes from the IJA. Our Performance Pathway remains aligned with BJA & IJA Performance Systems throughout. NI Judoka have the opportunity to develop along the full spectrum of the Performance Pathway gamut, from ‘Entry’ to ‘Podium’, accessing BJA or IJA structures through the Northern Ireland Judo Performance System. The strategy design has been informed by performance system requirements identified during the 2015 review, current BJA & IJA Performance Programme policy and world-leading performance system design. I have also referenced leading academic research, in the relevant field, in order to further underpin strategy where appropriate. 2.1 NI Judo Performance Pathway A Performance Pathway is a mechanism used to maximize the potential of a Performance Plan. The Northern Ireland Judo Performance Pathway maps the development opportunity for every eligible Judoka from ‘Entry level’ through to ‘Podium level’. Each developmental stage is underpinned with robust rationale aligned with established ‘best practice’ and the BJA & IJA pathway models. The transition phases between, and within, each developmental stage are clearly specified and measured against established world-class competitive benchmarks, competencies and applicable research. In order to achieve a ‘current’ of appropriately developed athletes flowing through the performance pathway it is imperative that the entry criteria for each new pathway phase, prescribes the strategic direction and delivery content of the preceding programme. For example, the current NITDP has a well-defined application process targeting measured proficiency in three competencies: Performance Behaviours/Lifestyle, Technical & Physical. The competency levels required for a successful application to this programme should provide the performance objective of the programme that immediately precedes the NITDP, in this case, the Regional Talent Development Programme. Recent progress in programme alignment here has produced the first evidence of ‘Talent Flow’ in the NI Judo performance system. To explore the proposed model in detail I will outline the pathway Rationale, Framework, Transitions, Benchmarks and Alignment throughout.

2.2 NI Judo Performance Pathway Rationale Comparative literature in the development of elite sport performance systems has grown rapidly since 2000, mainly because of the desire by policy makers and researchers to explain why some nations are more successful in international sport competitions than others. For example Digel and Barra (2004)13, Digel, Burk and Sloboda (2003, 2006)14, Digel and Fahrner (2003)15, Digel, Fahrner, and Utz (2005)16, Digel and Kruse (2004)17, Digel, Miao and Utz (2003)18 examined National High Performance Systems in eight of the World’s leading sporting nations. Some comparative research on elite sport policy development, between nations, has only recently emerged over the past few years (e.g., Bergsgard et al., 200719; Digel, Burk, & Fahrner, 200620; M. Green, 200521; Green & Collins, 200822; Green & Houlihan, 200523; Houlihan & Green, 200824). Much of the literature cited refers to the SPLISS model, a conceptual model of 9 pillars of Sports Policy factors Leading to International Sporting Success (De Bosscher et al., 20062). The Performance Pathway framework proposed here considers all 9 of the pillars recognised by De Bosscher, but in particular addresses the performance processes within the immediate influence and delivery capabilities of the ‘Client’ (Participation, Coach Provision & Development, Athlete Development, Talent Development, SSM and International Competition). Significantly, the NI Judo Performance Pathway acknowledges De Bosscher’s suggestion that performance sport strategy design should follow a sport specific framework but goes on to consider the wider cultural differences and challenges that may impact on the successful delivery of similar models between different nations (Fahlén & Sjöblom 201225, De Bosscher, De Knop, van Bottenburg & Shibli 201026, Le Bars et al 200827, Côté 199928). This has particular resonance when delivering an effective NI Judo Performance System whose primary remit is to develop NI athletes to medal winning performances at Commonwealth Games, Olympic Games and IJF World Circuit, but must also align with the National Governing Body of two separate nations and remain consistent with the broader performance sport policies of Sport NI (Sport Matters: The Northern Ireland Strategy for Sport & Physical Recreation 2009 – 201929 & Sport NI Corporate Plan 2015-20 (draft)30). The British Judo Association Performance Director and Performance Pathway Manager have both recognised that Northern Ireland Judo is faced with challenges distinct from the other ‘Home Nations’ regarding the transition to full-time BJA provision at the Centre of Excellence. The performance lifestyle, cultural and financial challenges, presented to NI Judoka moving to full-time training in GB, are likely to be significantly more pronounced than those of their Team GB contemporaries (Gulbin et al 201331, Fahlén & Sjöblom 201223, Le Bars et al 200827, Pummel et al 200832, Côté 199928). Northern Ireland’s most successful Judoka (6) over the past 40 years have migrated to Britain as teenagers in order to further their career. They have gone on to experience varying levels of success, however, each departure has emaciated the NI Judo System of its most significant talent and it has consistently taken up to 10 years to subsequently reproduce a prospect of similar potential. The current Northern Ireland Performance Pathway model has been informed by the previous systemic deficiencies, current research and international best practice. This model aims to facilitate the ‘current’ of NI Judoka along the Performance Pathway required to enable medal success at the highest level and provide a consistent and sustainable flow of talent to Podium level programmes (BJA or IJA), where appropriate. Our Model targets systemic NI medal success at Commonwealth Games & IJF World Circuit. It further identifies the qualification of Northern Ireland Judoka at European/World Championships and Olympic Games. Qualifying NI Judoka for major championships is recognised as a systemic accelerant for producing NI athletes capable of World & Olympic medal success through Podium level programmes (BJA/IJA) based in Northern Ireland, GB or elsewhere. By retaining the requisite volume of talent within the NI system for longer, it will be possible to achieve the performance targets detailed and to replenish any migration of Podium level graduates without perpetuating the talent emaciation of NI Judo.

2.2.1 Performance Pathway History Northern Ireland Judoka have continued to produce international performances of note over the last 2 years including Grand Prix (1), Continental Open (6) and Commonwealth Games (1) medals. However, the delivery model and programme provision underpinning recent success had either exceeded capacity or had simply never existed. Figure 1 illustrates the 2013-14 Northern Ireland athlete performance pathway, the available programme provision, staffing provision and representative mechanism, and compares them with established international competitive pathway benchmarks.

Figure 1: 2014 NI Judo Performance Pathway Model The extent of programme provision required to service the athlete population at any given stage in the performance pathway, may be somewhat crudely illustrated here (Figures 1,2 & 3), however, it is clear that systemic programme provision increases significantly throughout a performance pathway, servicing a decreasing ratio of athlete population (Sotiriadou & Shilbury 2009).33

The disparities and/or breaches in systemic performance provision were stark. Much of the Coaching provision was voluntary, the international representative mechanism was under utilised, and there was no one to provide strategic direction specifically for Northern Ireland Judoka. Recent progress in the Regional Talent Development model (including the North West Talent Project) has increased the ‘Talent Flow’ in the NI system. RTD has focused its objectives towards the entry criteria for the Talent Development Programme (NITDP).

In Figure 2 we can see the ‘evolving’ model of pathway development. The absence of any systemic performance development opportunity for ‘transition’ athletes 2014-16 remained the most obvious breach in system provision in Northern Ireland. There had been no personnel or strategy assigned to confront this issue, or with directing the performance system generally, from beginning to end. To effectively address the ‘gaps’ in system provision it was necessary to review the entire system as “Without synergy throughout the Pathway, it is difficult to influence change in any one place” (Trish Heberle*). The ‘synergy’ throughout the new NI Judo Performance Pathway is illustrated and later detailed, below (Figure 3). Extensive research and endeavor has also been attributed to establishing competency benchmarks throughout the breadth of the performance pathway (VMOST). Judo is also a ‘Technically loaded’ sport with over 40 scoring techniques during the London Olympics alone. The VMOST research has informed the ‘Trademarks Development Strategy’ to identifiy the technical competencies essential for success. The BJA World Class Performance Programme (WCPP) has invested a considerable amount of time and analysis in determining the various components of ‘What it Takes to Win’ at Olympic and Paralympic Games. The focus of the NI Performance Plan is to develop Judoka with the ability to transition up the Performance Pathway onto the WCPP or IJA High Performance Programme, with the Technical, Physical and Mindset foundations already appropriately developed. *High Performance Network Manager AIS 2009-12. 2.2.2 Current Pathway Systems. Figure 3 illustrates the current NI Judo Performance Pathway Model. It portrays the pathway phases from Club through to Super Elite and the target competencies and competitive benchmarks appropriate at each phase. The sequence of programme provision is presented in such a way as to suggest the proportionate volume of Judoka in each phase, the detail of which (Talent Flow & programme function) is listed on either side. The triangular shape for the phases, and the inverted triangular shape for the programme provision are intended to represent the systemic programme provision increasing exponentially throughout the performance pathway, servicing a decreasing ratio of athlete population. The NI Judo Performance Lead is charged with the strategic responsibility for the Performance Pathway and as the Lead Performance Coach from high end ‘Talent’ through to BJA and IJA Podium programmes. The demands of separate Cadet, Junior, Commonwealth and Olympic programmes are compounded by the IJF World Tour calendar which regularly schedules events targeting athletes from different pathway programmes, at the same time, in different parts of the World. Two NI Performance Coaches will be necessary to assist the Performance Lead in the overall delivery but will importantly lead individual strands of the NI Performance Plan throughout. The NI Judo Squad provides the primary mechanism to access the international representative opportunities (with GB or IRL) required to qualify for Cadet/Junior/Senior European & World Championships and Olympic Games, and to serve the athlete development requirements necessary to win IJF & Commonwealth Games medals. This current model provides the potential opportunity to develop a Northern Ireland Squad that can participate at every level of World competition, at every age band, apart from the European & World Championships and Olympic Games. Moreover, this would also include the ability to qualify Northern Ireland Judoka for the 3 events where a NI Team cannot participate (Europeans, Worlds, Olympics). The NI Performance Pathway must also align with both British and Irish models as it is a fundamental component of both as depicted in figures 4 & 5.

Figure 6: Performance Curriculum Framework In order to develop the key ‘Trademarks’ essential for repeatable success at the highest level, we must first define them. Each Trademark pillar is comprised of distinctive components that should be delivered in sequence to produce the desired outcome. This is referred to as the Trademark Foundation. Each Trademark Foundation has an appropriate descriptor so that NI Coaching staff working within the Performance Pathway can consistently develop the precise technical competencies in the correct sequence. Table 1, clearly defines the prescribed technical, tactical, physical & mindset competencies targeted and when they should be established. The full range of measurable capabilities can be immersed as the performance curriculum for the NI Judo Performance Pathway. This strategy is completely aligned to the BJA Cadet Strategy* which identifies ‘Throw for Ippon’ and ‘Win in Ne Waza’ as competencies prioritised at Cadet level with ’Dominating Kumi Kata’ and ‘Contest Management’ only receiving focus if appropriate capability has been achieved in the first two pillars.

2.3 NI Performance Pathway Programmes The Trademarks Development Strategy will be immersed into every NI Judo Programme across the full scope of the Performance Pathway, from Clubs and Schools Programmes through to IJA and BJA Podium Programmes. 2.3.1 NI Judo Clubs & Schools Programmes Northern Ireland has already some pockets of very strong practice at Club and Schools level. Priority at this level will be to focus on improvement in the Technical & Behavioural competencies necessary to progress to the Regional Talent Development Programme (*NIPPS & *NITDP). The existing entry criteria for both RTD programmes are published (*NIPPS), well defined and appropriate. The responsibility for achieving the entry criteria lies with the Athlete and their Club/Schools Coach. 2.3.2 NI Regional Talent Development Programmes The Regional Talent Development Programme will remain in just two regions: the North West & Greater Belfast. Programme delivery is consistent between both programmes and aligned toward the entry criteria of the NI Talent Development Programme. Programme provision should be focused on the introduction and promotion of Performance Behaviours/Lifestyle, Technical and Physical competencies outlined in the NITDP entry criteria and detailed in the Trademarks Development Startegy (Table 1). It is during this phase of the Pathway that the proposed ‘Technical Component’ coaching solution should be introduced to bolster the appropriate delivery of the listed technical competencies (NIPPS 5.3.2). 2.3.3 The Northern Ireland Talent Development Programme The Northern Ireland Talent Development Programme (NITDP) has been in situ since October 2013. The NITDP was designed and delivered by the P/T NI Talent Coach but is now designed by the Performance Lead and delivered jointly by the Performance Lead and Performance Coach. The NITDP is a competency based, talent development model. The programme goal is to achieve future and sustainable high performance success through developing the integral performance competencies and behaviours of NIJF & IJA Judoka from Northern Ireland. The NITDP recruits exclusively from the RTD Programmes. The delivery content of this programme introduces and measures how Athletes respond to ‘High Performance’ demands. Provision includes:

• Thorough assessment of Performance Behaviour/Lifestyle, Technical & Physical competencies

• Athlete Screening & DXA • Introduction to Profiling & Action Plans

• Introduction to Programme Planning & Monitoring • Introduction to SSSM • Development of integral performance competencies (TDS)

In order to trigger the NI funding streams (SNI, UK Sport, Sport Ireland) and graduate from the NITDP onto the NI High Performance Programme, NITDP Athlete’s must supplement their competency development with definitive international competition success (Figure 3). This necessitates future provision including a significant element of tactical development and international training and competition exposure. 2.3.4 The Northern Ireland High Performance Programme The Northern Ireland High Performance Programme (NIHP) is an indispensable component of the Performance Pathway and Performance Plan. This ‘transition’ phase of the Performance Pathway is universally recognised as fundamental for producing Podium success at major championships, and yet it is possibly the least understood. Transition Athletes have been historically accommodated in ‘Post Junior’ or ‘u23’ Performance strands of well established programmes, or, neglected in programmes with lesser resources. The linear ascent model of athlete development had long been the accepted context for depicting how athletes progress from Junior to Senior international success. This assertion, already widely disputed by HP coaches with anecdotal evidence, has also been contested academically. Gulbin et al (2013)30 analysed the development trajectories, competition milestones, and junior to senior transitions of 256 international level athletes and concluded that the linear ascent to expertise was ‘rare’. Less than 17% of the elite athletes in the study, ascended to senior international level (via Junior or Senior pathway) without descending to lower levels of competition. The BJA have already recognised the importance of this ‘Transition’ phase of the Pathway, and, cognisant of the dearth in Judo specific research in this field, commissioned a study in 2015 (VMOST) analysing the development trajectories, age, competition, training and environmental profiles, of Super Elite Judoka in the IJF World Ranking Lists across all 14 categories (7 Men, 7 Women). Several performance variables are investigated including:

• Age profile • Historic competitive profile • Training environment • Training partners • Contest reviews • Contest ratios • Family and educational impact

The VMOST study suggests that the time it takes for an athlete to successfully transition from Junior to Senior international success varies, but

typically, World level success is only initially reached 4+ years post earliest IJF Senior Circuit Medal success. This phase of the ‘Pathway’ is key for a number of other reasons. Athletes occupying this phase of the Pathway typically demonstrate:

• Competitive benchmarks profile for Commonwealth Games medalists • Competitive benchmarks profile for Continental Open medalists • Competitive benchmarks profile to challenge for Olympic qualification • Competitive profile for European & World Championship qualification • Competitive profile for European Games qualification

Systemic provision here would also address:

• Performance development programme delivery for ‘transition athletes’ toward World level success

• Developing NI Judoka toward the BJA ‘Podium’ or IJA High Performance Programmes

• Developing NI Judoka toward potential European, World & Olympic success

High Performance provision in Northern Ireland has two tiers of provision, similar to how SNISI provision is currently awarded (linked to UK Sport Podium & Podium Potential). Cognisant of the significance of NI Judo’s involvement in the Commonwealth Games programme all delivery is congruent with the NI Performance Plan 2017- 2022, and not 2020 as indicated in the Sporting Winners brief. i). Commonwealth Programme The NIHP Commonwealth programme is accountable for delivering performance provision conducive to producing multiple medal successes at every Commonwealth Games (2022+) & annually on the IJF World Circuit. Delivery here has a performance development focus, concentrated on transition athletes graduating from the NI Talent Development Programme.

Athletes here have already produced the international performances that have triggered the AIP and/or ISC Carding Awards that fund their individual Performance Programme. SSSM provision will be delivered almost exclusively by SNISI and linked with current Tokyo 2020 provision policy for UK Sport Podium & Podium Potential Athletes. The Performance Lead and Performance Coaching Staff deliver provision for Judoka transitioning from NITDP into the HP environment. The Performance Lead is responsible for the macro, meso and micro-programming and is assisted by the Performance Coaching Staff in the day-to-day delivery, monitoring, evaluation and review.

The Performance Lead is also responsible for designing and delivering the annual international competition and training programmes and assisted by the Performance Coaching Staff for ‘on-site’ competition delivery. ii). Olympic Programme The NIHP Olympic programme targets the qualification of NI Judoka at Europeans, Worlds and Olympics (for GB or IRL). Commonwealth programme Athletes transition to the Olympic programme upon producing consistent performances on the IJF Senior World Circuit (including multiple medal winning performances), which demonstrate the potential to win Gold at the next Commonwealth Games and qualify for World Championships & Olympic Games. Qualifying NI Judoka for major championships is recognised as a systemic accelerant for producing NI athletes capable of World & Olympic medal success through Podium level programmes (BJA/IJA) based in Northern Ireland, GB or elsewhere. SNISI will deliver SSSM provision linked with UK Sport Podium Athletes. However, Nutrition and Psychology support may be outsourced inline with individual athlete’s programme needs (*SSSM Forecast). The proposed NIHP Olympic Programme is designed by the Performance Lead including the macro, meso and micro-programming. Day-to-day provision is delivered jointly by the Performance Lead and Performance Coaching Staff including annual international competition & training programmes and on-site competition delivery. 2.3.5 The BJA ‘Podium’ & IJA High Performance Programmes The BJA World Class Performance Programme (WCPP) depicts a ‘Podium Potential’ level athlete as one possessing genuine potential to qualify for the next Olympic Games and to challenge for a medal at the subsequent Olympic Games. The BJA ‘Podium’ Programme depicts a ‘Podium’ level athlete as one possessing genuine medal potential at the next Olympic Games. Future BJA ‘Podium Potential’ Judoka from Northern Ireland can access restricted WCPP delivery through a ‘Drop-in’ model that allows Judoka to remain based in Northern Ireland whilst accessing strands of WCPP delivery in the BJA Centre of Excellence in Walsall (WCPP Centralised Training Base). Future ‘Podium’ Athletes from NI must relocate to Walsall on a full-time basis. The performance Lead will play a key role in the transition and induction process of NI Judoka to the WCPP Centralised Training Base, working in close cooperation with the BJA Performance Directorate. The Ni Performance Lead will have access to the WCPP for continued monitoring and performance input where appropriate. Northern Ireland’s ‘BJA Podium Athletes’ will be discharged from the WCPP Centralised Training Base to the NIHP Programme for Commonwealth Games preparations (*BJA-NI Judo Partnership Agreement).

IJA Athletes from Northern Ireland can qualify for Sport Ireland High Performance Programme support when they have consistently reached the IJF World Circuit performance benchmarks that clearly demonstrate the ability to qualify for the next Olympic Games. Athletes may be based in Ireland or abroad. 2.4 The Northern Ireland Judo Performance Pathway Personnel The principal performance pathway personnel consideration was to identify and recruit a determined, capable and experienced individual for the Performance Lead position, with the responsibility of driving the entire system forward from ‘toe to top’. The Performance Lead’s duties also include the NIHP Coach role. The demands of multiple pathway programmes are compounded by the International Judo Federation World Tour calendar, which regularly schedules events targeting athletes from different pathway programmes, at the same time, in different parts of the World. A minimum of two additional NI Performance Coaches will be necessary to assist the Performance Lead in the overall delivery of the ‘Performance’ strand of the NI Pathway from 2016-2022. 2.4.1 The Northern Ireland Judo Performance Lead The NI Judo Performance Lead is a full-time position charged with the strategic responsibility of the entire NI Judo Performance Pathway. This includes working with existing and proposed NIJF/BJA/IJA staff to establish strategy and methodology for delivering targets in each of the Pathway’s Development/Performance Programmes and the Northern Ireland Squad. The NI Performance Lead’s duties also include specific delivery responsibility for the NI High Performance Programme (NIHP), as the Lead NI Coach. 2.4.2 The NI Judo Performance Coaching Personnel The NI Performance Coaches assist the NI performance Lead in, developing and connecting Performance Pathways within Northern Ireland, Ireland and Great Britain enabling talented players to be identified, nurtured and developed. This includes leading programme delivery in some pathway phases as designated by the Performance Lead. The NI Performance Coach performs the duties of an Assistant National Coach including planning, preparation delivery and competition delivery for NI Judoka representing Northern Ireland, Great Britain or Ireland. They assist in the delivery of a systematic and highly effective Performance Pathway programme within the context of British, Irish and Northern Ireland Judo, which ultimately results in talent flow of Judo athletes meeting the required benchmarks throughout the Performance Pathway in Northern Ireland.

There are currently two, part-time, Performance Coaches engaged in the NI Judo Performance Pathway. The first appointment was made on 1.7.16 by way of a ‘Change Request’ replacing the former position of Club & Coach Development Officer. The second appointment was made on 1.9.16. The second position is funded entirely by the NIJF’s self generated revenue. The NIJF view this investment as a critical response to the needs of the Performance Programme and is also an indication of the quality of the personnel involved. Both positions are contracted to 31.3.17. 2.4.3 The Northern Ireland Judo Regional Coaching Personnel The Regional Talent Development Coaches are volunteers tasked with developing the ‘Trademarks’ and transitioning Judoka onto the NITDP. 2.4.4 Club and School Coaches Club and School Coaches are encouraged to develop their Judoka using the Trademark Strategy and prepare athletes for the Regional Talent Development Squads. 2.4.5 Judo Specific Technical Coach Development Solution The Judo specific technical deficiency embedded in NI coaching practice was highlighted in the 2015 Review (NIPPS). Based on recommendations from the Review, NI Judo will target resources focused on increasing the technical capability of the Coaching population earlier in the Performance Pathway to enable the effective delivery of the Trademark Development Strategy.

2.5 Pathway Transitions The responsibility for programme provision remains with the programme ‘Lead’ for each phase of the Performance Pathway including the Pathway Transition phases (Figure 8). The primary considerations when designing the Performance Pathway Transitions are:

• Entry criteria requirements for each phase are appropriate.

• Each Development/Performance Programme’s objectives, meet the entry criteria requirements of the next phase.

• Transition requirements are aligned with cited benchmarks and the

BJA & IJA Performance Pathways. Transitions within and between each phase of the Performance Pathway have been informed by the identified current competitive and performance competency benchmarks (Figure 3, VMOST). All of the five Pathway Transitions assess an Athlete’s performance competencies consistent with guidelines from the TDS (Table 1). Transitions 2.5.3,4 & 5 assess Athlete’s competitive and competency benchmarks. An Athlete’s competitive performances have an increasing significance as they progress through the Pathway but competitive performances are only considered post Talent Development phase. Prior to (and during) the NITDP, priority is focused on confirming capabilities aligned to TDS (Table 1. 2.5.1 Schools/Clubs > Regional Talent Development The entry criteria for athletes applying for inclusion on the RTD programmes focus on introductory level behaviour/lifestyle competencies and technical knowledge base. This is consistent with the targeted areas of athlete development during this phase and aligned to the entry criteria for the NITDP & TDS. 2.5.2 RTD > NITDP The NITDP entry application and assessment process is clear, appropriate and detailed in appendix (NITDP). Graduation from the NITDP onto the NIHP programme includes the introduction of competitive benchmarking for the first time in the NI Judo Performance Pathway. 2.5.3 NITDP > NIHP (Commonwealth) The rationale underpinning the criteria for transition here is informed by competitive benchmarks that trigger external funding streams (Sporting Winners) and aligned to TDS (Table 1). The results that currently trigger funding are broadly aligned between NIJF, IJA and BJA and depicted in Figure *.

2.5.4 NIHP (Commonwealth) > NIHP (Olympic) Transition here coincides with continued competency development and competitive results that increase funding support (formerly increased level of AIP and/or Carding). Competitive benchmarks here are aligned with BJA ‘Podium Potential’ performances (Figure *). 2.5.5 NIHP (Olympic) > BJA ‘Podium’ & IJA High Performance Transition into the BJA ‘Podium’ Programme is first activated post IJF Grand Prix medal performance. Maintaining ‘Podium’ status is contingent with repeating a Grand prix medal performance (or higher) within a calendar year and relocating to full-time BJA provision at the Centralised Training Base in Walsall. Transition to the Sport Ireland funded High Performance Programme is activated when progressive IJF World Circuit medal performances accumulate to profile Olympic Qualification capability. 2.6 Pathway Benchmarks Progression along the proposed NI Judo Performance Pathway is periodically measured against established industry standards that are informed by competitive profiling, underpinned by appropriate research and guided by fundamental principles of development. The guiding principle for early ‘Pathway Benchmarks’ is based on developing the integral performance competencies that will underpin future and sustainable high performance success. The Pathway Benchmarks for the NI Judo Performance Pathway are clearly detailed in Figure 3 and Table 1 and further examined in the NIPPS.

2.7 Pathway Alignment Pathway alignment is critical for NI Judo. The NI Judo Performance Pathway expedites the delivery of the NI Judo Performance Stratgey, which must be aligned with the NGB but also able to support eligible athletes from the IJA who can represent Northern Ireland at the Commonwealth Games. Our Performance Pathway remains aligned with BJA & IJA Performance Systems throughout. NI Judoka have the opportunity to develop along the full spectrum of the Performance Pathway gamut, from ‘Entry’ to ‘Podium’, accessing BJA or IJA structures through the Northern Ireland Judo Performance System. The NI Judo Performance Pathway is aligned with the British and Irish Judo Association’s performance programmes. The alignment is underpinned through congruent rationale, framework, transitions and benchmarks as outlined previously in this document and detailed further in NIPPS. The alignment is further reinforced by the current published, and operational, BJA/IJA-NI Judo Partnership Agreements. Figures 6 & 7 depict a pyramid with a base and 3 adjoining faces, each face illustrating either the, British, Irish or NI Judo Performance Pathway. The pyramid does not intend to suggest a simple linear ascent of athlete development from base to top, but does clearly demonstrate programme alignment throughout every phase of the proposed pathway. 2.7.1 NI Judo & BJA WCPP Pathway Alignment The WCPP is firmly committed to delivering a fully centralised Performance Programme post Rio 2016, from the BJA Centralised Training Base in Walsall. All Podium and Podium Potential athletes are required to relocate to the Centre of Excellence for Tokyo 2020 programme delivery. However, the BJA Performance Director has acknowledged that complexities facing the Northern Ireland Performance System present challenges distinct from other the Home Nations with regards to relocation. In order to sustain a consistent flow of NI ‘talent’ toward the WCPP, the PD has recognised that the NI Performance System would first need to mature to a level where a critical mass of Podium Foundation and Podium Potential athletes remained within an efficient NI Performance System, before transitioning to the WCPP on a full-time basis. The option for any NIJF Podium Potential Athletes to apply for relocation to the Centralised Training base would also remain embedded in this proposal.

Despite the absence of any systemic provision succeeding the Emerging Talent Programme and preceding the ISC High Performance Programme support, alignment with the Northern Ireland Pathway remains consistent throughout.

2.8 NI Judo Partnership Agreements The NI Judo Performance Strategy is focused on delivering the first NI Olympic Medallist and first Commonwealth Games Champion. In order to deliver this ambitious goal the importance of developing an aligned and sustainable performance pathway is essential. In order to deliver a functioning performance pathway an effective working partnership with each National Governing Body (BJA & IJA) is essential to ensure players arrive onto the BJA WCPP or IJA HPP with the necessary skills and experiences to continue developing and performing on the world stage. The NI Judo Partnership Agreements set out the expectations and commitments of both British Judo and Irish Judo to the development of a sustainable and productive NI Judo Performance Pathway Programme. Both Partnership Agreements have been published and operational since October 2015. 2.8.1 BJA Partnership Agreement NI Judo supports the delivery of the British Judo Performance Pathway Strategy by committing to the BJA-NI Judo Partnership Agreement:

• Supporting the delivery of the Performance Pathway Commission through attendance and engagement in discussions/projects;

• Hosting Performance Pathway Commission meetings at least once per year (most recently April 2016);

• Supporting the transition of players from Northern Ireland to the British Judo World Class Performance Programme at the Centralised Training Base (Walsall) either directly to the Podium, Podium Potential or the British Judo Transition Programme;

• Supporting and contributing (where appropriate) to monthly transition player Case Conferencing to guide and support the development and progression of Northern Ireland players through the WCPP;

• Supporting the National Randori proggramme at the British Judo WCPP Centralised Training Base by attending a minimum of four extended sessions/contacts per year;

• Delivering National level high quality training and competition opportunities to Cadets and Juniors;

• Supporting the transition of players, through advanced discussion with British Judo, who have exited the British Judo World Class Performance Programme either through post career support or training/competition opportunities to re-enter the WCPP at a later date.

In return the BJA has committed to:

• Invest £2,000.00 toward the set up of the NI Judo Performance Lead post

• Allocation of British Judo Performance Pathway Manager to support

the Northern Ireland Judo Performance Pathway by line managing the Performance Lead post, up to 6 days per year (regular meeting/attendance/role on key groups);

• Delivery of up to 2 CPD workshops from British Judo Coaching / Sport Science & Medicine Staff in Northern Ireland per year to support the programmes development;

• Formation and delivery of a Performance Pathway Commission to support pathway activity and shape pathway delivery;

• Delivery of an annual Performance Pathway Commission meeting in Northern Ireland;

• Formal announcement of the partnership, status and support to be provided;

• Fund and deliver of a Talent Transition programme for players (Olympic & Paralympic) moving from Northern Ireland to the British Judo World Class Performance Programme;

• Provide monthly status reports on NI players and opportunities for an identified NI Coach to attend a monthly Case Conference during the first year on their transition into the Centre of Excellence;

• To deliver/make available funding/resources for specific projects that will add value/benefit the home nation programme and performance pathway. To include a Home Nation’s project fund as standing item in the Performance Pathway Commission where Home Nations can propose/request access to a Pathway Development budget, which will be evaluated against a set criteria. The total allocated budget for 2016 is £10,000;

• Support Northern Ireland Judo Federations relationship development with Sport Northern Ireland, to continue to access funding/support for future cycles;

• To explore opportunities to gain additional funding to support Home Nation programmes during the Tokyo 2020 cycle. To work with NI Judo to develop a justification within the Tokyo 2020 strategy to UK Sport to provide additional investment into the Home Nation Programme.

2.8.2 IJA Partnership Agreement NI Judo also supports the delivery of the IJA National Squad Programme by committing to:

• Support the transition of Northern Ireland Judoka to the ISC High Performance Programme

• Support the transition of NI Judoka from the ETP to the NITDP. • Support and/or host IJA National Squad Trainings when appropriate • Support and collaborate with the design of the IJA National Squad

European Championship, World Championship, European Games and Olympic Games.”

3.0 The 2017-22 NI Judo Performance Strategy The NI Performance Strategy mechanisms and processes are appropriate with the NI Performance Pathway. The Performance Strategy utilises the systemic development opportunity provided by the Performance Pathway, to progress NI Judoka to a level where they can realistically challenge for medals at Commonwealth games, IJF World Circuit and Olympic Games. Cognisant of the significance of NI Judo’s involvement in the Commonwealth Games programme, and the age profile of the current NI Performance Judo population (SW Olympic Paralympic Workbook NI Judo), strategy proposed here will be consistent with delivery towards 2022, but will also highlight 2020 strategy as indicated in the Sporting Winners brief. The Performance Strategy clearly identifies the Northern Ireland Judo Squad as the representative mechanism for delivering a performance plan for both Commonwealth and Olympic Games. The Commonwealth strategy will target medals at every Commonwealth Games (from 2022 onwards) and qualification for every European & World Championships and Olympic Games. A consequence of pursuing qualification for Europeans, Worlds & Olympics will require consistent participation in the IJF World Circuit. Medals and performances at IJF World Circuit events are hugely significant, in terms of achievement in their own right, and also as recognised development benchmarks and funding activators. The Olympic strategy will target Gold medals at Commonwealth Games and medals at European & World Championships and Olympic Games. 3.1 The Northern Ireland Judo Squad Creating a groundbreaking Northern Ireland Judo Squad structure will bring a distinct identity to, and ownership of, the NI Judo Performance System. The size of the competitive Judo population in Northern Ireland suggests that a NI Squad comprised of both NIJF and eligible IJA members would better facilitate the development of a critical mass of athletes along the Performance Pathway. The precedent of similar successful NIJF/IJA collaborations were evident in the Northern Ireland Judo Team Programme of 2012-14 (NIPPS

3.5.1), the NITDP 2013-16 and the 2017 Commonwealth Tournament in Port Elizabeth, South Africa. The Northern Ireland Judo Squad is therefore comprised of NIJF members and eligible IJA members from Northern Ireland in Cadet, Junior and Senior age bands. Squad membership is open only to athletes who are eligible to compete for Northern Ireland at the Commonwealth Games, however, participation in ‘Squad’ training and activities is open to any Judoka affiliated with the International Judo Federation, where appropriate The Northern Ireland Judo Squad Programme is designed by the NI Judo Performance Lead and all Judo activities are delivered by the NI Judo Performance Programme personnel. Entry criteria onto the NI Squad is set by the Performance Lead but includes any NI Judoka on NITDP, NIHP, BJA WCPP and IJA HP programmes. There is one compulsory National Randori session in Northern Ireland every week, for all Cadet, Junior and Senior ‘Squad’ members. NI Squad also regularly participate in WCPP National Randori sessions, BJA Open National Squad Training (ONST), IJA National Squad Training sessions and Scottish Talent Development Squad Training. The NI Judo Squad (Figure 3) provides the primary mechanism to access the international representative opportunity (with GB or IRL) required to qualify for Cadet/Junior/Senior European & World Championships and Olympic Games, and to serve the athlete development requirements necessary to win IJF & Commonwealth Games medals (NIPPS 4.1.2, 4.2.2 & 5.2.5). Previous ‘Northern Ireland’ representative opportunities for NI Judoka were limited to the UK School Games, Commonwealth Judo Championships and Commonwealth Games. NIJF members have an additional opportunity to represent NI at BJA domestic events, including the British Championships. The opportunity to participate in European Judo Union / International Judo Federation (EJU/IJF) events and the Olympic Games, can only be fulfilled through representing GB or Ireland. A Northern Ireland Team can, however, participate at almost every EJU or IJF event under the banner of either nation. The facility for regional (BJA) or individual (BJA & IJA) participation in EJU/IJF events is already included in both Association’s policies on ‘self-funding’ international representative honours (NIPPS Apendicies 10 & 11). This existing policy provides the opportunity to develop a Northern Ireland Squad that can participate at every level of World competition, at every age band, apart from the European & World Championships and Olympic Games. Moreover, this includes the ability to qualify Northern Ireland Judoka for the 3 events where a NI Team cannot participate (Europeans, Worlds, Olympics).

3.1.1 Commonwealth Strategy Judo is not included in the 2018 Commonwealth Games, however, the sport did secure “Core Sport’ status at the CGF Congress in September 2015 and will be included as compulsory sport from 2022 onwards. Northern Ireland Judo Squad members occupying the Commonwealth Programme strand of the NIHP (and above) would constitute the team of players nominated to the NICGC for Durban 2022. Furthermore the content of their individual performance programmes would primarily target competition and development benchmarks that increase the opportunity for medal success in Durban and graduation to the next phase of the ‘Pathway’. 3.1.2 Olympic Strategy NI Judo Squad members occupying the NIHP Olympic Programme would target competition and training benchmarks that increase the prospect of qualifying for the next Olympic Games Squad members who are also BJA ‘Podium’ athletes based full-time at the BJA Centre of Excellence or on the IJA HP Programme will target competition and training benchmarks that increase the prospect of winning a medal at the next Olympic Games (Figure 3 & WITTW).

3.2 NI Judo Performance Plan Our Goal is to win Northern Ireland Judo’s first ever Olympic Medal &

Commonwealth Games Gold Medal. We also mean to deliver an ambitious Performance Programme that will win multiple medals at every Commonwealth Games and qualification for every

European Championship, World Championship, European Games and Olympic Games.

The objective of this plan is to implement the performance systems and strategies that will best underpin efforts to achieve the performance Goals. The Northern Ireland Judo Performance Plan outlines the proposed ‘System’ and ‘Outcome’ objectives for the Northern Ireland Judo Squad over the next seven years. The plan goes on to propose personnel responsibility, systems profiling and implementation methodology required to fulfill each objective set against a challenging but appropriate timeframe. 3.3 NI Judo Performance System Objectives The ‘Systems Objective’ for this plan is, to construct a robust, embedded ‘end-to-end’ Performance Pathway that continually achieves the ‘Outcomes Objectives’ consistent with the proposed Performance Plan mission statement, and detailed herein. In this section I intend to outline the critical performance factors necessary to achieve the requisite system development. 3.3.1 Systems Profiling There are 56 medals available at major Judo Championships including Commonwealth and Olympic Games. The NI Judo Performance Plan must therefore develop and maintain a critical mass of Talent & High Performance Athletes in the Pathway, in order to sufficiently service the challenge for the targeted 3 Medals (including 1 Gold) in Durban 2022. Annual targets for optimum NITD & NIHP Programme population, has been identified for both ‘Base’ & “Stretch” targets as directed in the Sporting Winners brief. Tables 2 & 3 provide an overview of the total performance population in the NI system and the rate at which they will transition (Pathway Current), the Pathway Activity proposed, requisite staffing, outcome targets and costs for ‘Base’ & ‘Stretch’ targets. The current and potential athlete talent pool, and the current and potential delivery capacity of Performance Coaching staff was thoroughly considered when assessing programme population.

3.3.2 Performance Personnel The principal performance personnel consideration was to identify and recruit a determined, capable and experienced individual for the Performance Lead position, with the responsibility of driving the entire system forward from ‘toe to top’. The Performance Lead’s duties also include the NIHP Coach role. The demands of separate Cadet, Junior, Commonwealth and Olympic programmes are compounded by the IJF World Tour calendar which regularly schedules events targeting athletes from different pathway programmes, at the same time, in different parts of the World. A minimum of two NI Performance Coaches will be necessary to assist the Performance Lead in the overall delivery but will importantly also lead individual strands of the NI Performance Plan throughout. 3.4 2016-22 NI Judo Performance Outcome Objectives The performance outcome objective is to win NI Judo’s first Olympic medal and first Commonwealth Games Gold medal. To achieve such an ambitious goal, NI Judo must ensure the performance systems and processes proposed here, are implemented and appropriately resourced. Successfully realising the targeted programme population will enable a critical mass of NI Judoka to qualify for every major Championship and challenge for 3 medals in Durban 2022 including the first Commonwealth Games Champion.

4.0 Conclusion The Northern Ireland Judo Performance Plan 2017-22, is the strategic document intended to support the submission for the Sport NI Sporting Winners strategy. This document has described and explained the rationale for said Performance Plan through the detailed examination of the NI Judo Performance Pathway and its alignment with British Judo’s Tokyo 2020 Strategy. The Alignment between the proposed NI Judo Performance Plan and the 2020 Performance Plans for British & Irish Judo, is underpinned through congruent rationale, framework, transitions and benchmarks and endorsed by the NGB Partnership Agreements already in place. All targets for the 2017-22 NI Judo Performance Plan have been clearly defined including all timelines and methodology, where appropriate. It is evident that the current performance population within NI Judo, targeting Olympic success in Tokyo, is very capable but also very small. However, there does exist a critical mass of emerging talent, serviced by a proficiently developing performance system, which can achieve the ambitious targets defined herein. 5.0Appendix

This document has referenced other recent strategy documents throughout, to draw on current research and strategy already proposed or currently being delivered, when relevant to the Sporting Winners application brief. This document has attempted to correlate these existing strategy documents, updating where necessary, and adding new data and information where appropriate to our application. 6.0 Performance Plan Amendment February 2017 In February 2017 NI Judo’s leading competitor, Lisa Kearney, indicated that she did not feel as though she could currently adhere to the Programme demands outlined in the NI Judo Performance Plan 2017-22 (Sporting Winners Strategic Document). Lisa has not stated she is retiring from International Judo and has committed to WUG 2017 and remains working and training at the full-time JudoScotland Centre of Excellence in Edinburgh. However, as she does not feel that she can currently commit to the NI Judo Programme outlined herein, we can no longer include her target performances at time of print. I have amended the Performance Plan targets, SSSM, Athlete Living Costs, Performance Plan Staffing, Competition and Training Camp Programmes to reflect the sudden change in circumstance. I would appeal for some scope when assessing our amended Performance Plan to consider further future modifications with respect to three possibilities:

• Lisa Kearney returns to the NI Judo Performance Programme and achieves the performance targets outlined in our original submission.

• Any other NI Judoka develops quicker than predicted and achieves the performance targets (Lisa’s targets) outlined in our original submission.

• Two Olympic standard Judoka, not previously linked with the NI Performance Programme, are currently being assessed for NI eligibility. Should one or both prove eligible, then the NI Performance Programme “Stretch Targets’ would resume as per original submission.

The philosophy, rationale and methodology of the NI Judo Performance Pathway, Strategies and Plan, remain intact and uncompromised. This programme has been designed and is being delivered to develop and sustain a World Class performance system post Tokyo 2020. The removal of the World Class targets for this cycle has had an obvious and significant impact on the demands of the programme. This can be clearly measured in the amended Sporting Winners templates and NI Judo Performance Plan Timeline. In summary, should none of the three opportunities highlighted emerge, then NI Judo would like to propose reducing SNI investment from £833,000 to £625,000 (£218,000);

• -£74,000 in Salaries • -£74,000 in SSSM provision • -£30,000 in International Competition & Training provision • -£35,000 in Athlete Living Costs • -£5,000 in Equipment

The amended Sporting Winners templates (attached) reveal the detail of NI Judo’s revised proposal. The “Bottom Line Investment” will now represent the NI Judo Performance Plan, in our new circumstance. The “Stretch Investment” represents the Performance Plan targets should any of the discussed future opportunities transpire. The “Bottom Line” targets have not been immune to our change in circumstance and have also been adjusted accordingly, reducing the projected investment in our new proposal by £88,000 from the original ‘Bottom Line’ application of £713,000 to the current £625,000.
