CHAPTER I

EXECUTIVE SUMMARY

1.1 Amelia (North) Coal Block was allotted to M/s Madhya Pradesh State Mining Corporation Limited. Later the allotment was cancelled in pursuance to Hon’ble Supreme Court’s order. The block has now been vested to M/s Jaiprakash Power Ventures Limited, a limited company. The mine has been developed to produce 2.8MTPA of coal by opencast method of mining. Environmental Clearance has been obtained.

1.2 The mine is captive linked to Jaypee Nigrie Super Thermal Power Plant (1320MW) owned by M/s Jaiprakash Power Ventures Limited. The coal required for the power station is 5.2 MTPA.

1.3 In view of the fact that presently there is shortage in supply of coal to power

station, the proponent proposes to enhance the capacity of mine from 2.8 MTPA to 4.2 MTPA. There is no change in lease area and mining technology.

1.4 As per provision of EIA Notification 2006, Expansion Projects need

Environmental Clearance. Accordingly proponent is filing Form I & Pre-Feasibility Report for determination of ToR for Environmental Studies.

1.5 The Mining Plan for expansion project (4.2MTPA) has been prepared with a life

of 23years. As per Revised Mining Plan Peak Capacity is 4.2MTPA & Normative Capacity 2.80MTPA.

1.6 Coal is proposed to be mined by opencast method of mining by using Surface Miner & Shovel Dumper combination with blasting.

1.7 In course of mining a total of 593.14Mm3 of overburden (including 2.38Mm3 of topsoil) would be generated. Out of this 95.91Mm3 would be stacked in external dump & balance 497.23Mm3

is to be used to backfill decoaled quarry.

1.8 Total land (728.75Ha.) in lease area form part of Reserved Forest. Approval has been obtained for diversion of forest land for the project.

1.9 At the end of mining operation land degraded on account of quarrying, overburden dumping, etc. will be biologically reclaimed. This includes 150.18 ha. external dump & 176.70 ha. of internal dump. Plantation would be raised over reclaimed area.

1.10 Total water demand for mine site & township has been assessed as 477KLD. This includes 110KLD for potable purpose & 367KLD for industrial purposes. Ground water will be used for potable purposes & mine water will be used for industrial purposes. Effluent treatment plant has been constructed to treat industrial waste water & sewage treatments plant to treat municipal waste water in township.

1.11 Run of mine coal would be crushed & sized in coal handling plant located at mine site as per requirement of the power station.

1.12 Processed coal would be transported to the power station by rail.

1.13 A township is constructed for the mine project.

1.14 As stated earlier lease area is forest land. There is no human habitation within the lease area. No R & R issues are associated with the project.

CHAPTER II INTRODUCTION

2.1 IDENTIFICATION OF PROJECT

The proposal relates to obtaining environmental clearance for expansion of Amelia (N) Coal Mine. Presently it is working under approved mining plan for rated capacity of 2.8 MTPA. The mine has been mining coal by opencast method of mining for last two years. Project has obtained environmental clearance from MoEF. Lease Area is 728.75 Ha. The mine produces power grade coal. Detail of lease area Village - Amelia District - Singrauli State - Madhya Pradesh Type of Land - Forest Land Plot No. - Refer to Table No. 2.1

JPVL presently operates three Hydro-Power Plants. I. 300MW Jaypee Baspa-II Hydro-Power Plant in HP. II. 400Mw Jaypee Vishnupreyag Hydro-Power Plant in Uttrakhand. III. 1091MW Jaypee Karcham Wangloo Hydro-Power Plant in HP.

Besides above the company is operating two Thermal Power Plants

I. 500MW Jaypee Bina Thermal Power Plant is Sagar (M.P.). II. 1320MW Jaypee Nigri S.T.P. Plant in District-Singrauli (M.P.).

2.3 NEED OF THE PROJECT & IMPORTANCE TO COUNTRY

The project under consideration i.e. Amelia (N) Expansion Coal Project is captive to Jaypee Nigri Thermal Plant that needs 5.2 MTPA of Power grade coal. This mine will satisfy a part of coal demand of the Super Thermal Plant Station. The demand for commercial energy is growing. In the present scenario, Coal is abundantly available, affordable in the form of indigenous source for commercial energy. In the above context project is important for the nation. The coal project & the Super Thermal Power Station offers source of employment & source of income generation for local people. This project contribute to socio-economic development of the region & nation. The project will also contributes to state exchequer by way of cess, royalty, sales tax and Additional levy.

2.4 DEMAND & SUPPLY GAP In present Indian context coal is prime source for commercial energy. Coal is also important raw material for other core industries particularly cement & steel. For achieving projected growth is core sectors, coal mining sector has to achieve matching growth rate to meet the growing demand of coal. In absence of sufficient indigenous production, Country had to import coal in order to bridge the gap between demand & supply. For reducing the dependence on imported coal, country has to produce more coal by way of expansion & opening of new coal projects. In this context capacity of the mine is being enhanced.

This project will meet part demand of coal linked to power plant (5.2 MTPA). Balance coal will be sourced from other sources. Though the effort will be made to secure other coal block so that gap between demand & supply can be met by opening new mine.

2.5 IMPORTED AS INDIGENOUS In the past country had to import coal of various grades to bridge the gap between demand & supply. In order to avoid import of coal for thermal Power Station, the proponent proposes to expand the capacity of the mine.

2.6 EXPORT POSSIBILITY The coal produced from this mine will be consumed by linked Thermal Power Station of the proponent. So there is no possibility of export of coal produced by the mine.

2.7 DOMESTIC/EXPORT MARKET As stated above coal produced from this project is for internal consumption. It is not for sale in the open market.

2.8 EMPLOYMENT GENERATION The project is to offer employment to 829 persons. In addition to above the project would generate employment in secondary (ancillary) & tertiary sectors (service).

CHAPTER III PROJECT DESCRIPTION

3.1 TYPE OF PROJECT

The project under consideration relates to a proposal obtaining Environmental Clearance for expanding the capacity of production of existing Amelia (N) Opencast Coal Mine from present capacity of 2.8 MTPA to 4.2 MTPA. The existing mine is operating under an approved mining plan and environmental clearance. The coal produced from this mine is supplied to linked Jaypee Nigrie Super Thermal Power Plant which is located about 70km away. The thermal power station has already been granted Environmental Clearance by MoEF.

3.2 LOCATION The location of mine is given below: Village - Amelia Tehsil - Deosar District - Singrauli State - Madhya Pradesh Geographical co-ordinates are given below Latitude - 240 07’ 32” To 240 08’ 37” N Longitude - 820 24’ 25” To 820 26’ 45” E

The general location of the mine is shown in Index Plan (Plate I). Specific location of mine is shown in Study Area Plan on Toposheet (Plate II).

3.3 SELECTION OF ALTERNATE SITE This is an existing mining project having sufficient coal reserve. Many of proposed infrastructures have already been developed. In view of this no alternate site has been explored.

3.4 SIZE OF PROJECT The lease area of the project measures 728.75 ha. The mine is currently operating at a capacity of 2.8 MTPA. It is proposed to expand the capacity to 4.2 MTPA.

3.5 PROJECT DESCRIPTION Project has been planned to mine coal from two top coal seams namely seam VII & seam VIII. A brief description of coal reserve, method of mining, disposal of waste, blasting are given below:

3.5.1 Reserve and grade of coal The exploration has revealed the presence of total of seven correlatable coal

seams in the Barakar formation. These coal seams in descending order are seams VIII, VII, VI, V, IV, III (top) & III (bottom) occurring in the Barakars. Seam-V is split into two sections, designated as V (top) and V (bottom). The seam V (bottom) and III (top), though correlatable, are uneconomical.

A. Details of Reserve Estimation

Seam wise and grade wise reserve for the entire Amelia (north) coal mine has been estimated and is provided in table 3.1.

II. Overburden

Nature of Overburden : Overburden consists of predominantly sandstone with minor amount of shale, carbonaceous shale and thin coal bands. Besides, the overburden also includes sandy soil, weathered rocks and obvious/dirt bands > 1m thickness.

a) Coal Overburden Ratio

The mining of seam VIII and VII has been considered fully in this mining plan for which O.B. coal ratio (SR) comes to 8.44:1 (cum: tonne).

b) Stripping Ratio

Stripping ratio is obtained after dividing total volume of overburden by tonnage of coal available in the same area. Volume of overburden and stripping ratio for different coal: overburden ratio and depth range is given in tables 3.2 & 3.3 below

(i) D1 dump will be spread over 73.97 ha area on the north-eastern part of the

ML as the mining operation has been started from eastern side & is advancing towards west.

O.B. excavated from the mine from 1st year of mine operation (-2 year) till the 5th year of mine operation( +3 year) (46.39 mcum) will be accommodated in D1 including top soil for afforestation.

(ii) The surface dump D2 located on south-east side of ML will be utilized from 5th year of mine operation (+3 year) upto 7th year of mine operation ( +5 year) during which about 47.73 mcum O.B. will be dumped.

(iii) Top soil dump The total topsoil generated (2.38 m cum) during the mining period will be stacked separately in a soil stack pile. About 0.635 mm3

II. Internal Dump

will be stacked as surface dump over an area of 11.82 ha. It will be used for growing plants along the fringes of the site roads and reclamation of external dump and backfilled area. The top soil stockpiles in 11.82 ha will be low height not exceeding 6m and will be grassed to retain fertility. Besides this topsoil will be stacked as temporary stacks near the excavation area and area to be reclaimed which will be made use of concurrently for progressive reclamation of sterile dump areas.

Backfilling will start from 6th year of the mine operation ( +4 year) with a meager quantity of 1.40 mcum. During 6th to 7th year (+4 year & +5 year), partial backfilling (7.88 mcum) will take place whereas part of the excavated overburden will be deposited at the external dump (36.12 mcum). With the

advance of mining operations from east to west, the internal backfill quantities will progressively increase and full-scale backfilling will be achieved from 8th year of mine operation ( +6th

III. Drilling And Blasting

year) onwards.

Drilling & blasting would be required only in overburden benches before excavation by shovel. Two surface miners have been deployed to achieve coal production. No drilling and blasting will be required to obtain the said quantity of coal.

Top O.B. benches would be developed in horizontal slicing pattern, hence 3

cum and 10 cum hyd. Shovels along with matching dumpers would be deployed, whereas parting between the coal seams would be excavated parallel to coal seams to avoid intermixing of stone with coal. Coal will also be worked by inclined slicing.

a) Blasting After shot holes are drilled into the horizontal bench cut by the shovel, the faces

are blasted using explosives and detonators. The uppermost layer of soil ranges from 0.5 m (MSAN-7, 17 & 26) to 7.5 m (MSAN-11) and weathered mantle upto 7.5 m (MSAN-11) and is soft and will not require drilling. Hence it has been assumed that 85% of the O.B. may require blasting.

b) Broad Blasting Parameters As experienced earlier, coal mining will be done generally by surface miner.

Blasting in coal will be occasionally required. In such case blast holes are drilled down to the floor of the seam, the length of hole ranging between 8 and 10 m.

In the blasting operations shaking blast practices are proposed using low powder

factor. This method will generate a set of cracks in the blasted strata with material movement reduced to minimum.

Holes will be drilled in order to excavate on an average of 19 MBCM (million bank cubic metre of O.B.) per year at pick production of 4.2 MTY. A powder factor of 0.30 to 0.35 kg per BCM has been adopted for overburden.

Short delay detonators shall be used. The control technique to be adopted at the time of blasting to reduce noise, ground vibrations and fly rocks are given under environmental management plan.

c) Type of Explosives to Be Used Suggested pattern for O.B. is given below :

Blast holes will be suitably drilled to provide sufficient overburden to each shovel unit.

There will not be any blasting for coal extraction as coal extraction has been proposed by surface miner.

However, flexibility may have to be provided for usage of suitable alternative/available explosives.

(i). Reducing the amount of explosives charge per delay. (ii). Reducing spacing and burden of blast holes per blast. (iii). Reducing the amount of explosives charge per blast.

(iv). Proper controlled rock movement during blasting by using suitable initiating sequence and delay.

(v). Proper strata movement during blasting by using suitable firing sequence. Since above parameters are site specific, the exact blasting pattern will be

designed after conducting field trials.

e) Storage of Explosive

The blasting operation is carried out by SMS (site mixed Slurry) and will be transported to the mine site by the explosives agency. Existing 10t capacity magazine will be required only for storage of detonators, detonating fuse, cast boosters, cord-relays, etc.

IV Haulage/Transport The O.B. will be transported by 100 t R.D. trucks to surface dumps and later on,

as soon as decoaled area is available suitable for backfilling, to the site of back-filling.

Loading machines with 4.5 cum capacity coal bucket will load the coal into

trucks. This system will offer mobility or flexibility. The coal will be transported by 35 t R.D. trucks to the coal handling plant and this will be transported by railway from Majhauli railway station to Nigrie thermal power plant. The coal will be transported from the CSM and will not require any crushing. A coal stack facility has also been provided for accommodating one week’s production.

The production from each seam will be mined in the ratio’s of thickness to ensure near consistency of quality over the life of the mine.

It is to mention that at present the mined out coal is being transported to feeder breaker by coal dumpers, but it has also been envisaged to get a study done from the consultants for installation of conveyor for the transport of the same coal. If found techno commercially viable, the owner may go for necessary switch over to conveyor from road transport.

3.5.3 Land

I. LAND REQUIREMENT

The lease area of Amelia (North) Cola Mine covers area of 728.75 ha and entire area is covered under seven compartments of Mohanban reserve forest. Pre-Mining Land use is all forest land. The proposed Land uses for Mining is given below in Table 3.5 Please refer Plate-IV for Mine Site Layout.

III. LAND USES IN POST MINING SCENARIO

On completion of mine closure activities as described in Mine Closure Plan, the resulting Post Mining Land use pattern will be as depicted in table 3.7 below. It is proposed to mine coal from lower seams by Underground method of mining on completion of opencast mining operations. As such some of the infrastructures that are required for operation of the underground mine will be dismantled & surface dozed and leveled.

It is seen from the post mining scenario that out of 728.75 ha. of forest land in lease area, reclaimed plantation & water body comes to 709.25 ha. The water body will be useful for eco sustainability. Therefore, it is seen that more than 97% of the area has been subjected to eco-friendly reclamation in that forest area. 3.6 RAW MATERIAL

Proposal relates to mining of coal by opencast method of mining. Mining activity involves blasting of coal & overburden. After blasting, overburden material is either to be stacked in external dump or to be used for backfilling. Coal is to be crushed & transported. Thus project activities require explosives for blasting, diesel for transportation, natural resources including land & water. All these elements have been dealt at appropriate place in this report.

3.7 RESOURCE OPTIMIZATION

This mine has been planned laying stress on optimal use of resources. Elements considered in this direction are briefed below:

a) Land (i) Minimize use of land by careful planning of the lease area. (ii) Minimum land for external dumping. Efforts have been made to

maximize internal dumping & minimize external dumping. (iii) Reclaim the degraded land physically & biologically to render it

suitable for plantation.

b) Water (i) Minimize use of fresh water by using treated water for industrial &

horticultural purpose. (ii) For installing rainwater harvesting desiltattion pond will be provided

which will also serve as spread tank. Water collected in this tank can be used for industrial purpose & also aid in artificial recharge of ground water.

(iii) Treat the waste water to prescribed standard before discharging it.

c) Explosives Powder Factor for explosive has been determined based on field trials. For every round of blasting quantity of explosive will be determined on basis of Powder Factor. By this way use of explosives would be optimised.

CHAPTER IV SITE ANALYSIS

4.1 CONNECTIVITY

Road Connectivity The Waidhan-Rewa National Highway (NH-75) traverses in the North-West and

runs almost along the boundary of Moher Sub-Basin & Main Basin. Bargawan town is located at a distance of 33 km North-West of Waidhan on NH-75. A metalled road takes off from Bargawan towards Mine site covering 17 km distance. Waidhan is district HQ and is about 50 km from Mine site.

The nearest big township is Waidhan (24°04' : 82°38') located at a distance of 50 km from the Coal Mine which is also the District Headquarter with the facility of market, post office and telecommunication, health centre, workshop, petrol pump, road transport etc.

Railway Connectivity The nearest railway station, Majhauli, on Chopan Singrauli-Katni line of Central

Railway is at a distance of 4.5 km from the mine. One siding has been constructed at the mine by drawing railway line branching from Majhauli station. The coal dispatches are by railways.

Nearest airport is about 250Km at Varanasi. 4.2 LAND FORM Dealt in Para 4.3.

Land Use – Lease Area measures 728.75 Ha. Entire lease area is part of Reserved Forest. Land is owned by State Govt.

4.3 TOPOGRAPHY

The topography of Amelia (North) Coal Mine is undulating. The general ground elevation of the mine varies between 430m to 468m above MSL with some scattered mounds. The maximum ground elevation of 489m above MSL is located in the southern part of the mine, while the minimum ground level is

382m to the east of borehole MJAN-8 near eastern boundary. The eastern part of the mine exhibits steep slope towards east with a number of valleys.

The drainage of the mine is mainly controlled by the northerly flowing Kanchan Nala and its rivulets and small nalas. These nalas are mostly seasonal. Kanchan nala joins Mahan River in the north-east which maintains a perennial flow in the area.

CHAPTER V PLANNING BRIEF

5.1 PLANNING BRIEF

The project relate to enhancing capacity of existing Amelia (N) Opencast Coal Project. The existing mine is presently operating under an approved Mining plan with a capacity of 2.8MTPA of coal to be mined by opencast method of mining. A revised mining plan with a peak capacity of 4.2MTPA & normative capacity of 2.80MTPA has been planned & submitted to Ministry of Coal for approval. The revised mining plan has been prepared keeping in view the existing infrastructures in terms of workshop, store, railway siding, equipments & machineries already procured. The coal mined from the project would be dispatched to linked Thermal Power Station by rail. Mine has been planned with due regards to safety rules prescribed by DGMS.

5.2 POPULATION PROJECTION

The mine is to employ 829 persons including highly skilled, semi skilled & unskilled workes. Only executives & highly skilled manpower will be sourced from outside. Semi-skilled & unskilled workers will be sourced from local area. However in ancillary & secondary sector, people from outside may come to this area. Since already a number of Thermal Power Plant and Coal mines have been working in this area, the area has been developed considerably. In view of above even highly skilled people may be available locally. People coming in ancillary & secondary sector are also likely to come from neighboring area.

5.3 LAND USE PATTERN This has been dealt in detail at Para 3.5.3 in chapter III. 5.4 INFRASTRUCTURE

This aspect has been covered in Para 4.5 & 4.6 in chapter IV. 5.5 FACILITIES / AMITIES

A dedicated township has been developed for the project. In this township, it is proposed to provide facilities including school, water supply, health care facilities, power supply, etc have been provided.

CHAPTER VI PROPOSED INFRASTRUCTURE

6.1 INDUSTRIAL AREA

Mine lease area measures 728.75 ha. Within this lease area apart from mining quarry, following mine operation related facilities are located Internal Road Overburden Dump and Settling Pond Infrastructure facilities.

6.2 RESIDENTIAL AREA (NON PROCESSING AREA)

A township for providing residential quarters for employees. A site for township is being searched.

6.3 GREEN BELT

Plantation & Green Belt is being provided in the lease area over an area of 728.75Ha. Also green belt is to be provided in township which will be equivalent to about 1/3rd

6.5 CONNECTIVITY Road – The mine site is connected to NH-75 by a black topped road.

Railway – Nearest railway station is Majhauli about 5km away. The mine site has been provided with a dedicated railway siding for transport of coal. Air – Nearest Civil Airport is at Varanasi about 300km away.

CHAPTER VII REHABILITATION & RESETTLEMENT PLAN

7.1 INTRODUCTION

The mine lease area measure 728.75ha. The entire land is forest land. There is no tenancy land involved. Presently there is no human habitation within the lease area. There is no family losing land & also there is no issue related to displacement of family. Within the lease area there is no economic activity involved in form of shop, agriculture, etc. Hence there is no issue related to family losing source of livelihood. In view of above situation issues related to R & R is not involved.

CHAPTER IX ANALYSIS OF PROPOSAL

9.1 FINANCIAL BENEFIT

This project is linked to Jaypee Nigri Super thermal Power Plant. Coal mined from this mine would be supplied to the Power plant. The project would pay to the state in terms of cess & royalty and to central Govt. as additional levy. Indigenously produced coal will save foreign exchange required for import coal needed for power station.

9.2 SOCIAL BENEFIT (i) The project offers employment opportunity to local people. (ii) Employment opportunity will be generated in secondary & tertiary sector

also. (iii) Opportunity for income generation will be generated in ancillary &

support sector. The proponent has taken up schemes for socio-economic development of the area. These schemes will cover areas including development, education, health, hygiene & water supply. There is shortage in supply of coal in required quantity to the linked power Plant. In View of the facts stated above, it is established that the project needs enhancement in production capacity.
