November 18, 2019 Dear Team Manager, The Amateur Hockey Association Illinois, Inc. would like to extend an invitation to your team to participate in the 2020 Girls’ Illinois State Hockey Championships Tournament. We have been working to improve the tournament format in order to get all the girls’ teams in Illinois to participate. The event will consist of the Round Robin games to take place at the Triphahn Community Center & Ice Arena in Hoffman Estates, Illinois between Thursday, February 27, 2020 & Sunday, March 1, 2020. The schedule for all Tier II (A & B) levels including play-down match-ups will be posted by January 15, 2020. The Championship Games will take place at the Edge Ice Arena in Bensenville, Illinois on Saturday, March 7, 2020. The top two teams in each division determined by the round-robin format will play for the State Championship in the “A” and “B” Divisions. In addition, the 2020 Girls’ Illinois State Hockey Championships Tournament Committee has decided to offer consolation games for those age divisions that have at least four participants in the “A” and “B” Divisions only. Age divisions for the 2020 Girls’ Illinois State Hockey Championships Tournament will include Tier II (previously “A”) at 10U, 12U, 14U, 16U, 19U and a 14U ‘B’ Division. This division has been created for those teams in this age level that have more than three (3) twelve (12) year olds on their rosters. The ‘B’ division is a non-National Bound division in the Girls’ Illinois State Tournament. IMPORTANT NOTE: The Champions of the Tier I 14U, 16U, and 19U and the champions for the Tier II 14U, 16U and 19U divisions will advance to the Central District Championships March 13-15, 2020. Tier II teams may enter the Tier I or Tier II pool based on the submittal of a written request to the Girls’ Illinois State Championship Director and approval of the AHAI Girls Committee, teams may NOT play up an age division within their own tier (Note: At the 10U & 12U age levels, teams do not play beyond the State Tournament as there are no USAH Nationals at these levels).     This year there will be play-down games at all Tier II (A & B) divisions. At time of registration, teams only need pay an application fee of $175.00. The balance of $1,025.00 (National Bound) and $825.00 (Non-National Bound) will be paid by those teams that make it into the Round Robin. For all teams that participate in a play-down game, the two (2) teams are responsible to split the cost of the ice and officials. The game will be played at the higher seeded teams’ home ice.

    THE 2020 GIRLS’ ILLINOIS CHAMPIONSHIP TOURNAMENT WILL ALSO SECURE A CERTIFIED ATHLETIC TRAINER TO BE ON SITE FOR ALL 14U, 16U AND 19U ROUND ROBIN & CHAMPIONSHIP GAMES.

    Format: All Girls’ Divisions will play a minimum of three games. Divisions with only three teams will play two games to determine which two teams will advance to the Championship game. Final Round Robin Tournament schedules will be posted by February 15, 2020. All play-down games must be completed by February 13, 2020 and the teams that move on MUST PAY THEIR BALANCE BY FEBRUARY 15, 2020.

    Registration Procedures for all Girls’ teams: If your team chooses to participate in the 2020 Girls’ Illinois State Hockey Championships Tournament, you must do the following: Each team must register electronically on-line. Please click on the Green State Tournament button on the front page when you log in.

    Contact your organization Registrar if you have not already received your username and password to use www.ahai2.org/organizations.

    1. Each team must fully complete the Registration Form electronically (one for each team choosing to participate) to register their team for the 2020 Girls’ Illinois State Hockey Championships Tournament anytime between 12:00 a.m., Wednesday, November 20, 2019 and 11:59 pm, Friday, January 3, 2020. The contact person for your team should be the one who can schedule the Playdown Game(s) prior to the final schedule, if playdowns apply. (This does not necessarily have to be the person who does the actual registration and rankings). You must place ALL coaches’ names on the Ranking Form and designate the Head Coach. This should be consistent with your certified AHAI Roster.

    2. Each Team MUST complete the Ranking Form. RANKINGS DEADLINE IS JANUARY 5, 2020 so play-down games may begin January 20, 2020. Please rate all the teams you have played in your age level. For those who are in a league where teams play “down”, please also rate those teams playing “down” to the best of your knowledge. DO NOT RATE YOUR OWN TEAM.

    Please give some thought to your ratings. The best hockey team you have played should be placed in the #1 spot, etc. Only teams listed as your opponents in our online database will be presented for ranking. If you do not see your opponents listed it is because your team manager or officiating scheduler or your opponent’s team manager or officiating scheduler did not enter the correct team names when posting the games. Contact your officiating scheduler to make corrections before you complete your rankings. You will need to rank the team according to how you think they rate in the division they will be competing in. Again, take a minute to make sure you are correctly ranking the team. Please also refer to your teams’ league, practice and tournament games you have played this season. Please take the time to sort through your team’s schedule and scoresheets.

    3. Each Team must complete the Roster Form electronically. ROSTERS WILL BE DUE BY JANUARY 5, 2020, as players declarations are due on or by 11:59 p.m. on December 31, 2019. This is for ALL NATIONAL BOUND LEVELS ONLY.

    4. All fees must be paid electronically during the electronic registration process. Special care should be taken to complete all information requested.

    5. The 2020 Girls’ Illinois State Hockey Championships Tournament Director must approve the team entry.

    6. All coaches and non-uniformed personnel participating in the 2020 Girls’ Illinois State Hockey Championships Tournament must have completed the appropriate level of the AHAI Coaching Education Program, Screening & SafeSport as required by USA Hockey & AHAI. Please refer to page 94-100, Article XV, Coaches, in the 2019-20 AHAI Official Guide — By-Laws, Rules & Regulations.

    7. All dual-rostered players (i.e. rostered on a girls’ team and a youth team) must have declared which team she will play on for purposes of advancing to District and National tournaments (14U and older). This declaration must be made, in writing, to Tom Hansen, Central District Registrar, 413 S. Midvale Boulevard, Madison, WI 53711 by December 31, 2019, and by email to Anita Lichterman: [email protected] & Laura Johnson: [email protected]. If such declaration is not made by the deadline, the Central District Registrar shall have the final authority to certify the eligibility of such player based solely on the effective date of the earlier Team Roster Form (Form 1-T submitted). Violation of this regulation may result in your team facing expulsion from the Tournament.

    8. AHAI has secured the Triphahn Community Center & Ice Arena in Hoffman Estates, Illinois to conduct all Round Robin games. All Championship games will take place at the Edge Ice Arena in Bensenville, Illinois on Saturday, March 7, 2020. All consolation games will be played at the Triphahn Community Center & Ice Arena in Hoffman Estates, Illinois on Sunday, March 1, 2020.

    9. By completing the electronic application, it is understood that the Champions determined in the Tier II 14U, 16U, and 19U Divisions MUST advance to the Central District Tournament, March 13-15, 2020. Tier II 14U from Illinois will advance directly to the National Championship Tournament in West Chester, Pennsylvania. The 16U Central District Championship Tournament will be in Fond du Lac, Wisconsin & the 19U Central District Championship Tournament will be in Omaha, Nebraska.

    10. Should an organization withdraw from the tournament after the registration deadline, there will be NO REFUND and that organization’s girls’ teams may not be eligible for the 2021 Girls’ Illinois State Hockey Championships Tournament.     2020 GIRLS ILLINOIS STATE HOCKEY

    CHAMPIONSHIPS TOURNAMENTPlay-Down Rules and Regulations

    This Tournament will be played according to AHAI and USA Hockey By-Laws and Playing Rules except where these Tournament Rules conflict; then the Rules of this Tournament will prevail. The following rules will apply to all Play-down/Elimination games:

    1. Home Team: In the brackets that will be sent to each participating team upon completion of the rankings, the team with the highest ranking will be the “Home Team”. All play-down games must be completed by February 13, 2020. Teams participating in play-down games are required to split the cost of the ice & the officials. The Tournament Director must be informed of the game date, time & location as soon as it is agreed upon. It is the responsibility of the home team to secure officials for the play-down games. There will be play-down games in all Tier II girls divisions where there are more than four (4) teams.

    2. Girls Divisions: All Divisions will play a round robin tournament to determine the final two (2) teams. The Tier II Round Robin games will take place at the Triphahn Community Center & Ice Arena in Hoffman Estates, Illinois between Thursday, February 27, 2020 & Sunday, March 1, 2020.

    Officials Scheduling: The Tournament Director will arrange for officials at all games played at the Triphahn Community Center & Ice Arena in Hoffman Estates, Illinois from February 27 — March 1, 2020.

    Off-ice Officials: In all round robin & championship games, the off-ice officials will be provided by the 2020 Girls’ Illinois State Hockey Championships Tournament Committee.

    The following rules will apply to all games:

    3. Playing and Penalty Times: Age division playing times and penalty times, for all elimination and Championship games are as follows:

    The ice will be re-surfaced between the second and third periods of the Girls 16 & Under Tier II (“A”) and 19 & Under Tier II (“A”) Divisions ONLY for all Round Robin and Championship games.

    4. Penalty/Suspension: In the event a player or coach receives a penalty in a 2020 Girls’ Illinois State Hockey Championships Tournament Game which requires that a player or a coach is to be suspended, that player or coach shall serve the suspension during his/her team’s next 2020 Girls’ Illinois State Hockey Championships Tournament Game, regardless of any other intervening games or requirement to serve a suspension in another game.

    5. Round-Robin games: If the differential in score reaches five (5) goals or more in the third period, the clock shall be kept running until the goal differential is reduced to four (4), after which it will be a normal stop-clock. USA Hockey and AHAI rules apply in all cases. All Round Robin games will be played regardless of their meaning.

    6. Rules: Coaches should review the applicable rules prior to any Tournament game and bring a copy of rulebooks with them to games, including this letter.

    7. Roster Eligibility: Rosters complying with AHAI and USA Hockey By-Laws, Rules and Regulations are the responsibility of the team and supporting organizations. All players at 10U must have played in at least eight (8) games and such teams must have played in at least ten (10) games. All players at 12U, 14U, 16U, and 19U must have played in at least ten (10) sanctioned games and such teams must have played fourteen (14) sanctioned games.

    A. All Girls on 14 & Under teams and higher that are dual rostered on a Youth Team Bantam or older team MUST declare which team they will play on in the state tournament by December 31, 2019 to Anita Lichterman, AHAI Girls Committee Chairperson, Laura Johnson, AHAI Registrar, Tom Hansen, Central District Registrar or they will be ineligible to play on either team.

    B. All players and coaches will be required to sign in at the Welcome Desk prior to the start of every Round Robin game. Please allow enough time.

    Note: The teams eligible to advance to Districts and Nationals must be familiar with Article XI of USA Hockey’s Rules & Regulations regarding Eligibility/Registration. Any question of interpretation a team may have should affirmatively be brought to the attention of the AHAI Registrar, Laura Johnson, by the team or the organization. The team manager for each team must have, at all times, scoresheets demonstrating compliance with the minimum game requirements and be able to produce them, if questioned.

    8. Tournament Awards: All First, Second and Third place teams (minimum 4 teams in the “A” & “B” Division for 3rd place) will receive individual plaques, player participation patches, and a State Banner. If there is a third-place game, both the third and fourth place teams will receive banners. All remaining teams in the round robins will receive player participation patches.

    9. Coaches Certification/Persons on Bench: All coaches and other persons on the bench, (including managers), other than rostered players participating in that particular game then on the ice, shall be listed on such teams’ roster and coaches shall be certified coaches by USA Hockey at the appropriate level, have completed the mandatory AHAI Screening Program, completed the age appropriate USA Hockey Coach’s Module and must have completed the USA Hockey Safe Sport Training Certification.

    10. Fan Conduct: Each team shall be responsible for the conduct of fans supporting their team. Failure to control fan conduct may result in game stoppage or penalties against the team not controlling their fans, up to and including the forfeit of the game and disqualification from the Tournament. The Tournament Director and committee must approve any forfeit. That decision will be final and is not subject to appeal. Zero Tolerance will be enforced. Alcohol and tailgating in the parking lots for both the Round Robin & Championships Day is prohibited. These are Park District facilities. Alcohol consumption at the Edge will strictly adhere to the rules set forth by the Edge Ice Arena and the Village of Bensenville. Outside alcohol is strictly prohibited.

    11. Admission: Admission charges will be permitted to view Final State Championship Games. No admission may be charged for elimination, playdown or round robin games.

    12. USA Hockey One-Minute Time Out Rule: Will be applicable for all games in the tournament.

    2020 Girls’ Illinois Championships Round Robin Rules 2020 Girls’ Illinois Championships Round Robin Rules 1. Three (3) points awarded for a win. One (1) point awarded for a tie. One (1) for an overtime win. Zero (0) points

    awarded for a loss.

    2. All games will be played to a winner.

    3. Teams that have the top two (2) point totals after the Round Robin will advance to the Championship Game, unless specified differently by the 2020 Girls’ Illinois State Hockey Championships Tournament Committee. The team earning the most points in the Round Robin will be the Home Team in the Championship Game.

    4. If two (2) or more teams have an equal amount of points, their seed shall be determined as follows: The below criteria will be applied in order to all tied teams until one team is eliminated. Then the remaining teams will go back to criteria A and reapply the criteria in order until another team is eliminated. This continues until there is one team remaining to break the tie.

    A. Results of the games between the tied teams.

    B. Goals allowed subtracted from goals scored in games between the tied teams, with a maximum of Plus-five (+5) recorded for those game(s). (see Point 3E below)

    C. Least goals allowed in games between the two tied teams.

    D. Goals scored divided by goals allowed in games between the tied teams (greatest quotient).

    E. Goals allowed subtracted from goals scored in all games with a maximum of plus-five (+5) recorded for any game. (Example: Team A wins three games by scores of 6-4, 9-0 & 7-1. Their goal differential will be recorded as Plus-12 (+12). 6-4 is two goals, 9-0 is recorded five goals and 7-1 is recorded as five goals)

    F. Goals scored divided by goals allowed in all games (greatest quotient)

    G Least goals allowed in all games

    H. Most goals scored in all games
