Thursday, September 4, 2014
M I N U T E S The Regular Meeting of the Board of Education of the Alvord Unified School
District was called to order at 4:00 p.m. by President Kraft, in the Board Room
of the District Office.
A quorum was established with the following Board Members in attendance:
Present: Mr. Greg Kraft, President
Mr. Ben Johnson II, Vice President
Mrs. Carolyn M. Wilson, Clerk
Mr. José Luis Pérez, Member
Mr. Art Kaspereen, Jr., Member
Hearing Session: President Kraft extended an invitation to the audience to
present matters of concern related to Closed Session items.
The following individuals came forward to express concerns related to the Lease
Agreement with KPC Summit LLC, to thank the Board for reconsidering the
lease in Closed Session, to request that the Board consider increasing funding
for music programs and additional staff at school sites and to request that staff
consider a student exchange program:

President Kraft requested legal counsel provide clarification related to Mr.
Todd Dorn, President of Dorn and Company, contacting individual Board
Members to request lunch meetings regarding his services. President Kraft
expressed concerns about going into Closed Session and violating the Brown
Act.
Brian Smith, Attorney, Bowie, Arneson, Wiles & Giannone, clarified the
Brown Act prohibits Serial Meetings, as long as Mr. Dorn did not meet with a
majority of the Board and/or discuss other Board Member’s comments the
Board can continue with Closed Session discussion.
Mr. Pérez stated that he believes contacting individual Board Members
regarding an item agendized for action by the Board is a violation of the Brown
Act.
411. CALL TO ORDER Quorum HEARING SESSION
ADOPTED
AUSD – Minutes – Meeting of September 4, 2014
The Board adjourned to Closed Session at 4:25 p.m. and reconvened to Open
Session at 7:00 p.m. in the Board Room of the District Office.
The Pledge of Allegiance to the Flag of the United States of America was
recited by those in attendance.
3. Approve Minutes: The Board approved the Minutes of the Regular
Board Meeting of August 14, 2014, upon a motion made by Ben Johnson
and seconded by Art Kaspereen, Jr.
The vote was: Ayes – 5 (Pérez, Wilson, Kraft, Kaspereen, Johnson)
Noes – 0
4. Ward 6 Update: Jim Perry, Councilman, provided the following brief
update on activities and accomplishments in Ward 6:
Councilman Perry announced that there are several restaurants in
the planning stages at the Galleria and in front of Target.
Famous Dave’s Barbeque had a successful opening.
The Riverside Police Foundation’s Golden Badge Awards Dinner
will be held on Saturday.
Councilman Perry met with individuals from the HOPE Program
to lay the groundwork for an upcoming fall project.
City Council approved sidewalks for the Arlanza Elementary
School area and they are looking at authorizing more street
improvements in that area.
Councilman Perry is proud to announce that crime is down on
this side of town by 19 percent.
Councilman Perry will be visiting a few high schools in Alvord
next week and looks forward to visiting with the principals.
President Kraft welcomed and introduced Board of Education candidates
including himself and Art Kaspereen, Jr., Julie Moreno, Robert Schwandt and
Donna Wandro.
5. Special Recognitions:
a. Student of the Month: Josh Weaver was selected to represent La Sierra
High School as the Alvord Unified School District Student of the Month
for September 2014.
b. Certificated Employee of the Month: Denise Bokman was selected to
represent La Sierra High School as the Alvord Unified School District
Certificated Employee of the Month for September 2014.
c. Classified Employee of the Month: Axel Bojorquez was selected to
represent La Sierra High School as the Alvord Unified School District
Classified Employee of the Month for September 2014.
d. Volunteer of the Month: Julie Moreno was selected to represent La
Sierra High School as the Alvord Unified School District Volunteer of
the Month for September 2014.

d. La Sierra High School Student Representative: Tina Pham, La Sierra
High School Student Representative, reported on current activities and
accomplishments at La Sierra High School.
Hearing Session: President Kraft extended an invitation to the audience to
present matters of concern to the Board. The following individuals came
forward:
Linda Buchanan, Norte Vista High School Campus Supervisor III,
expressed concerns regarding unsanitary vests that students are required
to wear when they leave class to go to the restroom. Ms. Buchanan also
expressed concerns related to the number of teacher changes her
grandson has experienced at Norte Vista High School these first few
weeks of school.
Mr. Johnson requested an update on the vests students are required to
wear when leaving classrooms and an explanation for the number of
teacher changes at Norte Vista High School.
6. Action Items:
The following Consent Agenda items were presented for approval:
a. Accept Gifts:
1) The Riverside Optimist Club donated 120 backpacks valued at
$500.00 for distribution to temporarily displaced students. The
backpacks will be distributed in groups of 24 to each of the following
sites:
Arlanza Elementary School
Foothill Elementary School
La Granada Elementary School
Terrace Elementary School
Student Services
2) Cathy Graham Vaughn donated $100.00 to be distributed between
Norte Vista High School’s Swim Team and the John Weber
Scholarship Fund.
3) An anonymous donation was made to the Workability Grant
Program in the amount of $2,829.77. This donation is intended for
reimbursement of overages incurred by the Workability Grant
Program.

Board/Superintendent Comments:
José Luis Pérez ~ “This morning I attended the Candidate Forum, it was pretty
interesting. We have some good candidates out there, they had some good
comments. I am looking forward to a vacation come December, so let’s work for
the candidate we support and hope that the best person comes aboard. Thank
you.”
Carolyn M. Wilson ~ Mrs. Wilson has been busy visiting school sites with
several more scheduled. Mrs. Wilson stated that there are wonderful things
going on at the schools and it has been exciting to see all the great things
students are working on. Mrs. Wilson thanked all staff for everything they do for
the students in Alvord.
Art Kaspereen, Jr. ~ Mr. Kaspereen attended Back-To-School Night at Loma
Vista Middle School and visited with former staff members he had the
opportunity to work with. Mr. Kaspereen also visited Rosemary Kennedy
Elementary School on Crazy Hair Day and stated it was fun watching all the
kids with their unique hair styles. Mr. Kaspereen attended Hillcrest High
School’s Varsity game and was amazed by how much the students have grown.
Hillcrest High School’s first graduating class will be in 2016.
Ben Johnson ~ Mr. Johnson stated that it has been a great start to the new
school year. Mr. Johnson thanked the Superintendent for his leadership and
focus on student achievement and stated that he looks forward to the exciting
year ahead.
Greg Kraft ~ Mr. Kraft attended a Board of Education Candidate Forum this
morning and was impressed by how civil the interactions were between
candidates. Mr. Kraft stated that he believes all candidates have their heart in the
right place and are candidates because they want to serve. Mr. Kraft stated that
he hates to see Mr. Pérez vacate his seat.
458. DISCUSSION INFORMATION ITEMS BOARD/SUPT. COMMENTS
AUSD – Minutes – Meeting of September 4, 2014
Dr. Salazar ~ Dr. Salazar has been visiting school sites and has been very
pleased to see the students engaged. Dr. Salazar enjoyed delivering a
motivational speech to the AVID students at Hillcrest High School. Dr. Salazar
is working with the College Board Team, Gina Simpson, Craig Shiflett and
David Ferguson who are all working to get Spring Board services donated to
Wells Middle School. Dr. Salazar attended the Riverside School of Arts with
Naomi Purcell to discuss the opportunities they provide for students and families
in the Arlanza area. Dr. Salazar concluded by stating that this has been a very
active and proactive start to the new school year and he wants to assure
everyone that the Strategic Planning Team will be meeting regularly and
working hard to implement the Strategic Plan, it will not be a plan that is placed
on a shelf collecting dust.
